Objectives Obiettivi Overcrowding and population density are by definition two crucial factors in the subject of pandemic risk. In a hyper-connected global world, inhabited by 7.5 billion people, 55% of whom are concentrated in urban areas (70% in 2050), emergency health risk situations are growing at an increasingly high rate.

Il sovraffollamento e la densità abitativa sono per definizione due fattori cruciali dell’aumentare di rischio di pandemie. In un mondo globale iperconnesso, abitato da 7,5 miliardi di persone di cui il 55% concentrato in ambiti urbani (70% nel 2050) situazioni di emergenza sanitaria potranno essere un rischio sempre più frequente.

Social distancing is the most effective measure to prevent and contain the spread of pandemics. The restrictions we are experiencing today may therefore become a continuous part of our lives and the way we inhabit and plan our cities in the future.

Il distanziamento sociale è la misura più efficace per prevenire e contenere la diffusione di pandemie. Le restrizioni che stiamo vivendo potrebbero quindi diventare parte delle nostre vite future e del modo in cui viviamo e pianifichiamo le nostre città.

Systematica took up this challenge by applying a methodology on Milan, replicable in any urban center, urban environment or metropolitan / urban area, for the mapping and the consequent adaptation of pedestrian infrastructures (sidewalks) in order to guarantee the fulfilment of the requirements of social distancing.

Systematica ha declinato questa sfida applicando una metodologia su Milano, replicabile in qualsiasi centro urbano, città, area metropolitana per la mappatura ed il conseguente adattamento delle infrastrutture pedonali (marciapiedi) al fine di garantire il soddisfacimento dei requisiti di distanziamento sociale.

The preliminary results, that necessarily need to be verified in a later stage by a much more detailed data collection, is that more than 40% of Milan sidewalks area is not adequate to allow the necessary social distancing measures.

Il risultato preliminare delle analisi, che devono necessariamente essere verificare a valle di una raccolta dati più dettagliata, è che più del 40% dei marciapiedi di Milano non sono ad oggi adatti a garantire il necessario distanziamento sociale.

It is therefore required, in line with the principles and objectives of “open street” plan currently being promoted by Milan Municipality, a capillary and diffuse series of interventions is required to retrofit our sidewalks and grant adequate comfort and safety levels for pedestrians.

A tal fine, in linea con i principi e le iniziative recentemente promosse dal piano ‘strade aperte’ del Comune di Milano, una diffusa serie di interventi di riquaificazione dei nostri marciapiedi si rende assolutamente necessaria per garantire adeguati livelli di comfort e sicurezza.

Methodology Metodologia

Mapping pedestrian infrastructure Mappare l’infrastruttura pedonale Pedestrian traffic is the primary and most capable "mode of transport". The study aims to highlight how the mapping of pedestrian infrastructure, here in particular of sidewalks, is fundamental and how much this is missing among the tools of administrations and planners.

Il traffico pedonale è il principale e più capace «modo di trasporto». Lo studio vuole mettere in risalto quanto la mappatura dell’infrastruttura pedonale, qui in particolare dei marciapiedi, sia fondamentale e quanto questa stessa manchi tra gli strumenti delle amministrazioni e dei pianificatori.

We have a huge amount of information on our cities with regards to vehicular traffic: road hierarchy, number of lanes, vehicles per hour, level of congestion, etc... and no information on the true users of cities - pedestrians - and on the most important infrastructure - sidewalks.

Abbiamo un’enorme quantità di informazioni sulle nostre città per quello che riguarda il traffico veicolare: gerarchia stradale, numero di corsie, veicoli all’ora, livello di congestione, … e nessuna informazione sui veri fruitori e animatori delle città – i pedoni – e sull’infrastruttura più importante – i marciapiedi.

This tool would exponentially increase the ability to analyze and plan pedestrian spaces, serving fundamentally the need for rapid adaptation, which we are working towards and in line with the principles of sustainable mobility that many cities are promoting.

Tale strumento incrementerebbe esponenzialmente la capacità di analisi e di pianificazione degli spazi pedonali, risultando fondamentale nell’ottica di richiesta di rapido adattamento a cui stiamo andando incontro e in linea con i principi di mobilità sostenibile che molte città stanno promuovendo.

The width of a sidewalk contributes to the level of comfort in using that infrastructure. Sidewalks that are too narrow can create zones of conflict where pedestrians encroach on road space, leading to dangerous situations. Comfortable sidewalks instead support and encourage pedestrian traffic by increasing the attractiveness of the street and bringing widespread advantages.

Sidewalks provide a primary mode of travel: walking, that supports nearly all other travel options, leisure, recreation and community activities.

La larghezza di un marciapiede contribuisce al livello di comfort nell’utilizzo di quella infrastruttura. Marciapiedi troppo stretti possono creare zone pericolose dove i pedoni invadono la carreggiata creando zone di conflitto. Marciapiedi comodi invece supportano e incentivano il traffico pedonale aumentando l’attrattività della strada e portando vantaggi diffusi.

I marciapiedi supportano il principale modo di spostarsi: la pedonalità. Questa modalità è alla base di quasi tutte le altre opzioni di viaggio, il tempo libero, le attività ricreative e della comunità.

Social distancing and sidewalks Distanziamento sociale e marciapiedi In Lombardy, the recommended interpersonal distance for contagion containment is 1 meter. Starting from this assumption, we considered the space occupied by each person (0.6 m + 0.2 m of comfort zone), applied the 1 meter spacing and assumed different sidewalk sections. In this way, we defined intervals to evaluate the level of suitability of sidewalks based on their width. It should also be noted that the measurements referred to at this stage imply the net walkable width of the pavement.

In Lombardia la distanza interpersonale raccomandata per il contenimento del contagio è di 1 metro. Partendo da questo presupposto abbiamo considerato lo spazio occupato da ogni persona (0.6 m + 0.2 m di comfort zone), applicato il metro di distanziamento e ipotizzato diverse sezioni. In questo modo abbiamo definito degli intervalli per valutare il livello di idoneità dell’infrastruttura pedonale in base alla sua larghezza. Da notare che in questa fase del ragionamento le misure si riferiscono alla larghezza calpestabile netta del marciapiede.

The making of the map Come è stata realizzata la mappa

Step 1: The map was built starting from the polygons of the pavements available as open source on the Geoportal of the Municipality of Milan at this link: https://geoportale.comune.milano.it/sit/open-data/

Step 2: Starting from these polygons, the center line of each single sidewalk was obtained and the distance from the edges was calculated, i.e. between the edge of the roadway and the buildings. The results obtained therefore show the width of each sidewalk, before deducting street furniture elements (street lamps, benches, …).

Step 2: Partendo da questi poligoni è stata ricavata la mezzeria di ogni singolo marciapiede e calcolata quindi la distanza dai bordi, ovvero dalla carreggiata e dagli edifici. Il dato ottenuto mostra quindi la larghezza di ogni marciapiede, al lordo degli elementi di arredo urbano (lampioni, panchine, …).

Step 3: Data have then been simplified and cleaned up to make them usable more comfortably by removing all segments shorter than 20 cm, considered not essential for visualization or analytical purposes.

By analysing the data from the East of Milan, we developed a clear idea of the existing situation of the sidewalks. Particular attention should be paid to the sidewalks in the "ideal situation" category as part of them are actually occupied by trees, cycle lanes or by parked vehicles.

Interrogando i dati della zona est di Milano ci siamo fatti un’idea della situazione esistenti dei marciapiedi. Particolare attenzione è da riservare ai marciapiedi con «situazione ideale» in quanto parte di essi sono in realtà occupati da alberature, ciclabili o da sosta su marciapiede.

On the other hand, 45% of the sidewalks do not meet the minimum requirements to guarantee adequate social distancing. In this sense, some measures that could be implemented to expand the space available on the sidewalks need to be taken into account: • Remove on-street parking and parked cars on sidewalks • Close, if even temporarily, a traffic lane

Urban furniture L’arredo urbano

The resulting map depicts the gross width of the sidewalk from edge to edge, i.e. from the edge of the building to the roadway.

What is not currently taken into consideration is the space occupied by street furniture: trees, lighting, benches, outdoor areas for commercial activities, ...etc. It is therefore reasonable to assume that the percentages shown in the previous pages are very conservative and a further detailing (trough desk and on-site surveys) of the map is required.

After a preliminary study, based on the sample analysis of a limited number of Milanese streets, we have reason to think that on average, on a neighbourhood street, about 0.3-0.5 m and 1.5-2 m of the gross width of the pavements (in the case of nontree-lined streets and tree-lined streets, respectively) is occupied by street furniture. This analysis is purely indicative and confirms the need for a more systematic and detailed mapping of our pedestrian infrastructure.

The goal is to further refine this work in order to define an approximate estimation of the size of street furniture to calculate the real available width of the sidewalk.

La mappatura restituita rappresenta la larghezza lorda del marciapiede dai suoi bordi, ossia dall’edificio alla carreggiata.

Quello che non viene preso in considerazione al momento è tutto lo spazio occupato dall’arredo urbano: alberature, illuminazione, panchine, dehor delle attività commerciali, …. E’ quindi ipotizzabile che le percentuali illustrate nelle pagine precedenti siano convervative e si rende perciò necessario una mappatura più dettagliata.

Dopo uno studio preliminare, basato sull’analisi campione di un numero limitato strade milanesi, abbiamo ragione di pensare che in media, su una strada di quartiere, circa 0.3 – 0.5 m (nei casi di viali non alberati) e 1.5 – 2 m della larghezza lorda dei marciapiedi (nei casi di viali alberati) sia occupata da arredo urbano. Questa analisi è puramente indicativa e conferma la necessità di una mappatura più sistematica e dettagliata della nostra infrastruttura pedonale.

L’obiettivo è quello di affinare ulteriormente questo lavoro al fine di stabilire un approssimativo dimensionamento degli arredi per calcolare la reale larghezza del marciapiede.

Parking on sidewalks Sosta sui marciapiedi

Unfortunately part of the sidewalks that are sufficiently wide for social distancing are physically occupied by parked cars. Parking on sidewalks reduces the attractiveness and comfort level for pedestrian users, while also contributing to a reduced level of safety. Undeniably, further studies looking at the distribution of these obstructive elements would provide deeper insights and allow for a more precise mapping of the real active widths of the pavements. An example of this is Via Bazzini in Città Studi, where the gross width of the sidewalk is greater than 5 meters yet in reality 70% of the space is occupied by parked cars.

Purtroppo parte dei marciapiedi che risultano avere una larghezza sufficientemente ampia sono in realtà occupati da auto parcheggiate, in modo più o meno abusivo. La sosta sui marciapiedi contribuisce a diminuire l’attrattività e il comfort della strada oltre a ridurre il livello di sicurezza dei pedoni. Sicuramente ulteriori approfondimenti dello studio permetteranno di affinare la consapevolezza rispetto alla presenza di questi elementi di disturbo permettendo una mappatura più precisa delle reali larghezze dei marciapiedi. Un esempio è via Bazzini, Città Studi, dove la larghezza lorda del marciapiede è maggiore di 5 metri ma dove in realtà il 70% dello spazio è occupato da auto in sosta.

Today, Milan's pedestrian infrastructure does not guarantee a homogeneous level of security with regards to current social distancing requirements necessary for the pandemic containment. It will therefore be necessary to encourage the implementation of wide-scale pedestrianization measures in several areas across the city, if even temporarily, in order to ensure safe pedestrian movement.

Ad oggi, l’infrastruttura pedonale di Milano non garantisce omogenee situazioni di sicurezza per quanto riguarda il mantenimento del corretto distanziamento sociale reso necessario per il contenimento della pandemia in corso. Sarà quindi necessario ed auspicabile incentivare e implementare misure di pedonalizzazione di diverse aree, anche in modo temporaneo, al fine di garantire movimenti pedonali in sicurezza.

It is of fundamental importance to have access to a comprehensive mapping of our city's pedestrian infrastructure. Undoubtedly, further detailing of the map is required to ensure reliability and up-todateness. It is also important to collaborate with city administrations to enable constant upgrading of the database.

È di fondamentale importanza dotarsi di una mappatura comprensiva dell’infrastruttura pedonale nelle nostre città. Sicuramente un ulteriore dettaglio del lavoro è richiesto per assicurare la resa di un prodotto affidabile e aggiornato. È altresì importante lavorare al fianco delle amministrazioni per un costante aggiornamento del database.

It will be very interesting, as part of next steps, analyze this sidewalks’ database alongside other information regarding road hierarchy, vehicular traffic, public transport accessibility levels, demographic, etc.

This mapping tool will be essential for cities in decision-making processes as a means to facilitate the identification of intervention clusters, define priority areas and design adaptation measures most effectively.

Sarà interessante e parte dei prossimi step interpolare il dato dei marciapiedi al resto della gerarchia stradale, ai flussi di traffico, livello servizio del trasporto pubblico, informazioni demografiche, etc.

Tale mappatura si renderà essenziale nei processi decisionali delle amministrazioni in modo da facilitare l’identificazione di cluster di intervento, prioritizzare i provvedimenti e rendere più efficaci le misure di adattamento sul territorio.
