This edition of The Link is the tenth anniversary since it became a professionally produced monthly magazine, and a year since we introduced colour. Now we're looking at publishing some of it electronically on the Internet.

Building on the eight page newsletter put together by volunteers every six weeks, which first appeared in December 1978 with a print run of 800, The Link now prints 17,000 and is targeted at the newer parts of the town.

Growing out of West Swindon, we started to distribute in the Haydon Wick and Woodhall Park areas at the beginning of 1994. Our print run is growing as the homes in the northern development are built so that people arriving in Swindon are provided with the useful, relevant community news that we aim to provide.

An artist in residence will work in schools, and Greendown music teacher Andre Pyscanchzan will form an orchestra of 150 children.

A production team will be formed to offer arts training and teaching including the Sixth Sense Theatre Company, Thamesdown Dance Studio, Swindon Media Centre and the Festival of Literature.

Greendown students will also be involved artistically and in Millenium idea from Tim Noble project development.

Deputy Mayor Maurice Fanning, councillor for Toothill ward, writes This is a proud month for Swindon. As Thamesdown takes its place in history, the new Borough of Swindon comes into being.

For all Swindon residents this gives the opportunity to declare ourselves 'Proud to be Swindon' windon'—— proud of our town and our Borough, proud of all we have achieved in the past, and proud of the plans, both individually and collectively, that we have for the future.

Of course, the year is particularly significant for me because in May,! have the privilege of becoming the first Mayor of Swindon.

It means a lot to me. In addition to undertaking my civic duties as Mayor, I am particularly looking forward to meeting the many, many people who will share this very special year with me.

Very importantly,! will also take the opportunity to do everything I can to promote Swindon, and foster the sense of civic pride that we, jointly, all deserve to own.

If there's one thing that Swindon has, it is a sense of community spirit second to none. It is particularly fitting, then, that following 1 April when the new Borough of Swindon is born, there is whole series of events to celebrate our new status. I hope as many of you

as possible will join in with these.

Over the Easter weekend, there is the very first 'Swindon Show' at the Polo Ground, and over the following months there is everything from a fun-run and street festival, to open air concerts, and exhibitions. As they say, "see local press for details!"

Meanwhile, Swindon Borough Council is planning new services and facilities, such as three new children's nurseries and three-year

school, infant classes, a new children's home and new homes for the disabled, and two new mobile libraries. We also have hopes of the long-awaited Roughmoor village centre, as well as a similar centre at Abbey Meads.

I believe all this adds up to an extremely optimistic future for the Borough, and I hope all people living in it will, one way or another, share more than a little of that optimism with me.

Why I am proud to be Swindon

by The Rt Revd Michael Doe, who became the first Bishop of Swindon in 1994

As Swindon gets back its indende pendence from Wiltshire this pendence month, I've been.pleased to be part of the group arranging the celebrations, with the banner "Proud to be Swindon".

Swindon has made a remarkable transition from railway town towards what many of us want to see as "the city of the twenty first century". Our economy and employment rate are the envy of most other towns even in the south-west.

Leisure and shopping facilities have kept pace with a population growth now nudging 200 thousand. Voluntary organisations continue to make their significant contribution, and we are slowly developing the kind of cultural life and civic pride which we deserve but which our poor public image often tried to deny.And on the churches front Swindon is seen as the ecumenical pioneer.

So what do we need to make us even more proud for the future?

We must continue to build a strong economy, and establish a proper relationship between the public, private and voluntary sectors.

We must strengthen our sense of community, especially in the

'social housing' estates, which are in danger of being left behind.

And, last but certainly not least, we need to discover a 'soul' for Swindon. As we near the Millennium, there is an opportunity for everyone to look again at the way we live and the kind of world we want to create together. For me, the key to that lies in a Christian faith which offers forgiveness for the past and the chance to start again. But from wherever we come, we need that shared vision of building a community, here in Swindon, where everyone belongs and of which everyone is proud.

"We're only allowed to take 30 children and we're full every week," said Elaine. "1 hate to turn children away when we reach our limit, but there is no room.

"We ask parents to bring their children and sign them in. Too often children just turn up; if we cannot take them in, they have to walk the streets to get home. I am very concerned for their safety.

The club is one of the few in the area which provides interesting evening activities for under us.

The volunteers organise a disco, snooker tournaments and craft activities including making Mothers Day cards and Easter eggs. More children could be accepted in the summer months, when outdoor games can be organised. However more volunteers to supervise children must come forward to make this possible.

Funfair fundraising helps cancer sufferer's cause The fairground which occupied the Link Centre coach park for two weeks during early March has helped a young girl fighting cancer.

Chris Court from Stamford Close appealed for help in the February Link magazine to help her raise cash to send her niece Jennifer Andrews to visit Sea World, Florida.

Friends and relations have raised £5,000 so far. Steven Hill from the Next Generations funfair heard about Chris's appeal and a whip round other fairground attractions raised £150. "We've been coming to West Swindon for three years and we wanted to help a local cause," said Steven.

Jennifer is receiving treatment in Bristol's Childrens Hospital.

Before she can go to Florida, Jennifer has to complete courses of chemotherpy and radiotherapy and also have an operation on her lungs.

ABBEY MEADS

Village centre plans unveiled at April exhibition Residents of Abbey Meads have the chance this month to comment on the layout and content of the first village centre to be built in the town's northern development.

The three day exhibition of plans, organised by the Swindon Borough Council planning department takes place before the council's planning committee considers the planning applications so that comments from local people can be taken into account.

Subject to planning permission being granted at committee meeting in early May, the Haydon Development Company and MacNeighbourhood Centres plan to build five shop units, including a neighbourhood convenience store, similar to those found at Shaw village centre in West Swindon. This should be open by Easter 1998, along with afamily orientated pub.

Housing and a privately funded nursery should follow within a year.

The village centre includes sites for a GP surgery to be operated by Dr John and Partners, currently at Penhil and Carfax Street, a Health Authority clinic and a pharmacy.

The doctor's surgery should be open early in 1998.

The site on Elstree Way where shops and a pub will open in one year The centre contains a site for building Christ the Servant Church, an ecumenical church project which is now being established in the community under the guidance of Deaconess Maureen Spinks from 1 Haywood Close.

The Haydon Development Company is legally required to build or fund a community centre and floodlit all weather games pitches when 2,300 homes have been built.

There are some 700 homes now occupied in Abbey Meads, so these facilities will not appear for another three or four years.

Principal development planner for SwindoĂą, Martin Trewhella said the Borough Council and the developers had been working closely to achieve a village centre which will be a safe, pleasant and convenient facility for residents of Abbey Meads. "A strong urban form is proposed with buildings set around a 'village square' which will be carefully landscaped and provide parking for 80 cars."

Before building work can start the temporary community centre on Elstree Way, which opened last December, will have to be dismantled and re-erected on another site originally designated for a primary school. The education committee have rejected the site because of nearby high voltage overhead power cables.

The adjacent police and developer's site offices will also be relocated to this site.

The proposals to build shops and a pub will be displayed in a public consultation exhibition during May.

Progress for Roughmoor school The plan to build a primary school to take children from the Roughmoor area had a boost in March when Thamesdown Council's policy and resources committee again committed over £1 million to build it. The exact costs and feasibility of the project now have to be considered in detail by the new Swindon Education Committee and the Community and Leisure Committee.

The council was successful in December in a bid to the Government to cover the cost of borrowing £540,000 to build the school.

However the council has had to find the repayments on a further £1.4 million.

Leader of Swindon Council Sue Bates said that education is the highest priority for the council and that the Roughmoor School would take a substantial amount of the £6m available for capital spending. "At a time when funds are very tight, the Policy and Resources Committee has allocated £1.4 million from its capital budget to ensure that this much needed school is built. As it will include community facilities on the same site, we have asked the Education and Community and Leisure Committees to consider the design options within the financial limits."

• An auction of promises organised by the Friends of Brook Field School on 14 March raised a massive £4,500 for new computers and curriculum resources.

Breakfast was on the National Curriculum menu for Brook Field School reception and year 1 children last term.

Easter reflections Children at Westlea School remembered the message of Easter at an assembly before the holiday break.

Organising teacher Anne Wang said the Easter assembly had started four years ago and was a low key, reverant occasion. "Each class talked about the life of Jesus, read books and watched videos about his parables in the weeks leading up the assembly. We remembered the sadness of the occasion and also the hope that comes from Jesus' crucifixion.

"Spiritually the children get a lot from the Christian message.

With so much concentration on materialism, it's a time to be thankful for what we have."

Gordon Crabbe from Whittington Road, Westlea has appealed for help to explain 'a low and rather loud noise on some mornings, often on Friday, between 7am and 8am' which can go on for up to an hour. The noise sounds like an 'aircraft in the distance, coming from the direction of Barnfield Road, but it can stop suddenly, then soon start up again.'

Investigations by The Link ruled out emergency generators at the West Swindon Centre which are tested weekly, but not on a Friday morning.

In response to our appeal for further clues, Alison Towill of Mortimer Close, Shaw says she often finds it difficult to go to sleep because of a persistant humming in the distance. She thinks it comes from the 'mysterious, black building surrounded by high fences and cameras off Mead Way.' Swindon take-over From 1 April you will find that there are changes to services at West Swindon and other Swindon libraries, writes Vicki Moore. You won't see different staff or a different layout in the library, indeed you may not see the changes at all, but they are there!

If you live outside Swindon and use libraries inside the borough, as well as outside, you might need to rejoin after this date.

Please retain your current library card and, if asked, be prepared to confirm your address with an official document e.g. driver's license, benefit book, bill etc.

There are some other changes to be aware of. From 1 April overdue books will incur a fine of lop per day for adults and 2p a day for juniors from the first day. This is the first increase for 8 years in overdue charges in the first week.

No questions asked If you have a library book which should have been returned some time ago, the library service is holding an amnesty from Tuesday 1 April to Saturday 5 April.

Please return these books so that they are available for borrowing again. No fines, no questions asked.

Volunteers needed to respond to requests Age Concern is eager to hear from anybody who can find a few hours a week to work with older people in Swindon. Volunteers gain much enjoyment and satisfaction by meeting older folk and working with other helpers.

Age Concern relies heavily on voluntary support to provide a variety of services, from offering friendship at home or in day centres, to supplying information, advice and advocacy in times of particular need.

Although there are increasing numbers of older people who need help, Age Concern is finding it ever harder to find volunteers.

There is a growing list of requests for a home visitor that cannot be met, the charity shop needs more helpers, two day centres are short of drivers and cooks, and an extra worker is needed in the welfare rights section in Milton Road.

There is no age limit for volunteers and no particular expertise or qualifications are required; any training needed is provided and out of pocket expenses are paid.

The Wiltshire Fire Brigade has long been involved and active in fire education for children through many different schemes. For example, the Junior Good Citizen Award scheme, part of which takes fire fighters into schools to give advice on what to do in the event of a fire and how to call the fire brigade. Other organisations, such as the police, ambulance service, gas and electricity boards, also give input with advice relevant to their respective danger areas. Later in the year the children are tested in mock ups of such situations during the Junior Good Citizen Award week held on Wroughton airfield.

Swindon's surprise The National Monuments Records Centre, located in the former GWR drawing offices off Kemble Drive, is a fascinating place for anybody interested in discovering England's heritage through its buildings. The doors were thrown open even wider on 27 March when a new exhibition space - The Gallery was launched.

The Gallery will feature regular exhibitions of amazing photographs from the the centre's collection and special computer displays will allow visitors to explore the NMR even further. There will also be regular special events and tours around the centre. It is open from Wednesday to Saturday, lOam to 6pm, and Sundays, 11am to 5pm.

A new shop has also opened where items based on the riches in the NMR collection can be bought.

GWR memories wanted A new railway museum is planned to open in 1999 in the historic railway workshops and Swindon Council museum staff are recording memories of the Great Western Railway.

Catherine Porter, oral history co-ordinator for the new museum, asks "Do you remember the days of steam? Did you travel along the the vast GWR network? Possibly you worked on the trains themselves? Were you part of the team making the locos in the sheds, or perhaps you worked in the offices?"

Health talks for women The Well Woman Centre in the Health Hydro, Milton Road, Swindon has a new programme of talks for women on the second Friday of each month, 11am to 12 noon.

Video hire to your door There has been a a tremendous response to a new video hire service since it was launched in mid-February.

Started by Ernie Reeves of West Swindon, Dial-A-Video aims to provide a personal service to people who want to view films without having to go out and get them.

He has 700 titles available, including all the top 50 rental list films. Ernie will deliver the video of choice to the home and will collect it the next day, for just £3.

There is no membership fee to pay and two films hired between Monday and Thursday cost only £4.50.

"The service caters for people who don't want to browse around a video shop," says Ernie. "They can call me with a specific choice Ernie Reeves and I'll bring the film over, often at quite short notice. Some custom- is made at a pre-arranged time."

Children at Lydiard Millicent playgroup recently explored 'The Gingerbread Man' by finding the right ingredients for an exciting preschool learning experience.

The story gave lots of scope for maths and science work and prereading skills. This included working out what to buy at the village shop, weighing and measuring the ingredients, and baking gingerbread men.

Supervisor Jenny Watson said the rural setting of the playgroup which meets in Lydiard Millicent village hall is very popular. The group will be taking nursery vouchers from April.

Worth looking west to Bassett Swindon's revamped Brunel shopping centre, big department stores and a fancy shopping village are certainly attractive.
