Letter from the Superintendent

Dear Community, Thank you for taking the time to review our Annual Report and for the continued support you provide to our students, staff, and community at large.

Southwest Tech remains fully accredited and stands firm to continue to be your regional technical center, serving all the towns in Bennington County and our neighbors in Hoosick Falls, NY. Southwest Tech continues to make strategic investments in our technical programs and infrastructure to ensure a safe, comfortable, and modern learning environment that prepares students for today's and tomorrow's careers. Our Career and Technical Education Programs offer high-quality education involving current and real-world preparation in a number of relevant careers. All programs offer an introductory class for students to explore career options and programs.

Students engage in a variety of classroom, lab and community experiences to explore options and to prepare for life beyond high school.

Programs offer both valuable industry certifications with some offering college credit through dual enrollment. Being a student at Southwest Tech means daily opportunities to prepare for career and lifelong learning in a rapidly changing world!

P H IL O S O P H Y We believe that: Every individual has a need for and a right to career and technical education.

Each student has unique talents, interests and needs, and comes to Southwest Tech with diverse cultural, social, moral and ethical beliefs.

Southwest Tech Education happens best when the learning environment is safe, caring and respectful.

Southwest Tech encourages all students to develop to their fullest capacity and to achieve their life goals.

Career and Technical Education must be active and experiential, an integration of academic and technical skills, and offered to each student without regard to the student’s gender, cultural, social, economic, sexual orientation, or other background.

Career and Technical Education must be actively engaged in authentic relationships with the larger community to develop standards and assessments that reflect the needs of the employer community and the pursuit of further education.

Career and Technical Educators are partners with the home and the larger community as we strive to develop informed, responsible, and participating members of society.

GOALS The following goals are identified as supporting the mission statement and philosophy: To help learners work both as a team and think independently, complete skill and safety competencies, and be self-directed with their education and career goals.

To encourage students to participate in student leadership organizations and opportunities. To foster student awareness of their role as citizens of communities by participation in community service experiences.

To promote student participation in work based experiences for applied learning and career exploration.

To provide continuing education for the community and workforce development opportunities for the unemployed, the under-employed workers, corporate partners and entrepreneurs.

To promote teaching that recognizes differences in learning styles and uses a wide variety of methods.

To provide curricula and instruction that integrates academic, technical, interpersonal, and other competencies with industry standards, entrepreneurial opportunities, and higher education requirements.

ACCOUNTING AND FINANCE

The Accounting and Finance Program continues to partner with the Heritage Family Credit Union in the operation of an on campus branch, enhancing the student’s knowledge of banking and personal finance. Students are given the opportunity to practice customer service by working with live transactions and real customers. Program students also spend time in the Campus Store lab learning Point of Sale systems, handling cash and inventory control. Students are active in the student run organization FBLA (Future Business Leaders of America). Students participate in State and National Leadership conferences where they compete against other students around the state and the nation.

AUTOMOTIVE TECHNOLOGY

The Automotive Technology Program is nationally accredited by the National Automotive Technicians Education Foundation (NATEF). This is a national certification of the program and certifies that the program meets national standards for training automotive students on many levels.

The students worked diligently on their industry certifications during the school year. All students have been trained and taken exams on the S/P2 Auto Industry Safety Program in mechanical and pollution prevention. Students also completed and tested out in the Tire Industry Association training as well as the Vermont State Inspection training along with the Automotive Oil Change Association curriculum.

The program also has available Snap-On electronic multi meter training program where students can train and test out for certification on basic electricity and the use of digital multi meters and Snap-on scanner use and diagnostics.

We have an exciting new project we are working on, building a Switch EV! This is a great way to introduce students to new technology and have the opportunity to build a car from the ground up. The Switch Ev kit can be disassembled and rebuilt up to five times, so many students will have the ability to experience and learn.

BUILDING TRADES

Building Trades is a program on the rise. With a high demand for skilled trades and the changes in the building industry due to the demand for energy efficient homes, this field will surely be one of the most promising career opportunities. Students in Building Trades get a combination of building in the shop and working out on the job site.

Building Trades exposes students to several different career opportunities while earning several IRCs (industry recognized certifications) like OSHA 10, Lead paint, and NCERR. After completion of this two-year course, students will be well on their way to a career in the Building Trades field.

This year we were involved in many community projects. The building trades students were able to enhance the learning environment for other students in our community by building an outdoor classroom for the Bennington Early Childhood Center. We also built the signage for for the Department of Wildlife for local land.

We are looking forward to being a part of our local Little League expansion this coming year.

BUSINESS MANAGEMENT

The Business Management Program continues its focus on preparing students for college, careers and community by providing students with high value, transferable skills which are documented in recognizable credentials such as Conover’s Workplace Readiness. Students can also earn the Microsoft Office Pro Certification, an industry recognized credential that documents competency in Word, Excel, PowerPoint and/or Access. In addition, guest speakers and field trip opportunities are provided for students to hear and see first-hand about starting and/or managing a business. The business management instructor also works with the work based learning coordinator to provide job shadow experiences and other work based learning opportunities to students in the program. Students also assist in the operation of the Heritage Family Credit Union on campus branch, enhancing the student’s knowledge of banking and personal finance.

Students are also encouraged to participate in leadership roles like the Vermont sponsored competitions such as Celebrating VT Entrepreneurship Week and the Business Plan/ Business Pitch Competition, both sponsored by Vermont REAL Enterprises and Vermont Small Business Development Center.

The Business Management Program operates 321 Perk @ The Campus Store as a lab experience where students have the opportunity to practice their skills on a daily basis. In the lab, students focus on areas such as customer service, pricing, merchandising, advertising, ordering and receiving, inventory control, and operating the point-of-sale system. Year two students may be assigned management level responsibilities in overseeing the operation of the store. Students are active in the student run organization FBLA (Future Business Leaders of America).

Students participate in State and National Leadership conferences where they compete against other students around the state and the nation.

COSMETOLOGY

SW Tech's Cosmetology program has achieved remarkable success, with three students recently passing the Vermont Cosmetology Licensing examination and securing employment in the Bennington-Manchester area. This accomplishment highlights the program's commitment to preparing students for prosperous careers in the high-demand field of Cosmetology.

Throughout the program, students acquire comprehensive skills in various aspects of Cosmetology, including haircutting, hair coloring, chemical texturing, skincare, and nail care.

The emphasis on fundamental skills equips students with a strong foundation, ensuring they are well-prepared for success in the industry.

Notably, all students earned Barbicide Certifications in the past fall, a recognized credential that enhances confidence in a salon environment. This certification is a testament to the program's dedication to maintaining industry standards and ensuring that students are wellversed in proper salon sanitation procedures.

The program's success extends beyond individual achievements, as evidenced by the student's outstanding performance in the VT Skills-USA Spring Leadership and Skills Conference.

Earning 2 silver and 1 bronze medal in the Cosmetology and Nail care competitions reflects the high caliber of education and training provided by the Cosmetology program.

Encouraging students to join SkillsUSA further demonstrates the program's commitment to holistic development. SkillsUSA, a national non-profit student organization, provides valuable opportunities for students to enhance leadership, teamwork, and citizenship skills. It also facilitates exploration of career areas of interest through professional development activities.

The dedication of SW Tech's Cosmetology program is evident in the continuous improvement of its students' skills. The school-salon, a practical training ground, remains bustling with activity as second-year program students hone their abilities. Offering salon services on Tuesdays and Thursdays to students at the center and the wider community, including haircuts, hair coloring, chemical waving, manicures, and facial services, the program actively contributes to the local community while providing hands-on experience to its students.

Overall, SW Tech's Cosmetology program stands as a beacon of success, shaping the next generation of skilled and confident professionals in the field of Cosmetology.

CULINARY ARTS The Culinary Arts Program at Southwest Tech continues to look for new opportunities for our students. We have purchased new equipment to upgrade older units and bring students equipment that is more relevant with what they would see on the job site. This includes a commercial dishwasher, 3 door refrigerator, a 60 quart mixer, kitchen aid mixers, and a blender! On top of this we also upgraded our point of sale system. This new computerized system allows students to run our restaurant operations on a modern system that can handle everything from credit card and tap sales to table side service linked with a kitchen ticket printing machine.

At the end of last year, the students, working alongside our Graphic Design program and administration, re-branded and relaunched our restaurant renaming it the 1761 Bistro. This year this brand change was paired alongside the opening of our revamped, open to the public, dining experience.

Our sit down restaurant is open two days a week, 100% student run and operates alongside the take out menus we continue to do for staff and faculty. These opportunities give the students vital experience in both transferable and industry expectations. Organization, deadlines, leadership, teamwork, and of course cooking techniques are all applied within the professional kitchen environment. Our new point of sale system has been vital in making this a realization.

We continue to do our pie sales where we have seen tremendous growth and our holiday cookie sales. This year we have also partnered with White Mountains Community College in Gorham, NH to offer our students college credits. Students, in their first year, now receive 2 college credits in the area of Safety & Sanitation. Second year students receive 3 College Credits in Culinary Foundations for a total of 5 college credits for a program completing student.

We look forward to the future and how we can continue to build upon this great program.

FORESTRY AND HEAVY EQUIPMENT

Our program prepares students for their future, not only by imparting valuable life and career skills but also by being involved in projects that contribute positively to our community.

At the beginning of the school year, we prioritize equipment upkeep. Students get going right away with repairs and preventative maintenance for various machinery, including our sawmill, backhoe, bulldozer, dump trucks, and chainsaws Bennington County is a beautiful area for our students to gain hands-on experience. The community is our learning lab where we can identify tree species, measure tree heights and diameters, and understand the ecological reasons behind specific tree growth in certain locations.

Forestry contributes to the community, by addressing tree-related challenges caused by weather conditions and disease. We were involved in removing a beloved sugar maple tree that succumbed to rot near the campus football field. Removing trees before they become a safety problem is important. Forestry removed about a dozen trees from The Green Mountain Christian Center before they became a hazard.

Students learn how to address safety concerns. Forestry cleared approximately 20 trees around a high ropes course at MAU, allowing it to be serviced and used again. The removed trees were repurposed for firewood. Additionally, the program utilized cherry, walnut, and maple lumber from the sawmill for making tables for the classroom in collaboration with the Building Trades Program.

The Town of Bennington gave us access to the Y-Woods for the Forestry 1 students to train for the Game of Logging which was fun. We are currently developing a formal forest management plan for the Y-Woods with the Bennington County Forester, ensuring that many others can use the Y-Woods for many years to come.

The program actively participates in various community projects, including hauling Christmas trees for the Lions Club, milling lumber for future use on BATS trails, and joining a climbing class organized by North Adams Tree & Landscape.

GRAPHIC ARTS

Academic Year 2022-2023 marked the third year of program completers earning Graphic Arts certificates in June. Additionally, two semesters of the introductory pre-tech foundations class continue to be offered each year to help garner interest among the student body at MAUHS. The computer lab comfortably holds 18 stations, giving students access to cutting edge technology and the latest program developments from the Adobe Creative Cloud. An introduction to Photoshop, Illustrator and InDesign programs is a vital part of the curriculum. Students are constantly strengthening their basic sketching skills and learning and applying the fundamentals of graphic design, typography and art theory. Students are also becoming familiarized with different methods of data input and responsible image use, from file-sharing, digital cameras, image scanning and the use of Wacom Tablets.

Student designers are developing the ability to move through the entire arc of the creative design process. From meeting with clients, to putting an emphasis on sketches and design solutions, to requiring edits, iterations and the time-management of simultaneous design projects, to ensuring professional deliverables and mock-client presentations... all student designers are encouraged to build the skills necessary to succeed in the fast-moving, exciting world of graphic design.

This past year also saw the addition of a direct-to-garment printer to join the high quality, large format Epson inkjet printers, so students are becoming adept at both printing and displaying work.

Student designers are regularly encouraged and given opportunities to apply their design skills in the community through program-based partnerships and Work Based Learning. Our Graphic Artsprogram is continually approached by members of both the school and wider Bennington communities to aid and partner in design projects. Additionally, students frequently enter and place in community and state-wide design competitions. In the spring, several program students competed at SkillsUSA Vermont. We had placements in two competitions: 1st place in Pin Design, and 3rd Place in Advertising Design.

Spring 2023 also featured the addition of a new IRC opportunity for students: the Vermont CTE Portfolio Review. Over 120 CTE students in Vermont submitted portfolios for consideration, and of those, only 26 received scores high enough to receive the IRC credential. Three Southwest Tech Graphic Arts program students earned credentials in Graphic Design and Illustration.

HUMAN SERVICES

The Human Services students learn about working with people in a number of capacities and settings. Potential career interests include teacher, preschool teacher, child care worker, nurse, probation officer, police officer, counselor, and social worker. Students earned certification in CPR. Students now have the opportunity to engage in a paid pre-apprenticeship program. They also complete a 9 hour state approved child care training and mandated reporter training. Students also visited several local human services agencies, and had a variety of guest speakers.

First year students learned about various foundation topics for the field of Human Services, workplace safety, ethics, child & elder abuse, career exploration, employability skills (resumes, interviewing and job search). The main curriculum content focused on Human Lifespan Development. They also learned about substance abuse, mental illness, the importance of play, child behavioral strategies, and the family unit.

Second year Human Services students learned about child development and have had extensive experience working with children. Units include those in child nutrition, health issues, special needs, and developing curriculum. They also continued learning about important concepts in the field of Human Services, including child abuse, career exploration, and employability skills. Other topics covered were poverty, trauma, foster care and adoption, and international human services issues. Students experienced various early childhood settings including at our on-site lab, Growing Upright at Southwest Tech.

Our students have the opportunity to participate in a year long paid pre-apprenticeship program where they work 10 hours per week in a local preschool or elementary school classroom to gain hands on classroom skills.

LAW ENFORCEMENT

The Law Enforcement Program at Southwest Tech made great strides this year. Partnering with the Community College of Vermont (CCV), we now offer students the opportunity to dual-enroll in the college course “Introduction to Criminal Justice”. This new opportunity allows students the ability to add three college credits to their resume. Students have been enjoying the challenge of learning about police, courts and corrections at a college level.

Through the use of classroom instruction, hands-on demonstrations and visits from guest speakers, students take their knowledge and apply it to realistic mock scenarios to bring out their critical thinking skills and de-escalation techniques, all while encompassing integrity, empathy and compassion.

Upon completion of this program, students will be able to handle mock traffic stops and suspicious person scenarios. Students will be able to effectively gather evidence, arrest, process and complete formal court documents, simulating the start to finish of a call to service.

The knowledge and skill set acquired from this two year program will provide a solid base for students to step off from when they enter a postsecondary criminal justice program.

MANUFACTURING TECHNOLOGY

The Manufacturing Technology Program at Southwest Tech prepares students for the fast paced and rewarding manufacturing industry, by providing students with quality instruction and real world project-based learning teaching relevant skills to advance their career. Students develop the skills necessary to begin their careers as Machinists or Welders and can continue to a post-secondary school to pursue many other careers in manufacturing and other technical fields. Students are provided with safety training through an online OSHA-10 certification as well as in-house machine-specific training.

Students also have the opportunity to compete in the SkillsUSA CNC (Computer Numerical Control) milling, turning, and technician competitions at the state and national levels. Students who have trained in stick welding will be able to gain 1G, 2G, and 3G plate welding qualifications upon passing American Welding Society testing.

MEDICAL PROFESSIONS Medical Professions students have had a very busy year! Medical Professions II students enrolled in a special dual-enrollment program between Southwest Tech and the Community College of Vermont. The students are enjoying the challenge of learning college-level medical terminology and human biology.

The first semester of Medical Professions I curriculum encompasses the foundational backbone for the entire two year program. Students learn about the history of health care, health careers and their requirements, grief & grieving issues, health care systems, and medical terminology. During the second semester, students learn about medical/ethical issues, legal issues in medicine, infection control, and medical math. They are also learning various hands-on skills such as vital signs, airway management, and venipuncture.

Students in both years of the Medical Professions program have the opportunity to job shadow various medical professionals within our local medical community. Through these job shadows, students are able to gain a much better understanding of what it takes to work in the medical field. More importantly, they can discover if a health-related career would be a good choice for their futures.

PRE-LAW

Spring 2023 –Students from Pre-Law attended the annual Vermont State Mock Trial tournament at the Vermont Law School in South Royalton, Vermont for the 2 nd year in a row. Students fielded their own team this year instead of a combined effort. They also recruited several witnesses from the MAU Drama Club to round out this exciting team. The students enjoyed really getting into the demonstratives with a diagram and a watermelon and a giant mag light! Real Vermont Court Judges were impressed with the students professionalism and clear theme and took time to provide feedback after the event.

Fall 2024 – Students in Pre-Law got CCV college credit for their course The Constitution this semester as they explored the rights guaranteed by our founding document. The class traveled to the Village School of North Bennington’s 4 th grade class to facilitate a Constitutional Convention with the younger kids. This was a learning event for all as the fourth graders learned through an exciting experience, which the High Schoolers deepened their knowledge through their teaching and public speaking. Mr. Lamson is now offering an introductory course entitled Know Your Rights to all students throughout via Vermont Virtual Learning Collaborative – Vermont’s online learning option. This course is an overview of constitutional rights and legal research and writing and is a great introduction Civics and the importance of the Rule of Law.

VIDEO & TELEVISION PRODUCTION

The Video & Television Production Program, taught by Ryan Scutt, continuously grows and adapts to provide students with real-world training, experience and access to technology. Participants produce short films, creative web-style videos for YouTube, and television shows in the Southwest Tech TV studio. Video & Television Production is a project-based, hands-on technical program.

First-year students learn the fundamentals of video equipment, editing, visual composition and storytelling. They produce creative videos of various formats in individual and group projects. Each participant produces a public service announcement (PSA) on an important issue and submits their work for a chance to win cash prizes in a state-wide competition.

Second-year students refine their production and storytelling skills, while planning and producing creative content of various genres. They produce long-term projects on topics of their choice, while simultaneously creating short-form videos to develop time management skills.

Students leave the program with well-rounded experience, and knowledge of video and television production, and are prepared for a successful future in college and today's competitive workforce.

WORK-BASED LEARNING

Southwest Tech students continue to gain hands-on experience in a broad range of careers through the Work-Based Learning Program. This program allows for a variety of “co-op” experiences at local businesses and organizations that align with a student’s career interests, including 1 - 2 day observational job shadows, unpaid and paid career work experiences, and pre-apprenticeships. Over the past year, our SWT students put their skills to work in a range of occupations and career pathways. WORKFORCE & ADULT EDUCATION Workforce and Adult Technical Education Our Workforce and Adult Technical Education program has been committed to providing Southwest Vermont and surrounding communities with courses and trainings that support varied professional and personal learning goals, needs, and objectives. Our top quality strands are aligned to industry and occupational trends. We provide a wide variety of services to our adult students, including financial aid referrals, scholarships and grants, educational support, and guidance on employment.

ADULT EDUCATION DURING THE SCHOOL DAY -Adults without a high school diploma or who have earned a high school equivalency diploma are welcome to enroll in any of our day programs free of charge on a space available basis with instructor approval.

Similarly, adults with a high school diploma may enroll under the same conditions though tuition is charged at a rate of no more than 40% of the announced daytime student tuition.

ONLINE - Southwest Tech offers a wide variety of available programs through our national partner, Cengage Learning/ed2go. Offering over 300 six week ed2go courses, over 120 comprehensive Career Training Programs, and over 4000 Tutorials for Business, it's affordable and accessible to all.

Morrissey called the meeting to order at 6:50pm, welcomed everyone, introduced Regional Board members present and read aloud the Warning for the meeting: The legal voters of the Southwest Vermont Regional Technical School District Service Region (consisting of Arlington, Bennington, Dorset, Glastenbury, Manchester, North Bennington, Pownal, Readsboro, Sandgate, Searsburg, Shaftsbury, Stamford, Sunderland and Woodford) are hereby warned to meet at the Bennington Firehouse on River Street in Bennington Vermont on Monday March 6, 2023 to transact the following business from the floor: ARTICLE 1: To establish the annual salaries of the District Directors at $1,500 each: A motion was made and seconded to establish the District Directors’ salaries as presented, and the motion carried unanimously, by voice vote, with no one opposed or abstaining.

ARTICLE 2: To establish the annual salary of the District Treasurer at $14,200 each: A motion was made and seconded to establish the salary of the District Treasurer as presented, and the motion carried unanimously, by voice vote, with no one opposed or abstaining.

ARTICLE 3: To establish the annual salary of the District Clerk at $1,200: A motion was made and seconded to establish the salary of the District Clerk as presented, and the motion carried unanimously, by voice vote, with no one opposed or abstaining.

ARTICLE 4: To establish the annual salary of the Assistant District Clerk at $600: A motion was made and seconded to establish the salary of the Assistant District Clerk as presented, and the motion carried unanimously, by voice vote, with no one opposed or abstaining.

ARTICLE 5: To establish the annual salary of the District Moderator at $100.00: A motion was made and seconded to establish the salary of the District Moderator as presented, and the motion carried unanimously, by voice vote, with no one opposed or abstaining.

ARTICLE 6: To authorize the School District Board to borrow money in anticipation of tax revenues to meet current operating expenses of the District. A motion was made and seconded to authorize the School District Board to borrow money for the purpose presented, and the motion carried unanimously, by voice vote, with no one opposed or abstaining.

ARTICLE 7: To hold a public informational hearing on articles to be voted upon by Australian ballot on March 7, 2023. A motion was made and seconded to hold a public hearing for the purpose presented, and the motion carried unanimously, by voice vote, with no one opposed or abstaining.

Article A: To elect three (3) School Directors, who are legal residents of the Service Region as listed above in accordance with the bylaws of the Southwest Vermont Regional Technical School District for three (3) year terms Article B: Shall the voters of the Southwest Vermont Regional Technical School District approve the school board to expend $4,383,830, which is the amount the school board has determined to be necessary for the ensuing school year?

Article C: Shall the voters of the Service Region of the Southwest Vermont Regional Technical School District increase the existing Reserve Fund for Capital improvements and existing Reserve Fund for Equipment by the sums of $60,000 and $20,000 respectively?
