MESSAGE FROM THE BOARD PRESIDENT Dear members, What a great time to be part of Tahoe Donner! Since I last wrote, winter gave way to spring, and spring is transitioning into summer – albeit not without one last blast of winter in May. We also look forward to rolling back COVID-19 restrictions as guided by the State of California. We treasured the outdoor escape Tahoe Donner provided during restrictive pandemic times and are looking forward to a summer full of safe and open Tahoe Donner amenities.
SUMMER OFFERINGS
Now, with summer upon us, we can fully enjoy all that Tahoe Donner has to offer. Our revitalized golf course is open. Our vast trail system is open to hiking, biking and equestrian riding. The best family hiking trail around – The Nature Loop Trail – is springing back to life with its unique access into delicate wetlands we so carefully preserve. The Trout Creek Recreation Center is moving to more full operations, and our restaurants are boasting new menus. Thank you to staff for making so many seasonal and year-round activities continue to happen and to my fellow board members and committee volunteers for their leadership. It was a team effort to get through COVID-19, and Tahoe Donner’s team effort allowed us to reemerge safely while serving a growing membership.
PROJECT UPDATES
Here are some of the things staff and the board are working on in addition to reopening from the pandemic and launching summer operations:
MEMBER SERVICES The Member Services Department is evaluating operations to become effective as a one-stop member resource. Staff
is looking at online systems for a secure member portal for all things membership well beyond what the current online store offers. Goals: Provide a more effective and efficient online service.
LAND MANAGEMENT Staff is looking at a centralized land management program addressing recreation, ecology and fire prevention as a well-coordinated effort. Tahoe Donner already has a standard-setting forest and fire management program and a stellar trail system. Goal: Keep our open space and natural surroundings healthy and accessible with improved safety and efficiency.
FINANCIAL ACCOUNTABILITY We are evaluating centralized systems to replace the patchwork that has come to be the financial systems over time. Goal: Improve visibility into Tahoe Donner operations and financial statuses by board, staff and members through an integrated, efficient system.

Yipes! Already? The 2022 budget process begins in August – a scant 60 days from now. Staff are working on 2022 goals to propose to the board. The goals advance the Five-Year Strategic Plan and will drive a workplan that in turn drives the budget. The budget will be tempered by priorities to set a sensible 2022 assessment. Goal: Address Tahoe Donner as an integrated system, improving efficiencies and sharing costs without compromising service. DISTRICT-WIDE FIRE BAN THE TRUCKEE FIRE PROTECTION DISTRICT IMPLEMENTED A DISTRICT-WIDE ORDINANCE TO BAN BACKYARD-TYPE CAMPFIRES DURING FIRE SEASON ON MAY 24, 2021 As we’ve all seen, the fire danger in California has continued to increase, and the Truckee area is no exception. Many of the most destructive fires in state history have occurred in recent years. Each year, the Truckee Fire Protection District responds to unattended or improperly extinguished residential campfires that escape the fire ring and start a wildfire. If this happens on a windy day, it can be devastating to our community.

We’re celebrating 50 years of family fun this year. From the association’s beginnings in 1971, memorable dining has always been a part of Tahoe Donner. Whether you want your dining options to fuel your adventure, complement your fun or offer an experience all on its own, the dining options at Tahoe Donner are sure to make the whole family smile. A day of adventure at Tahoe Donner starts early. When hitting the links this summer, begin your day with quick, easy and delicious breakfast. Grab-andgo breakfast is available 30 minutes before the first tee time until 10AM in the Pro Shop. Tee off usually begins around 7AM during the regular season. HISTORICAL FUN FACT: The Golf Course opened with 18 holes in 1976 and was one of the first amenities at Tahoe Donner. Original amenities also included the Downhill Ski Complex, Donner Lake Beach Area, Northwoods Clubhouse, Northwoods Pool, Tennis Center, Campground and Equestrian Center.

UPCOMING PROJECTS WILL IMPACT TRUCKEE AND TAHOE DONNER From road improvements to snow removal operations, these regional public agency projects and notices are designed to enhance the community and increase our quality of life. local funding for wildfire prevention and mitigation. The measure could address the following needs: • Removing dry brush, dead trees and fire hazards • Improving emergency evacuation routes and procedures • Adding firebreaks where needed to help prevent or slow the spread of wildfire • Reducing roadside vegetation on key evacuation routes • Improving early fire detection and emergency warning systems • Supporting defensible space and hardening around homes, neighborhoods and critical infrastructure • Providing homeowners with easy and inexpensive disposal options for trimmings and green waste While the proposed measure is still being discussed and drafted, TFPD is considering including the following fiscal accountability protections: • All money raised by a measure would be spent locally to provide fire protection and prevention services • No funds could be taken away by the State
TRUCKEE FIRE PROTECTION DISTRICT WILDFIRE PROTECTION TAX PLANS
In 2016, the Truckee Fire Protection District (TFPD) collaborated with the community to develop the first Truckee-area Community Wildfire Protection Plan (CWPP). The plan identified mitigation measures including areas in need of fire fuel reduction work that were located in the Wildland-Urban Interface (near homes and businesses). These projects have been completed by various land managers as well as identify future opportunities for additional projects. All CWPP projects are important because they reduce fire risk to the Truckee area. Updates to the CWPP will occur in 2022. Many stakeholders have been involved in this process including the United States Forest Service (USFS), CAL FIRE, Town of Truckee, Nevada and Placer Counties, state parks, Truckee Tahoe Airport, Truckee Donner Land Trust and various HOAs as well as citizens in the district. TFPD has already been able to complete some of the priority projects identified in the CWPP through some grants. However, the full scope of needs cannot be addressed without an additional funding source. Due to this need, the Truckee Fire Protection District Board unanimously voted to place a Wildfire Protection Measure on the August 31 special election ballot. If approved by two-thirds of voters, the measure would provide a stable, dedicated source of

TRUCKEE DONNER PUBLIC UTILITY DISTRICT WATER PIPELINE REPLACEMENT PROJECT ALONG SNOWPEAK WAY + MATTERHORN PLACE
As of May 24, the Truckee Donner Public Utility District (District) began a water pipeline replacement project along the portions of Snowpeak Way and Matterhorn Place shown above to right. This project involves replacing all of the District-owned mains, fire hydrants, service laterals and service boxes. The privately-owned service laterals from the service box to the structure will not be replaced as part of this work. This work will be performed by Rapid Construction, under contract to the District. The construction work is currently scheduled from

Snowpeak Way and Matterhorn Place Pipeline Replacement - 2021
8AM to 4:30PM Monday through Friday. Construction is not planned for Saturday or Sunday. It is expected that this work will take about four to five weeks to complete. During the construction, there will be heavy machinery and a working crew in the area. During the workday, vehicular traffic through the work zone will be limited and it is recommended that you select an alternate route if possible. For property owners directly in the work zone on a given day, it will be necessary to park down the street temporarily and walk to your property until work has been completed for the day. Residents will have full vehicular access outside the working hours noted above. However, there may be trench plates, temporary paving and/or unpaved areas in the work zone until the construction is completed. Please take care and allow adequate time in your schedule to accommodate the construction work. For the most part, water service to residences should not be disrupted. Towards the end of the construction period, the water service will be shut off for about a four-hour period in order to disconnect a residence from the old pipe and connect it to the newly installed pipeline. Residents will receive additional notification regarding when such outages will occur. TAHOE DONNER’S SECRET GARDENER By ALI DICKSON
Springtime would be nothing without the flowers that bring us the promise of sunshine and warmth, and Mother Nature provides us with spectacular wildflowers throughout the spring
and summer. Over the past 20 years,
however, many of the flowers that dot
the landscape around Tahoe Donner’s
buildings like Northwoods Clubhouse, the Tennis Center and Trout Creek
Recreation Center have come from one man: Dick Fearon. A Tahoe Donner homeowner for over 30 years, Dick
has grown these flowers from seeds in early spring and brought them to TD for planting at the start of summer.
THE FLOWER GUY
At 88 years young, Dick doesn’t know the definition of the word “lazy.” Working from
early morning to late afternoon, much of his joy comes from his garden crafts. One of his biggest projects each year includes singlehandedly growing hundreds of native flower seedlings in his backyard in Lafayette, California. These seedlings are then planted in small, easy-to-move containers since their destination lies across the state. When the seedlings grow tall enough to plant, the magic begins. Dick carefully nestles each container in the back of his car and makes multiple 170-mile trips from Lafayette to Tahoe Donner. There, each flower finds its home around our popular buildings for members, guests and staff to enjoy. If you’ve seen flowers growing around the association, Dick quite possibly grew and planted them. He finds help on his own or with a Tahoe Donner staff member to get the job done. His devotion running deep even at 88 years, you might even find him down on his hands and knees to carefully plant each one.
A man dedicated to his passions, Dick enjoys crafts beyond just gardening. He can build practically anything and takes great pride in his workmanship. Known to create entertainment centers and desks, his talents are just about as inspiring as his personality. He also enjoys cooking and delights in making sensational berry and apple pies with homemade, flakey crusts. To relax a little, he and his wife, Karen, enjoy sports and working on puzzles. Both were tremendous skiers and were members of the Sugar Bowl ski patrol team for 13 years. Also avid tennis players, they frequented Tahoe Donner’s Tennis Center in the summertime. Dick was taught at a young age not to waste time, and because of that, he has mastered the art of making the most of every day. While you’re out and about Tahoe Donner this year, take a moment to stop and smell the flowers, then thank Dick for his work to make our association such a beautiful place to be.
KEYS TO HIGH-ELEVATION GARDENING
Growing flowers in alpine environments is a task that requires research, skill and a bit of luck. With the right tools and knowledge, you can find yourself with a beautiful garden of your own. Below are tips to making your garden the word on the block this summer.
PLANT NATIVE FLOWERS The Sierra is already home to many flower species, so one of the best ways to grow a successful garden without disrupting the environment is to plant native flowers. Not only will they grow more quickly and healthy, but invasive species won’t spread to areas beyond your yard. Common native flowers include: • Lupine • Columbine • Bleeding Heart • Yarrow
RECOGNIZE YOUR HOME’S SWEET SPOTS With a climate like Tahoe Donner, you have to work with your property. If you have a north-facing slope, don’t plant sunny flowers and expect them to grow in ample shade; likewise, if your property sees lots of sun in a day, make sure the flowers you plant can stand full sunshine. As you get planting, keep a journal of what species thrive over the spring and summer. This way, your flower selections next season will be that much more bountiful!
DON’T OVERWATER Freezes happen. When you overwater your flowers in chilly temperatures, the saturated soil can freeze your plants’ roots. Finding that sweet spot between oversaturating and drying out the roots of your flowers will keep them growing safely. One tip to remember is to water your garden anytime the temperatures are above freezing and the top two or four inches of your soil feel dry.
ENSURE SOIL QUALITY Often, high country soil is too alkaline, too sandy or too nutrient-deficient to fuel your flowers. It also may drain too quickly or too slowly, depending on the sand or clay material in your soil. To get your soil up to speed, organic material such as compost, pine needles or leaves can be added to create a richer bed. To quickly recognize what your soil needs, soil can be tested through the University of Nevada, Reno Cooperative Extension for a fee.
START SEEDS EARLY Planting your seedlings in the ground without getting them used to the climate can shock them to death. To prevent this, try “hardening off” your plants by placing them outside for a few hours a day before planting them permanently to get them used to the temperature, sunlight and other elements. While you let your plants get accustomed to the outdoors, remember to accommodate for any evaporation the elevation and sunlight might cause. Water your plants appropriately!
BE PATIENT There’s no surefire way to become a plant expert overnight (we can’t all be Dick Fearon!), but with the patience, flexibility and good humor that come with growing a garden, you’ll be well on your way to a beautiful and colorful yard in no time.

THE
BUZZ: CLUBS 4 WHEELERS CLUB May 3 marked the first TD4WD Club run of the year. We started in Carson City, Nevada, dropped into Brunswick Canyon, then drove over Sunrise Pass, onto the Como Ghost townsite and then out through Dayton, Nevada. The route has an exciting steep drop down into Brunswick Canyon and then good dirt roads over the Pinyon Pine Mountains. The extensive pinyon pine forest was a major food supply for the Paiute Native Americans and a source of contention when settlers started cutting the trees down for fuel and building material.

I used a GPS-suggested shortcut to Como following a power line service road only to have it end abruptly in a rocky dry wash that was too rough for the stock vehicles to tackle without potential damage. We were able to get all nine vehicles turned around in the tight canyon and get back on our way. There isn’t much left in the townsite of Como except the ruins of one building, lots of yellowish tailings and a mill site a few miles west. Over 150 years ago Como was once home to a few thousand people. It is amazing to think such a large town existed in the middle of such a stark landscape. Chief Truckee’s gravesite is supposedly nearby, but the exact location has been lost to history. We are lucky to have such interesting areas nearby to explore from our Tahoe Donner Base Camp. Welcome, summer! We’ve been enjoying early-season rounds at Old Brockway in Tahoe Vista, and this month we’re delighted to be resuming our regular Thursday morning league play at Tahoe Donner. In addition, we have tee times on Tuesday afternoons—also at our beautiful home course—for social play.

The 9-Holers Board has scheduled our annual President vs. Vice President Tournament and Luncheon for July 15. Our season championship tournament will run over three Thursdays in August, culminating with our always-festive club banquet on the final day of the tournament, August 26. New this year, the zone has been moved up early in the season so that the team(s) moving forward will compete within months rather than waiting until the following year. Best two balls of a four-man team. As with all NCGA Championship Qualifiers, all players are eligible to play, but a maximum index of 18.4 is allowed. WOMEN’S GOLF CLUB The long-awaited 2021 golf season on our spectacular Tahoe Donner Golf Course is here! The Women’s Golf Club has resumed our weekly Tuesday morning play days. New this season and based on member feedback, we will be alternating Tuesdays between “Game of the Week” and “Just Play Golf.” “Game of the Week” Tuesdays will be a fun, friendly competition with a game designed by our Tournament Directors while “Just Play Golf” Tuesdays will simply be a social golf outing for club members.
We are looking forward to our Guest Day on July 27 with a 9AM shotgun start. This year’s theme is Keep it Simple Sisters (K.I.S.S.) with snacks, lunch, tee prizes and awards. In our previous “COVID” summer we were able to participate in safe, physically distanced outdoor bike rides, hikes, kayaks and paddleboard adventures, and we will be planning a similar summer of fun and hoping to also include outdoor barbecues and get-togethers at Tahoe Donner’s ACAC and The Lodge.

JUNIOR GOLF CLUB Tahoe Donner Junior Golf Club is where kids get to play golf with other kids who have similar skill levels. The first part of the day, they participate in putting and chipping games. After about half an hour, they then go out onto the course to play nine holes. Due to COVID-19 restrictions this year, we will have some new practices. We will be limited to only 18 players who will play as threesomes. Players must be 8 years or older. They will need to carry their clubs and walk the course. TAHOE DONNER GIVING FUND FEATURED RECIPIENTS This month, we are featuring two more recipients of your generosity: Sierra Senior Services’ Meals on Wheels program and 2020 Scholarship Awardee Chuy Rizo.
SIERRA SENIOR SERVICES

The Tahoe Donner Giving Fund is proud to support Sierra Senior Services and their Meals on Wheels program, which is celebrating its 20th year serving Truckee and North Lake Tahoe areas. With your help, we were able to extend a grant of $5,000 in 2020 to support this much-needed program.
One of Tahoe Donner Giving Fund’s 2020 Impact Scholarship recipients is Chuy, more formally known as Fernando Rizo, who is finishing his first year of classes at UC Santa Cruz.
Sierra Senior Services provides home-delivered meals each weekday, community dining in non-COVID-19 times, social connection and additional support services. This assistance empowers seniors to continue living independently to support their mission “to improve the quality of life for every senior in our community and to foster a more giving and charitable society.” Volunteers bring food and friendship along with a daily wellness check to seniors, and they can always use more volunteers. Sharon Romack, the executive director, expresses her appreciation to the Giving Fund for our support. Over 43,000 meals were delivered in 2020. This number has stayed relatively stable going into 2021. Sharon is also grateful for the amazing community we live in where so many individuals donate their time in delivering meals and helping with other center activities. The Giving Fund is excited to help the Sierra Senior Center with their mission of helping local seniors live independently at home for as long as possible.
It was not easy for Chuy to launch into college within the context of a COVID-19 pandemic. This meant living at home and completing classes online. Chuy did not let this get in the way of having a successful freshman year. He has carried a full load, taking both general education classes and biology-specific courses, as his major is biology. Chuy anticipates pursuing a career in the health science field. Greatly influenced by his immigrant parents specifically, “a mother who could never practice medicine like she wanted to and a father who struggles with health issues every day.” Chuy is the youngest of seven children in his family and is the first in his family to attend a four-year university. Chuy is enthusiastic about being on campus this coming fall and taking in all that UCSC has to offer. As an outgoing social guy who is also a natural leader, we are confident Chuy will enjoy campus life while getting a first-rate education. Please consider donating to the Giving Fund to support local students like Chuy.

COMMUNITY SAFETY REMINDERS FIRE BAN
The Truckee Fire Protection District has implemented an ordinance to ban backyard-type campfires (effective through November) and charcoal BBQs during fire season. Violation of this ordinance is also a Tahoe Donner violation with associated fines.
