Town Manager’s Message Voter’s Guide

GAZETTE

The Town has prepared a Voter’s Guide on the seven Charter ballot amendments which will be presented to the electorate as part of the November 4 General Election. The guide will be mailed separately and will arrive at residences the week of October 6. The subject matters of the ballot measures concern the following Charter amendments: Qualifications for Office; Vacancy on Commission; Vacancy in Candidacy; Canvassing Board; Qualifying for Elected Office; Establishing Elected Officials’ Staggered Terms and Increasing Town Commissioners’ Terms from Two Years to Four Years; and Runoff Election.

The Shul Expansion Project A public hearing on the Shul’s expansion plan will be held on Tuesday, October 28 at 7:00 pm in the Town Commission Chambers. The Shul, located at 9540 Collins Avenue, is proposing a 51,850 square foot addition to their existing Place of Public Assembly. The proposed development will consist of a 5,123 square foot social hall/multi-use space to be used for assembly, eight classrooms for a Montessori preschool with up to 225 students, 16 classrooms for youth programs, multipurpose rooms, adult education and seven offices.

The Shul submitted its initial site plan application in 2012. The processing of the application included three Development Review Group (DRG) meetings. The members of the DRG include Town Planner, Engineer, Landscape Architect, Survey Professional, Traffic Engineer and Building Official. New Surfside Visitor Guide In the Works

What do you love about Surfside?

As marketing the Town of Surfside evolves through social media, the need for content grows exponentially. One campaign idea that will assist with this is to utilize members of the community to express the uniqueness of Surfside.

The Tourist Bureau is working with Jacober Creative on Surfside’s first ever Visitor Guide, to be delivered later this year. The guide will replace the current Business Directory and serve as a reference guide and marketing tool for downtown. It will also promote Surfside as a destination for tourists.

The Town Commission and Tourist Board will participate in a visual representation of what each member loves about Surfside. We would like (love) to hear from you. If you are interested in participating please send an email to DTavares@townofsurfsidefl.gov to introduce yourself and express your favorite thing about Surfside. You may be featured soon! Stay tuned for examples of this promotion.

On February 27, the Planning and Zoning Advisory Board recommended approval to the Town Commission of the site plan application. The agenda package for the February 27 meeting is available online under Town News at www.townofsurfsidefl.gov.

The site plan review process by the Town Commission was delayed several months due to a Comprehensive Plan Amendment and subsequent challenge to the Comp Plan Amendment.

At the October 28 meeting, a resolution will be considered approving a development order which would allow the project to move forward. The development order incorporates conditions that the Shul must meet including traffic impacts, parking and improvements to the alley to the west of their property including undergrounding, utility improvements, paving and street lighting upgrades.

The complete agenda packet for the meeting is scheduled to be available on the Town’s website by October 17.

Inspired by Stars, Fiorella Terenzi is a Scientist, Author and Musician

Dr. Fiorella Terenzi is a Surfside Star truly inspired by the stars.

She is an Italian-born astrophysicist, author and recording artist whose fame rocketed skyward after making recordings of radio waves from distant galaxies and turning them into music. Dr. Terenzi received her doctorate from the University of Milan and currently is on the Physics and Astronomy faculty at Florida International University and a resident of Surfside.

Described by Time magazine as “a cross between Carl Sagan and Madonna,” Dr. Terenzi has studied opera and composition at Conservatory G. Verdi, Corsi Popolari Serali and taught physics and astronomy at several U.S. colleges and universities.

She pioneered techniques to convert radio waves emanating from distant galaxies into sound, with some of the results released by Island Records on her acclaimed CD Music from the Galaxies. Her unique audio recordings and music based on celestial data explores the chemical, dynamical and physical properties of celestial objects, a pursuit Fiorella calls “Acoustic Astronomy.”

In 1999, Dr. Terenzi penned a popular book called Heavenly Knowledge, using astronomy as a metaphor for human relationships and humanity’s place in the universe. She also recorded a best-selling CD Invisible Universe that won the SIGCAT Award for “Most Creative Application of Multimedia in Adult Education” and was praised for blending astronomy and music into an entertaining and enlightening voyage through the stars.

Her songs are featured on the Billboard Top 20 Music Video The Gate to the Mind’s Eye with Thomas Dolby, and on Beyond Life, Mercury Records’ dance/ trance CD and video. She has performed and recorded with artists from Herbie Hancock to Ornette Coleman.

Dr. Terenzi’s writing, music and public appearances led to an avalanche of publicity. Just a few of her global media appearances include CNN’s Future Watch, The Dennis Miller Show, SciFi Channel, NPR’s Talk of the Nation, Week-

end Edition and Science Friday. Her intriguing story has been featured in The Wall Street Journal, People, Time, Electronic Musician, Glamour and many more.

She has moderated hundreds of panels on science, technology, education and music. She is the first person to be a member of both the National Academy of Recording Arts & Sciences (Grammy Awards) and the American Astronomical Society. In her free time she enjoys watching and following the Formula One racing circuit.

Dr. Terenzi has had a home in Surfside since 2000 when she worked for two years at the Miami Science Museum and Planetarium. She kept her condominium even though she worked in Los Angeles for a decade.

“I was so happy when I got the teaching position at FIU two years ago,” Fiorella said. “I couldn’t wait to move back to Surfside. I really love it here!”

Dr. Terenzi will address The New York Times International Luxury Conference, a two-day event attracting over 500 business and creative leaders to the Mandarian Oriental in downtown Miami December 1–3, 2014. Her talk will be The Collaborative Mind: Bridging Astrophysics and Aesthetics.

POLICE BEAT Dina Goldstein Named For a Good Cause, Give Your August Civilian of the Month Old Cell Phone a New Life Executive Assistant Dina Goldstein organized a crime prevention seminar for female residents on August 11, 2014. The workshop was Survival Mindset, A Personal Safety Seminar with a nationally known instructor who is a friend of Dina’s. The class taught women to recognize and avoid potentially dangerous situations; learn practical safety measures designed to keep them safe; and learn what sex offenders do not want you to know.

About 40 people attended. The seminar and the instructor were extraordinary. I have received much praise and thanks for hosting the class.

However, the praise and thanks should be directed to Dina, who did all of the work – scheduling, advertisement, registration, venue, equipment, materials, and refreshments. She continues to offer excellent programs to the community. Her dedication and commitment to Surfside is apparent to all. She certainly makes me and the Surfside Police Department always look impressive.

The Surfside Police Department is collecting unused cell phones and donating them to a local domestic violence shelter. The new initiative is being coordinated by Officer Dianna Hernandez and the drop-off location is the Communications Unit of the Police Department. Commissioner Marta Olchyk has helped the program by collecting many phones that have been distributed to domestic violence victims.

COMMUNITY PROJECTS KEEP PUBLIC WORKS BUSY

Biscaya Drainage Project

The Public Works Department began this drainage project in September and anticipates completion in 90 days. Public Works crews have installed drainage structures and pipe to the design elevation and are working their way from the south end of the project to the outfall north. This drainage project was approved by Commission to upgrade the system by increasing the pipe size.

This project will be a great improvement for drainage in this area and the Town will save approximately $100,000 having Public Works doing the installation instead of using an outside contractor.

Tennis Center The Tennis Center building is now open. The refurbished building had a major overhaul with new paint inside and out, installation of impact windows, new lights, ceiling fans and tile floor. The makeover was severely needed and will give recreation more space to better service the tennis community. With the recent completion of the new tennis courts, lights and fencing, the Town now has a new modern tennis facility. Come and check out it out!

95th Street End, Phase 2 Phase 2 of the 95th Street End is finally here. The Commission approved this project at the September meeting. Public Works will undertake this project and oversee the construction to include re-location of existing palm trees, installation of new palm trees, irrigation system, paver walkway, sidewalks, new shower, and benches.

By Public Works coordinating the project instead of an outside contractor, the cost has been reduced by about $40,000. This project will complete the overall designed project, which started in August of 2013 with street improvements from Collins Avenue to the seawall with installation of drainage, pavers, street lights and new Medjool palms. The project should be completed within 60 days.

Town Hall Improvements Repairs to the roof and air conditioner were recently approved by Commission. Contractors were selected through a bid process and work is scheduled to begin on October 6. The Town is changing the air units from a standalone version to a chiller system, which is a more efficient and cost-effective method. Because of the efficiency of the new cooling system, the improvements will pay for themselves in about 7 years due to cost sav-

Resident ID Card Renewal Begins October 1

Resident ID cards will be available for renewal commencing on October 1, 2014 for the upcoming fiscal year, October 1, 2014 to September 30, 2015. They will be available at the Community Center during business hours. Note that access to the facility may be denied upon three notifications and failure to renew your Resident ID card.

RENEWAL PROCESS 1. Residents with Current ID cards must bring in their card.

2. If the resident is the owner of the residence they must bring in their driver’s license and two of the following: current utility bill, current bank statement, current credit card statement 3. If the resident is a renter they must bring in their driver’s license, a copy of the leases that included the dates of rental and people authorized to reside, and one of the following: current utility bill, current bank statement, current credit card statement 4. If the resident is a renter without a valid lease, the owner must fill out the Temporary Community Center Access Form and have it notarized.

Resident ID Cards are limited to one family per address. There will be a $5 charge for lost, stolen or replacement cards. ID Cards are issued to children 5 years and older and parental proof may be required for ages 5-17.

Learn a New Language – Right in the the Neighborhood

Have you been thinking about learning a new language? This is your opportunity! Neighboring Bay Harbor Islands is partnering with Berlitz, one of the leading language schools, to offer a new Language Arts Program. Beginning in September, the Town of Bay Harbor Islands will offer a 30-week language arts program for both children and teens.

Each course will meet on Tuesdays and Thursdays from 3:30 -5 pm for 30 weeks.
