MISSION CIPMA’s mission is to ensure the sustainability and growth of a healthy and viable independent fuel marketing and distribution sector at both the wholesale and retail levels in Canada. Our specific goals include: Ensuring that independent fuel marketers thrive and have the opportunity to earn a fair and reasonable return that is proportionate to their business risk and capital investment, and ensuring that Canadian consumers and independent fuel marketers have access to a competitively priced and readily available supply of fuel products in all regions of the country.

Dear CIPMA Members and Associate Members If ‘policy’ and ‘regulation’ were the buzzwords for Canada’s energy sector in 2018, I can see ‘progressive’ and ‘innovation’ used to forecast 2019. Many of our members are already embodying this ethos – from Wilson’s recent brand refresh to McDougall Energy’s standing as a Platinum Club Member of Canada’s Best Managed Companies. In the same vein, I had the opportunity to attend the National Ethanol Conference earlier this month, exploring clean growth prospects for petroleum retailers across North America, discussing roadblocks like infrastructure compatibility, and gaining insight on consumer fuel preferences and behaviour at retail sites from our peers south of the border. The event inspired insightful conversations with a number of industry partners, including Greenfield Global, whose Vice President of Government and Public Relations, Andrea Kent, will be adding her insights to the conversation at the upcoming Canadian Fuel Marketing Conference. Through our events and cross sector engagement, CIPMA remains committed to keeping the needs and opportunities of our members front and centre. I am pleased to share our Advocacy update this month, which speaks to the government relations efforts that the association has carried out most recently. With a number of legislative and regulatory changes underway by various governments, I encourage you to review the update. I look forward to seeing many of you at the conference in April. ADVOCACY UPDATES Government advocacy is the main priority for the CIPMA team, and having a voice on important issues at the municipal, provincial and federal levels of government is one of the key reasons why Members join our organization. GLOBAL BETTING ON BLOCKCHAIN TO SIMPLIFY CARBON TRADING Last year, a Beijing-based team of environmental advocates founded Synergy Blockchain Technology with the goal of stimulating China’s carbon economy through blockchain-based trading. Their platform is designed to lower the cost of carbon trading and reduce friction for buyers and sellers. MEXICAN JUDGE RULES AGAINST HIGHER ETHANOL MIX IN GASOLINE A judge in Mexico has ruled against a 2017 measure that allows higher ethanol levels in gasoline, saying it could worsen air quality, attorneys for environmentalists fighting the provision said on February 26. AUTO GIANT PEUGEOT TO LAUNCH A 100 PERCENT ELECTRIC, ZERO-EMISSION CAR French carmaker Peugeot has announced details of a 100 percent electric, zero emission car. In a statement on February 25, Peugeot said that the new vehicle would be released in late summer 2019 and was the first in a series of all electric models, with the firm readying itself to electrify its whole range by the year 2023. Petrol and diesel versions of the “208” model will also be available. OIL RISES 2 PERCENT AS U.S. CRUDE STOCKS PLUNGE, OPEC BRUSHES OFF TRUMP Oil rallied for a second day on Wednesday, buoyed by an unexpected decline in U.S. crude inventories and after Saudi Arabia appeared undaunted by pressure from U.S. President Donald Trump on OPEC to prevent steeper price rises.

BAHRAIN TALKING TO U.S. OIL COMPANIES ABOUT TIGHT OIL DEAL: MINISTER Bahrain is talking to U.S. oil companies with shale oil expertise about developing a huge oil and gas field discovered last year and hopes to have an interested company by the end of the year, the oil minister said on February 26.
UNITED STATES EPA WILL STUDY ETHANOL’S IMPACT ON AIR QUALITY AFTER LONG DELAY The U.S. Environmental Protection Agency said on February 22 it has agreed to conduct a longdelayed study to assess the impact that burning ethanol as a motor vehicle fuel has on air quality. SURGE IN US ECONOMISTS’ SUPPORT FOR CARBON TAX TO TACKLE EMISSIONS US economists led by former US Federal Reserve chair Janet Yellen are uniting in record numbers to back the idea of a carbon tax as the most effective and immediate way of tackling climate change. US MAY NOT FINISH E15 GASOLINE RULE BY SUMMER, BUT SALES COULD HAPPEN ANYWAY - AGRICULTURE SECRETARY The U.S. Environmental Protection Agency will probably not be able to finalize its rule allowing year-round sales of higher ethanol blends of gasoline by summer but could compensate by declining to enforce the current summer-time ban, Agriculture Secretary Sonny Perdue said on February 27. WILL TRUMP’S VENEZUELA SANCTIONS HIT U.S. GASOLINE SUPPLY? When the Trump administration announced sanctions on the Venezuelan oil industry last week, it set in motion a situation that could lead to higher gas prices for Americans. So far, gas prices in the United States have not risen noticeably based on the sanctions. However, the administration’s new policies will, undoubtedly, mean a disruption in a portion of the country’s gasoline supplies. The ultimate impact on Americans’ wallets is yet to be determined.
FEATURE: US GASOLINE CONSUMERS POISED TO REAP BENEFITS OF STRONG DIESEL MARGINS IN 2019 US gasoline stocks began 2019 at record highs and there is little likelihood inventories will fall substantially any time soon thanks to stellar demand for another refined product -- diesel.

CANADIAN RETAIL GASOLINE PRICES AVERAGE 114.2 CENTS PER LITRE IN FEBRUARY As of February 26, the Canadian average retail regular gasoline price was 114.2 cents per litre, down from 124.3 cents per litre in February 2018, while the average retail diesel price hit 121.9 cents per litre, versus 124.5 for the same time last year, according to Kent Group Ltd. NATIONAL ENERGY BOARD RECOMMENDS APPROVAL OF TRANS MOUNTAIN PIPELINE ‘IN THE NATIONAL INTEREST’ Alberta Premier Rachel Notley: ‘It’s a step, not a victory, but it is an important step.’ She expects appeals will be filed. CANADA’S INFLATION RATE DROPS ON LOWER GASOLINE PRICES Lower gasoline prices pulled Canada’s annual inflation rate in January down to 1.4 percent from 2.0 percent in December, reinforcing market expectations that imminent interest rate hikes are off the table. PETRO-CANADA INSTALLING 50 FAST-CHARGING EV STATIONS ACROSS THE COUNTRY — BUT IS THERE DEMAND? Petro-Canada is building a network of electric vehicle (EV) fast-charging stations from Nova Scotia to British Columbia. The gas station company said more than 50 EV stations will be located at PetroCanada stations along the Trans-Canada Highway.

ALBERTA’S NDP GOVERNMENT SAYS EMISSIONS REDUCTIONS PROVE CARBON PRICING WORKS Alberta’s NDP government says that sharp reductions in pollution from electricity production in the oil-rich province over the past two years prove that carbon pricing is effective.
ONTARIO / QUÉBEC REGION DOUG FORD’S ONTARIO PROPOSES TO STOP TRACKING CARBON POLLUTION FROM FUEL SOLD BY OIL AND GAS COMPANIES Ontario Premier Doug Ford’s government said Thursday that it was “streamlining and updating” its greenhouse gas emissions program “to reduce unnecessary costs and regulatory burden.” A public consultation on the matter is open until March 8. NORTH BAY GAS STATIONS RUNNING LOW ON FUEL In parts of northern Ontario, drivers are worrying about the availability of gas after a weekend where a number of stations ran out. THE PRICE OF GAS IS ABOUT TO JUMP IN ONTARIO The price of gas is about to get a little more expensive in Ontario. ONTARIO ENERGY MINISTER TELLS SENATE COMMITTEE BILL C-69 SKEWED AGAINST ECONOMIC PRODUCTIVITY The federal government’s environmental assessment legislation falls far short of achieving a proper balance between economic development and protection for the environment, Ontario Energy Minister Greg Rickford told a Senate committee. CANOPY, COUCHE-TARD TEAM UP TO SELL RECREATIONAL CANNABIS IN ONTARIO Canada’s biggest legal pot grower and the largest convenience store operator are joining forces to sell recreational cannabis in Ontario.
OTTAWA TO FUND CLEANUP OF BUILDINGS, DEBRIS ON ICONIC SABLE ISLAND Sable Island -- the windswept sandbar off Nova Scotia famous for its wild horses and the world’s largest breeding colony of grey seals -- is getting federal money for a cleanup. Ottawa announced $3.4 million on February 11 to remove surplus buildings and other debris from Sable Island National Park Reserve, and to design energy measures to reduce fossil fuel consumption. TAYLOR: STEADY PRICES, COLD GOOD FOR FUEL-OIL BUSINESS Mike Thorne, owner of Quick Save Fuels, says it has been a cold winter, which has been good for the delivery business and since there hasn’t been a lot of snow in the metro area, it has meant that it has been easier for the drivers to get to all their deliveries. HOW THE CARBON TAX WILL IMPACT THE MARITIMES AGAINST OTHER PROVINCES This year, Canadian households will be paying for their greenhouse gas (GHG) emissions. How much each household pays will depend not only on the amount of energy they consume, but also on where they live.

ENVIRO GROUPS SUING PETROLEUM BOARD, ALLEGING IT BROKE THE LAW OVER DRILLING LICENCE HANDOUT Environmental rights groups took the Newfoundland and Labrador petroleum board to court Monday, arguing the regulator broke federal law by granting a company a new licence to explore an area in the Gulf of St. Lawrence after the company’s rights to the site had already expired.
