We joyously welcomed the New Year, bidding farewell to the old and ushering in 2024 and all the excitement it brings. Additionally, allow us to observe Martin Luther King Jr. Day, honoring a significant advocate for equality and fairness for all. As we embark on this chapter, let’s embrace opportunities for kindness and growth.

Remember, each day is a chance to make a positive difference in our community. Please take part in the Surfside Safe Streets – Community Survey as the information will be useful in 2024 in order to prioritize traffic calming and walkability safety measures. You can drop off a hard copy at Town Hall! COMMISSION ACCOMPLISHMENTS FROM THE DECEMBER COMMISSION MEETING

Approved an agreement for a more sustainable, on-demand transportation service via Freebee ride share.

Entered into an agreement with Florida Department of Transportation that allows the Town to install new sidewalks throughout Town.

Certified the results of Surfside Special Municipal Elections held November 7, 2023.

Provided a $10,000 donation to Ruth Broad Bay to assist the school.

Commission Your Voice Matters in Action A MESSAGE FROM THE SURFSIDE TOWN COMMISSION For many of us, our home and its contents represent our greatest investment. As you prepare for the future, we encourage property owners to consider flood insurance for your building and its contents. If you are renting, get insurance to cover your personal items.

The fact that some properties are not in high-risk flood zones does not assure against flood damage. In fact, nearly 25% of flood insurance claims come from buildings located in moderate to low-risk flood zones. A few inches of water can cost thousands of dollars in damage to walls, floors, furniture, carpets, electrical equipment, and appliances. Damage from rising waters is not typically covered by homeowner, business, or renter’s insurance policies. These facts should make flood insurance an important consideration for everyone. Fortunately, flood insurance is available to property owners and renters in the Town of Surfside.

If you don’t have flood insurance for your property and its contents, contact your insurance agent, or go to floodsmart.gov website. You can contact the Town Building Department at (305) 861-4863 ext. 231 for flood insurance advice.

IT’S NEVER TOO EARLY TO PREPARE FOR HURRICANES AND FLOODING Local Flood Hazard Any storm surges experienced here will most likely be because of a hurricane or tropical storm, typically from June 1 through November 30 each year. Storm surge may flood the entire Town. Be prepared to evacuate. Flooding can also occur due to heavy rains over a short period of time, especially at times of high tide.

Town Flood Services To assist residents in understanding the flood damage threat and the effects on construction, remodeling and maintaining buildings, the Town offers the following services to residents: To find out which flood zone a property is located in, if it is susceptible to coastal erosion and/or sea level rise, if the area has had previous flooding problems, and consultations on the Substantial Damage/Improvement 50% rule, site specific elevations for mechanical equipment, elevation certificates, flood mitigation financial assistance advice, general information and brochures. Town Staff will offer advice and visit properties upon request to review flood problem and explain ways to stop or prevent flood damage. Please contact the Town’s Building Department at (305) 861-4863, Ext. 231.

Drainage System Maintenance A serious risk to the safety of residents is the blockage of catch basins by debris which prevents proper drainage of storm water. The Town sweeps the streets regularly and monitors all catch basins after each storm event. It is unlawful to deposit any form of debris, including grass and other forms of yard clippings, into any catch basin serving the town’s storm drainage system, any public street or alley, or into any waterway within the town. As a resident, you can help. Please contact Town Hall (305) 861-4863 if you see or know of anyone illegally dumping materials in the Town.

Flood Safety Monitor a NOAA Weather Radio for weather conditions. Have extra batteries on hand.

Stay away from power lines and electrical wires! Electrical current can travel through water. Immediately report downed power lines to Florida Power & Light (FPL) at 1-800-468-8243.

Do not walk through flowing water! You can be knocked off your feet.

Floodwaters could be contaminated with toxins.

Look out for animals! Small animals, such as snakes and fire ants that have been flooded out of their homes may seek shelter in yours.

Look before you step! After a flood, the ground and floors are covered with debris including broken glass and nails. Floors and stairs that have been covered with mud can be very slippery.

Flood Warning System In cases where flooding might occur, local radio and television stations and The Weather Channel will provide critical information as part of the Emergency Alert System. Emergency information and evacuation routes are available on the Town’s website at townofsurfsidefl.gov. In the event of a hurricane, all residents are required to evacuate when ordered by the Mayor of Miami-Dade County.

Each resident should make plans well in advance of the emergency.

Public emergency shelters should be your last resort. Sign up for “Alert Surfside” on the town’s website by clicking on “Sign Up For Alerts” or from the Surfside Police Department by calling 305-861-4862 ext. 210, or text SURFSIDE to 88877 to register. The Surfside Resident Storm Hotline number is (305) 993-1070.

Protect Your Property from Flood Damage • Clear drains, gutters and downspouts, trim trees, secure loose outdoor items or take them inside.

• Raise furniture and electrical equipment off the floor, and unplug electrical equipment that is not needed for the emergency.

• Check your building for water entry points, such as doors, low windows, and dryer vents. These can be protected with low walls, berms, or temporary shields.

• Call the Town Building Department at (305) 861-4863 for more information or search the Miami-Dade County Library catalog for the “flood damage prevention” subject or “FEMA” as author.

Flood Insurance Two types of flood insurance coverage are available; building and contents coverage. Renters and owners should purchase contents coverage.

Flood insurance coverage on a building may be mandatory for some mortgage or home improvement loans. Be sure to purchase contents coverage. FEMA has implemented Risk Rating 2.0: Equity in Action, that considers rebuilding costs as well as a property’s unique flood risk.

Purchase flood insurance now, as there is usually a 30-day waiting period before a flood insurance policy takes effect.

Commission Your Voice Matters in Action MAYOR DANZINGER FEATURED AT MIAMIDADE MAYORS PRESS CONFERENCE DENOUNCING ANTISEMITISM As cases of antisemitism continue to rise throughout the world, Mayor Danzinger recently attended various events in an effort to support the Jewish community.

On Dec. 12, Mayor Danzinger joined community leaders including 9 mayors to speak during the Miami-Dade Mayors Press Conference Denouncing Antisemitism hosted by the Greater Miami Jewish Federation’s Jewish Community Relations Council (JCRC). News cameras were on hand as the group came together to condemn the global rise of antisemitism and stand in solidarity with Israel.

MAYOR DANZINGER MEETS WITH THE MAYOR OF HIALEAH Last month, Mayor Danzinger took time to meet with Mayor Bovo from the City of Hialeah. The two discussed potential areas of synergy and future collaborations.

E.L.F. SEASON COMES TO TOWN In the spirit of the holiday season, the Town participated in the Florida League of Cities’ Exceptional Leader of Florida (E.L.F) photo campaign which involved capturing a pair of mischievous elves discovering the Town and even meeting some of its most important residents!

The two were even spotted at the December Town Commission meeting.

The same sentiment was echoed at Haulover Park just a few days prior when Mayor Danzinger joined State Representative Fabian Basabe for a Kite Flying Rally for Israel alongside law enforcement officers from Miami-Dade County.

From Public Works -In a heartwarming tradition that has become synonymous with community spirit, Dorit Weintraub, a cherished resident of the Town of Surfside, continues to spread holiday cheer by providing a special breakfast for our dedicated Solid Waste department each year during the week of Thanksgiving.

Her generosity goes beyond the act of serving breakfast; it serves as a testament to the strong sense of community that defines Surfside. The thoughtful gesture not only nourishes the hardworking individuals in the Solid Waste department, but also fosters a sense of camaraderie and appreciation for their tireless efforts.

As we express our deepest gratitude to Dorit Weintraub and her family, we recognize her as a shining example of the community values that make Surfside a truly special place. Her annual act of kindness exemplifies the power of individuals to make a positive impact and reminds us all of the importance of giving thanks, not just during the holiday season, but throughout the year.

TEMPORARY SIGNS From Code Compliance - The Town of Surfside’s code regulates temporary signs under code section 90-74. Political campaign signs fall under this category.

Some of the provisions state that: • “Three professionally lettered temporary signs shall be permitted per street or building frontage”

TOWN CODE SECTION

• “The maximum sign area shall be three square feet per sign”

90-74

• “Such sign shall be located outside of any sight visibility triangle. No portion of the sign shall extend across the property line.”

TEMPORARY SIGNS

Temporary signs, to include political campaign signs, may not be erected or displayed more than 90 days prior to the event, and all signs must be removed no later than seven (7) days after the event or occurrence.

All signs must be professionally lettered, and may not be lighted or illuminated in any manner. Additionally, no sign may be affixed or attached in any manner to the surface of any public street, public right-of-way, easement, sidewalk, curb, street pole, or any other public property or public place. Any signs in violation of this regulation will be removed and destroyed by the Town without prior notice.

News From Town Hall REMINDER ABOUT TRASH PICKUP SCHEDULE From Public Works - The Town of Surfside maintains an efficient trash pickup schedule, with our dedicated sanitation crew diligently collecting waste from Monday through Friday. Residents are kindly reminded to return their trash bins to their properties promptly following the final pick-up on Friday.

It is imperative that all garbage containers feature a secure, tight-fitting cover, which should be kept closed at all times. This precautionary measure aims to prevent wildlife interference and discourage animals from rummaging through the trash.

To streamline the disposal process, we encourage residents to flatten cardboard boxes and adequately bag or secure any vegetation debris before the scheduled pick-up day.

Furthermore, we would like to bring to your attention that all commercial gardeners are required to remove cuttings and trimmings from the Town.

Failure to comply may result in notices from the Code Compliance Division, as we strive to maintain a clean and orderly community.

For your convenience, the solid waste schedule is outlined as follows: • Monday/Tuesday: Vegetation debris (generated by property owners, not commercial landscapers) • Wednesday: Bulk waste collection

TOWN WEBSITE REDESIGNED Surfside’s Town website, www.townofsurfsidefl.gov, recently unveiled a new look!

While the redesign is built on the previous platform, it introduces a sleeker, more modern design that makes better use of the available content space.

Users will find the new site easier to navigate, particularly when searching through Departments. The redesign adds new departmental homepages for each of the Town departments which include a hero image and carefully organized links. Much of the previous duplication and outdated information on the former site has been removed ensuring current content will be easier to sort through.

On the ADA side, the Town’s website has been redeveloped from the ground up with a strong commitment to accessibility. In our dedication to inclusivity, we have integrated ADA compliance principles throughout the design and functionality of the site. Our design incorporates accessibility features such as a web reader, larger font sizes and higher color-contrast ratios. These considerations reflect our commitment to making our content easily accessible to all individuals, regardless of their abilities. As the site continues to grow, we will strive to maintain compliance with the latest accessibility standards. We believe in creating a digital space that is welcoming, user-friendly, and inclusive for everyone.

News From Town Hall DECEMBER WEBINARS SHINE A LIGHT ON CONDOMINIUM RESIDENTS Last month, a series of events were held pertaining to condominiums which provide homes for many of Surfside’s residents. The first event was held on Wednesday, Dec. 6. Mayor Danzinger was joined by Town Manager Hector Gomez, Building Official James McGuinness and Town Planner Judith Frankel to discuss questions pertaining to condo building laws, Town services to condo residents and new projects on the horizon. The interactive session also allowed residents to provide feedback and get their questions answered.

On Tuesday, Dec. 19, the Town held an additional webinar for Miami-Dade County’s Condo Special Assessment Loan Program. Town Manager Hector Gomez was joined

by Shawn C. Topps from Miami-Dade County’s Public Housing & Community Development team. Mr. Topps covered the Special Assessment Program which is designed to provide funding assistance to help condominium owners in the County pay for special assessment requirements that arise from rehabilitation and repairs due to applicable building integrity recertification requirements.

Police Beat POLICE DEPARTMENT ATTENDS ANNUAL MENTAL HEALTH EXPO Miami Beach Senior High, in collaboration with the PTSA, hosted their 3rd Annual Mental Health Expo on Dec. 13 onsite at the high school. Over 2,000 students participated in the diverse and numerous events of the day focusing on the importance of mental and physical well-being. Sergeant Diana Leon and Officer Mike contributed to the event.

SURFSIDE POLICE DEPARTMENT PARTICIPATES IN SHOP WITH A COP HOLIDAY INITIATIVE A “Shop with a Cop” event with Surfside Police Officers and department personnel was held on Dec. 16, at the Target in North Miami Beach, Florida. DAMAC graciously sponsored the event and generously donated $10,000.00 allowing each child to receive a $75.00 gift card to personally shop for their Christmas presents.

Thirty-one families and over 120 children had a very special and unforgettable holiday.

Police Beat PARKING OPERATIONS MANAGER ELINOR JOSEPH RECEIVES CIVILIAN OF THE MONTH AWARD

OFFICER MIKE CELEBRATES HIS 6TH BIRTHDAY On Monday, Dec. 11, Officer Mike celebrated his 6th birthday virtually alongside staff and remote participants. Since his arrival in 2022 after the 2021 building collapse, Officer Mike, who was specially trained by the K9s for Warriors organization, has brought companionship, relaxation and lots of wags to Town Hall and the entire Surfside community.

Officer Mike is trained to lower anxiety and stress among officers. K9s For Warriors is the nation’s largest provider of trained Service Dogs for military veterans suffering from PTSD, traumatic brain injury, and/or military sexual assault.

On Nov. 20, Surfside Police Officers handled a critical incident that involved a hit and run accident wherein the driver bailed out of the vehicle fleeing on foot into the residential neighborhood. Multiple police agencies responded and a perimeter was established.

The communications unit was overwhelmed with phone calls from concerned residents and continuous police radio traffic. Mr. Joseph understood the urgency of the situation recognizing the need for additional support in the Communications Unit. Mr. Joseph took the initiative to assist the communications operator with the radio telecommunications along with the mobile responsibilities of reassuring distressed residents’ civilian safety was of utmost priority. The driver was apprehended and charged with multiple felonies subsequently the stolen vehicle was recovered.

Mr. Joseph embodies the Police Department’s core values pride, respect, integrity, dedication and excellence. He is commended for his positive outlook and going above and beyond the call of duty. Mr. Joseph’s praiseworthy actions demonstrate his work ethic and professionalism.

Congratulations to Parking Operations Manager Elinor Joseph as the recipient of the November Civilian of the Month award…well deserved!

It Starts In Parks SWIMMING IN A WINTER WONDERL AND While this year’s Annual Parks and Recreation Winter Wonderland event may not have been blessed with the sunniest of forecasts, Town staff was on their toes and quick to make adjustments ensuring the show did go on. South Florida was in the midst of a weather disturbance during the event’s week; however, the celebration was still able to be held indoors, albeit without the traditional snow component. Thank you to everyone who attended!
