the public schools have a delayed opening, morning preschool classes that start before

12:00 p.m. will be cancelled, but afternoon preschool classes, that start after 12:00 p.m., will be conducted as long as weather conditions improve. Always call the Cancellation

Hotline Number (860-648-6349) for the most recently updated information. Make-up classes will be scheduled based on facility and instructor availability. How to Pay The Parks & Recreation Department accepts cash, checks, or credit cards.

(American Express is not accepted). Please make checks payable to the Town of South Windsor, checks must have driver’s license number and expiration date written on them. Memberships, rentals and program registrations will not be accepted without FULL payment.

Fee Assistance The South Windsor Parks & Recreation Department’s programs, classes, and special events are available to all residents regardless of economic status. The Parks and Recreation Department determines all fee assistance for qualified residents. A confidential application is available at the front desk, located in the Main office at 91 Ayers Road in South Windsor. Fee assistance is made possible through the Recreation Scholarship Fund.

Refund Policy

Many programs are very popular and fill quickly, so quickly that we often have waiting lists. The sooner we know of your intentions to cancel out of a program, the sooner we can accommodate others. Requests for refunds will be handled on a case-by-case basis. Generally, full refunds are granted for legitimate medical reasons, or if our department cancels a program. Otherwise, refunds are pro-rated and determined by the percentage of classes or sessions held prior to the date of notification to the Parks & Recreation Department Main Office (NOT the instructor). The sooner we know, the bigger the refund.

RecDesk is a 100% web based solution for Recreation Departments, Schools, Churches, Civic and Non-Profit Organizations that helps manage facilities, programs, memberships, leagues, and registrations. RecDesk is a new, intuitive program that will allow customers an easier and more efficient way to manage their family’s registrations, memberships and reservations. The Family Portal feature will allow customers to track family balances and registrations and will also provide a new calendar view of your family’s activity schedule.

Unless otherwise noted, you can register for all of our programs from the convenience of your home computer. Online program registration begins simultaneously to in-house registration.

DIRECTOR’S MESSAGE Ray Favreau CPRP Director of Parks & Recreation

A Message from “your” Director of Parks & Recreation 2019 marks the 50th anniversary of our department as a full time permanent agency in South Windsor!

How fortunate for all of us that back in 1969 Town leaders recognized the need for healthy, engaging leisure opportunities for its residents.

I am extremely proud to have been directly involved with our growth and evolution over the last 33 years of this milestone, and truly blessed to have had amazing staff by my side along the way. “Your” current fulltime parks & recreation professional staff listed on page 2 is by far our most productive, creative and highest performing group ever assembled!

We have grown from a sleepy agricultural town of 15,553 residents in 1969 to a thriving suburban community with a population of over 26,000. Our department programs and services have exploded in that same time period from a couple dozen seasonal offerings to well over 400 opportunities (whether that be taking advantage of formal programs and services or enjoying our well-maintained park system) providing residents with active living and healthy lifestyles year-round. This all being said, we are super excited to invite you to celebrate this momentous occasion with us on Saturday, September 14th (rain date 9/15) as we present to you a spectacular 50th anniversary extravaganza featuring FREE admission, food trucks, a family-style park system scavenger hunt, games and contests, performance by the Coyote River Band, and a few “special” surprises including a grand finale 3-D fireworks display!

A proposed bill to increase the minimum wage by nearly 50% to $15/hour from the current $10.10/hour over the next four years was passed by the General Assembly on May 17, and signed into law by the Governor on May 28. The approved phase-in looks like this: (1) October 1, 2019: $11.00, (2) September 1, 2020: $12.00, (3) August 1, 2021: $13.00, (4) July 1, 2022: $14.00, (5) June 1, 2023: $15.00, then establish COLA indexing thereafter beginning 6

October 15, 2023. Every October 15th the Commissioner of Labor is to announce an increased minimum wage effective January of 2024 and every subsequent January. This anticipated state mandate will have a dramatic impact on municipal budgets, and South Windsor is not exempt. My fears have been substantiated. This nearly 50% increase will have detrimental effect on our payroll budget necessary to deliver our programs and services. The vast majority of our 200+ employees are seasonal between the age of 15 and 23, students seeking supplemental funds in their quest for an education that will advance them from a “learning “minimum wage to an eventual higher–paying “living” wage elsewhere. The impact is not just at the entry level however. The wage compression created has a tremendous “domino” effect on proportionate wage increases necessary for veteran and supervisory seasonal employees.

We will be looking at an estimated additional $400,000+ in labor cost alone to meet the $15 threshold. Undoubtedly we will be paying more for products and services from our vendors who will raise their prices to cover their increased operating cost.

So, how do we recover this additional cost?

How will this affect your expectations of parks & recreation?

What does this mean to you, our loyal customers and patrons?

Some impacts you can expect to see include: • Unusually substantial incremental increases in user fees for programs and services over the next three to four years challenging our ability to remain affordable • Reduction in services to our residents, like closing one half hour earlier each day of the week at VMP • Less funding available for financial assistance to accommodate families in need • Decrease in our capacity to employ seasonal help • Fewer dollars to maintain our parks and facilities, and …

• Do we reach a point where we need to return to a partially tax-subsidized recreation division which is currently self-sustaining?

Some of these responses and actions you will already see as you peruse this magazine. These are steps we truly do not want to take, but we do not have a choice. Although we must comply with this new state mandate, we have the moral and professional obligation to provide a level of service that delivers a quality of life that you have all come to enjoy and expect.

We WILL do our best to achieve that!

Farewell porta-potties!

Through another amazing cost-sharing partnership with the South Windsor Rotary Club we are in the final stages of completing the construction of a permanent family-friendly restroom facility. To better service all park users/visitors, the busy athletic fields and the newly acquired sledding hill across the street the facility will be open year-round, seven days a week from 5am to 10pm. Each of the three restrooms is handicap accessible and will have a stainless steel toilet and hand-washing sink, diaper changing station, electric hand dryer and heat. The covered access area in the middle will also host a stainless steel water fountain that is handicap accessible with a water bottle filler feature. A beautifully designed and constructed landscape patio on the north side of the building with a couple picnic tables and umbrellas will complete the new convenience station thanks to the in-house talent and skill of our very own parks crew! At the time of this writing we were a mere punch list away from completion, so we anticipate this new park amenity will be open for use by mid-August.

Progress on family-friendly restroom facility.

The long overdue renovations.

The long overdue renovation of the outdoor basketball court at Wapping should be complete by the time this magazine reaches your mailbox! The sub-surface base was determined to be in excellent condition so the minimal asphalt cracks were repaired, surface re-coated with two applications, old goals removed and replaced with brand new. The only outstanding item was re-striping the court lines. We are investigating the possibility of lighting the court by utilizing the adjacent tennis court lighting infrastructure. Stay tuned!

Renovation at Wapping

The one major remaining improvement to the Wapping facility, the renovation of the cafeteria is approaching the final stages of completion – finally! You will hardly recognize it once finished. New walls, new ceiling, new LED lighting, new floor, new electrical, new energy efficient air conditioning where none existed before, new window shades, new house P/A, new multi-media electronics, and new furniture will undoubtedly bring new life to the much needed space! Watch for more exciting details coming soon!

I am proud to welcome Dave Turkington to our management team! Dave was recently promoted to Parks Manager after spending 14 productive years with our parks maintenance crew. Dave brings a wealth of parks and grounds experience, mechanical ability and “MacGyver-esque” savvy to the table. With a caring personality he is committed to public service and combined with a strong work ethic and innovative ideas he is sure to be a major contributor to our continued growth and success!

South Windsor Boys Travel Basketball After being part of the South Windsor Recreation Department

for approximately sixty years, the Boys Travel Basketball Program

will now be privately run, similar to Travel Soccer, Little League &

American Legion Baseball and Panther Football. Special thanks to Parks & Recreation Director Ray Favreau, and former director Jim Snow, for all their help and support. While now run privately by

a Board of Directors, anyone familiar with our program will notice very few changes for the upcoming 2019-2020 season.

Our four teams (8th Grade & Under, 7th Grade & Under,

6th Grade & Under, and 5th Grade & Under) will continue to

participate in the North Central Connecticut Travel Basketball

South Windsor Girls Travel Basketball The South Windsor Girls Travel Basketball program participates in

the North Central Connecticut Travel Basketball League (NCCTBL) which competes against Central Connecticut opponents. The Travel program offers players increased practice time of typically two hour

practices twice per week and games ranging from 18 to 24 in a season.

Home games are scheduled in town and away games are North Central Hartford and Tolland Counties. The season runs from mid-October through mid-March. This is a high commitment program for com-

petitive athletes who are looking to gain a great basketball experience.

WINTER FUN Learn to Skate Program Child and Adult Lessons Available Learn to Skate is a beginning ice skating program that is challenging and rewarding — but most of all, fun. Participation in the program

This is a 6 week program for skiers and snowboarders of all abilities.

The Ski and Snowboard Club is a social club providing opportunities

First Aid/CPR/AED This course will prepare you to recognize and care for a variety of first aid, breathing and cardiac emergencies involving adults. This course meets OSHA/workplace requirements. This is a blended learning course including an online portion, and an instructor-led classroom skill session. The online portion must be completed prior to attending the in-class portion, and must be taken on a PC or tablet with high-speed internet connection. Allow approximately 2 hours to complete the online portion. You must only attend one in-person course date. For adults interested in upskilling or for kids interested in finding higher paid internships, this course will help build foundations for a data scientist; the fastest growing field in the industry. This five-weeks course will teach you Python and R programming languages used extensively for data analysis, machine learning and game Apps. You will get your own copy of multiple coding environments along with online text book as part of this course. You will learn type of variables, data structure, Boolean and Operational operators along with iterative loops using While, For, If, Range and nested algorithms in an interactive and script modes. We have 14 lonely bulletin boards distributed throughout the halls of our new home at Wapping School that are prime opportunities for local businesses and civic organizations to promote their products, services or activities.

These interior “billboards” are available on a monthly, quarterly, bi-annual or annual basis depending on your promotional needs! Boards range in size from 20 to 30 square feet. Parks & Rec Magazine is our popular bi-annual program catalog distributed to every single residential and business mail box and post office box in town – nearly 12,000 pieces! Our MISSION STATEMENT revised in 2011 when we merged with the Parks Division is simple, yet to the point: “The South Windsor Parks & Recreation Department is committed to enhancing our community through quality recreation programs and parks that provide exceptional experiences” As the primary provider of passive and active recreational opportunities in the Town of South Windsor, we have the challenge of meeting the needs of all 26,000 plus residents. We provide a wide variety of athletic instruction and leagues, educational classes, culturally enriching options, before and after school programs, special events, and referral services to young and old. We also maintain 14 individual public park properties on a total of 893 acres that feature 43 athletic fields, 3 playgrounds, 16 miles of trails at 20 different locations, 61 community garden plots, a skate park and a dog park ; 17 open space parcels ; and 17 public building grounds. The increased growth of the town has given way to increased participation across the board in all of our programs and at all our facilities. The area of greatest growth and public demand in need of supplemental financial support are our community-based special events like our summer concert series, Resolution Run, and Fishing Derby to name a few.

Sponsorship does not just mean dishing out dollars. Your business may wish to provide in-kind services to supplement an event or program of your choice such as catering, transportation, printing, or even a venue.

Your business may wish to provide promotional give-a-ways and you may have just the right product for the participants in a specific program or event, like sports drinks, energy bars, water, apparel, prizes, etc. Or your business may wish to go the traditional route and provide financial support to help defray the cost of a program or event. Volunteer Opportunities

Last, but not least, another way to involve your business in our community is through volunteerism. Although we are fortunate to have 22 full time staff and 200+ part time and/or seasonal employees throughout year we still rely on dozens of volunteers to deliver over 400 annual programs in an affordable fashion. These beneficial supplemental volunteer hours are available for things like park clean-up efforts (see page 48 for our “Pride in OUR Parks” program), distributing 30,000 plastic eggs at our annual egg hunt, serving as a tour guide for the annual Haunted Torch Walk, or parking cars at one of our many special events.

Pierre Starr

Notable Veteran tie to South Windsor Long before the 20th century, veterans had connections to South Windsor. Pierre Starr was one.

A Connecticut native, born November 18, 1839 in New London, Connecticut, Dr. Pierre S. Starr was a known surgeon for three years during the Civil War. After being educated at Williston Seminary, Easthampton, Massachusetts, he then attended and graduated in 1860 from Yale. Pierre received his medical degree from New York University in 1862 and subsequently enlisted in the US military. He was transferred to various locations and performed his medical and surgical duties in many southern states, including Alabama, Georgia, Kentucky, Mississippi, North Carolina and South Carolina.

Following the end of the Civil War, Dr. Starr practiced medicine in Chicago, Illinois from 1866-1871.

On May 27, 1868, he married Louise Green Tudor in South Windsor. In 1871, the Starr family, now numbering five, which included their three children, Mary, Louis, and Robert, moved to Hartford, Connecticut, where Pierre practiced medicine until his 1910 retirement. He died March 11, 1920 and is buried at Cedar Grove Cemetery, New London.

The longstanding South Windsor tie comes as the above information was found by Dr. Starr’s great-grandson, Main Street South Windsor resident Robert Starr III. Bob found his greatgrandfather’s letters and journal from the Civil War in the attic of his home. Subsequent to this historic find, “For my Grandchildren” The Civil War Journey of Pierre Starr was compiled and published

by Brad Quinlan and Jason Rusk.

Pride in OUR Parks Pride in OUR Parks (PIOP) is a new community service opportunity for resident civic and non-profit organizations. The program is an amazing result of a highly successful Eagle Scout project completed by Derek Von Nieda from Boy Scout Troop 880 officially recognized in January, 2015. The project spanned over a years’ time and consisted of 212 man hours. His task was to outfit a 6’ x 10’ parks & recreation department box trailer with the necessary hand tools to clean parks and clear trails within our park system. Derek determined the inventory of tools and then designed and custom built the interior storage and racking system that kept everything organized and could withstand the jostling and shifting of transporting.

The program is available to all non-profit and civic organizations who would like to volunteer time to schedule a clean-up day at a park, or spruce up a trail to help maintain and display “pride in our parks”. All that is necessary is an adult leader to contact our office at 860-648-6355 to discuss and agree upon a location of interest and in need of some TLC, schedule a day or weekend and we will deliver the trailer and its content to the desired site for your group to use to accomplish the chore at hand. An adult leader would need to sign-out the keys to the trailer in advance and return them after completing the scheduled duration. This opportunity in many cases qualifies for merit badges, credit towards organization membership or required achievements.

September 21, 2019 11:00am On Saturday, September 21, the town of South Windsor will be hosting a Ribbon-Tying event to celebrate the

new sidewalks installed on Sullivan Avenue and Buckland Road. Residents and visitors to South Windsor are now able to safely cross Ellington Road from the Town Hall and the South Windsor Public Library to the Town Center connecting businesses including restaurants

and shops. The sidewalks begin at our Town Hall and

continue to The Promenade Shops at Evergreen Walk.

The Ribbon-Tying begins at 11am in front of the South Windsor Public Library with a dedication followed by raffles and walks. See details on swwww.org.

basketball court which seconds as an ice skating rink in the winter months.

Located on Lawrence Road in the northeast corner of town, opportunities for walking & hiking a 1+ mile trail system,

bird-watching, and fishing. Future plans include a playground, fishing dock, small open spaces and picnic groves.

Linear Park:

Located at the end of Vibert Road on the banks of the CT River this 1,500 foot long section of shoreline was created by the granting of easements

by local landowners and adjoins town-owned property with a public boat

launch for small craft. Visitors may be lucky enough to observe foxes, great

blue herons, kingfishers, rabbits, raccoons or ospreys. Limited public parking available. Please, no littering, hunting, or collecting allowed and remember to take only pictures and leave only footprints!

Little League Complex:

14 acre athletic complex at the corner of Ayers and Nevers Roads hosts 1 youth/women softball field; 3 little league baseball fields (one with

lights); 1 regulation baseball field; 2 outdoor batting cages; one enclosed batting cage; concession/restroom/storage building; and paved parking for 70 vehicles.

Michael Donnelly Preserve: 115.5 acres located on Sullivan Avenue, this conservation area established in

2002 includes two small parking lots, 2.1 miles of trails connecting the main entrance to the east on Sullivan Ave. to a secondary access point to the west side of the property on West Road, an observation/picnic gazebo, fishing pond stocked with blue gill and large mouth bass and lots of wildlife to

observe and enjoy from blinds provided on site. Please respect the resident wildlife and habitat and remember to take only pictures, leave only footprints!

Nevers Park:

137 acres located on the corner of Sand Hill and Nevers Road. Facilities

include the Community Center with parking for 152 cars; Rotary Pavilion

complete with kitchen and restrooms (available for rent); 2+ miles of hiking trails; softball area; 2 baseball fields (1, Rotary Field, with lights and a press box/concession/restroom facility); 1 Indoor Batting Facility with 2 tunnels;

fields (1with lights), playground; picnic areas; 4 tennis courts (one with practice wall); basketball court; 3 intermediate soccer fields;

1 regulation soccer field; 2 combination lacrosse/football field (1 with lights), a concession/storage/restroom facility, 4 mile mountain bike trail system and parking for 126 vehicles.

Veterans Memorial Park:

16.3 acres located on Pleasant Valley Road, west of the intersection

with Ellington Road. This seasonal facility includes: a large recreational

pool with zero depth and stair entries, and a diving well; an 8 lane, 25 yard competitive pool with handicap lift; a toddler pool with zero depth entry and a maximum 2.5 foot depth; picnic tables; grills; concession

stand providing a variety of beverages and snacks; ample restrooms; drinking fountains; showers; basketball court and open play field.

Ample public parking.

Wapping Park: 180 acres located on Clark Street. A 2.5 mile trail system with bridges,

boardwalks and bird blinds takes hikers through open meadows, pine and hardwood forests, shallow marshes, vernal pools and the Podunk River.

Public parking available off Clark Street. Please respect the resident wildlife and habitat and remember to take only pictures, leave only footprints!
