Town Managerâ€™s Message October 1st marks the beginning of our new fiscal year and adopted budget. We are thrilled about what this means for Surfsiders. Residents can benefit from a plethora of exciting initiatives planned over the next year with the goal of continually enhancing service levels and quality of life in Surfside. Along with meeting the growing needs of the community, our main objective in FY 2019 is to increase our healthy reserves for long-range financial planning and future needs. Hurricane season is a reminder of just how important it is to continue building our reserves and disaster relief fund and to not become complacent in the event of a major storm. Additionally, our Mayor, Town Commission and Town Administration have been hard at work to secure funding for a beach renourishment project. We look forward to sharing details of this multiple phase project and to keeping our residents informed - every step of the way. - Guillermo Olmedillo, Town Manager

Surfside Improves Community Flood Rating The Town of Surfside received a certification from the Federal Emergency Management Agency for improving its rating under the National Flood Insurance Program to a Class 7 in the Community Rating System (CRS). The CRS classification is determined by credit points earned for public information, mapping and regulations, flood damage reduction and warning and response.

SUMMER IS ENDLESS AT SURFSIDE BEACH Residents and guests gathered on Surfside beach to enjoy the summerâ€™s final First Friday event on September 7, 2018. The breezy afternoon included family yoga, drumming, made-on-the-spot poems, games, healthy bites, a hula dancing show and give-ways.

CODE COMPLIANCE CORNER

Overgrown Grass and Vegetation

Your Code Compliance Team is on the lookout for properties that have overgrown lawns and other vegetation. The Surfside Town Codes require all property owners to maintain their lawns, hedges, shrubs and trees to present the appearance of a healthy and well-maintained environment. If your grass exceeds eight inches in height, then you will receive a courtesy notice from a Code Compliance Officer. The letter will ask you to cut the grass within ten days. If the grass is not cut within the ten-day time period, then the Code Compliance Officer will issue a civil violation notice for the offense of failure to maintain your property in accordance with Town Codes. Some additional time will be allowed for you to cut the grass before a civil fine of $25 per day starts to accrue against the property. Fines continue to run until the grass is cut. In addition to the accrual of a civil fine, the Town Code allows the Code Compliance Officer to abate the violation by hiring a lot mowing company to cut the overgrown grass. The cost for this service will be billed out to the property owner, and must be paid to the Town within 15 days of invoicing. Otherwise, the Town is authorized to record a lien in the Miami-Dade County Public Records against the property for the work costs plus appropriate lien fees. The same process holds true for properties that have unmaintained hedges, shrubs and trees. The Surfside community enjoyed a visit from NBC6 CafĂŠ on Friday, September 7, 2018 along with Y100. They broadcasted live from the Community Center and provided free breakfast and giveaways for residents and Town staff.

New Charger Revs Up Electric Car Drivers A new Blink Level 2 electric vehicle charger has been installed in the northeast corner of the Town Hall parking lot, replacing the previous one. The safe, user-friendly charger is convenient for electric car drivers visiting Town Hall. The stylish pedestal has a large screen to provide instructions and features a long cable and easy connecting. A parking spot is reserved for electric vehicles using the charger.

CITIZENS POLICE ACADEMY UNDERWAY

Chief Julio Yero and the Surfside Police Department Command Staff welcomed participants of the Surfside Police Department’s 17th Annual Citizens Police Academy on September 6, 2018. In the first session, attendees were fortunate to receive a presentation on the Fundamentals of Law taught by Senator-Elect for District 38 Jason Pizzo (bottom). The class also received a K-9 demonstration from the North Miami Beach Police Department and Sunny Isles Beach Police Department.

Surfside Tourism Campaign Wins at the Flagler Awards Last month, the Surfside Tourist Bureau attended the Florida Governor’s Conference on Tourism and came home with three awards for the Uptown Beachtown Marketing Campaign. The awards include a “Henry” (aka Gold) for Resource/Marketing Material, a “Best in Show” Henry for Surfside’s Wish You Were Here and 360° Videos on Social Media, as well as a Bronze Award for additional Social Media Marketing efforts.

TOWN COMMISSION ACTIONS AT THE SEPTEMBER 12, 2018 MEETING RESOLUTIONS

1. Recognizing Florida City Government Week on October 22-28, 2018 and encouraging all citizens to support the celebration and corresponding activities. 2. Approving the Engagement Letter with Marcum LLP for financial auditing services for fiscal year ending September 30, 2018. 3. Approving an Interlocal Agreement with Miami-Dade County to allow the Town, pursuant to Section 8CC-11 of the Miami-Dade County Code of Ordinances, to enforce Section 21-81 of the Miami-Dade County Code. 4. Approving UnitedHealthcare to provide employee health insurance, Guardian to provide dental and vision coverage, and Mutual of Omaha to provide life and disability insurance to town employees for Fiscal Year 2018/2019.

5. Relating to solid waste management services, including collection, disposal and recycling of solid waste in the Town of Surfside, Florida; amending the initial assessment resolution; establishing the rate of assessment; imposing solid waste service assessments against assessed property located within the Town. 6. Adopting a proposed millage rate of 4.500 mills for the Fiscal Year commencing October 1, 2018 and ending September 30, 2019, which is less than the rolled back rate computed pursuant to state law by 7.15%. 7. Adopting a tentative budget for the Fiscal Year commencing October 1, 2018 and ending September 30, 2019. VOTED TO ADOPT THE FOLLOWING ORDINANCE ON SECOND READING 1. Amending Chapter 90 “Zoning” of the Town of Surfside Code of Ordinances to abolishing the Design Review Board, modifying the Planning and Zoning Board membership and responsibilities, abolishing the development impact committee, and revising the Design Review Group review requirements.

ACCREDITATION TEAM INVITES PUBLIC COMMENT ON SURFSIDE POLICE DEPARTMENT

The Surfside Police Department is an Accredited Law Enforcement Agency though The Commission for Florida Law Enforcement Agencies (CFA), Inc. The Surfside Police Department successfully achieved initial CFA accreditation in 2009, and re-accreditation in 2012 and in 2016. The Surfside Police Department is proud to be an accredited law enforcement agency, which demonstrates that the agency is committed to the highest standards of professional law enforcement service. A team of assessors from the CFA will arrive on November 27, 2018 to examine all aspects of the Surfside Police Department’s policies and procedures, management, operations and support services. The Surfside Police Department must comply with more than 250 standards to receive reaccredited status. Many of the standards are critical to life, health and safety issues. As part of the on-site assessment, Surfside Police Department members and the general public are invited to offer comments to the assessment team. A copy of the standards is available through the CFA’s website: www.flaccreditation.org/standards.htm. The assessment team is composed of law enforcement practitioners from similar agencies. The assessors will review written materials, interview individuals and visit offices and other locations. When CFA assessors complete their review, they report back to the full Commission which will decide reaccredited status. The Surfside Police Department’s reaccreditation occurs every three years. Verification that the Surfside Police Department meets the Commission’s standards is a highly prized recognition of law enforcement professional excellence.

OFFICERS OF THE MONTH - AUGUST 2018

A Surfside resident notified Sgt. Marian Cruz that he received an email about a new unauthorized credit card being shipped to his home. His suspicion lead him to review his home surveillance and saw a male remove a FedEx package containing a previously delivered credit card. Sergeant Cruz quickly established a surveillance team to watch the victim’s residence. Detective Dulaney saw a FedEx driver deliver an envelope by the front door and then observed a vehicle parked across the street. A man exited the car and took the package. Detective Dulaney signaled for a traffic stop on the subject. The FedEx package was located under the passenger side seat. Also in the car was a list of addresses, including a second Surfside resident. Then a report that another package had been delivered by FedEx to that Surfside residence. The package also contained a credit card that had not been authorized. The Sgt. Marian Cruz, Chief Julio Yero, subject was placed under arrest. Detective Dulaney coordinated the search of the Det. Diana Dulaney subject’s Doral hotel room with detectives from the Doral Police Department. Two more additional stolen credit cards were found, adding additional charges. The subject was a Belgium national being paid $7,000 to pick up packages and send them to London.The subject was arrested and charged with four counts of possession of stolen credit cards. Through their diligence, quick response, professionalism and experience, Sergeant Cruz and Detective Dulaney stopped a criminal fraud ring with possible international connections. Congratulations! CIVILIAN OF THE MONTH - AUGUST 2018

From June 14–August 2, 2018, Executive Assistant Dina Goldstein organized, directed and coordinated the Police Department’s 10th Police Summer Teen Camp. The logistics include managing and scheduling classes, instructors, transportation, refreshments, venues, equipment, certificates and the graduation ceremony. The workload to continue this program to be successful and educational each year is considerable and extremely challenging. Dina did all of this expertly in addition to her regular duties. This year new instructors were added and new classes were implemented. The teen camp was exceptional and thoroughly enjoyed by the participants. John Healey was recently sworn in as the new lieutenant for the Surfside Police Department. Lt. Healey most recently retired as a 25-year veteran of the Las Vegas Metropolitan Police Department. There he served in numerous positions and was commander of high profile events. He rose through the ranks to lieutenant. Additionally, Lieutenant Healey is a 22-year veteran of the U.S. Air Force, serving active duty and in the reserves. He was recalled back to active duty after September 11, 2001 for 15 months and retired in January 2003.

Surfside Joins the International Coastal Clean-up

On International Coastal Clean-up Day, nearly 100 volunteers gathered at the Surfside Community Center, put on their hats and gloves and set out to make Surfside beach a cleaner, healthier and more sustainable ecosystem. Volunteers, who included residents and local boy scouts and girl scouts, collected more than 70 pounds of plastic trash such as caps and straws, as well as micro-pieces of plastic that is dangerous to fish, birds and turtles. Catching a Wave of Summer

The Surfside Parks and Recreation Department recently hosted the 7th Annual Surf and Watersports Adventure Camp. The camp is an inclusion camp that includes and is open to children diagnosed with Autism Spectrum Disorders as well as other behavioral and social challenges, and children who carry no diagnosis or have no behavioral/social challenges who serve as peer models. The happy campers enjoyed learning to surf, kayak and paddle board. When they were not busy catching waves, the children played together on the beach and in the Community Center pool, engaging in various games and making new friends. The event is sponsored by the Pediatric Psychology Associates’ Growing Tree Foundation, a non-profit organization created to help increase accessibility to their exceptional services within the South Florida community.

Ready for the October King Tides? King Tides are the highest tides of the year and in South Florida occur during September, October and November. This fall, higher than predicted tides may result in street flooding. Please see the schedule below, along with tips to stay safe and dry. • October 6 - 12 • October 24 - 28 • November 4 - 9 Tide predictions are provided by the National Oceanographic Atmospheric Administration (NOAA). King Tide tidal flooding takes place 1.5 - 2 hours before and after high tide. Driving through floodwater is not advisable as it may be deeper than it appears and unseen debris could damage your vehicle. Do not park your vehicle in low lying areas. Do not enter floodwater or allow children OCTOBER 2018

to play in floodwater. It may contain unseen hazards such as trash and pollutants, wildlife, broken glass and other debris. Those who come into contact with floodwater, should clean themselves with soap and hot water. Boaters should be aware that king tides can cause lower clearance levels than normal under fixed bridges. Properties in low lying areas should use flood mitigation options such as sand bags. During King Tides, tidal forces from the sun and moon influence not only the bodies of water, but the groundwater below our feet! A higher groundwater table reduces the capacity for soils to store rain water, which may cause additional flooding when coupled with high tides and rain.
