Message from the Town Manager While the majority of the country experiences frigid weather, we hope you are soaking up the sun in our beautiful Town. There are plenty of ways to enjoy the outdoors this month.

Consider signing up for the annual Surfside Beach 5k Run/Walk on Sunday, February 24. It is an excellent opportunity to meet neighbors and enjoy our beach. The Surfside Tourist Bureau is hosting a Bootcamp & Brews on February 7, as well as the popular Third Thursdays block party which returns February 21. For history buffs, save the date for a Surfside History Walking Tour led by HistoryMiami’s resident expert Dr. Paul George. Spaces are limited and fill-up quickly so be sure to RSVP in advance. The next available tour takes place on March 31. Details about these events and more can be found on pages 2 and 7 of the Gazette.

For the community’s continued benefit, the Surfside Tourist Bureau is also sponsoring a free electric golf car shuttle which runs daily throughout February. Hop on for a quick, fun and energy-efficient way of getting around Town. The shuttle route is on page 4.

Keeping residents informed continues to be a top priority, which is why we are debuting a “Surf’s Up” column in the Gazette (page 2). The new column is dedicated to providing updates on the important Spring 2019 beach renourishment project. We also encourage residents to participate in the Preferred Communications Survey (page 3).

Information gathered from this survey will help us further enhance communication efforts.

THIRD THURSDAYS IN FEBRUARY The Surfside Tourist Bureau will kick off the annual Third Thursdays block parties on February 21, 2019.

This year will mark the 11th year return of the popular free community event featuring food, live music and entertainment, as well as healthy living and well-being activities for the entire family.

Mark your calendar for the Third Thursdays of the month, 6-9 pm, February-April, 2019 on 95th Street between Collins and Harding Avenues. The February 21 theme is Sweet Sounds & Culinary Delights, with rotating chef demonstrations by Chef Michael Bianchi, owner of 5 Senses Catering; Matteo Caboni, Chef de Partie at Hotel Casa Tua and Tim Andriola of Timo Restaurant and Bar. There will also be an herb planting station, live music by Brothers of Others and more!

HISTORICAL WALKING TOURS OF SURFSIDE The Surfside Tourist Bureau is hosting historical walking tours of the Town on Sunday, February 17, 2019 at 11 am. and Sunday, March 31, 2019 at 11 am. Starting from the Community Center, HistoryMiami’s Resident Historian, Dr. Paul George will lead a one hour walking tour of Surfside. Enjoy this complimentary, informative walking tour that ends in downtown Surfside.

For the latest beach happenings, be sure to check out the new Surf’s Up Corner each month.

In the first update, the Town of Surfside is devoted to keeping residents informed about the upcoming beach renourishment project which is anticipated to start this spring. However, it is important to note the project could be impacted by the government shutdown.

The U.S. Army Corps of Engineers and Miami-Dade County will address the critical erosion by using approximately 330k cubic yards of beach quality sand to renourish the public beach in Surfside. To learn more, view the Frequently Asked Questions found on the Town website and/or attend the Beach Renourishment Community Meeting at 6 pm on Wednesday, February 13 in the Town Hall Commission Chambers.

CODE COMPLIANCE CORNER

CODE COMPLIANCE PROCESS

The mission of the Town of Surfisde Code Compliance Division is to inform the public of the Town Code and the fundamental principles behind the laws and ordinances as well as the many benefits of compliance.

Code compliance officers perform pro-active and reactive property inspections to ensure that zoning, regulations and property and building construction standards are followed and maintained. The officers work with affected parties to achieve voluntary compliance in public health, life safety, nuisances and quality-of-life issues.

The code compliance process is regulated by State law and our Town Code of Ordinances. Upon receipt of a complaint or direct observation of a code violation, the code compliance officer will gather evidence to document the violation and makes an initial contact with the property owner where the violation has occurred. The contact is usually made in person and/or by a Courtesy Letter that explains the nature of the code violation.

The code officer sets a reasonable time period for the property owner to correct the code violation.

If the property owner fails to correct the code violation within the Courtesy notice time limit, then the Code Officer issues a Civil Violation Notice to the property owner. This notice establishes a deadline date for compliance to be achieved. The notice also gives the property owner a specific date and civil fine amount that will be assessed against the property.

If the code violation is not resolved, then the property owner is sent an Affidavit of Default informing that a compliance hearing will be scheduled before the Town’s Special Master to obtain an enforceable order to comply and/or pay civil fines. Failure to pay imposed fines will result in the recording of a lien against the property in the Miami-Dade County public records. In certain cases, the civil fines begins immediately. This is when the code violation is irreversible or not repairable, involves a public health or life safety issue or is a repeat violation. IMPORTANT NOTICE FROM THE UTILITY DEPARTMENT

Effective December 2018, customers will receive a temporary reduction to the County Tax line items on their water bill due to a retroactive adjustment to the water & sewer tax. For questions, call (305) 861-4863 and dial “0” between 9 am and 5 pm, Monday-Friday.

PUBLIC WORKS STAFF MAINTAIN STORMWATER STRUCTURES FOR SAFTY AND EFFICIENCY As part of the Town’s infrasturcture maintenance, the Surfside Public Works Department regularly inspects stormwater structures such as catch basins and inlets for obstructions and any defects that may impede the proper working of the system (at right). They also inspect the structures for safety.

Various stormwater structure tops were identified to be an issue in high volume areas and were changed out during evening hours (far right).

RESOLUTIONS

1. Approving Fiscal Year 2018/2019 Police Forfeiture Fund Expenditures.

2. Approving the purchase of police vehicles and equipment; providing for a waiver of competitive bidding.

3. Re-establishing the Downtown Vision Advisory Committee; adopting the Committee’s Charter and organizational structure.

The Town of Surfside is now accepting applications for a new Downtown Vision Advisory Committee (DVAC).

SHUTTLE AVAILABLE IN FEBRUARY

A six-passenger fully electric golf cart shuttle will be available seven days a week through February 2019. The hours will be 10 am to 2 pm and 6 to 10 pm. The shuttle will start at 87th Street and Collins Avenue bus stop and will stop at each hotel, downtown Surfside on 95th Street, and end at the 86th Street and Harding Avenue bus stop. This hop-on/hopoff service is complimentary, and available to all visitors and Surfside residents. The service is sponsored by the Surfside Tourist Bureau.

The event was hosted by the Key Biscayne Police Department and their Chief Charles Press and the Miami Children’s Initiative.

The Season Comes Alive at the 10th Annual Holiday Toy Event

Children of all ages greeted Mr. & Mrs. Claus as they arrived at Town Hall on a shrieking fire rescue truck from Miami-Dade Fire Rescue Station 21 at the 10th Annual Surfside Police Department’s Holiday Toy event. With seasonal music playing, Santa and his team of elves (all Town staff in costume) danced on the sidewalk and led the children into the Commission Chambers where a mountain of donated toys awaited.

The children selected age-appropriate toys that brightened their holiday season. The office of Miami-Dade Commissioner Sally Heyman donated skateboards which were raffled off during the party. A special thanks to all the supporters, the Police Department and Town staff who participated.

CIVILIAN OF THE MONTH EXECUTIVE ASSISTANT DINA GOLDSTEIN

Executive Assistant Dina Goldstein coordinated the 10th annual Surfside Police Department’s Holiday Toy Drive. This project includes advertising for donations of new toys and vetting and inviting families to the Toy Giveaway Party. Dina assorted hundreds of gifts by age and displayed them for the party. She arranged for Miami-Dade Fire Rescue to deliver Santa and his crew on a fire truck. Town staff were recruited to assist for registration, set-up, decoration, refreshments and cleanup, as well as dress up as Santa, Mrs. Claus and elves. Dina’s responsibilities included a pre-event meeting to assign duties, recognizing sponsors with plaques and sending out thank you letters. The well-managed event resulted in a spectacular day for the happy children and the parents. The Police Department thanks all who helped with this event and awards a special recongition to Dina for her unrelenting commitment and professionalism. Congratulations to Dina as Civilian of the Month…well deserved!

SGT. CRUZ & OFFICER LORENTE ATTEND FBI COMMAND LEADERSHIP INSTITUTE Surfside Police Department staff Sgt. Marian Cruz and Officer Alejandro Lorente attended the prestigious FBI Law Enforcement Executive Development Association (FBI-LEEDA). This Command Leadership Institute is a dynamic, intense and challenging five-day program specifically and uniquely designed to prepare law enforcement leaders for command level positions. The Institute’s focus is to provide real-life best-practice strategies and techniques for those aspiring to command level assignments. The training included members of law enforcement from throughout the nation.

Surfside’s Senior Brunch Bunch kicked-off the new year on January 11, 2019 with a well-attended presentation from Dr. Philip Bao from Mount Sinai Medical Center. A specialist in pancreatic cancer, he discussed the facts surrounding the disease and how to find the right treatment. Join us for the next Brunch Bunch on Friday, February 1.

Town of Surfside Higher Education Scholarship

The Town of Surfside Higher Education Scholarship funds will be awarded to the successful student applicants upon evidence of registration in an accredited post-secondary institution. The Town of Surfside would like to promote higher education by providing two $1,000 scholarships. The scholarships will be awarded to two deserving Town of Surfside graduating seniors interested in or intending to pursue post-high school course of study. Continuation of education must be at either college/university level or other post-secondary educational institution. The applicants will be selected by the Town of Surfside Scholarship Committee.

CRITERIA:

1.) Applicant must be a Surfside resident for at least 5 years.

2.) Applicant must be a graduating high school senior in the year of the award.

DEADLINE for all

applications is Friday, April 26th, 2019 by 5:00p.m.

NO EXCEPTIONS

3.) Applicant must have a minimum graduation GPA of 3.0.

4.) Applicant must have a financial need for the scholarship.

5.) Applicant must demonstrate a positive-impact through community/civic involvement as determined through letters of recommendation and responses included in the application.
