Finning Canada’s Brad Herbert Is Technician Of The Year: AED Foundation The AED Foundation and Knapheide recognized Brad Herbert of Finning Canada as the winning 2022 Technician of the Year from Canada during the Foundation’s Gala, held during AED’s 2022 Summit. “We were pleased to recognize Brad Herbert and this year’s outstanding class of Technicians of the Year, which is one of the ways we can showcase the critical role technicians play in our industry,” said Brian P. Indigenous-affiliated business and collaborative partnerships are vital to mineral exploration. The Association for Mineral Exploration has released ‘Explore our Economy’, a new economic impact study in partnership with iTOTEM Analytics, quantifying the significant economic and social impacts of the mineral exploration industry in British Columbia in 2020. Indigenous-affiliated business and collaborative partnerships are vital to mineral exploration. “Our members discover new projects that develop into the operating mines

that produce the minerals and metals needed for everyday life. ‘Explore our Economy’ demonstrates how the mineral exploration industry is essential to thousands of businesses and people in all corners of the province, helping to ensure a strong and vibrant provincial economy for generations to come,” said Kendra Johnston, AME President & CEO. Mineral exploration companies spent $513.5 million in BC in 2020, recorded by Natural Resources Canada. Explore our Economy received and analyzed detailed spending data for $148M of the total

spend in the province, accounting for approximately 29% of the total BC exploration expenditure during that year. This investment by the industry supported 445 vendors in 110 municipalities and Indigenous Nations across the province. Recently, Hon. Bruce Ralston, Minister of Energy, Mines and Low Carbon Innovation announced a near record-setting $659.8 million total exploration expenditure for 2021. “Mineral exploration and mine development are fundamental and essential industries in BC and will continue to play a critical role in the growth of our province and the transition to a low-carbon economy. committed to working with the existing tenant partners and the community as well as introducing and enhancing the building with new music, culture and film tenants, all of whom will continue to build on the important legacy of TRADEX.” As part of the agreement, the City of Abbotsford will receive 20 times more in annual revenue for TRADEX with an estimated average of over $2 million yearly through to 2034. This consists of annual rent starting at $1.17 million with yearly increases, operating expenses (building insurance expenses, property taxes and management fees) and revenue sharing. The City will benefit from profit sharing by receiving $1.50 per ticket sold with a guaranteed minimum in place, as well as 25 per cent of revenues earned through filming. “It has been our privi-

An interim reclamation security policy for B.C.’s mining industry will better protect the environment, improve the industry’s sustainability, increase transparency and help maintain a competitive industry. The interim policy requires that reclamation liability cost estimates include both conventional reclamation (such as re-sloping and re-vegetation) and environmental liabilities (such as water treatment). The policy also requires bonding for the operation and maintenance of any necessary water-treatment plants.

The policy reflects a mandate commitment to support the Ministry of Environment and Climate Change Strategy to ensure owners of large industrial projects are bonded moving forward so that they, not B.C. taxpayers, pay the full costs of environmental cleanup if their projects are abandoned. While work continues on that broader initiative, the interim policy strengthens the financial security requirements for major mines in BC. Summers At The Elk Bay Logging Camp I

was about four or five years old, standing on seaplane dock in Campbell River. “What’s that?” I said. “Bull kelp,” said Mom. We got on the plane and flew to Elk Bay. Dad was being interviewed for a woods foreman job for Norie Brothers Logging Company. We flew to the camp to check it out. Elk Bay was an old railroad camp in the forties. Nories bought it to do some truck logging. Some bunkhouses, a shop, cookhouse and married houses were there. The next thing I know, we are in our ‘54 Monarch with a trailer behind, leaving Duncan for Elk Bay. We would go for a ten-day shift and then back to Duncan for four days. It was a four to five hour drive to camp. We would stop for gas at the Parksville Chevron. We would get supper at the

Holiday Inn there. Chinese food or half dozen fried oysters. Another place we would stop was Dels’ Burgers in Campbell River. Going north from Campbell River, past Menzies Bay turning off at the Browns’ Bay Road. A rough logging road went for about ten miles to Elk Bay — up one steep hill, down, and up again. Through a gate down another hill around the lake past the gravel pit to the beach and camp. One time going into camp, the road was covered with frogs that had just hatched. A mother cougar and her three cubs were licking these frogs up. They weren’t going to let us drive by. We finally got by. There were three houses in the married quarters. Owner Frank Norie and wife Faye plus two kids had one, falling contractor Ken Chatterton wife Cleo

plus three kids, foreman Dennis Wilson, wife Joyce, plus three kids stayed in another. The oldest kids were about eight with the youngest being two and three. The house we were in is the middle one. There was lots to do for kids. Crabs on the beach, bullhead fishing, picking blackberries with Mom and a bear. I thought I was talking to Mom on the other side of the blackberry bush. I glanced down the road and there was Mom fifty yards away! I won my first fifty yard dash!! The ocean was too cold to swim. We tried building a pool in the creek but that was unsuccessful. Mom would go across the bridge to the cookhouse for coffee. Celia the cook still used a wood stove for cooking. She had the two biggest cats I’ve ever seen.

There was an old pontoon from an Otter seaplane on the beach. We used to put a kid in it, lock him in and throw rocks at it. One day we even forgot about him and had to go looking for him at supper time. We went into the bunkhouses and collected all the empty beer bottles. We filled our trailer took them to town, cashed them in and bought a swimming pool. Also in the bunkhouses’ were lots of dead hummingbirds. I recall putting them on a log, went to get Mom to show her. Got back they were gone. The seagulls ate them. The logging trucks had no mufflers. You could hear them coming for miles. The tide would go out and the loads piled up at the dump. It was fun watching and waiting for the tide to come in and

break the log jam. A couple of years later after the new highway was built to Port Hardy, Nories pushed the road out to Roberts Lake. They shut the cookhouse down and went to a five and two shift. We moved to Campbell River and Dad would drive to work every day. A crummy was supplied for the crew. One weekend Dad and our family and my Uncle Ray and his family went to Stella Lake, two km. inland from Elk Bay. Dad got the TD15 dozer and made a small road down to the lake. We made a campsite and camped there for the weekend. This would later become a Provincial campsite. This was about the time that the big box office attraction “Lawrence of Arabia” was showing. At Elk Bay every couple of years, Nories would clean out the booming

grounds. To do this, Uncle Bert would bring the D9 down to the beach. Dad would get the D8. At low tide together they would push the mud, silt, bark, and stuff up onto the breakwater. Once the tide came in, we would go swimming in the big hole they had created. It was kind of dirty and stuff but it was warm for ocean water. Nories would have some more camps. I would put in a few years in school before I was old or big enough to work at Easter or in the summer holidays. Alberta’s government is helping more women and men train for good-paying jobs in the commercial trucking and transportation industries. Commercial driving grants totalling $30 million over three years will support unemployed and underemployed Albertans returning to the workforce, while ensuring that drivers receive mandatory training that helps them be safe on the road. “We are building on the success of the Driving Back to Work grant program that has helped hundreds of Albertans retrain for a career in the transportation sector,” stated Rajan Sawhney, Minister of Transportation. “It’s important that we continue to support an industry that’s facing a labour shortage by putting more drivers on our roads.” Annual funding of $10

million for the next three years is earmarked for the Driving Back to Work program to encourage more women to enter the trucking industry and for online and simulator training. “The Alberta government’s investment in women in the commercial driving industry shows that representation matters and truly makes a difference,” said Carol Moen, president and CEO, Women Building Futures. “A career behind the wheel provides exceptional opportunities for our graduates to reach financial independence.” “This announcement recognizes and supports a safe, resilient and evolving supply chain for all Albertans,” commented Chris Nash, president, Alberta Motor Transport Association. “We thank the Alberta government for this funding, which will help remove road-

The Vancouver Fraser Port Authority today released 2021 year-end statistics for goods moving through the Port of Vancouver. Despite the ongoing pandemic and global supply chain challenges, as well as extreme weather events in B.C., 2021 cargo volumes through the Port of Vancouver increased by 1% from 145 to 146 million metric tonnes (MMT) over 2020. “Vancouver’s port community met challenge after challenge in 2021—sometimes working around the clock—to keep the port connected to national supply chains and goods flowing for Canadians,” said Robin Silvester, president and CEO of the Vancouver Fraser Port Authority, the federal agency mandated to enable Canada’s trade through the Port of Vancouver. “I’d like to recognize and thank industry and the workforce across the port for their exceptional work moving goods through Canada’s largest port in another complex year.” In 2021, record container and foreign bulk volumes, as well as strong grain volumes in the first half of 2021, helped maintain cargo volumes through the port, despite a challenging trade landscape and the

continued federal deferral of cruise in Canada due to COVID-19. Following eight consecutive years of record grain volumes and a 2021 mid-year record of grain shipped through the port, 2021 grain volumes declined by 13% over 2020 after a drought in Western Canada diminished Canadian grain production for the latter half of the year. Port terminals mitigated volume reductions by drawing down and shipping stored grain, ending the year with the second-highest annual grain volume in the port’s history. Declines were seen in sectors such as fertilizers (down 13%), chemicals (down 19%), lumber (down 14%), wood pulp (down 20%), and processed food products (down 22%), due to a combination of global supply chain challenges and weather events. Continuing a long-term growth trend in container trade, shipping container quantities moved through the port reached a record 3.7 million TEUs (twenty-foot equivalent units) in 2021, an increase of 6% compared to the previous year. “The 2021 container story, while a record for the fifth year in a row, is

a warning on two fronts: a looming container capacity shortage and the Lower Mainland’s industrial land shortage crisis,” Silvester said. Container trade through Canada’s west coast has been growing at an average of 5% per year for the last decade, in line with the high case of forecasted growth. With continued growth, west coast terminals are expected to run out of capacity by the midto late-2020s. To meet increased demand for goods shipped in containers, the port authority has been leading the Roberts Bank Terminal 2 Project, a proposed container terminal in Delta, B.C. The proposed project—which would be funded by the port authority and private investment—would increase container capacity on the west coast by 30% and has been designed to incrementally deliver a total of 2.4 million TEUs of capacity at the Port of Vancouver, delivering critical supply chain capacity and resilience. This created real challenges for Canadian exporters, who were unable to access the empty containers that are usually in circulation to move their cargo. More supply chain capacity, enabled by sufficient industrial land across the port region, would help alleviate the congestion pressures on the supply chain created by demand surges and unexpected disruptions, while creating more flexibility and options for shippers to reach critical export markets. “International demand for Canadian goods remains high, so this is a missed opportunity for Canada for additional exports,” Silvester said. “A central challenge we’re facing is the Lower Mainland’s industrial land crisis, which has squeezed key supply chain activities such as transloading and container storage out of the region. Having those functions close at hand supports a more resilient supply chain and facilitates Canadian exports.” Silvester commended the Government of Canada for investing $4.1 million, in the wake of B.C. flooding, to help the port authority prepare a parcel of temporarily vacant industrial port lands in Richmond as a short-term empty container storage location. Manitoba To Develop Centreport Canada Rail Park

The Manitoba government has concluded a development agreement with Canadian real estate developer Focus Equities Inc. to lead the development of the rail-served industrial project at CentrePort Canada, which will provide significant economic growth, trade, business attraction and investment, job creation and increased tax revenues for Manitoba, Premier Heather Stefanson announced. “As we emerge from this pandemic, our government is focused on working with our economic development partners, industry and trade to unlock Manitoba’s true economic potential,” said Stefanson. “This development, in the heart of the country, will support our vision to make Manitoba a true trade gateway nationally and internationally. Expected to create more than 4,800 direct and indirect jobs and have a significant impact on the province’s GDP, the rail park project will help us bolster our economy and attract new businesses, now and well into the future.” The 665-acre rail park is located within CentrePort Canada, a 20,000acre inland port project. It will offer globally connected businesses with large-volume shipping needs the ability to access, transfer and transport goods between road and rail, with close access to Winnipeg James Arm-

The Ministry of Transportation and Infrastructure is moving forward on permanent repairs to the Coquihalla (Highway 5), marking another milestone in the province’s recovery following the significant flooding event in November 2021. “Our crews worked hard to get the Coquihalla reopened after the severe flooding event and were able to do so in short order about a month after the storm. The pace of reconstruction to get the Coquihalla back open to traffic was impressive and beyond anything we could have imagined,” said Rob Fleming, Minister of Transportation and

Infrastructure. “We are excited to move forward on the permanent reconstruction of this key route. We will be making our infrastructure more resilient to climate change and future weather events so it remains reliable, safe and efficient for people and as our key goods movement corridor for now and for years to come.” The ministry has issued a request for proposals (RFP) to select contractors who qualified through the Highway Reinstatement Program request for qualifications (RFQ) process, inviting these companies to take part in the competitive selection process to design and construct permanent

repairs needed at three sites: • Bottletop Bridges, 50 kilometres south of Merritt • Juliet Bridges, three kilometres south of Bottletop • Jessica Bridges, 48 kilometres south of Juliet This will return the Coquihalla in these areas to the previous full four-lane capacity. The sites will be repaired to withstand future extreme weather events as part of the Province’s commitment to building back better to ensure infrastructure is equipped to endure the effects of climate change. The RFP for the repair project closes in mid-April with the contract expected to be awarded in late April or early May. Construction is expected to begin in summer and be completed by the end of this year. The ministry will also be proceeding in the coming months with the repair of the Othello washout area 10 kilometres east of Hope. A tender package will be prepared and made available for contractors. The ministry is focused on permanent repair efforts on these four Coquihalla sites as a first priority, as they have been operating with temporary repairs following November’s flooding.

BCTA Advocates For BC-Wide Zero Emission Vehicle Mandate For Trucking Sector The BC Trucking Association (BCTA) is seeking support from the Government of BC to legislate a zero emission vehicle (ZEV) sales mandate for BC’s commercial road transportation sector. In the fight against climate change, British Columbia has among the most ambitious greenhouse gas (GHG) emissions reduction targets in the world at 40% below 2007 levels by 2030, 60% by 2040, and 80% by 2050. As medium- and heavyduty (MHD) commercial vehicles are responsible for approximately 50% of GHG emissions produced from BC’s road transportation sources, the sector has a large role to play

toward the provincial government delivering on its commitment to reduce climate pollution. Emissions from MHD vehicles have continued to rise and are projected to increase as their numbers grow to meet the increased demand for the services they provide, which is why BCTA is committed to its environmental stewardship efforts. Through BCTA’s Sustainability Committee, the association advocates for outreach and incentives for carriers to adopt fuel efficiency technology and regulation to support the adoption of zeroemission technology. By identifying measures the sector can take to reduce

its carbon footprint, BCTA is determined to evolve to a clean energy future. One measure to lower GHG emissions is the recommendation for a province-wide ZEV sales mandate for BC’s commercial road transportation sector. To accelerate the adoption of these vehicles, BCTA is advocating for a mandate that all new mediumduty vehicles (>4,527 kg, <11,794 kg) sold in BC be zero or low emission vehicles by 2050, and all new heavy-duty vehicles (>11,794 kg) sold in BC be zero or low emission vehicles by 2060. While the use of electric and hydrogen units for return to base and regional lanes is imminent, it is lim-

ited by the large price differential, range concerns, operating temperatures, BC’s mountainous terrain, and refueling and charging infrastructure. The removal of barriers to ZEV adoption requires immediate attention, and Dave Earle, BCTA President and CEO, wants industry and government to take action now. “As the availability of

heavy-duty zero emission vehicles continues to grow we need to address the challenges affecting uptake if we want to decarbonize our sector and do our part to build a cleaner, stronger economy for BC,” said Earle. “It is essential that more action is taken to support the transition, and we hope our recommendation will facilitate the discussion

Alberta To Develop New Commercial Safety Rest Areas Across The Province

Following extensive feedback from municipalities and the trucking industry over the last 18 months, the Government of Alberta is eager to see these commercial sites take shape. New rest areas will allow people to fuel up, stretch their legs or stop for a meal. Construction will generate good-paying jobs. “Albertans, truckers and visitors do a lot of travelling on our highways, and they need safe places to pull over, rest and have a meal,” said Rajan Sawhney, Minister of Transportation. “Alberta’s government is grateful for the feedback we received,

including from commercial truck drivers. They help keep our economy rolling, and they deserve better amenities.” A Request for Expression of Interest (RFEI) is now posted online. Interested companies can submit a proposal. Following the RFEI, a Request for Proposal (RFP) process will include awarding contracts later in 2022. Construction is anticipated to begin as early as 2023. “For years, our industry has advocated for safe, clean, and well-equipped commercial rest areas, which are essential to the wellbeing of both profes-
