Dr Senthorun Raj Dr Senthorun Raj is a Lecturer in Law at Keele University and is passionate about glitter, pop culture, politics, and social justice. Sen’s academic and activist work takes an intersectional approach to addressing the ways law deals with the lives of queer minorities. He is the chair of Black Gold Arts and serves on the board of Amnesty International UK. Prior to taking up a lectureship in the UK, Sen was a Scholar in Residence at NYU School of Law’s Center for Human Rights and Global Justice and a Churchill Fellow. He has also worked as the Senior Policy Advisor for the NSW Gay and Lesbian Rights Lobby and served on the boards of Amnesty International Australia and ACON Health. Bess Hepworth Bess Hepworth is the Founder and Executive Director of Planet Ally. Bess currently serves in Board roles for the UNDP’s Being LGBTI in Asia, ILGA Oceania, Asia-Pacific Transgender Network and the International Family Equality Day. She is also Co-Founder of the Asia-Pacific Rainbow Families Network and the Human Dignity Festival. Bess is a former TEDx curator and director of Pink Season, Asia’s largest LGBT Cultural Festival as well as former Coordinator of IDAHOT Hong Kong and Events Coordinator for Kids Ocean Day in Hong Kong. Prior to founding Planet Ally, Bess worked as APAC Partnerships and Community Manager for global LGBT business organisation Out Leadership. Ngo Le Phuong Linh Ngo Le Phuong Linh is the Director of the ICS Center, whose mission focuses on achieving equal rights for LGBT communities in Vietnam and at a regional level. Linh played a leading role in organizing VietPride, the biggest annual LGBT event in Ho Chi Minh city. She also led Work with Pride, the first initiative to increase the engagement of the business sector in workplace equality and inclusion for LGBTI in Vietnam. At the international level, Linh is an alumnus of YSEALI Academic Fellows Program in Social Entrepreneurship and Economic Development. She also serves as the youngest Executive Board member representing South East Asia in the International Lesbian, Gay, Transgender and Intersex Association (ILGA) Asia. Nicolas Parkhill Nicolas Parkhill has over 22 years of experience in the public and community health sectors. Since 2009 he has been the CEO of ACON, Australia’s largest health promotion organisation specialising in HIV and LGBTQI health. Nic has also worked in a variety of senior management and policy roles in government, many with a specific focus on alcohol and other drugs. Nic is a former board member of both ACON and the Australian Federation of AIDS Organisations (AFAO), and currently serves on the board of APCOM, the peak body in the Asia Pacific region for male sexual health, HIV and human rights. Anna Brown Anna Brown OAM is a leading human rights lawyer, LGBTIQ+ advocate, and founding Chief Executive Officer of Equality Australia, Australia’s national voice for LGBTQI people. Anna has been instrumental in many key LGBTQI law reform battles in Australia – from marriage equality to securing federal LGBTQI discrimination protections and establishing schemes to erase historical homosexual offences She has also pioneered world first research into anti-LGBTQI religious conversion therapy.

SGLMG World Pride Bid 2023 As the NSW Police Force Corporate Sponsor for Sexuality, Gender Diversity and Intersex, and the overall Commander of all aspects of the iconic Sydney Gay and Lesbian Mardi Gras Parade, I am proud to offer my unequivocal support for the NSW bid for 2023 World Pride. Today, the NSW Police Force is an integral partner, amongst a host of government and non-government agencies, working very closely with the Mardi Gras organisation to ensure the entire festival runs smoothly, without incident, providing all who attend a compelling, entertaining, safe and comfortable experience. This can only be achieved with very good working relationships, high level planning and a common goal, which is captured by our ‘Mardi Gras Accord’. A critical feature of NSW Police Force support and involvement in LGBTIQ events such as Mardi Gras and Gay Games is the well established ‘GLLO’ program. Our trained GLLOs (LGBTIQ Liaison Officers) are deployed at all major LGBTIQ events, bringing an in depth understanding and level of empathy to their policing approach, and assisting their colleagues to appreciate the history and experience of LGBTIQ people, particularly during events holding significant symbolic value. This is a very important theme for the NSW Police Force during Mardi Gras and all officers are briefed by Mardi Gras personnel, as well as the Corporate Sponsor, to ensure they understand the historical and symbolic importance of the event. These documents direct the organisation to work with organisers and LGBTIQ groups to ensure safe, successful and trouble-free events and to adequately brief and prepare all officers working at these events. The influence and leadership demonstrated by this program in the LGBTIQ portfolio has greatly facilitated high level working partnerships with community stakeholders which has been integral to the success of Mardi Gras planning in recent years. This program will also form a critical aspect of the support provided to 2023 World Pride should NSW win the bid. For your information, I have attached a copy of our current Strategy on Sexuality, Gender Diversity and Intersex. NSW police active participation in a range of LGBTIQ community events is amongst our key priorities, including larger scale events such as Mardi Gras, Wear it Purple (commemorated in August each year), International Day Against Homophobia, Biphobia and Transphobia and Transgender Day of Remembrance. ACON is Australia’s leading health promotion organisation specialising in HIV prevention, HIV support and LGBTI health. Established in 1985, ACON is widely seen as an innovation and successful organisation, having adapted to changes in the HIV epidemic and responded early to emerging health issues affecting people in LGBTIQ communities. Ever since ACON was formed in response to the AIDS epidemic in Australia, we have worked closely with SGLMG. They have played in integral role in helping us achieve our goals of not only preventing HIV transmissions and supporting people living with HIV, but in improving the health and wellbeing of LGBTIQ people. Over four decades, SGLMG has grown to become the largest LGBTIQ events in Australia. Throughout its history, the festival and parade have attracted millions of international visitors to Sydney, becoming one of the world’s premiere celebrations of LGBTIQ pride and culture. Underpinning SGLMG is the goal of unifying people across Sydney, Australia and the world through art, culture, creativity and celebration, while raising awareness of issues around equality, social justice and human rights. These issues lie at the core of ACON – when people feel safe, equal and included in society, this leads to better health outcomes. We believe these goals also align with that of WorldPride in standing up against inequality and fighting injustice. Given Australia’s geographical location in the Asia-Pacific region, which is home to 60 per cent of the world’s population, a successful bid would allow the issue of human rights take prominence in a part of the world where homosexuality is still criminalised in many countries. A human rights festival as part of WorldPride will provide an important opportunity to discuss key issues concerning local LGBTIQ communities across Australia, our Asia-Pacific region and beyond. Together we can advocate for advances in health and human rights, and help create meaningful outcomes for people in LGBTIQ communities. This project will be an important cultural endeavour – one that will benefit not only Sydney’s LGBTIQ communities, but people of diverse sexualities and genders across Australia and the Asia-Pacific region as well. Auckland Pride has a proud history of fierce, fabulous, community-centred Pride Festivals in Aotearoa New Zealand’s largest, most diverse city - Auckland. Our Pride Festivals have showcased the incredible and diverse talents of our rainbow communities, celebrated our country’s progress through parties and Pride Parades, and advocated for often marginalised groups within our rainbow communities, through activist gatherings and Pride Marches.

The Sydney Gay & Lesbian Mardi Gras has repeatedly demonstrated its ability to put on a world-class festival, drawing visitors from around the world, and in particular, from across the ditch in Aotearoa New Zealand.

The platform that Mardi Gras provides has been vital for the visibility and progress of Australia’s diverse rainbow communities, demonstrated most recently through the divisive fight for marriage equality under federal law. Its role to play in providing that platform not just for Australia’s rainbow communities, but for LGBTTQIA+ people across the South Pacific is vital.

One of the most significant challenges we face as a member of the South Pacific is advocating and empowering our Pasifika rainbow communities to liberate their home countries from colonial-era discriminatory laws against our communities. The ILGA 2019 State Sponsored Homophobia Report states that just under half of the countries in the Oceania region still criminalise consensual same-sex acts.

Sydney hosting World Pride in 2023 would thrust our communities in the South Pacific onto the world stage, enabling unprecedented visibility and advocacy. A successful World Pride bid could attract up to a million visitors to Australia from around the globe. We know that because of the relative proximity of New Zealand to Australia, many of these visitors will travel to Auckland and around Aotearoa. Auckland Pride Festivals usually conclude on the same weekend the Mardi Gras Festival begins (as it did in 2019), providing a rare opportunity to significantly increase the audience of a 2023 Auckland Pride Festival proudly showcasing and celebrating our unique cultures, vibrant communities, and excellent talents.

To Whom It May Concern Equality Australia is Australia’s first national legal advocacy and campaigning organisation dedicated to achieving equality for LGBTIQ+ people, built from the Equality Campaign (Australia’s successful marriage equality campaign) with support from the Human Rights Law Centre. We work with gay, lesbian, bisexual, transgender, intersex and queer people to build the power, voices and influence of our communities through partnerships, advocacy and mobilisation. Equality Australian also hosts a civil society Network of LGBTIQ+ and other Australian organisations working to advance the rights of LGBTIQ+ people in the region and influence the Australian Government to promote LGBTIQ+ human rights on the international stage. The Social Justice Committee of Sydney Gay & Lesbian Mardi Gras (SGLMG) is a member of our Network. The Equality Campaign was very proud to be one of the leading groups marching in the SGLMG parade in 2018 after the successful achievement of marriage equality in Australia in late 2017. Hosting World Pride in 2023 would provide the opportunity to commemorate the 5 year anniversary of achieving this nationally significant reform in Australia. Equality Australia strongly supports the bid from Sydney Gay and Lesbian Mardi Gras to host WorldPride 2023. SGLMG has demonstrated its commitment to amplifying the voices and struggle of LGBTIQ+ communities in NSW and the nation over many decades. Given the lack of support offered by many Governments to LGBTIQ+ people in the region, the conference will provide an important opportunity for advocates to share perspectives and strategies to support future reform and social change in a safe and inclusive environment.

The year of 2023 is also when a meeting of the Equal Rights Coalition is due to take place. If Australia was to host this meeting to coincide with World Pride it would mean the World Pride human rights conference would be an even greater focal point for international discussions to advance LGBTIQ+ equality - among supportive governments, donors and civil society. Working together with local partners such as Equality Australia and ACON, we have the upmost confidence that SGLMG will deliver a highly successful and impactful human rights conference in addition to a range of inclusive WorldPride events. For more than 40 years the organisers of Sydney Gay and Lesbian Mardi Gras have shown their ability to plan and execute a spectacular event, that surpasses any other Pride celebration in the Southern hemisphere, and we are hence confident,that if the Sydney bid for WorldPride 2023 is voted up, they are ready and capable of creating a WorldPride that sets new standards. Oceania is an underrepresented area in our movement and it we believe, that Sydney Gay and Lesbian Mardi Gras’is a beacon of hope and development for many LGBTI+ folks in the region and that a WorldPride in Australia, has the potential to ignite new development in LGBTI+ rights and in the Pride movement in the area. In the last two years, since Sydney announced their intention to bid, we have gotten to know the organisers and are confident in their commitment to and understanding of InterPride and the international Pride movement. Additionally, on July 11, 2019, FinS establishes Japan’s first LGBT Chamber of Commerce, the Pride Business Alliance Japan. and operating Tokyo’s annual LGBT festival, parade and pride week celebrations. The group works with parade-hosting and other LGBT-activist groups based in Asia and beyond in order to work toward an international society open to all people and all SOGI identities. Led by co-directors Shinya Yamagata and Fumino Sugiyama, TRP’s activities also include education and advocacy through workshops, seminars and symposiums as well as public outreach and research (surveys, canvassing, etc.). This year Taiwan’s highest court ruled that it unconsitutional to ban same-sex marriage making it the first country in Asia to wed couples in our community. Although this is a giant step in the right direction, Japan and other Asian countries are still facing struggles ranging from no legal protections against discrimination to criminalization (Singapore, Malaysia, Bangladesh, Sri Lanka, to name a few). Sydney has always been a destination in the APAC region for many of this side of the world’s LGBTQ+ people. Its long history of open and enterprising organizations such as Mardi Gras and the SGLBA have attracted millions across Asia, and served as a model for pride celebrations in the region. For these reasons we believe World Pride in Sydney is long overdue. ​We endorse the city of Sydney for World Pride in 2023​. We write in support of Sydney’s bid to host World Pride in 2023. Sydney has a long and proud history of both fighting for the rights of LGBTI+ people and celebrating its uniqueness. Many people are not aware of the violent and turbulent times back in 1978 when, as the community commemorated the Stonewall uprising, over 150 people were jailed, and many more being beaten and traumatised by the actions of Police. Since then the community has grown and developed into a thriving heart of LGBTI+ life for both Australian and the Asia Pacific. We also feel that the respect shown for the people of the First Nation and the fact that this appears to be mutual is a valuable lesson and one that can be shared with others. We believe representation in the Asia Pacific is now absolutely vital and this is an opportunity to shine a very bright spotlight on the inequalities to be found throughout in this region. We also believe that it will give hope and support to LGBTI+ people in these areas, and that will encourage them to come together to share experiences and strengthen their continued campaigns for equality. Mardi Gras in Sydney has grown and flourished for more than 40 years with not only world-renowned parades and parties but also diverse and inclusive festival events that celebrate and challenge our communities. They have the experience and infrastructure to produce outstanding events before a World audience. Holding WorldPride for the first time in the Southern Hemisphere will also show that InterPride is truly a global organisation and that WorldPride really does mean World.

We are proud to be the oldest LGBTQ organization in the world founded by World War II Latino veteran Jose Julio Sarria, who in 1961 became the first openly gay candidate to run for public office. Our organization led the successful campaigns that resulted in a Harvey Milk U.S. postage stamp and the U.S.N.S Harvey Milk navy ship which is scheduled to be built in San Diego later this month; as well with establishing the National LGBTQ Wall of Honor now at the historic Stonewall Inn in New York City. We currently have 70 chapters in cities across the United States, Canada and Mexico, and we are proud and honored to support Sydney Australia in its bid to host the 2023 World Pride. As you know, World Pride has never been held in the Southern Hemisphere / Asia Pacific region, where 60% of the world population lives. Sydney Australia would not only be a historic first, but send a strong message from Europe and the Americas to our sisters and brothers that we support them … we see them … and we are aware that many of them are living and suffering under homophobic governments. World Pride is more than a celebration. It is an international event which affirms that LGBTQ Pride trancends borders, and that we are a global LGBTQ family that cares and support each other. 2023 World Pride being held in Sydney Australia will send that strong message and have an impact on those oppressive government in that region of the world, who are trying to diminish and erase the LGBTQ communities. Sydney is California’s Sister State and its Annual Gay and Lesbian Mardi Gras Festival is also California’s Sister Pride organization. Sydney’s annual signature event for the LGBT+ community commemorates their progressive struggle and major achievements in civil rights. This celebratory event demonstrates Australia’s diversity, as well as its plight for inclusion and tolerance. The first Sydney Mardi Gras Festival was held on June 24, 1978 following the commemoration of the Stonewall Riots that occurred 9 years prior in New York City. More than 500 people marched to end LGBT+ discrimination in employment, housing, and law enforcement. The Sydney Gay and Lesbian Mardi Gras Festival has grown to be one of the world’s largest and most successful LGBT+ celebrations bringing more than one million guests and over $38 million in revenue to the Australian economy. It continues to be a beacon of hope for attendees and highlights the history of LGBT+ struggle, progress, and resiliency in Australia. Sydney is known for hosting various global events, including the 2000 Summer Olympic Games where their hospitality and extraordinary accommodations served millions of spectators and participants worldwide. Bringing WorldPride 2023 to the Southern Hemisphere will undoubtedly continue to ignite the ongoing global movement for human rights and equality into Asia. We have already witnessed the tremendous ripple effect Australia’s recent passing of Marriage Equality has had in its close neighbors, such as Taiwan. Yet, there is much work to be done; hosting WorldPride in this region will progressively ignite our right to be equal worldwide.
