Cats make great pets and can provide hours of companionship and entertainment. The vast majority of kittens and cats out there are variants on the domestic shorthair. Be sure that your household is suitable for a feline member and keep the kitten indoors. Cats that venture outside are much more likely to be injured, lost or killed.

There are so many loveable animals out there looking for a good home. A good place to find one is St. Tammany Parish Animal Services on Hwy 36 east of Abita Springs.

Top Wedding Trends for 2010 A Perfect Touch of Posh Style and Fashionable Flair THE MOST OBVIOUS TREND for 2010 seems to be personalization. Despite the economy, couples continue to get married and have come up with unique ways to make their weddings memorable, no matter what the budget.

From small, destination weddings to ecochic ones that use recycled paper invitations and locally-grown, organic foods, couples are getting more creative in their choices.

Veils Are Back. And in a big way. Birdcage veils, like the one pictured above, offer a vintage look and feature jeweled clips or feathered headpieces with netting that only covers the face. It’s a fun, sexy look for today, not to mention dramatic and glamorous.

Bridesmaid Dresses. Gone are the days of the “I wouldn’t be caught wearing THAT again” bridesmaid dresses. Today, many of the dresses available are much more glamorous and fashionable, evocative of the latest runway styles. Another trend that ensures the dresses will likely be worn again is to allow bridesmaids to choose their own dresses, off the rack, in a color and general style (i.e., formal, cocktail) selected by the bride.

AFTER GRADUATING DENTAL SCHOOL IN 1994, I emerged into the dental profession in a time when full mouth porcelain restorations were in vogue.

Cosmetic dentistry in the late 1990’s through the early 2000’s was the hot topic on all lecture circuits. Now that the dust has settled, the cutting edge is focused on conservation of tooth structure. Today we can implant a single tooth and within a short time attach a porcelain crown that can trick some of the best dentists in the world. Previously when a single tooth was lost the treatment of choice was a bridge. The teeth on either side of the affected site were ground down to a point removing nature’s protective barrier, the enamel. Studies clearly demonstrate that the dental implant has a higher success rate than that of a bridge. The most common causes of failure for a bridge are recurring decay and nerve damage. The more teeth involved in a restoration the greater the expense incurred by the patient to replace it. An example of a single tooth replacement with a dental implant can be seen in Fig.1 and Fig.3.

Many times we can use whitening and re-contouring to achieve very life like esthetics. See Fig.2 . With minimal re-contouring of the 2 central incisors and whitening, 2 conservative porcelain veneers were placed on the neighboring lateral incisors to improve the poor esthetics of the bonding done some years prior. The ability to match teeth today with the current porcelains is astonishing. Understanding proper occlusion in many of these cases is of utmost importance. The porcelain restorations we have today require proper knowledge of bite forces and techniques to manage them. Porcelain does NOT behave the same way that enamel does under stress. Many patients who present for cosmetic dentistry as well as replacement dentistry have destructive bite forces which MUST be properly handled to ensure a long term healthy restoration. What our society does not realize is that these porcelain restorations, although beautiful, do require more aggressive tooth preparation to gain proper strength. In some cases dental bonding with a composite resin can be sculpted directly on a tooth to change both the shape and color. The bottom line is your dentist should spend the time to discuss current restorative options with his or her patients, as well as demonstrate his or her ability through photographs of the treatment he or she is capable of producing. By doing this, it allows for better communication to achieve an outcome that is pleasing to both the patient, as well as the dentist. A final word regarding the cost of these types of procedures is that in reality a patient is paying for time, skill and expertise NOT just the restoration.

IF THERE IS ONE THING JEANINE O’NEILL-BLACKWELL wants her daughters to remember as they travel through life, it is that the life they create is a product of how they think and the choices they make.

She teaches them to have a strong awareness of their strengths and knowledge of what brings them joy. She wants to bring that same sense of self-awareness to the corporate world, as well. As President and CEO of 4MAT 4Business, a consultant group that delivers learning and performance solutions to businesses, she sees this philosophical thread running through the heart of her company.

At Beauty Basics, the company Jeanine co-owns with her husband Terry Blackwell and their partner Debra Neill-Baker, and the Neill family, she is the Chief Learning Officer. This is where she first began creating training programs focused on leadership development.

Jeanine notes that the business culture in America seems to focus mainly on fixing people’s weaknesses rather than building on their strengths. “So many people are in roles where they’re not using their strengths and they’re not able to get the results they want,” she says, “The only way we get to the highest level of performance is by operating from our strengths. Working on weaknesses is only effective to the extent that it serves maximum utilization of our strengths.”

BACK IN THE LATE 1990s, the Upfront Mortgage Insurance Premium charged on every FHA home loan was 2.25% of the loan amount.

The MIP fund (capital reserves required by Congress to ensure FHA’s solvency) was so wealthy that, in the mid-2000s, the premium was reduced to 1.5%. Then, in 2008, Congress allowed “high-balance” loans special entry into the FHA loan program. Many of these loans have quickly slipped into foreclosure, leaving the FHA Capital Reserves depleted further than allowed by Congress. To shore up the dwindling reserves, HUD has announced policy changes for all states as follows: • Mortgage Insurance Premium will be increased to 2.25%, effective April 5, 2010.

• Allowable seller concessions will be reduced from 6% to 3%. This change should take effect this summer.

This change will affect the majority of FHA buyers. Currently, if a borrower has saved the 3.5% down payment, they can request help from the seller for up to 6% of the loan amount toward the payment of closing costs and pre-paid items. Currently, these costs might be 4-6% depending on the sales price and if flood insurance is required.

Let’s assume a purchase price of $150,000. If a buyer has saved $5000 toward the purchase of their new home, they can write a contract requesting closing cost help from the seller of $6000. Currently, the buyer could purchase their home with their $5000 savings and the seller assistance. Following the proposed HUD changes, the seller would only be allowed to assist up to $4500. If the buyer could not come up with the additional $1500, the sale would not happen. This one proposed change stands to have a substantial impact on the number of first time homebuyers who can qualify to purchase a home thus slowing down the recovery of the housing market nationwide.

GLAUCOMA IS AN eye disease that gradually steals your sight without warning. In the early stages of the disease, there may be no symptoms. Researchers estimate half of those affected by glaucoma do not know they have it. Vision loss caused by glaucoma is due to damage to the optic nerve, which carries the images to our brain. Since most cases of glaucoma are asymptomatic until the late stages of the disease, it is important that you have a comprehensive eye examination once a year to check for this condition. Early detection is crucial in order to stop the progression of the disease which can lead to blindness. While there is no cure for glaucoma and the exact cause is still unknown, doctors can manage this condition with topical eye medications or surgery.

There are warning signs that help doctors determine if a patient is a likely suspect.

Initial risk factors for glaucoma development are age, race, and the patient’s family history.

The older the patient is, the higher the risk. Patients of African descent show four to five times greater prevalence of glaucoma. Pigmentary glaucoma is more common in Caucasians, especially of Scandinavian descent. It is estimated that having a sibling with glaucoma increases your chance 4-16%.

Up to 25% of patients who have been diagnosed with glaucoma have positive family history of the disease.

A patient’s intraocular pressure remains the single most important indication for the development of glaucoma, and can be treated. Other risk factors are history of diabetes, nearsightedness, high blood pressure, autoimmune disease and severe hypotension.

DON’T FORGET TO VOTE MARCH 27. The City of Slidell will elect a new mayor, police chief and many city council seats this month. In February, the East St. Tammany Chamber hosted a Meet & Greet the Candidates with thirteen candidates participating. The community found this event to be very informative as the candidates expressed their position on how they would, if elected, assist the citizens of Slidell in fulfilling the Louisiana Economic Development Vision statement “Slidell will be a thriving city with quality jobs and quality of life opportunities for its residents.”

Voting is the foremost way to exhibit good citizenship and civic responsibility. In the recent mayoral election in New Orleans, only 33% of registered voters cast their votes. Even though the Superbowl and lack of registered voters returning to New Orleans after Katrina were excuses cited for such poor turnout, not exercising this American right is refusing your voice in

government. In most local elections, roughly 45–50% of eligible voters do not vote. This makes a government only representative to half of the country/city.

Some people believe their single vote does not count; this has been proven wrong in many elections. In the mayoral election of Ann Arbor in 1977, the outcome was decided by a single, solitary vote. As another example, John F. Kennedy won the presidential election of 1960 by as small a margin as one vote per election district in 12 states. If every person believes that his or her vote doesn’t matter, the sheer volume of non-voters will destroy the democratic process.

Revitalizing the West 30s in Covington

THERE’S AN OPPORTUNITY to make a difference in Covington in 2010. You can be part of a major revitalization of one of the city’s oldest and most loved neighborhoods. The Northshore Community Foundation is spending $150,000 on a Revitalization Plan for what we call the “West 30s” neighborhood. The West 30s Revitalization Plan will cover a total study area including the upper West 20s, West 30s and Ozone neighborhoods. This area of the city has experienced lowered property values and blight over the past many years, and is ripe for revitalization.

The West 30s study area has unlimited potential because of its strengths. There is a strong sense of community in this area where the residents all know one another, and love where they live. There is a tremendous loyalty to the area by its residents. There are

beautiful old oaks and newly paved streets to be the foundation of the physical revitalization.

To make this effort successful, more than anything, the residents must come together and attend the public meetings where their voices will be heard and their wishes put into the plan. This effort will take place over the next several months and the public is urged to attend. Covington must nurture this part of its community to strengthen the city so that all residents will see the city move closer toward its full potential as a wonderful place to live, work and play.

A RECENT EVENT speaker was the CEO of the Council for A Better Louisiana (CABL). It’s an appropriate name for that organization, and I do believe we are now a better Louisiana.

Why? There is still quite a bit of bad news regarding elected officials going down. The Edwin Edwards biography was released in January and several friends have already read it. That our governor went to jail is a bad memory for me. But other states, not just Louisiana, suffer the bad reputations earned by their elected officials too.

We have been down and out but we are much better, thank you! The Who Dat Nation—our city, our region, our state—is united. You gotta love how athletes bring us all to our feet, to the party and the parade, but we

do have a lot more to be happy about as our recovery and new positive image grow.

Hard work and teamwork make you lucky. We are in control of our own behavior and the results that come from it. New Orleans has a new mayor who won in the first primary! I do not believe Mitch Landrieu or the Saints were lucky. I believe they made tough decisions, took leaps of faith, worked hard and persevered. “We” won the Super Bowl and we the voters need to pay attention, speak up and go to the polls to elect officials who will work hard on behalf of their citizen constituents.

It’s up to us to continue the winning trend. Our Chamber plans to work hard, work together and not only be the voice of business but a voice of reason on issues facing our community, region and state.



The Proposed Pontchartrain Express Water Bus Service

I’D LIKE TO announce a proposed new service coming available to Northshore residents, which will be located on the shores of Mandeville. It is a water bus service called the Pontchartrain Express, and its mission is to transport commuters between the Northshore of Lake Pontchartrain and the Southshore in New Orleans in a dynamic, swift and safe manner.

At the time of this writing surveys are being taken in regards to shuttling to and from the boat and to determine exact locations of departure and arrival.

Upon arrival to the Southshore Ferry Landing, luxury buses/shuttles will be available to transport the commuter to their final destination, yet to be determined by survey results. Shuttle transit time on either side of Lake Pontchartrain will be approximately 15 minutes,

traffic and weather permitting. Traverse time will take approximately 40 minutes. Commuters can relax in comfortable seats while watching TV, checking email, surfing the web on free wireless internet connection, or enjoying a cup of gourmet coffee with their paper.

The first ferry, named the Pontchartrain Express 1, is equipped with the latest navigation instruments and safety equipment, enabling the ferry to run on schedule during adverse weather conditions.

Upon approval, final details will be posted on our website, www.cityofmandeville.com, and press releases announcing the beginning of this service will be given to every form of media. Stay tuned for further announcements. This is certainly an exciting venture, and we wish Captain Johan Schild every success.

Census 2010—Make Sure You Are Counted

THE U.S. CONSTITUTION requires a national census once every 10 years to count the population and determine the number of seats each state will have in the U.S. House of Representatives. The federal government also uses census data to allocate more than $400 billion to states and communities (like Slidell) every year—money for roads, schools and healthcare services. It is also used to determine boundaries for state and local legislative and congressional districts.

This month, all households will receive a questionnaire by either U.S. mail or hand delivery, which should be completed and mailed back upon receipt. Households are asked to provide key demographic information, including whether a housing unit is rented or owned; the address of the residence; and the names, genders, ages and races of others living in the household.

If a household doesn’t mail back the questionnaire by the third week of April 2010, a trained Census Bureau enumerator will visit the household, starting

in May. Enumerators will try six times, if necessary, to reach a knowledgeable household member, visiting housing units multiple days at different hours. When the enumerator makes contact, he or she will collect the census data by interview. If enumerators can’t contact a household, they will seek information in any way possible to estimate the number of people in the household.

What does all of this extra work mean to taxpayers?

In 2000, for every one percent of the population that did not immediately return the questionnaire over $90 million was spent so that every household will have some information about its occupants recorded.

Just imagine what else we could do with that money.

I ask that you complete and return your census form quickly. With only 10 questions, the 2010 Census questionnaire takes approximately 10 minutes to complete.

By participating in the census, you can help create a better future for you and those important to you.

Camp Salmen Nature Park Opening

The 130 acres of the Camp Salmen Nature Park were once part of the Salmen Brick and Lumber Company.

Many bricks used to build New Orleans were manufactured on the site. The only remaining building in the Camp is of historical and architectural significance. It is a French Creole residence and one of only 26 buildings in the parish which date before the Civil War. It has been named the Salmen Lodge, and is on the National Registry of Historic Places.

This area is very unique to St. Tammany Parish.

It will continue to educate generations of students both on the history and environment of our area.

Connecting our past and our future is what our Bicentennial is all about.



THIS SPRING WE ARE CELEBRATING the opening of Camp Salmen Nature Park in Slidell. As part of our year long St. Tammany Bicentennial, I invite our citizens to visit this important part of our history and our future. Many of us are unaware of the historical significance this property plays in the development of St. Tammany Parish.

Camp Salmen was a Boy Scout summer camp for nearly 60 years. In 2001, St. Tammany Parish entered into an agreement with the Trust for Public Lands to acquire the property. One of the primary goals of the Camp Salmen Nature Park is to restore a unique ecological treasure through a comprehensive management program. This will lead to the property being a living museum, housing both restored historic properties and the full collection of plants and animals which

PONCHATOULA AND STRAWBERRIES are synonymous.

Mention Ponchatoula to most and the first word that comes to mind is strawberries. The first comment on the Ponchatoula Chamber of Commerce Facebook page, www.facebook.com/ Ponchatoulachamber, contains the word strawberries. In front of City Hall is the Strawberry Farmers Wall of Honor listing the names of 2652 strawberry farmers dating back as early as the 1860s. Much to Ponchatoula’s pride, the state fruit is, of course, the strawberry. Ponchatoula proclaims itself the Strawberry Capital, and all this comes together during the second largest free festival in the state, the Ponchatoula Strawberry Festival.

The Ponchatoula Chamber of Commerce, along with the Ponchatoula Jaycees, played a part in propelling the Strawberry Festival into what it is today. The festival provides a huge economic boost to our city and region. Local businesses prepare diligently for the anticipated crowds. Those who visit are encouraged to return and experience the charm of Ponchatoula at another time, another event.

Scheduled this year from April 9–11, the crowds will spill over from the central festival grounds of Memorial Park to fill the streets of the entire downtown area. Great bands and entertainment, a parade, cooking contest, eating contest, Strawberry Day in the Park, pageants, a ball, a holey board tournament and more than we can list take place throughout the year leading up to this big weekend. The phone has been ringing in anticipation of the big event. We welcome everyone. EACH YEAR, 3 million children are reported abused and/or neglected in the U.S. And with the increased number of sexual predators utilizing the internet to bait young children, our children are more vulnerable every day.

The CAC serves as the voice of justice, hope and healing for the abused children of St. Tammany. Since 1994, the CAC has interviewed more than 2,000 children and young teenagers and has dramatically increased the prosecution rate of child abusers.

Law enforcement and child protection agencies refer children to the CAC where they find solace at Hope House, a special place designed to provide a child-sensitive interview environment that is both warm and non-threatening.

A specially trained Forensic Interviewer videotapes disclosures with the child’s knowledge so that the experience does not have to be relived each time it is repeated. These tapes are then entered into evidence for use in court cases and litigation. The CAC works to provide for better investigation, resulting in prompt and vigorous prosecution.

Emotional, physical, safety and developmental needs are assessed and services are tailored to meet each child’s unique needs.

And families are given information on how to better understand and deal with the trauma.

CHICKEN IS AN important dish primarily in the north of Italy. Throughout Italy and Sicily, chickens are predominantly void of fat, and retain a white color rather then yellow because no chemicals are given to them to create fat or color.

A fine bird is often simply roasted over an open fire after first being seasoned with salt and pepper and incredible Italian herb rubs. Chickens are often cooked and served with holiday meals, much as they are in America. And in many regions, chickens are fried without skin and batter. Fried simply in olive oil and seasoned with salt and pepper, they’re incredibly delicious.

Another favorite way of preparing chicken is with a combination of ham and cheese, a style which may be found all across the northern half of Italy. Chicken casseroles, often made with wine, are delicately flavored and make for a perfect one-meal dish in the American tradition. But undoubtedly, one of the most popular ways of preparing chicken is Chicken Cacciatore (chicken in red wine, “hunter’s style”). This dish, often found on menus of many Italian/American restaurants, almost always lacks the true, great flavor of the following recipe. It’s easily prepared, cost-effective, immensely delicious, and with a good red wine, crusty

Italian bread and a beautiful “insalata,” it’s a meal fit for royalty. But don’t take my word for it, try it and find out for yourself. You’ll love it. Buon appetitto!

Spezzato di Pollo alla Cacciatora 1 large spring chicken, disjointed 1/2 cup extra virgin olive oil 1 medium onion, chopped 1 green pepper, chopped 2 cloves minced garlic 1 teaspoon salt 2/3 teaspoon pepper 1/2 teaspoon oregano 1 cup fresh or canned tomatoes, diced 1 cup dry red wine 1/2 pound sliced mushrooms Wash and dry the chicken. Heat the olive oil in a Dutch oven or deep skillet. Brown the chicken and add the onions, green pepper, garlic, salt, pepper, oregano and wine. Cook on medium heat for about 30 minutes, or until chicken is almost tender. Add the mushrooms, recover and cook 15 minutes longer. Taste for seasoning. This dish may be served alone or with the sauce over pasta, rice or polenta as the first course (primo piatto), followed by the chicken as a second course (secondo piatto), with the salad on the side (contorno).
