Disability coalition consults in the West The Swindon Coalition of Disabled People gives a voice to thousands of disabled people in Swindon and the surrounding areas and we are keen to provide different forums where views can be expressed, writes coordinator Steve Milner. As part of our on-going programme of consultation, we are holding a meeting in the Link Centre community suite on Thursday 10 October, 2pm to 4pm. Afternoon tea and cakes will be available. Is it time for an elected mayor? The negative aspects of the forthcoming Comprehensive Performance Assessment on Swindon Council I by Audit Commission inspectors are likely to receive most attention, and too easily ignored will be I results that show hope for the future. But can the management of the town improve signficantly using a system dominated by political party considerations? Reports issued by government inspectors have damned council performance on education and social services. Yet three services

have received 2 star (good) ratings, though with reservations. The draft report into Community Safety, which looks at the work of Wiltshire's six local authorities and the police to reduce crime, fear of crime and anti-social behaviour and found 'a good service that has promising prospects for i mprovement.' Specifically to Swindon Council, inspectors praised the quality and effectiveness of the crime and disorder team, which uses funding in an innovative manner. Knowledge of the community is good and partnership working is effective, resulting in positive feed-

back from local people. However the report states that councillor awareness of community safety is low and work is required to produce clear, programmed actions for the service's strategy. Transportation is rated as 'a good service that has uncertain prospects for improvement'. The inspectors were impressed by the high level of public satisfaction regarding park and ride, well managed car parks, and good quality school and social services transport. The Recreation Service too is rated good, but with uncertain prospects for improvement. 'The service provides a wide range of facilities, and these are generally of a high standard'. Performance compares well with other councils, in some respects within the best 25`%% of unitary authorities. The service is well used and satisfaction is above average. Staff are responsive to customers and the standard of instruction is high. There are good management systems in place but the inspectors feel that there is a need to update the service's aims which do not clearly set out what the council wants achieved. They point out that several facilities are old and need major work and acknowledge that users are dissatisfied with cleanliness and the speed that repairs are made. In virtually every report on council services the Audit Commission highlights deficiencies in strategic planning and cross-council co-ordination. Clear direction from the top has been lacking. Council leader Sue Bates and Chief Executive Paul Docherty have resigned, the former replaced by Kevin Small. But the structure remains unaltered and the question remains: can an organisation with a history of political divisions give the clear lead required for the development of services in the way that the public wants? The Link has in the past advocated that the Swindon electorate be given the opportunity to decide on having a directly elected, pol itically powerful mayor. This issue could be back on the agenda as the government has recently published a document about poor performing councils. Failing authorities maybe forced to hold a referendum for an elected mayor if the government conclude this is the best way forward. Elsewhere elected mayors, although only in office since May, have already had an impact. In the

Shaun Barnett, 11, reports on the first six months of the Haydon Wick junior parish council.

Earlier this year the receptionist at Abbey Meads School asked if any year 6 pupils would be interested in becoming a junior councillor with the Hayden Wick Parish Council. I thought this was something that I could be very interested in, so I asked for my name to go forward. About a week later I received a letter saying I had been appointed to represent the school. I arrived at the council offices in March to find thirteen other children from all the other schools in the parish who would be my fellow junior councillors. The meeting was chaired by Mr Hailstone and other parish councillors were in attendance with Mrs Martin taking the minutes. Mr Hailstone told us that the senior council wanted us to be fully involved in all matters affecting the youth of the area. At the first meeting we were asked for suggestions for a souvenir to be given to each primary schoolchild living in the parish to celebrate the Queen's Jubilee and to what use the newly acquired piece of land adjoining Haydonleigh School could be put. I took these questions back to my school to get the opinions of the other pupils and at the same time I asked if there was anything

Swindon's largest family will be expanding in February when the fifteenth member of the Povey household in Grange Park is due to arrive. Now a grandmother to her eldest daughter's own daughter, selfconfessed 'babyholic' Sue Povey is delighted by her latest pregnancy. "I'm over the moon. I really hope the scan at the end of the month will show twins or even triplets," she said. Ian is very happy that I'm expecting and the children are thrilled by another brother or sister. They're busily predicting the baby's arrival date and the weight, as well as suggesting names." Sue has 8 girls and 6 boys at present and thinks that another boy would be a good idea to balance up numbers. Lydiard Park: preparing for a major lottery application There was an enthusiastic public response to the ÂŁ5.5 million proposals for restoring Lydiard Park, following publication of the ambitious plans in the September Link magazine, writes Keeper of Lydiard House Sarah Finch-Crisp. Over one thousand visitors enjoyed the free events and activities at Lydiard Park over Heritage Open Weekend. These issues are among many being considered as the council draws up a draft local plan for land use in the borough until 2011. By anyone's standard, interest in the Johannesburg summit was extremely high. Some sixty thousand delegates from 160 nations gathered in South Africa to reaffirm a commitment to Local Agenda 21 (signed at the first Earth Summit in Rio 10 years ago) and underline agreement that 'protection of the environment and social and economic development are fundamental to sustainable development'. But what does this mean? Quite simply, sustainable development is about protecting or improving quality of life — not just for today but for our children and their children too. It's not about achieving bigger and better at the expense of others but about learning to live in harmony — with each other and our life support system — the planet. There is a very delicate balance between humans and the environment. Everything we do has an effect on the environment and other people. Climate change, deforestation, over-population, pollution and diminishing natural resources affect us all. Overcoming poverty is an issue for everyone. Mechanics repair a step closer

There is hope at last for the rotting edifice of Swindon's heritage in the town centre. After seven years campaigning by the New Mechanic's Institute Preservation Trust to save the grade II I listed building, Swindon Council's cabinet has finally agreed that consultant architects should draw up a plan for emergency repair works to prevent further deterioration in the fabric of the historic feature of the town's social and physical history. Although the building is owned by a development company which has not been successful in achieving redevelopment proposals the council has the powers to purchase it or to take action to protect it from damage.

The cost of preparing and issuing tender documents is £13,000 Because of the listed building status, English Heritge will cover 80 per cent. The cost of carrying out the emergency repairs at over £213,900 has still to be agreed. The council hopes English Heritage will agree to meet a similar percentage of this. Martha Parry of the New Mechanic's Institute Preservation Trust said the agreement by the council to commit funding is a small but significant step.

First built in 2000 at the old Mannington depot site, for graffiti artists to show off their work the wall has now been destroyed twice and rebuilt by Swindon Services after requests from Toothill councillors David Cox and Mary Martin. "The wall has provided a place for artists and there has been a reduction of graffiti in the Toothill area," said David, above. "We will try to get it rebuilt again but I don't know how many more times this can happen. It is a great pity that one set of young people can destroy what another group of young people create."

New school admissions guide aims to give parents clear expectations After much confusion in the past about the way primary and secondary school places are allocated by Swindon Borough Council, new admissions procedures are being introduced to give greater clarity and transparency to the process. Peter Fox, a member of the Tribal team working with Swindon education department, outlines the changes aimed at lifting suspicions of Swindon. Swindon Council will publish a revised guide for parents whose children will be admitted to infant, junior, primary or secondary schools in September 2003. The guidance is now available from schools and from the Education and Community Service at Sanford House, Sanford Street. The new booklet contains several important changes. For the first time there will be a single publication covering admissions to both primary and secondary schools. The content has been revised, with the help of school and parent representatives, to make the application process as clear and straightforward as possible, and also to ensure that Swindon's admissions procedures are in keeping with education law and the Government's Code of Practice on Admissions. One significant change for parents is the key point that there is no automatic right to a place in any

particular school. But the booklet does explain in full how parents should apply in order to have the maximum chance of being offered a place for their child at their preferred school, and what they can do if they are not offered a place. The Borough Council is responsible for admissions arrangements for community schools in Swindon. But for other types of school foundation or voluntary aided the individual school's governors control the admissions process. This means that, apart from neighbouring LEA, there are thirteen separate admissions authorities in Swindon taking decisions on school admissions. The guide for parents is invaluable in showing how applications should be made in each case. The guide gives full details of the different types of school and the key features of the admissions policies operated by each one. Parents can also find information, school by school, on the numbers

expected to he admitted next September, the number who applied last year and number who were actually admitted. Parents considering which school they will want their child to attend are advised to visit the schools concerned and obtain their individual prospectuses, but this guide is intended to help them through this whole process. While next September may seem a long way off, parents should be thinking about school places now - the deadline for applying for secondary school places is 15 November 2002 and for primary places 21 January 2003. We all carried loaded rucksacks to help build up our strength. Hopefully the work we've done will let us enjoy the sites of China without any fitness problems."

Mark Truckle The surprise act officially kicked off the party on Sunday afternoon with a great rendition of the Jerry Lee Lewis rock and roll classic Great Balls of Fire. The lads were not slow to admit before the show that they were sweating inside their full firefighting kit at the thought of appearing in front of the 10,000 or so people already inside the Lydiard Park arena. "We thought it would be a bit of a laugh when we came up with the idea, but we were scared witless." said firefighter Tim Elliott. who coordinates contact with festival organisers. But when the ask came, the seven firefighters bounded on stage with all the enthusiasm of the performers that were to follow. Sarah Josh from Swindon Dance had worked with the guys to create a dance routine and former military musician firefighter Shaun Dunham

polished up his musical knowledge to help them get themselves in tune and on time. Back in his red Wiltshire Fire Brigade shirt Shaun said, we had a fantastic reception from the crowd: they gave us such a buzz." The singing firemen included twenty year man Station Officer Andy Hargreaves and Mark Truckle, Simon Edwards and Nathan Lenehan who only joined Westlea fire station in May. Mark, who was volunteered a week before said appearing on stage was an amazing experience. "I used to work in hotels, nightclubs and bars around the world and on the GE II. but nothing prepared me for this; it was awesome." The firefighters raised over £2,600 for the Fire Services Benevolent Fund from the crowds at the Classical Extravaganza and the Party in the Park.

A unique record of Swindon's history is slowly being revealed in a rotating exhibition at the Museum and Art Gallery in Old Town following the death of photographer and historian Denis Bird last October. For sixty years he photographed the life in the town and its changing landscape. But until his house came to be cleared last December, nobody knew what a wealth of material he had bequethed to his friend and Swindon Society member Brian Bridgeman. "It was astonishing how many boxes of prints, negatives and slides there were," said Brian. "We were friends for many years and founded the society together. Although I had been to his house never realised how many pictures he had taken. There must be 30.000 images to be sorted and catalogued. "He took most of them but being well known, people would ask him to make copies of older pictures in

A forty year old Morris Minor restored to as new condition in Shaw is being prepared by David Reed to drive to London to take part in the Lord Mayor's show on 9 November. Although David has a company car his passion for Morris Minors prevented him getting rid of the car in 1997 after on and off restoration efforts since he bought it from his daughter in 1985. Having decided to do a proper job he did the whole restoration in his garage, apart from the body re-spray, engine overhaul and selt belt renewal. Doris the Morris has been rebuilt from the chassis up using only genuine antique parts to achieve maximum authenticity. During restoration David found two spare wires which when traced led to semaphore trafficators slots which had been covered up with body filler. The flashing indicators were removed and original second hand flipper trafficators found. Also in his garage is a restored vehicle Ruby the Austin 7. David and his wife Patricia will be driving in the Morris Minor Club's cavalcade which is raising money for the NSPCC.

Although Swindon's temporary central library has served the town for 27 years, the unsightly and undignified ramshackle jumble of huts in fact replaced an earlier temporary building which first appeared on site over fifty years ago. Swindon photographer Denis Bird recorded the first incarnation in 1952, three years after it was first installed behind the town hall, right. The present building was described in 1999 by consultants as 'the worst central library in the country for a town of its size.' Over half a century on, Swindon Council is still struggling to find a permanent solution. An ambitious project to re-develop the Regent Circus/ Theatre Square district to create a cultural quarter involving a library, art gallery, museum and refurbished theatre, alongside office, retail and residential units, is being reviewed. Although the government has agreed to provide £4 million in private finance initiative credits, development consultants have advised the council that the business plan for the project cannot be sustained financially.

North library slips back The opening of the long awaited library at the North Swindon District Centre has been moved back another three or four months until 'the Spring' - but the good news is that work is about to start on fitting it out. Built within the terms of a Section 106 planning legal agreement between Asda Walmart and Swindon Council, where developers provide facilities for the good of the community, the building has been available to Swindon Council since the beginning of the year. However the dire finances of the council has prevented its fitting, stocking or staffing. Head of Swindon's library services David Allen said he was now very optimistic that North Swindon would soon have a state of the art library. He said the basic plan was the same as he described in the January Link. "It has been a difficult year for the council with much uncertainty for many services which meant we were unable to progress the project as quickly as we wanted. Fitting out a new library is a massive undertaking which has to be done right. Given that we were provided with just walls, a roof and services, we had to have a clear vision of the long term.

Community discovered alive in West Swindon Rachel Wood sums up research carried out in 2001 Last summer, at the end of my second year studying geography at Cambridge University, I undertook a piece of research for my undergraduate dissertation. For my project, I spoke to Link Magazine readers and local groups in West Swindon, to research the concept of local community in the area. Community studies are vitally important at present, as the government undertakes an array of projects to try and rejuvenate local community spirit, long-believed to have disappeared into the history books, in order to solve societal problems such as crime, poverty, and environmental damage. It was in this climate that I began my project somewhat cynically, expecting to find a West Swindon in which, like every other town and suburb in the country, neighbours did not know one another, and people found it hard to relate to their 'local community'. But West Swindon residents showed me that community spirit is still very much alive, but in a new, contemporary guise. Traditional definitions of community speak of three main components - of social interaction, bet ween people sharing some commonality, in a bounded space. Historically, this manifested itself in a neighbourhood or a street, with people mingling on the basis of a shared address. The commonality was often the road they shared, although similar addresses often yielded other similarities such as class, wealth, and occupation. My research showed that in West Swindon, these traditional, locallyembedded forms of community had indeed declined, which residents attribute to new work patterns and locations, increased mobility and car ownership, and a proliferation of new entertainment options taking up leisure time. What this has resulted in is a circle of mistrust by people of their local area, in which we don't get to know our community because we don't trust people, which in turn deepens our mistrust and reluctance to approach neighbours.

However, it seems that in West Swindon, it is only this local aspect of community which has declined, whilst the social relations between people sharing commonalities still exist. I concluded in my dissertation, that community had not been lost but had simply changed format, scale and space.

With new mobility, communications and opportunities, we are no longer simply drawn to people with the same address, but those with similar interests or values, often based further from our homes. These opportunities also mean that we are often developing more than one community for ourselves, fragmenting our social lives into work, home, and hobbies, and finding a different community in each of these. These many contacts are often 'shallow' though, with each providing a different component of our emotional or social needs. Finally, I did find that privacy has become a much larger part of our lives. Community relationships are no longer constant and we do like to be able to close our door on our neighbours and social groups. But none of this means
