By the end of May every household will have received a 240 litre wheelie bin manufactured in Latvia. They are big enough for four black bags. Many residents have taken to the weekly recycling collection launched in April and are keenly sorting. But, from a brief survey across the area on rubbish collection days, some people don't seem to be both-

A great chance for Swindon Council to do something dynamic for town centre regeneration will be lost if it pursues a plan to convert the old railway museum in Faringdon Road into yet more offices. The Link February 2004 argued the huge space, where railway engines once stood, presented a fantastic opportunity for cultural development. People could come together to pursue interesting and unusual projects, which would extend community and cultural interchange.
What's the point of being a citizen? Having just had a general election, and with groups of Swindonians battling against green field development, as well as the proposal to turn the Mechanics' Institute into a hotel, the big question is, can anybody do anything to influence the decision making process? One of the speakers at May's Swindon Festival of Literature was former MP and political thinker David Marquand who explained the thinking behind his recently published book, 'The Decline of the Public: the Hollowing Out of Citizenship.'

Swindon Council has signed an agreement to allow the development of the Front Garden, including the building of the Southern Relief Road, which exits in the west through a tunnel under the M4 to Hay Lane. Swindon bound traffic will be routed via Junction 16 and Great Western Way. The road and tunnel were not included in the Structure Plan and they have recently been discussed at the Local Plan enquiry into future developments across the town. The Council for the Protection of Rural England (CPRE) believes Swindon's decision could be illegal because it has not waited for the Local Plan inspector to make his report. Charmian Spickernell of the CPRE said, "despite vast numbers of objections, the council has railroaded this decision before planning processes were completed. Where is the democracy?"
University plans for Coate revealed The proposals for the development of land between Coate Water Country Park, the Great Western Hospital and the M4 motorway were put on display at the end of April and comments are being invited by Swindon Council's planning department. The Gateway Project identifies sites for a campus for the University of Bath for 9,000 students, space for 1,800 houses and a business park. A primary school and a local shopping centre are also planned. Opponents to more green field development say the site should be kept free of building to preserve the historic landscape that has connections with Coate-born writer Richard Jefferies. The Swindon Civic Trust argue for a university in the town centre.

"We need to involve young people in developing a strategy for delivering a better service and we also need to look at providing a building where youth work can take place." A former RAF weapons technician with a taste for adventure has taken up a position as West Swindon's first full-time church youth worker. Susan White meets Sergeant Dave Davison who has just departed RAF Lyneham to start work at Freshbrook Evangelical Church on 1 June. As reported on page 8 of this Link, the need for better youth services in Swindon is greater than ever. Freshbrook Church is rising to the challenge. "I am really excited about this job," said Dave, 40. "We want to reach out to the young people of West Swindon and find out what motivates them. Kids are much more aware of the issues in the world; we want to be a living Bible and show them God's love.

Parent gives council `the steer' it wants in Freshbrook Whilst Swindon Council's Education Department proposed closure of Salt Way. it is holding more discussion on how to reduce the number of empty places atToothill, Freshbrook and Windmill Hill Primary Schools. Windmill Hill parent Chris Davison picks apart the council's case.
No 'clear steer' was the LEAs conclusion in its consultation for reorganisation of primary education in the southern part of West Swindon Toothill, Freshbrook and Windmill Hill. The LEA's report stated 97 per cent of Freshbrook School respondents favoured amalgamating both schools into a new school built on the Freshbrook site. On the other hand over 99 percentof Windmill Hill respondents favoured the removal of empty places from Freshbrook School leaving Windmill Hill as a one form entry school. Not much of a difference in numbers you will say, but there is a huge difference. The report did not emphasize that there were 35 respondents from Freshbrook but 183 from Windmill Hill - a ratio of over 5 to 1. This means for every 1 person who wants an amalgamation more than 5 people do not. How can these percentages be put together when the number of respondents is so different? One can only assume that they are given this way in order to deceive. Two of the LEA's other findings are: 'In terms of planning area 6, Freshbrook Primary is the only school with empty places..... Tregoze Primary School is full and is not predicted to meet the 25 per cent surplus places trigger point within the next 5 years. It is on this basis that Tregoze will not be subject to further discussion.' However the consultation never included Tregoze in the first place; every option left it as they are, why was this? Windmill Hill is not predicted to meet the 25 per cent trigger within the next 5 years either. So why does Swindon LEA continue to do its utmost to close one of its best performing schools, which over the last 18 years has consistently provided children with a high level of education - as been borne out by SAT results and league tables year on year. Surely this school is too good to be thrown away. Why are the LEA not concentrating on the schools which have a surplus places problem? Their own report states: 'On the basis of current information, Oliver Tomkins Infant, Toothill Primary
School and Freshbrook Primary School will face the most significant issues concerning declines in school roll.' The LEA has ignored alternative proposals that have been submitted, which would deal with the issue of empty places across these three schools. There is a clear steer. Why is the LEA not listening? • The Swindon Education Partnership Board will consider the future of the schools mentioned here in September.

Hotel big into volunteering The DeVere Hotel in West Swindon is putting its weight behind volunteering by giving staff paid time off to undertake work in the community and will be helping to launch a campaign to promote volunteer work as a corporate activity in businesses across the town. Hotel manager Andrew Spink said that employees who stay with the company for more than 12 months are entitled to five working days a year which they can commit to good causes. "The company always helps groups with raffle prizes and sponsorship, but volunteering is now another dimension to employment and staff retention. It's an important way for DeVere Hotels to contribute to their communities. Fourteen years after it opened, the DeVere in Swindon is about to undertake a £750,000 redevelopment. Six bedrooms are tube converted into conference facilities to complimelt those all ready in place, whilst a meeting room on the ground floor next to the gym is to be turned into a keep fit studio for dance, aerobics, yoga and Pilates classes. At the same time a new and expanded cardio-vascular area is to be introduced with updated equipment. "This is part of maintaining our premier position in the Swindon market for conferences and as a leisure venue," said Andrew Spink. "The work will be phased from late summer until the end of the year to minimise disruption to guests and present users of the facilities. When complete we will be able to increase our leisure club membership."

The best fest yet Swindon Festival of Literature organiser Matt Holland looks back at the first two weeks in May. Authors who came to this year's Festival of Literature said memorable things not only about their books, but also about their visit to Swindon. William Hague emphatically declared, 'This is a five star festival,' while Clare Short, sitting down to soup and salad at Lower Shaw Farm, exclaimed 'I do like it here!' Mischievous and outspoken historian David Starkey suggested the festival might be a successful form of monarchy, while natty newscaster Jon Snow described it as `truly remarkable for Swindon.' Philosopher Roger Scruton and Glastonbury guru Michael Eavis sang the praises of the festival's newest venue, the Old Railway Museum, while Baroness Helena Kennedy said that for the last four years, during which time she had been unable to get to the festival, her fellow authors have been telling her 'You must go to Swindon!' Add to this the many expressions of appreciation and delight from members of the enthusiastic audiences, and you can see why its organisers reckon this may have been the most successful Festival of Literature yet. It all began on Sunday 1 May with a glorious dawn chorus, enjoyed by 300 of the festival's keenest followers, who gathered at 5.30am on that high ridge in Lawn Woods. There we were, in the morning mist, with singers, poets, jugglers, maypole, on-site breakfasts, and a bare-breasted centaur, serenaded by birdsong and watching the sun rise over Queen's Drive. During thefollowing 14days. talks. workshops and performances were all so good that it is hard to pick out any single one as a highlight. But plenty were memorable. For example, Fergal Keane surprised many when he focussed on the private challenge of alcoholism in the family. Poet John Agard gave a lively and inspiring performance to teachers, while Carl Honore urged us all to join the slow-down movement before saying that he had to dash.
Changing ,oeop/e's lives through better food Jeanette Orrey. the school dinner lady who inspired Jamie 0/fiver Max Hastings, in smart corduroys, used old and long words like diminution, derring do. and bewailed; while, in a phenomenal performance of Twelfth Night and a fantastic first Youth Poetry Slam, the young people of Swindon proved that the future's bright. But maybe only if they take the dietary advice of ex-dinner lady Jeanette Orrey. Best-selling Chinese author Xinran stilled the mind and lifted the heart with a reading in her mother tongue and Simon Barnes reminded us all that `the more we know, the more we wow!' Once again the festival proved that literature instructs as it deli ghts. Wow!

Nature education at Abbey Meads The development of an outdoor classroom at Abbey Meads Primary School has been given a big boost thanks to a £1,000 community dividend grant from the Oxford Swindon & Gloucester Co-op. The Friends of Abbey Meads School are using the money to buy materials and tools to build a pond-dipping platform and maintain the area adjacent to the school where volounteers have cleared three ponds fed by natural springs. Country show stands on offer The Cricklade Show on August Bank Holiday is keen to hear from charities and businesses interested in putting on stands. Having nearly been wound up after the Foot and Mouth outbreak a few years ago, the show is on its way to regaining the status as Wiltshire's largest one-day show. Last year over 5,000 people visited and a lot more are expected in August to view horses entered in 60 classes, as well as carriage driving, gun dogs and a farmers' market. The panel of local people who consider requests for small grants from voluntary organisations operating in the Haydon parish council area will next meet in July and are inviting groups to submit applications.

Lee said, "I did my first mural at the age of eight when I covered my bedroom wall with Disney characters during a rainy summer holiday. Being a full-time freelance illustrator is something I have always wanted to break into." In December he set up Macetoons, specialising in caricatures, cartoons, murals, comic strips, greeting cards and invitations - along with other artistic designs like logos and book illustrations. Since then Lee has sold an idea to a well-known card company and has just finished creating a Toon Army tribute for a young fan's bed-

"The work has just started to snowball; more and more jobs are coming via word of mouth," said Lee. "It's great to know my name is being used when someone wants a quality job done." They hoped the problem would be resolved when Asda Walmart introduced an electronic braking system to the wheels of their trolleys, to prevent them being pushed off site, and after Morrisons on Thames Avenue store introduced coin release trolleys.
