La Garenne-Colombes is a town of 24,000 people on the northen edge of Paris. A photo of an earlier deputation was published exclusively in the March Link. Parish councillor Phil Eagle will be visiting La Garenne-Colombes on 20 June when the French town entertains visitors from its German twin, Wengen.

The tones and tunes made by Swindon's candidates in the local elections on 1 May had a particularly silent quality about them when even fewer people were enticed to vote. Despite a much hyped and very expensive effort to give people six ways to cast their vote in person or electronically, only 29.82 per cent - 40,812 people - bothered to express their preference for the candidates contesting the 20 out of 59 seats on the council. Before the election Labour held 28 seats, the Conservatives were on 23 and Liberal Democrats had 8. Afterwards, the Conservatives had 29, Labour 22, Lib Dems 8. The Conservatives will now run the council, returning to power after their 7 months administration between October 2001 and May 2002. Since then Labour has raised council tax by thirty per cent and the electorate will be looking for better performance by a council deemed to have failed by government inspectors last September. Despite a clear out of senior officers over the last year, residents are probably still unsure if not cynical as to whether the new lot can do any better with the extra tax payers money at their disposal. Is Swindon destined to get another 20,000 houses? Last month Mark Newey from the forward planning section at Swindon Council's planning department wrote of the work by Swindon and Wiltshire County Councils to review the Wiltshire and Swindon Structure Plan to 2016 and invited the public to an exhibition in early May. The deadline for receiving comments on the proposals in the document, available at libraries and the council offices at Premier House, Station Road, is 9 June. Between 1996 and 2016, Government specified that 60,000 houses be built in Wiltshire, 24,500 in Swindon, along with 260 hectares of land for employment. The majority of the houses have been built, or land has been committed for them, for example in the Front Garden. Sites for another 1,900 homes have yet to be found, as well as another 50 hectares for employment purposes. But the big questions are, where should the land be allocated and what are the implications for the period after 2016?

No development proposals have been identified yet, and the headline above is a provocative question. But Government regional planning guidance has identified Swindon as one of 11 principal urban areas in the South West designated for growth. In the short term the planners want to know where the last 1,900 houses to be built in the plan up to 2016 should go. Should they form a new village on the edge of existing urban development, for example West Swindon? On the other hand, should they form the basis for a major as yet unspecified housing development after 2016? The planners have set out choices to be considered with regard to transportation, the environment, employment, brown field development and are considering comments from the exhibition; further views can be submitted b y 9 June before a final report is made later in the year. As Mark Newey wrote in the May Link Swindon and Wiltshire County Councils are required to plan for the future and 'cannot choose to do nothing.' He added that the councils are looking inwards at existing urban areas to maximise the use of previously developed land. Third Force development in Swindon One of the key features of the town, though not always recognised, is the work of voluntary organisations supported by Voluntary Action Swindon (VAS). Newly appointed director Chris Lau describes how it contributes to social cohesion and community development.
Voluntary Action Swindon began in 1932 as the Swindon Council for Social Services, administering help to the unemployed and disadvantaged. Over the last 70 years, the organisation has been at the forefront of social and community action and support in the town. It has been responsible for the creation of a number of other local groups and projects, including the Citizen's Advice Bureau, Thamesdown Housing Association and the Volunteer Bureau. Situated in its own building at John Street, with six charity tenants, VAS is one of a network of over 300 Councils for Voluntary Service in England. In the light of the new Local Strategic Partnership, Neighbourhood Renewal Strategy and Community Cohesion Initiative, it is a time of challenge for both voluntary and statutory sectors in Swindon. Prior to my appointment, VAS had made significant contributions to the work of the Social Inclusion Forum, Local Action/Agenda 21 Steering Group, the Learning & Skills Council's 'Community

Swindon Opportunity Group, Koalas, one of Swindon's most important support groups for children with special needs and their families continues to battle for survival, despite being recognised as an essential voluntary group. Group coordinator Stephanie Hathaway describes their work. the staff which may involve physiotherapy or occupational therapy. In the past borough council officers developed a project and applied to government to sanction capital borrowing, establishing a temporary governing body once funding had been agreed. Under PFI, the project involves private companies who design, build, manage and maintain the facilities. In October the Government approved PFI expenditure to the value of £58 million to enable: • rebuilding Hreod Parkway School on the south site, off Akers Way; • building a learning campus at Priory Vale which will include a secondary school, a primary school, two special needs schools and community and sporting facilities; • building a further three primary schools elsewhere in the development area. Swindon council tax payers will have to meet the £2.5 million repayment costs every year for the 25 years that the arrangement will be in existence. Because of the large amounts of money that needs to be spent wisely, and also the fact that PFI schemes elsewhere in the country have been subject to criticism on value for money grounds, a large amount of time is being spent by council officers on preparing the 'invitation to tender' document. This details every requirement for the rebuilding of Hreod and the new schools, both in terms of their educational use and use of the facilities by the community. The shortlisted private contractors will then be able to assess what they can deliver for the money available and tender their services. Quality of build has been another major criticism of PFI and the council has retained a consultant from the Commission for Ar-
chitecture in the Built Environment nominated by the Department for Education and Skills to ensure that buildings proposed by the private companies are fit for purpose and designed to enhance the environment. With a background in quantity surveying and PFI projects elsewhere, Abbey Meads resident Neil Askins is well placed to chair the temporary governing body. "Because of the size and complexity of the provision in North Swindon this initial phase of drawing up specifications for the new buildings has presented both council officers and the volunteers who have come onto the temporary body a huge challenge. There are so many unknowns that the process has been a very steep learning curve for all of us. "Our meetings since September have been dominated by PFI and discussing our expectations of the school. I've met with the council officers' project team every two weeks to reinforce the views of the governors as the invitation to tender document is finalised. Over the next three to four months we should be able to look at education issues, such as the appointment of the headteacher and the senior staff, and be able to establish how many year groups will start at the school when it opens." The preferred bidder for the PFI will be chosen in the autumn and a contract should be in place before the end of next January. If the scheme progresses smoothly, both the new secondary school and the rebuilt Hreod Parkway could be in operation for September 2005. Governor Mark Edwards, a member of the Taw Hill residents' association said, "it is fascinating to be in at the beginning of a new education initiative."

Swindon North MP Michael Wills visited on 2 May and congratulated founding dentist Dr Sohaila Iravani and her practice manager husband Ebrahim for taking the initiative to set up the practice. A second dentist Dr Foad Abbassian joined in March. Ninety eight per cent of patients registered receive treatment under the NHS and both dentists are currently fully booked months in advance. A third practitioner joining in May will relieve the demand for appointments.
Ebrahim said he is delighted with the popularity of the new practice. "We have furnished the surgeries with the most up to date equipment available including a panoramic X-ray unit. "Considering the current rate of registration, we expect the new dentist to be fully booked within two to three months. The dentists attend on average 25 new patients daily and we anticipate having a minimum of 6,000 registered patients by the end of 2003." To register call 726288.

Library youth club needs game helper The West Swindon Library Lord of the Rings Gaming Club is now officially the largest of its kind in the country. Aimed at 13 to 19 year olds, the group meets on Fridays from 4.30pm to 7.30pm and it's free. The library is looking for a volunteer willing to take on the running of the club. You don't have to know anything about the games, the members will teach you. The job entails setting up the tables, registering the users on arrival, maintaining a reasonable level of behaviour amongst members and putting equipment and tables away. A project to improve rivers, ponds and wetlands in the Swindon urban area was officially launched on 13 May to create rich wildlife havens which will build on the successes already achieved, such as the re-appearance of the otter in local waterways. Jordon from Moredon makes special trip to Mayor's parlour

So the Mayor asked Jordan to bring a few friends to the parlour at the Civic Offices. "I was really surprised to be nominated for an award," said Jordan. "I was sad that my injury has put me out of gymnastics but I'm going to see a specialist. Once I'm stronger I want to take up athletics when I go to St Joseph's in September."
Although Jordan Carey did not win the Swindon Citizen's Award for sporting achievement, the Mayor of Swindon coun Stan Pajak was so impressed by the nomination from Lauren Conner, headteacher at Moredon Junior School, that he asked if he could visit a PE lesson to meet the promising young gymnast. Sadly the 11 year old had just suffered a career ruining ankle injury.
