2015-16 Fiscal Year Budget Approved by Commission

On Monday September 21, the Surfside Commission approved the 201516 Fiscal Year Budget – which began on October 1 – based on the same millage rate as last year, 5.0293. The final approval marked the end of months of meetings, reviews, workshops and hearings. The work of Town staff and elected officials resulted in a budget that provides highest level of quality service for the lowest possible cost to residents. Within the approved budget, there are three overall funds: the General Fund, Capital Project Fund and the Enterprise Funds. In the past year, rising property values resulted in a increase of more than 12 % in Surfside’s total Certified Taxable Value (just over $1.5 billion). This increase generated $792,543 of additional tax revenues which will be used to replenish the General Fund Reserves and to fund capital projects. The Capital Project Fund includes funding for the second phase of financing a new Enterprise Resource Planning (ERP) system and includes Town Hall improvements, a new video production and camera equipment in the Commission Chambers for improved broadcasting of public meetings and the seawall repair. The Enterprise Funds include the Parking, Solid Waste Collection, Water and Sewer and Stormwater Funds. The solid waste residential rates will be reviewed at the beginning of the next calendar year and the solid waste residential revenues will be monitored during the year to ensure they are meeting operating expenditures and capital costs. The current water and sewer rates will also be analyzed during FY 15/16 to ensure sufficient revenues are received to meet operating and debt service ratio coverage.
