No es ni definitivo ni exhaustivo. Se trata más bien de una estructura abierta que permitirá una visión más rica de este lugar como un sistema vivo integral y coherente.

introduction

Collar de Flores is a joint effort on the part of the Municipal Government of Tuxtla, the State Government of Chiapas, and diverse members of the Tuxtla community. Its immediate purpose is to develop a series of public spaces along the Rio Sabinal in order to clean up the river, reduce fl o o d i n g , a n d r e c o n n e c t t h e community to one of its most important natural assets. The larger purpose is to educate the public about how to care for and live in harmony with its river for many generations to come.

This document is intended to launch and encourage ongoing research and learning about the geology, hydrology, biology, archaeology and sociology of the Rio Sabinal. It is neither definitive nor comprehensive.

Instead, it is a loose framework that will allow increasingly rich understanding of how this place is a whole and coherent living system.

As the depth and breadth of community understanding grows about the Rio Sabinal and its watershed, it will be able to extend and refine the findings contained in this document.

Para el desarrollo de este concepto el equipo ha realizado una revisión amplia de la información científica existente relativa a la cuenca del Río Sabinal. Además, se han realizado entrevistas con expertos y miembros de la comunidad en relación a temas históricos, culturales y ecológicos asociados al río.

Conforme el proyecto avance, utilizaremos el conocimiento desarrollado en su etapa conceptual para acercarnos y comprometer a nuevos participantes dentro de la comunidad en general. La salud del un río depende de la salud del entorno, entonces el éxito a largo plazo de este esfuerzo precisa ciudadanos organizados y con conocimientos.

In developing this concept, the project team has made a broad review of the scientific information that exists regarding the watershed of the Rio Sabinal. In addition, the team has interviewed experts and community members about the history, culture and ecology of the river. As the project moves forward, it will use the understanding developed in this initial conceptual stage to reach out and engage participants from across the community. The health of a river depends on the health of the landscape, so the long term success of this effort requires knowledgeable and activated citizens.

La ciudad de Tuxtla Gutiérrez se localiza en la cuenca del Río Sabinal dentro de la formación geológica conocida como Depresión Central de Chiapas. El Río Sabinal fluye a través de la ciudad y hasta hace poco era factor determinante en el patrón de los asentamientos urbanos. El valle tiene una elevación de 540 metros y llega hasta 1,400 metros en la cumbre del Cerro Mactumatza en el límite sur de la ciudad. Tuxtla es la capital de estado de Chiapas y su economía se basa en albergar la administración gubernamental y los servicios relacionados. gar about this place OVERVIEW OF THE ECOLOGICAL HISTORY The city of Tuxtla Gutierrez lies in the watershed of the Rio Sabinal within the geological formation of the Chiapas Depression. The Rio Sabinal flows through the city and until recently was the primary determinant for the pattern of urban settlement.

The valley has an elevation of 540 meters, rising up to 1400 meters at the summit of Cerro Mactumatza on the southern boundary of the city.

Tuxtla is the capitol of the State of Chiapas, and its economy is dominated by government offices and related services. The population of the city has grown dramatically in recent decades, from

1960 in 1980 to 200,000 in 1990 to 500,000 in 2010, a trend that is expected to continue for the foreseeable future.

The character of the Rio Sabinal Watershed arises from the interaction of planetary, biological and human cultural forces.

Local conditions have shaped human culture, and human use has shaped local ecosystems.

The following summary weaves together information drawn from multiple sources and scientific disciplines in order to create a picture of the Rio Sabinal as a living whole.

El estado de Chiapas es parte de una formación geológica reciente.

Hasta hace cuatro millones de años, Norteamérica y Sudamérica eran dos continentes separados. Las corrientes oceánicas fluían entre ambos sin obstáculos. Sin embargo, tres placas tectónicas —la Norteamericana, la del Pacífico y la de Cocos— empezaron a chocar.

La placa del Pacífico se deslizó por debajo de las otras dos, elevándolas y creando así una masa de tierra completamente nueva que formó un puente entre los dos continentes americanos.

Este proceso conocido como subducción elevó la Sierra Norte y la Sierra Madre de Chiapas, mientras que la intersección de las placas tectónicas dio origen a la cuenca que incluye al Río Sabinal.

El puente terrestre llevó también a la explosión de la diversidad en las especies al permitir que animales y plantas que habían vivido separados por el agua se movieran libremente entre los continentes. Hasta el día de hoy, el sur de México es uno de los centros más importantes del mundo en cuanto a diversidad biológica.

The State of Chiapas is part of a recent geological formation. Until 4 million years ago, North and South America were separate continents. Ocean currents were able to flow between them unimpeded.

However, three tectonic plates—the North American, the Pacific, and the Cocos—began to collide. The Pacific Plate slid under the other two plates, lifting them up and creating an entirely new land mass that formed a bridge between the two American continents. This process, known as subduction, lifted up the Sierra Norte and Sierra Madre de Chiapas, while the intersection of tectonic plates formed a basin that contains the Rio Sabinal.

The formation of the Central American land bridge was a geological event of global significance.

Warm ocean currents that had flowed through the opening were rerouted through the Gulf of Mexico, up the coast of North America and across to Northern Europe, creating the loop of currents known as the Gulf Stream.

Initially this triggered a series of ice ages, but as global climate achieved a new equilibrium, the Gulf Stream generated a more temperate climate throughout Europe and parts of North America.

The land bridge also led to an explosion of species diversity as animals and plants that had been separated by water became able to move between continents. To this day, southern Mexico is one of the world’s most important centers of biological diversity.

As people entered this landscape, they too were able to use the land bridge to move between continents. This enabled trade and the dispersion of new technologies and information (such as agriculture.) Southern Mexico and Central America represents a valve through which all of this wealth of trade and knowledge had to pass.

El sur de México y Centroamérica representan la válvula a través de la cual aquella riqueza del comercio y el conocimiento tenían que pasar. Conecta ecosistemas de gran riqueza biológica, desde las montañas de Cuchumatanes a los estuarios de Centla.

The Rio Sabinal is a small piece of the larger Rio Grijalva watershed, which has the almost unique property of crossing from one ocean to the other. Along with the Rio Usumacinta, the Grijalva is a system of exceptional ecological importance.

It connects ecosystems of high biological richness, from the mountains of Cuchumatanes to the estuaries of Centla. It provides a corridor for exchange among those ecosystems and feeds one of the world’s most important fisheries.

The Rio Grijalva is an ancient river, predating the uplift of the mountains.

As the mountains rose, the river continued to flow, cutting a pathway for itself. This process created the dramatic gorge of the Sumidero Canyon.

The watershed of the Rio Grijalva contains much of what became the Olmec empire. In the same way

That they serve as wildlife corridors, rivers were also major human transportation corridors and barriers, and often provide the structure around which civilizations were organized. Until construction of the Chicoasen dam, the Sumidero Canyon formed an impassable barrier of waterfalls and rapids.

This meant that people wishing to move up and down the Grijalva for trade and other purposes were forced to take an overland route through central Valleys of Chiapas.

The sides of the valley in this area are moving independently of the valley floor. This creates a dynamic place to live, with dramatic changes in elevation, accelerated winds, springs and caverns on the escarpments and multiple productive microclimates in a relatively small area. Given their strong individual presence, it is not surprising that the mountains that frame Tuxtla have always been seen as sacred.

The upper watershed is relatively gentle in its change in slope, while the center of the valley on either side of Tuxtla is framed by dramatic, nearly vertical slopes.

This valley is a fault block feature, occurring in a seismically active landscape.

Because the underlying rock in the valley is karst, or limestone pocketed with caverns and underground rivers, the shifting of blocks causes constant adjustment of underground flow patterns and allows the formation of numerous springs.

In this case blocks that formed the edges of the valley were lifted up as the floor of the valley dropped, opening the springs that feed the river.

Este valle es parte de una masa rocosa rodeada por fallas, en un terreno sísmico. Debido a que la roca bajo este valle es caliza, con cavernas y ríos subterráneos, el movimientos de las placas produce ajustes constantes en los patrones de flujo subterráneo permitiendo la formación de numerosos manantiales. En este caso las placas que formaron las orillas del valle se elevaron mientras que el piso cayó, abriendo los manantiales que alimentan el río.

Los asentamientos prehispánicos podían encontrarse a lo largo del tronco principal del río así como en sus tributarios —patrón que ha subsistido hasta ahora.

Durante varias generaciones la cultura y economía del valle han sido agrarias, basadas en agricultura a pequeña escala y la recolección de los abundantes frutos y plantas que crecen en los bosques del valle. Con el establecimiento de Tuxtla como capital del estado a finales del siglo XIX, la economía empezó a cambiar, produciendo aumentos rápidos en la población, especialmente durante la segunda mitad del siglo XX. Like other rivers, the Rio Sabinal serves as a corridor for the movement of animals and people, as well as the distribution of plant species. Pre-Columbian settlements could be found up and down the main trunk of the river, as well as in its tributaries—a pattern that has continued into the modern era.

For many generations, the culture and economy of the valley has been agrarian, based on small scale agriculture and wild harvesting of the abundant fruits and other plants that grow in the valley forests. With the establishment of Tuxtla as the capitol of the state in the late 19th century, the economy began to shift, yielding rapid population increases especially in the second half of the 20th century.

As recently as the 1950s and 1960s, the Sabinal was a fairly healthy river with water that flowed clean and clear from the underground springs that fed it. The city lay entirely south of the river, 500 meters from the riverbank where it was out of the flood plain, and the northern side of the valley remained forested. The mighty sabino trees grew strong and healthy in the flood plains. The city’s children spent their days in the river, a place of joy that resonates strongly even today in the memory of the town’s elders. They would jump from the trees into the pozas that formed at the confluence of the tributaries or roll and slide down the steep slopes into the water. Fish were abundant, as were birds, flowers and wild fruits.

condiciones actuales current conditions En el pasado, la selva mantenía los suelos en su lugar formando una capa que como una esponja absorbía y contenía agua, liberándola poco a poco a lo largo del tiempo para crear un flujo constante y mesurado. Durante las tormentas, cuando el río sobrepasabas sus orillas, el agua era absorbida por planicies aluviales amplias y fuertemente boscosas a cada lado del cauce principal. Esto tenía el efecto de mantener un cauce estable, una selva saludable y un hábitat natural de gran riqueza para la vida silvestre.

El desarrollo de la mancha urbana ha pavimentado esta capa absorbente con la introducción de inundaciones inesperadas en un sistema anteriormente estable. Esta tendencia a la inundación ha sido aumentada de manera catastrófica por la pérdida de la planicie aluvial y los intentos de estabilizar las orillas del río, entubar los arroyos por debajo de las calles o desviar los cauces naturales. de árboles históricos. La pérdida de la cubierta de árboles ha aumentado la temperatura del agua reduciendo la calidad de la pesca. Además, los contaminantes como el drenaje y los residuos provenientes de las zonas industriales y agrícolas así como de las calles de la ciudad han convertido al río en un desagüe maloliente, en especial durante la temporada de secas. Esto no es tan sólo una molestia pública para la ciudad, sino que el agua contaminada está dañando los árboles originales de la zona y fluyendo directamente al tesoro nacional que es el Cañón del Sumidero.

Las inundaciones, la contaminación y los malos olores han llevado a la gente a perder su cariño por el río. Aquella conexión expresada por los viejos se ha debilitado significativamente en las generaciones más recientes. Además, el crecimiento poblacional ha sido promovido por la gente que se establece en Tuxtla desde otras regiones en busca de oportunidades económicas y sociales. Esta gente no comparte la experiencia ni la visión del río Sabinal como el centro de la vida de la ciudad. Por otro lado, para muchos de los nuevos inmigrantes que luchan por la sobrevivencia económica, la preocupación por la salud del río puede resultar un lujo irrelevante claramente la conexión entre el estado de salud del río y el de la gente necesita ser demostrado para lograr una participación y un apoyo fuerte de parte del público.

In the past, the forest held soils in place and formed a spongelike layer that absorbed and held water, releasing it slowly through time to create a steady and measured stream flow. In storm events, when the river did overflow its banks, the water was absorbed by broad and heavily forested flood plains on either side of the main channel. The effect of this was to maintain a stable channel, a healthy forest and a rich natural habitat for wildlife.

Development of the urban footprint has paved over this absorptive layer, introducing flash flooding into a previously stable system.

T h i s t e n d e n c y t o fl o o d catastrophically has been increased by the l o s s o f t h e h i s t o r i c fl o o d p l a i n t o development, and engineered attempts to stabilize the river bank, enclose streams in pipes under streets, or move the natural channels. In addition, mining, farming, and other human activities in the upper watershed have reduced forest cover and increased the mobility of soils and speed of runoff.

This loss of forest cover has made the river prone to flooding, increased sediment load, caused down-cutting in the river channel, eradicated the traditional pozas, degraded the quality of wildlife habitat and undermined the historic trees. Loss of tree cover has raised water temperatures,

reducing its quality for fish. In addition, pollutants including sewage and runoff from industrial and agricultural sites as well as from city streets has turned the river into a stinking drain, particularly during the dry season. Not only does this create a public nuisance for the city, but polluted water is harming the historic trees and flowing directly into the national treasure of the Sumidero Canyon.

Floods, pollution and foul odors have led to public disaffection with the river. The strong connection to the river expressed by c o m m u n i t y e l d e r s h a s s i g n i fi c a n t l y weakened in more recent generations. In addition, the recent population boom has been fueled by people moving to Tuxtla from outside the region to seek economic and social opportunities.

These people don’t yet share the experience and understanding of the Rio Sabinal as central to the life of the city. In addition, for many new immigrants struggling for economic survival, concern about the health of the river may often seem like an irrelevant luxury. Clearly the connection between the health of the river and the health of the people needs to be demonstrated if strong public participation and support is to be created.

Su nombre proviene del dado al árbol nacional de México y linda con el Sumidero, símbolo de Chiapas.

Cleaning up the Rio Sabinal, and reducing its tendency toward destructive flooding, is a watershed issue.

Efforts that limit themselves to the river corridor itself are likely to fail in the long run. This is because the majority of water collects in the “fabric of the watershed” where it is most ecologically and cost-effectively addressed. Although this project will deliver improvements along the river, it’s larger purpose is to educate the community about how to restore and maintain a healthy watershed.

The Rio Sabinal is at the center of a region where multiple and significant edges meet: continents, tectonic plates, cultures and language groups, ecosystems, oceans. The region around Tuxtla is a natural crossroads and a world center for biodiversity.

How Tuxtla chooses to address its relationship to its environment has implications that go far beyond its boundaries.

The valley of the Rio Sabinal has symbolic significance: to the indigenous Zoque for whom it is sacred, as well as to the longtime residents who see

it as a reminder of a happier past. It is named for the national tree of Mexico and it immediately adjoins Sumidero, symbol of Chiapas. This project needs to speak simultaneously in the scientific language of river restoration, the professional language of urban planning and the symbolic language of community aspiration.

The river is the heart of Tuxtla, geographically and historically. It has the potential to be an organizing core for the city, serving as pedestrian corridor, recreational space, community gathering place, ecological filter, tourist attraction, wildlife habitat and educational resource. Healing the river will not only improve the quality of life for residents, it will make Tuxtla a far more attractive place to visitors.

The urban area has been designed using European models of engineering to remove water as quickly as possible from the landscape. It needs to return to a more appropriate local approach that recognizes the ecological role of a valley like this in managing and storing water resources biologically.

El valle ha producido siempre y fácilmente alimentos abundantes y diversos. Hasta hace poco, el clima amable y los suelos fértiles eran suficientes para satisfacer las necesidades de la comunidad de manera local.

Irónicamente, hoy en Tuxtla la mayor parte de los alimentos son importados, aunque los locales comen regularmente las frutas de los árboles en parques y áreas públicas de la ciudad. Encontrar las maneras en que estos esfuerzos sean autosustentables depende de dónde nos encontremos ubicados dentro del sistema, pero si se practica una actividad en ese lugar, ¿cómo realizarla de manera tal que el resultado proporcione una forma cabal de ganarse la vida y simultáneamente cumpla su rol con respecto a la cuenca? ¿Cómo transformar estas cosas para que sean simbióticas al lugar donde existe tanta superposición que los resultados de este conjunto de relaciones continúa creciendo? Por ejemplo, si en la actualidad se está en una pendiente erosionada donde cada década es posible cultivar maíz durante uno o dos años con una cosecha abundante el primer año y débil el segundo y que se debe dejar descansar el resto del tiempo, se podría implementar un sistema de net and pan (net and pan es una técnica para utilizar la saturación de agua de manera efectiva cavando canales en retícula en la pendiente natural y haciendo zanjas en las uniones de la cuadrícula con forma de sartén para sembrar árboles de tal manera que el agua fluya hacia estos e irrigue la vegetación) y plantar frutillas y árboles de maderas tropicales duras y secas, de tal manera que al final de la temporada de lluvias cosechará las frutas y después de varios años, cosechará nueces, para eventualmente tener maderas de gran valor. Una cooperativa ayudaría a las personas a intercambiar un nivel de subsistencia por uno de cultivos comerciales mixtos que facilitaría los retos y riesgos involucrados en la transición a un sistema agrícola más ecológico. Diverse government and community efforts are already underway to improve the river and the watershed. This project can greatly benefit by being linked to those efforts. At the same time, the project’s high profile can be used to inform and strengthen public support for the watershed as a whole.

The valley has always and easily produced abundant and diverse food. Until recently, the gentle climate and good soils allowed for the needs of the community to be met locally. Ironically, most of Tuxtla’s food is now imported, although fruit trees in the city’s parks and open spaces are regularly harvested by local people. A revegetation and tree planting program for the city, the river and the watershed could emphasize productive species, creating local food security while revitalizing the food-based economy.Because revegetation efforts need to restore the integrity of the soil “sponge” throughout the watershed, tree planting efforts will look different depending on where they are being carried out. An agricultural treatment for the flood plain of the river will look entirely different from one on the steeper slopes or within the urban fabric.

In the fabric of the city there are opportunities to start nurseries in people’s yards or on their roofs. People can get a charter, part of the project to subsidize the start up of these viveros. An effective way for a neighborhood to manage stormwater would be through a series of aquaculture ponds, where the water would go through cycles on its way through.

Inside the city, whenever there are possibilities to capture and infiltrate water, that water can support productive trees on private land as well as public open space. This reduces the city’s dependence on imported food and the need to pump water and therefore affects its overall energy consumption.

This project offers an opportunity to create a community bond and identity as a river-centered city. By connecting each neighborhood to its own sub-watershed, it is possible to foster a sense of pride and a distinct identity for each neighborhood. This creates an overall magnetism for the city that makes it a place worth visiting because it is unique and distinctive. This opens the possibility for individual, neighborhood, and city vocation and more. If the new fabric of social and economic reality is patterned on nature where relationships are stacked and value is added it means a healthy livelihood and life for everyone.

Exponential benefit: mapping what’s happening here and creating a literacy in the school system and universities grows future generations of good caretakers but also an exportable technology for growing ecological cities. All of this project has educational possibilities.

The first dynamic, known as core process, refers to the characteristic way that the Rio Sabinal organizes energies when it is healthy. The team’s initial impression is that the core process of the watershed might be described by the phrase:

Concentrating Vividness The nearly vertical slopes of Tuxtla’s mountains press in from the north and south, and the Rio Grijalva bounds it to the east, creating a contained and focused valley.

Trees and plants produce vividly colored flowers and fruits, with vivid perfumes and flavors. Birds, butterflies

and other animals are brilliantly colored or marked. The people reflect this vividness in the colors of traditional clothing, vibrant marimba music, flower be-decked festivals, and colorful stories. The mountains of Tuxtla with their sacred caverns and springs, the majestic Sabino trees and the awe-inspiring Sumidero Canyon all stimulate the imagination. Even the memories of the old-timers are vivid and passionate as they recall a better, healthier, happier and more peaceful life.

For this reason, the project should embrace, celebrate and amplify the colors and flavors of nature. Along the river, people should experience a profusion of flowers and birds and the music of the water. The project should honor and make room for the traditional connection of local people to the life of the river and the valley.

estatal de Chiapas y el lugar donde éste se ha comprometido a integrar su constitución a la Constitución de las Naciones Unidas para generar un documento que busque la integración de todas las personas en sociedades justas y ecológicamente sustentables.

Por estas razones el proyecto deberá proponerse la creación de lugares de reunión que promuevan la vida y la interacción social entre la diversidad de los habitantes de la ciudad. También deberá tratar de integrar a la gente de Tuxtla con su medio ambiente natural, construyendo los conocimientos y la base para una supervisión ecológica continuada.

The team’s initial impression is that the core purpose of the watershed might be described as:

Embracing Integration The relatively small size of the valley, and the mountains that embrace it, create a sheltered environment that at one time supported a rich, stable and resilient forest ecosystem.

This ecosystem was able to absorb and integrate the active geological energies of shifting tectonic plates, and the periodic inundations from tropical storms. Indigenous people used fire as a management tool, and were integrated into the system as creators of ecosystem diversity.

Zoomat is particularly innovative, with its programs to integrate modern people and nature through an open, habitat-based structure that focuses on native species of plants and animals.

More recently, Tuxtla has embraced successive waves of rural and Central American immigrants, and has sought to integrate them into the life and responsibilities of the city. Tuxtla is host to the Chiapas State Government, and is the place where that government has taken on the commitment to integrate its constitution with the U.N. Charter to generate a document that seeks to integrate all people into societies that are just and ecologically sustainable.

For these reasons, the project should aim to create public gathering places that support the life and social interaction of the city’s diverse citizens.

Learning the Wisdom of Trees At one time, the forests of the watershed enabled the river to deliver pure, oxygenated water to the Sumidero Canyon and the Rio Grijalva.

Those forests provided abundant habitat for food and for people. They were the context for a vibrant native culture. In other words, the value that Tuxtla offered originated in its trees.

In the modern era, with an economy based on being the seat of state government, this connection between the life of the trees and the health of the community has been obscured. Failure to grasp this critical point has eroded both the river and the quality of life

of the residents.

Fortunately, the lifesustaining capacity of the land is so great that even within the dense urban footprint, major urban reforestation is possible. Tuxtla has a well-established precedent and body of expertise in urban forestry through its botanical garden, Zoomat, nature reserves and universities.

So this project needs to learn and teach about the trees of the region through direct reforestation efforts, through education in schools and neighborhoods, through research at the university level and through providing a restoration model that can be emulated by other cities.

Hoy Tuxtla se ha convertido también en centro de poder aunque aún mantiene su potencial exportador.

Pero en lugar de hacerlo con su riqueza material y natural, puede exportar el conocimiento y las habilidades que desarrolle al aprender a manejar su ecosistema. Por esta razón el equipo propone que Tuxtla adopte su vocación en el siglo XXI como:

A vocation enables a city to define and promote itself based on its uniqueness, and to organize its social, physical and economic development in a coherent way. If a “culture of trees” is in fact an appropriate vocation for Tuxtla, then the city can identify opportunities to re-tree its streets in a way that educates its populace and creates new possibilities for livelihood, especially for the very poor. For example, urban forestry can easily become urban farming in a climate like Tuxtla’s.

En su comunidad de viejos, Tuxtla tiene la fortuna de poseer una fuente de energía profunda y poderosa así como el compromiso necesario para este proyecto. La generación del abuelo que creció jugando en el río cuando aún era un lugar sano y limpio siente su pérdida profundamente y desea hacer algo para componer las cosas. Reconoce la importancia de dejar un legado a sus nietos y sabe que si la comunidad no actúa ahora, será quizá demasiado tarde.

El objetivo de este proyecto es extraer y utilizar la sabiduría, experiencia, credibilidad y el fuerte compromiso de estos líderes de la comunidad para asegurar que el mensaje de un cuidado y una responsabilidad colectivos se comunique eficazmente al público en general. In its community of elders, Tuxtla is fortunate to have a deep and powerful source of energy and commitment for this project. The generation of the grandparent, who grew up playing on the river when it was still healthy and clean, feel its loss very deeply and wish to do something to make it right. They recognize the importance of leaving a legacy for their grandchildren, and know that if the community fails to act now, it may be too late.

Este proyecto está organizado alrededor del contexto de la restauración de las pozas naturales del río Sabinal. Las pozas se encuentran en la confluencia de cada uno de los afluentes principales y tienen poderosas resonancias históricas. Recuperar las pozas requiere regenerar arroyos sanos en cada uno de los tributarios y restablecer la estructura y el flujo naturales del río.

Por esta razón, Collar de flores utiliza las pozas como principio organizador para una iniciativa de rehabilitación de la cuenca basada en la comunidad.

Las plazas públicas marcarán, celebrarán y educarán sobre cada una de estas albercas naturales que se “ensartarán” en un parque lineal que lleve árboles y peatones una vez más al corredor del río.

This project is organized around the context of the restoration of the natural pools of the Sabinal River.

The pools are produced at the confluence of each of the main tributaries and have strong appeal history.

Un río Sabinal sano depende de una cuenca sana y esta a su vez depende de habitantes bien informados e involucrados. El proyecto se concibe como operante a tres niveles de trabajo simultáneos.

1. Diseño diseño de un parque popular lineal que ayude a restaurar y conservar las orillas del río proporcionando a la vez un corredor peatonal y para bicicletas en el centro de la ciudad.

2. Apoyar los esfuerzos del gobierno y los grupos ciudadanos para sanar el paisaje a partir de una mejor utilización y administración de la tierra.

3. Conecta el primero y el segundo, consiste en crear lugares de reunión comunitarios y programas educativos que permitan a todos los habitantes aprender sobre el manejo de la cuenca y la importancia del río Sabinal para Tuxtla.

A healthy Sabinal River depends on a healthy watershed and a watershed depends on a healthy public, informed and involved. The project is designed to operate on three levels of work simultaneously: On one level, the project is to design a public linear park to help restore and conserve the river corridor while providing a pedestrian and bicycle access through the center of the city.

But the real river restoration will depend on the restoration and maintenance of the basin in perpetuity. The second level of the project is supporting the efforts of government and citizen groups to heal the tissue of the landscape through better land use and management practices.

The third level, which connects the first and second, to create community gathering places and educational programs in which every citizen learns about watershed management and the importance of Tuxtla´s Sabinal River.

The second stage will be a watershed education campaign, possibly starting in schools. Based on the ideas developed through the planning process of the park, children and families are invited to invent their own ways to help create a healthy river and have the educational support for follow up.

The third stage will be the social and physical infrastructure designed to support and sustain the mission of the sub-basin of each neighborhood or community.
