MESSAGE FROM THE TOWN MANAGER

Town of Surfside Receives Distinguished Budget Award Congratulations are in order for the Town of Surfside Finance Department for the recent Distinguished Budget Presentation Award they received from the Government Finance Officers Association (GFOA). This award is the highest form of recognition in government budgeting and is a significant achievement for Finance Director Donald Nelson, CPA and his dedicated team.

This award reflects the Finance Department’s commitment to our Town and their ability to meet the highest standards of governmental budgeting. The Department had to satisfy a long list of nationally recognized guidelines for effective budget presentation. Congratulations and thank you for your hard work!

Later this month, we will be continuing our Memorial Day tradition of hosting a solemn celebration in honor of those who gave their lives while serving in the United States Armed Forces. I invite you to join us on Monday, May 30 at 10 a.m. at Veterans Park, 8791 Collins Avenue, to take part in this moving ceremony. The event, coordinated by the Parks & Recreation Department, will include special guests and a great show of patriotic spirit. We hope to see you there.

Surfside also showed its love for our beautiful environment on the weekend of April 16-17. More than 140 people participated in a shoreline clean-up as part of Baynanza 2016. Also, Surfside staff coordinated a dozen organizations and more than 100 volunteers at an Earth Day event that included a Educational Resource Fair, dune plantings, refreshments, music and more. The great effort and successful results reflect both the strong attraction and deep concern Surfsiders have for the Town’s beach, ocean and green spaces (see story on page 6.)

We are fortunate to have such a wonderful natural environment in Surfside and even more fortunate to have residents who care enough to protect and preserve our surroundings.

Hundreds Enjoy 1980s Theme at 3rd Thursday Finale Hundreds of Surfsiders and visitors turned their clocks back 30 years to the 1980s and enjoyed a successful season wrap-up to this year’s 3rd Thursday event series.

With music and ambiance straight out of MTV, attendees dressed like Madonna and Boy George and danced and dined at both the food trucks and Harding Avenue restuarants. Children enjoyed dancing lessons, retro video games and decorating their own pet rock. Members of Surfside Circle enjoyed refreshments, treats and relaxing in the lounge while watching 1980s music videos on the big screens. Thanks to all who made the 2016 series a success.

French Students Visit Surfside On Saturday, March 19th, Solène Vercelletto, Océana Sarrazin and Éloïse Baron, who are 10th grade students in Sainte Marie du Port High School, Les Sables d’Olonne, in France, visited Surfside to learn about sand issues along Florida’s coastline as part of their French Baccalaureate Program.

Mayor Dietch welcomed the students, guided their tour and facilitated the discussion that covered a range of coastal issues including Surfside’s initiatives to adapt, mitigate and build resiliency to address the impacts from climate change, sea level rise and coastal erosion.

$1,000 Town Scholarships Available The 2016 Town of Surfside Higher Education Scholarships will be awarded to deserving resident graduating seniors interested in or intending to pursue posthigh school course of study. Continuation of education must be at either college or university level or other post-secondary educational institution. The applicants will be selected by the Town of Surfside Scholarship Committee.

Submission requirements are on the scholarship application.

Parks & Recreation Wins Award for Photo Contest

Congratulations to the Surfside Parks & Recreation Department for winning the Miami-Dade County Power of Parks 2016 photo contest for an image showing the best park design, exercise programs and preservation of landscapes. The presentation was made at the Great Park Summit. The photo (below right) is an aerial rendering of the Community Center Complex with a narrative explaining the wide variety of water activities, classes, multipurpose rooms and green space. Great job!

Town Commission Action at the April 12, 2016 Meeting Voted to approve the following resolutions: 1. Certifying and declaring the results of the Town of Surfside General Municipal Election held March 15, 2016 for the election of Mayor and four Town Commissioners.

2. Acknowledging the combined voluntary cooperation and operational assistance Mutual Aid Agreement between the Town of Medley and the Town of Surfside.

3. Approving the expenditure for Zambelli Fireworks Manufacturing for exhibition and display of fireworks; approving the expenditure of $4,000 from the Resort Tax Fund $8,000 from the General Fund, Parks & Recreation Department.

4. Authorizing the expenditure of funds in the amount of $34,182 for the purchase of poly commercial dumpster containers from the Fiscal Year 2015/2016 Solid Waste Fund account.

5. Authorizing the expenditure of funds in the amount of $19,000 from the Fiscal Year 2015/2016 Public Works Fund Account to purchase a 2016 Mack Rear Load Tipper attachment from a sole source.

6. Awarding the proposal to Trenchless Excavation, Inc. for the maintenance of the walls at the town-owned parking lots; authorizing the expenditure of funds in the amount of $8,830.36 from the Municipal Parking Fund Account.

7. Supporting the national “Wyland Mayor’s Challenge For Water Conservation” in the Town of Surfside; directing the Town Clerk to transmit a copy of this resolution to the Florida Legislature, the South Florida Water Management District, the Board of County Commissioners of Miami-Dade County and all the municipalities of Miami-Dade County.

8. Supporting and endorsing the Miami-Dade Parks and Open Space Master Plan; directing the Town Clerk to transmit a copy of this resolution to the Miami-Dade County Board of County Commissioners.

9. Amending the Annual Budget Resolution adopted for Fiscal Year October 1, 2015 to September 30, 2016; for the purpose of amending the Annual Budget in the General Fund, Capital Project Fund, Municipal Transportation Fund, Municipal Parking Fund and Solid Waste Fund; and other adjustments to the budget.

Codes Prohibit Loud Noises in Surfside The purpose of the Town’s Noise Ordinance is to control noise and the nuisance created by it. Under Section 54-78 of the Town’s Code of Ordinances, certain noises are prohibited at all times and places within the Town. Prohibited noises include: • Horns and signaling devices on motor vehicles.

• Radios, phonographs, musical instruments or other sound producing devices.

• Loudspeakers, amplifiers and other devices which cast sound upon public streets.

• Yelling, shouting, whistling or singing in public between 11p.m. and 7 a.m.

• Animals, birds and other pets that cause long continued noise.

• Loud lawn mowers, hedge clippers and other mechanical devises.

• Firecrackers and fireworks.

• Noisy commercial vehicles on public streets after 6 p.m.

In general, any noise that is loud and excessive or continuous in nature will constitute a violation of the Noise Ordinance. If the noise disturbs the peace, quiet and comfort or your neighbors, or the volume of the noise is louder than necessary for the convenient hearing of a person of normal hearing who is in the same room, then you may be cited for a noise code violation.

From 11 p.m. to 7 a.m., any noise that is plainly audible at a distance of 50 feet from a building, structure or vehicle is considered a violation of the noise ordinance.

The current civil penalty for violating the Town’s Noise Ordinance is a $100 fine, which must be paid or appealed within 20 days of the issuance of the civil citation. If the issuance of the citation is appealed to the Town’s Special Master, then the fine, if you are found guilty, may increase up to $250, or $500 if the case is considered as a repeat violation.

POLICE BEAT Sign Up To Receive Emergency and Traffic Notifications Residents can sign up to receive CodeRED emergency alert messages issued by the Surfside Police Department.

The system enables the Police Department to deliver emergency notifications and/or informational messages, including evacuation notices, missing child alerts, boil water notices, fire/flood disasters, health related notices and traffic advisories.

The notifications and advisories are sent out as voice messages and text messages to registered telephone, cellphone and email addresses of Town residents and businesses. Residents can easily register by accessing the Town website, www.townofsurfsidefl.gov, type in “Code Red” in the search bar and the first entry will display the link to register for the CodeRED System. There is also a CodeRED app available for your cell phone and you may register via the app.

“The CodeRED system is only as good as the database supporting it. If your phone number or email is not in the database it will not be called. In an emergency situation, early notification can help save lives,” said Surfside Police Chief David Allen. He encourages all residents and busi-

A recent “Bike with the Chief” group pauses for a photo along the bay front. The monthly afternoon event leaves from Town Hall at 5 p.m., usually on the last Wednesday of the month. The next ride will be May 25.

Nearby Beaches Allow Dogs in Water In Surfside, residents can walk their dogs with a leash on the hard pack. For those who want to take their dog east of the dune line to the soft sand and surf, they have two nearby options: • Haulover Beach. From 8 a.m. to 3 p.m., Wednesday, Saturdays and Sundays, in designated beach area near lifeguard tower #3 only. Dogs are welcome with their companions on the portion of the beach directly across from the bark park and accessible through parking lots #3 and #4. $2 user fee, per vehicle, cash only.

• Bark Beach at North Shores Open Space Park. Between 80 and 81 Streets, entrance on Collins and 81st St. Friday, Saturday & Sunday from 3- 7 p.m. Limit two dogs per owner. Non-resident of Miami Beach cost is $25, cash only. Annual passes are available.

SURFSIDE HURRICANE PREPAREDNESS

Hurricane season is from June 1–November 30. Surfside residents should ALWAYS be prepared for any storm.

BEFORE THE STORM Be Prepared: Purchasing supplies once a storm is threatening is expensive and strenuous. Shopping for items a little at a time before an event eliminates the stress and avoids long lines and empty shelves. Before the storm approaches make sure you have the following items: • Food • Water (Store enough water for drinking, bathing, cooking for all members of your family including pets) • Health & First Aid • Storage (Protect important documents in zip locked bags such as: birth certificates, social security cards, insurance documents, etc.)

• Cleaning & Supplies ( disposable eating utensils, mosquito repellent, gloves, liquid soap) • Tools (flashlights, batteries, pliers, hammers, goggles, dust mask, screwdrivers, etc.)

• Generator • Battery Operated Radio • Special Items (spare eye glasses, diapers, wipes) • Auto fuel (Make sure your gas tank is full) • Money – ATMs will likely be down during and after a storm, make sure you have cash on hand if needed.

• Charge your cell phone.

Important details Pets: In addition to food, make sure pets (cats/dogs) have identification tags and working pet carriers and leashes.

Shelters: Keep maps and numbers of your nearest shelter in case of emergency evacuations. (If you have pets call ahead to locate shelters that allow pets).

Photos: Take pictures of your property before and after the storm for insurance purposes.

LANDSCAPE Properly pruning trees and shrubs before a storm can reduce the debris that may become airborne. Proper pruning also increases the likelihood that a tree can weather a storm. Consult or hire a certified and licensed arborist prior to tree pruning. Landscapers hired to maintain residential and commercial properties must remove vegetation including grass/tree clippings.

Do not begin pruning or cleanup activities or place trash on the curb during a Hurricane Watch or Warning.

IF A STORM IS IMMINENT Protect the areas of your home where wind can enter. Secure indows and doors, preferably with permanent Countyapproved storm shutters.

A second option is to board up windows with 5/8” plywood. The boards should already be cut to fit and ready for installation.

Note that tape does not prevent window damage.

Bring in lawn furniture, garbage cans, bins and other items that are not secured and could become airbourne.

If you own a boat, use double lines at the marina. If it is trailered and cannot be garaged, stake it to the ground with rope and fill the hull with water.

Monitor the storm’s progress regularly. Visit www.miamidade.gov or call 311 for updates on services. Depending on conditions, bus, rail, garbage and recycling services, as well as airport and seaport operations will be affected.

If an evacution order is given, you must leave the area and move to a location outside the evacuation zone. Make sure you take your local identification, so you can return after the storm. Turn off your electricity at the main breaker. Unplug appliances.

FLOODING The Town of Surfside is a coastal community. Storm surge and flooding is possible during a hurricane.

The Town of Surfside is currently operating on a storm drain pump system, which helps clear out flood waters quicker than expected. If electricity is lost the pumps become less effective causing water to clear out at a slower gravity flow rate.

EMERGENCIES USE PHONES ONLY FOR EMERGENCIES. Call 911 only for life-threatening situations. After the danger of the storm is passed, call police or utility companies immediately to report hazards such as downed power lines, broken gas or water mains, overturned gas tanks, etc.

(STAY AWAY FROM DOWNED POWER LINES) Do not drive or walk through standing water.

PARKS & RECREATION Beach Plantings and Educational Fair at Surfside’s Earth Day On April 17, Surfside celebrated Earth Day with volunteers who planted native coastal shrubs along the dunes and enjoyed an educational resource fair featuring a dozen local organizations. Families and business employees picked up shovels to plant bay cedars, saw palms, and sea oats to replenish the dunes.

A highlight of the day was a bird release led by the Pelican Harbor Seabird Station, who also received a donation from the Town. There were also refreshments, plant give-aways, arts & crafts and music. Thanks to the Youth Environmental Alliance all the Town Departments and members of the Commission who participated in the event.

PARKS & RECREATION What a Break! Spring Camp at Surfside Surfside’s Parks & Recreation Department hosted another successful Spring Break Camp, offering children a variety of activites, including surfing, paddle boarding, obstacle races, sand castle building, arts and crafts and cooking projects.

Splashing Into Spring at Aquatic Center Spring was in the air – and water – as Surfside youngsters splashed into the Sand Dollar Key pool to collect plastic ducks, eggs and other goodies at the annual Splash into Spring event.

The Town of Surfside is proud to announce our 2016 Summer Camp. We have planned a variety of new recreational activities including arts & crafts, sports, themed activities, field trips and more.

Our program is designed to provide each camper with a safe, positive and enriching environment.

The Town of Surfside Parks and Recreation Department is proud to announce the return of our Teen Camp. The camp is provided for children between the ages of 12 – 15 years old. The teen camp will provide an opportunity for children to learn hands on pre-counselor training skills and enjoy their summer by participating in age appropriate activities for teens.

All participants have the opportunity to participate as a CIT twice a week. Campers will receive service hours for hours volunteered.

Our program is designed to provide each camper with a safe, positive and enriching environment.
