Ryan West Classification: Senior Major: Civil Engineering Hometown: Baton Rouge, Louisiana Thurgood Marshall College Fund
“I have always been a problem solver, and I have always been infatuated with the design and structuring of roads and highways. I chose to major in civil engineering at Southern University because it is the best place to hone my skills. This is my last semester at the University and I’m proud to say that I have accepted a job offer from Entergy upon graduating. Earning a scholarship can change the lives of students, and create more opportunities for future success.”
TMCF Mission To ensure student success by promoting educational excellence and preparing the next generation of workforce talent through leadership development.

Southern University makes that possible. There is an underrepresentation of African-American women in the science, technology, engineering, and mathematics industry, and it is my desire to decrease those numbers.”
About Entergy Entergy Corporation is an integrated energy company engaged primarily in electric power production and retail distribution operations. Entergy owns and operates power plants with approximately 30,000 megawatts of electric generating capacity, including 8,000 megawatts of nuclear power. Entergy delivers electricity to 2.9 million utility customers in Arkansas, Louisiana, Mississippi, and Texas. Entergy has annual revenues of $11 billion and approximately 13,600 employees.

Laura Gutierrez Classification: Freshman Major: Mechanical Engineering Hometown: Donaldsonville, Louisiana Clyde and Carrie McHenry Scholarship “I always try to learn new things. My father is a welder and he loved to build items to sell, or for my mother. He created a patio fireplace made out of metal, and I was the one in charge of the mathematics behind it. There’s something about knowing the math behind an object or machine that intrigues me. In 2012, former President Barack Obama created a program which allowed young adults like me, who were brought into this country by their parents, to receive a temporary reprieve from deportation, a work permit, the ability to study, and the opportunity to obtain a driver’s license. This program is the Deferred Action for Childhood Arrivals (DACA). I, along with more than 700,000 other undocumented immigrant children, am a DACA recipient. This is the reason why I do not take school for granted.” Clyde and Carrie McHenry Scholarship The late Clyde Thomas Jefferson McHenry was a graduate of Southern University, and active supporter of the Jaguar Nation. He was a founding member of the Southern University 1880 Society. His wife, Carrie Ann, and family have asked that gifts be made to the Southern University System Foundation in his memory to support student scholarships, faculty research, and System-wide initiatives.

Without the generous donations from the many supporters, I would not be able to attend college. Your support has propelled me, a young African-American from Baton Rouge, to progress further along in life than I would have without your assistance. Your contributions have opened my heart to do the same for other young brothers and sisters looking to make a better life for themselves and their communities.”

PUBLIC POLICY EXECUTIVE Ph.D. PROGRAM The Valdry Center for Philanthropy and the Southern University Nelson Mandela College of Government and Social Sciences have partnered to establish the Public Policy Executive Ph.D. Program at Southern University Baton Rouge. The program is the first of its kind in the State of Louisiana.
My faculty mentors were highly engaged, supportive, and encouraging. For a working professional, it is always difficult finding the time for family, work, and education, but I recall many evenings when I looked forward to the class assignments and rich discussions about the impact of policy in our daily lives,” said Reed.
The partnership is aimed to share resources, and develop opportunities for Southern University doctoral students to gain a broader knowledge of public policy practices. The program also fosters a rigorous curriculum that motivates students to broaden their impact when addressing decision-making challenges that affect their communities and the world.
Working with the Louisiana Board of Regents, Reed is leading the state’s efforts to increase educational attainment by developing its talent base resulting in a more prosperous Louisiana that seeds innovation, grows opportunity and secures a bright economic future.
The two-year program, which requires 51 credit hours for completion, provides courses and instruction on public policy issues that include policy analysis, research methods, international trade and global competitiveness, health service systems, and philanthropy and nonprofit management. Kimberly Reed, Louisiana’s commissioner of higher education, is a graduate of the SUBR Public Policy Ph.D. program. Reed says that her experiences were both challenging and rewarding, and that the program was a perfect fit for her professional journey. “I love public policy and certainly this program has been integral to my professional success.

The Southern University Agricultural Research and Extension Center, in partnership with Ilera Holistic Healthcare (Ilera Holistic), became the nation’s first historically Black university (HBCU) to launch its own THC medical cannabis products. The University holds one of two cannabis licenses in the state of Louisiana. The launch of this historic brand, called AYO, comes on the heels of Louisiana’s unprecedented extension in June, 2020, of its own medical marijuana program. “This is yet another great and historic day for the Southern University Agricultural Research and Extension Center,” said Orlando McMeans, chancellor of the Ag Center. “The goal of this program is to provide quality medicine for the citizens of the state of Louisiana through education, research, and outreach, all of which are included in the mission of the Ag Center. The release of AYO, along with our CBD products, will enable us to help patients better manage their medical issues and improve their quality of life.” The AYO line joins the ALAFIA product brand, a hemp-derived tincture developed by Southern and Ilera. ALAFIA launched on January 25, 2020, in the Louisiana market, making Southern University the first HBCU producer in both cannabis and hemp. ALAFIA was available online nationwide last summer.

“With the launch of both CBD and THC medical marijuana products Southern continues to set precedents in innovation. In addition to providing healthcare options for Louisiana residents, our valued partner, Ilera, is able to hire local talent. All of this impacts our state’s economy directly while expanding the Southern University brand”, added Belton. Southern’s medical marijuana program is part of the Ag Center’s Southern Institute for Medicinal Plants, helmed by Janana Snowden, the institute’s director and an assistant professor of agriculture at Southern University Baton Rouge. The institute and Ag Center have long researched plants such as hibiscus in addition to cannabis. “The very important research we conduct on medicinal plants helps us to address health problems that affect communities,” Snowden said. “Our products derived from medicinal plants offer patients another way to alleviate symptoms. We are proud that we can be part of many potential solutions.” AYO launched at a time when Louisiana expanded laws to potentially allow more patients to choose medical marijuana for treatment. On June 11, 2020, Gov. John Bel Edwards signed into law ACT No 286, allowing any state-licensed physician to recommend medical marijuana to any of their patients to find relief for any condition.

BANK OF AMERICA AND THE VALDRY CENTER FOR PHILANTHROPY PARTNERSHIP: PLANNING OPTIONS AND OPPORTUNITIES FOR GIVING IN A CHANGED WORLD
The Valdry Center for Philanthropy has partnered with Bank of America (BOA) to offer a variety of charitable giving tools and instruction to help meet the personal gift planning needs and philanthropic objectives of the faculty, staff, alumni, and donors of the Southern University System. The partnership provides programming directed towards philanthropic trends in minority communities, thought leadership in African-American giving, and investments in philanthrophic missions. Knowledge-based lectures and seminars, proctored by BOA experts, will include gift planning services and giving initiatives.
Matthew Laufman, BOA senior vice president and philanthropic strategist, believes that this partnership will lead to great investment into the mission of the organization, and allows donors to experience a strong partnership with the The Valdry Center for Philanthropy. “In working with VCP, and crafting a philanthropic education model, our expectation is that donors will feel a great sense of impact in meeting their philanthropic goals while advancing the mission of the Southern University System,” says Laufman. Bank of America’s corporate mission is to help make financial lives better by connecting clients and communities to the resource they need to be successful, and to help make financial lives better through the power of every connection.

ENDOWED PROFESSORSHIP PROGRAM The program guarantees Louisiana Support Fund assistance to annually fund two $40,000 matches to establish two $100,000 professorships per year for each eligible four-year and special purpose campus, and one $40,000 match to establish one $100,000 professorship per year for each eligible two-year campus. For each endowed professorship awarded, the four-year campus has provided $60,000 in private, non-state or permanently designated institutional funds. Annual funding guarantees per institution are contingent upon compliance with policy requirements related to maximum vacancy rates and numbers of full-time equivalent (FTE) faculty employed by institution. Effective July 1, 2017, the $40,000 state match is reduced to $20,000, thus a donor will have to make an $80,000 donation to establish a $1000,000 endowed professorship. ENDOWED CHAIRS AND EMINENT SCHOLARS PROGRAM The minimum level of funding for an endowed chair is $1 million. The Louisiana Board of Regents permits and encourages submissions requesting chairs of up to $3 million dollars. Campuses may choose to request $400,000, $800,000, or $1,200,000 in Louisiana Board of Regents Support Fund matching to endow chairs at the $1 million, $2 million, and $3 million levels.

IMAGINE 20K
A MASTER PLAN FOR SOUTHERN UNIVERSITY AND SCOTLANDVILLE
SOUTHERNFOUNDATION Imagine 20K is the strategic plan for Southern University Baton Rouge that focuses on expanding enrollment, upgrading buildings, and increasing the impact on the surrounding community. Southern University Baton Rouge, the Southern University System Foundation, Baton Rouge Area Foundation, and the business community have devised the plan with the coordination assistance of The Center for Planning Excellence (CPEX). The strategic plan focuses on three areas: Southern University Campus Master Plan, Small Area Plan for the area surrounding Southern University, and an implementation plan to begin strategic recommendations. Camille Manning-Broome, president and CEO of CPEX says, “The Southern University Baton Rouge campus and Scotlandville areas are so rich in history and opportunities for sustainable growth. CPEX is honored to be working with Southern University leadership and members of the Scotlandville community to re-imagine what is possible for the future and create an action-oriented plan for realizing a shared vision.” Through Spring 2020, CPEX and the planning team have worked with a very engaged stakeholder committee of University, community, and neighborhood leaders to develop a framework for a long-range plan for Southern University and the surrounding community. Extensive review and analysis of the campus and public input from students, faculty, and alumni will result in innovative building programming and improvements to guide the growth and transformation of Southern University into a vibrant, high-tech, and signature asset for North Baton Rouge and the region.
2019 - 2020 ANNUAL REPORT 49
CAMPUS MASTER PLAN Campuses across the country have recognized the importance of long-term visioning to guide their growth and create lasting value. This master plan will support Southern University’s current and future activities, while determining the highest and best use of the University’s property, and will give the framework that will shape future decisions and investment with consistency as opportunities arise. The Master Plan: • Align the master plan with the recommendations in the previously completed strategic plan • Determine where to add new facilities, remove old ones, or update buildings • Look at big picture with potential to redesign campus flow • Incorporate central green gathering space • Maximize pedestrian connectivity across campus and to surrounding commercial areas and off-site housing • Address potential storm water management issues within green space design • Review existing facilities to evaluate structural viability, engineering systems, and potential improvements • Explore potential for on-campus housing • Facilitate a transparent process for creating a master plan that provides significant opportunity for input from students, faculty, alumni, and the surrounding community. The Small Area Plan: The Small Area Plan will connect the Southern University campus with the surrounding community. It will also provide a strategic plan and framework to spur housing and mixed-use development to support the University and adjacent neighborhoods. Multimodal transportation opportunities, traffic flow into the University, and signage will also be included. This work will be done in conjunction with the campus master plan to optimize coordination and staffing. The small area plan will include the areas around the campus (Swan, the Scenic Triangle, Scotlandville). • • • •
Connect Southern University campus to community Develop an on-and off-campus housing development program Create a strategic development plan that addresses land use, housing, transportation, and economic development opportunities Develop design standards for the street network that will enhance the public realm and pedestrian, bicycle, transit, and vehicular circulation and connectivity • Develop an urban design strategy to enhance the visual and physical connections between the adjacent neighborhoods and the commercial areas and the Southern campus • Short- and Mid-term Implementation Plan
