No Reason For Further Delay On Canadian ELD Rule The announcement of the final US rule requiring the use of electronic logging devices (ELD), puts Canada “under the gun” and removes any remaining argument for the Canadian governments not to move forward with a similar mandate in Canada, says this country’s largest trucking association. For over a decade, the Canadian Trucking Alliance – the federation of the provincial trucking associations representing over 4,500 trucking companies – has been lobbying the Canadian governments to introduce a mandate that would require all trucks where the driver is currently required to produce a paper log book in order to monitor compliance with the hours of service regulations to be equipped with an ELD. “This is a matter of principle for us,” says the CTA’s CEO, David Bradley. “Safety and fair competition is compromised by the continued reliance on an archaic and inefficient paper-based system for monitoring and enforcing what is arguably the most important of the National Safety Code standards.” Earlier this year, the previous federal government announced its commitment to moving forward with a Canadian mandate. There has been no indication the new Trudeau government will change course on that direction. To date, the only province to state its commitment to introducing an ELD mandate at the pro-

vincial level so far is Ontario. The other provinces have for the most part remained on the sidelines or indicated a preference for a voluntary approach. Beyond development of a draft technical standard by the Compliance and Regulatory Affairs Committee of the Canadian Council of Motor Carrier Administrators and a benefit-cost analysis by Transport Canada – which is expected to make a strong case in favour of a mandate but which has yet to be made public – other work, such as the development of an enforcement policy and the writing of an actual regulation, has for the most part been waylaid while the governments waited to see what the US Federal Motor Carrier Safety Administration’s long-awaited final rule would look like. The answer to that came with the release of the FMCSA’s final rule, which will be officially published tomorrow. The rule, which will come into force by the end of 2017, signals the end of paper log books for about 3 million US commercial drivers – and Canadian drivers operating into and out of the US. According to US Transportation Secretary, Anthony Foxx, “Since 1938, complex, on-duty/off-duty logs for truck and bus drivers were made with pencil and paper, virtually impossible to verify. This automated technology not only brings logging records into the modern age, it also allows roadside safety inspectors

to unmask violations of federal law that put lives at risk.” Says Bradley: “With the publication of the US rule the Canadian governments can no longer claim they need to see what the Americans do before getting down to business here. We are under the gun and in the situation where we have about 24 months to introduce our own mandate.” “It’s time for all Canadian governments to declare their support for a Canadian ELD mandate at both the federal and provincial level and to work together, along with industry, to make it happen.” Key Technical Features: The new rule establishes technology specifications detailing performance and design requirements for ELDs so that manufacturers are able to produce compliant devices and systems. They must be able to automatically record date, time and location information; engine hours; vehicle miles; and ID information of the driver using the device. They are not are required to keep track of drivers or vehicles in realtime. Integral synchronization with the engine, to automatically capture engine power status, vehicle motion status, miles driven, engine hours is a key element to this issue. The ELD final rule permits the use of smartphones and other wireless devices as ELDs, so long as they satisfy technical specifications and are certified. The rule covers data transfer technologies and requires either a display or printout for backup as a means to access necessary enforcement data. less web service and email or through Bluetooth and USB 2.0. The rule permits the driver to indicate the beginning and end of yard moves and personal conveyance, as allowed by the motor carrier. All other special driving categories, such as adverse driving conditions (§ 395.1(b)) or oilfield operations (§ 395.1(d)), would be annotated by the driver, similar to the way they are now. The ELD rule prohibits driver harassment by car-

riers by providing both procedural and technical provisions to prevent harassment resulting from ELD-generated information. (There is also a separate rulemaking underway on this front “Prohibiting Coercion of Commercial Motor Vehicle Drivers”), which also allows FMCSA to take action against shippers, receivers, and other transportation intermediaries who are found to “compel” drivers to violate hours of service rule. If a motor carrier elects to voluntarily use ELDs in

Virtual Technician, which already records engine and aftertreatment fault code events, will now also capture Detroit Assurance-specific fault codes. It will then use cellular

New HOS supporting document rules within the ELD mandate will help reduce paperwork needs, such as the retention of shipping documents, fuel purchase receipts, etc. However, carriers must retain up to eight supporting documents for every

communications to notify fleets of the fault details and initial diagnosis within minutes. The new Detroit Assurance fault codes will primarily cover system malfunctions or when Active Brake Assist has been disabled by the driver. Active Brake Assist is controlled by a radar system that senses when a vehicle is too close to the truck. The system, which includes audible warning sounds as well as partial and active braking, was developed to help mitigate collisions. “We are not just ex-

panding the number of faults monitored by Virtual Technician, we are further integrating our connectivity offerings with the rest of the Detroit product line-up,” said Matt Pfaffenbach, director, telematics for Daimler Trucks North America. “This furthers the reach of connectivity within the truck and delivers additional value to the customer who can make better decisions regarding their business by utilizing the information delivered by Detroit Connect.” b

These feature advancements, along with strong capacities, will make this crane the clear choice in its class. The 228 HSL was born with transport versatility in mind. It can move under 120,000 lbs. Specialist In Equipment Technology Now Represents Beka In Quebec Construction fleets throughout Quebec know Eco-Trak Industrie Inc. as an innovator and leader in home-grown technologies for improved productivity. Now, the firm has stepped beyond its proprietary devices for the first time, to become Beka-Lube Products Inc.’s autolube dealer in Quebec. The owner of Eco-Trak, Clément Gauvin, explains that his goal in representing BEKA products is to add value for his large customer base. “We have been successful with our line of equipment accessories that we engineered here in Quebec and we are calling on construction companies throughout the province,” said Gauvin. “We were looking for additional complimentary products that would be valuable to customers when they are purchasing a new piece of equipment. Automatic lubrication fits into those needs and opportunities. The BEKA autolube system is a German-made precision product, so we were confident in the quality.” Founded in 2008, EcoTrak is based near the city of Quebec, in Donnacona,

and maintains three sales offices in the province. The firm offers three product lines developed by their inhouse engineering team: • A bucket scale, used to capture load weights on wheel loaders. • A range-limiting device, installed to define danger zones in the work area for digging equipment. • A 2D digging system, which measures and displays the depth of an excavation in real time. Eco-Trak deploys a fleet of service trucks throughout its territory to support fielded equipment. Gauvin’s staff is working closely with Beka-Lube to provide prospective customers with detailed quotes and specifications for new autolube installations before the sale. Eco-Trak engineering is receiving special training from Beka-Lube to review proposed systems in detail once a quote is approved. “We will be checking each configuration onsite to assure the customer, and ourselves, that the machine is well-covered to meet its ongoing lubrication needs. Eco-Trak’s SUMMIT loader scale continuously

measures and displays the weight of bucket loads in real time. It can also total the amount of loaded material moved over multiple cycles to accurately track, for example, the full load moved into a truck or stockpile. The device can be configured to record and print load reports for up to 20 clients and 12 different materials. The LIMIT-PRO range limiter defines safe operating limits for the boom and bucket of an excavator or backhoe. The device can set up to three zone limits for operating reach or height, and it emits an audible alarm when one of the prescribed danger zones is approached. LIMIT-PRO devices can also be operated in tandem with Eco-Trak’s GUIDE-PRO, which continuously monitors the depth of an excavation as the machine is digging. Utilizing the same laser technology as the range limiter, the 2D digging system provides colourcoded displays to alert the operator when the target depth is reached, and when it is exceeded. While these products

differ from BEKA lubrication in function, Gauvin sees similarities in the philosophies behind them. “All of these products are intended to reduce effort and increase productivity on the jobsite,” he explains. “Auto lubrication saves time for operators and equipment technicians, so they spend more time producing. BEKA systems use the highest grade materials, so they deliver a high level of reliability themselves while they keep the machinery working dependably, too. Young Canadian To Vie For Global Innovation Award The Forest Products Association of Canada (FPAC) is pleased to announce that a PHD graduate from McGill University, Goeun Sim, has been chosen as the Canadian finalist for the global Blue Sky Young Researchers Innovation Award, based on her exciting and environmentally leading proposal to advance innovation in the forest products sector. Dr. Sim’s research proposal is based on the novel development of smart multi-coloured wood based fabrics that are free of toxic chemicals using coloured nanoparticles as a dye. The resulting environmentally sustainable textile production would eliminate pollutants and the non-toxic cellulose yarns would be a valueadded product for the forest industry. The Blue Sky Award is part of a global initiative spearheaded by the

Canadian researchers,” says Dr. Sim, now a postdoctoral associate at Cornell University. “I think initiatives in production process innovation to produce green products is as important as developing value added products, so I am doing research that encompasses both. Gaylin will co-locate at a purpose-built, 3,967 square metre site with Phoenix Offshore Co. Ltd, a Gaylinowned ship chandler supply business. The MB-LS170 Screening Bucket For Scrap Aluminium The use of waste from industrial processes and their exploitation and reuse in the carrying out of new projects is nowadays a regular practice in many countries, above all with a view to the (necessary) creation of a model of sustainable development, founded on the reduction in the consumption of natural resources and the minimising of waste production. An important testimony regarding the exploitation of waste comes from a German company specialised in the recycling of metals and slag from blast furnaces, which has chosen one of the most recent MB Crusher products for their operations, the MBLS170 screening bucket. follow pre-planned paths with cm-level accuracy. This makes agriculture the largest adopter of autonomous navigation. The industry is already evolving. Leading tractor companies worldwide have already demonstrated master-slave or ‘follow-me’ unmanned autonomous tractors or load carts. In these arrangements, a manned operator supervises the movement of the leader tractor with others following suite. This technological evolution will further the notion that big is better because it enables further amplifying the productivity of the skilled driver via multiple slave or follower vehicles. This arrangement will find increasing use in large-scale crop field farming. Fully and unmanned autonomous tractors will be the next evolutionary step. Multiple semi-commercial prototypes have already been demonstrated by leading agricultural machinery companies. The technical challenges are largely resolved. Here, the tractor becomes equipped with a variety of overlapping sensors such as LIDAR, RADAR, and sonar to provide autonomous navigation in the absence of GPS signal together with collision avoidance. Technology costs are currently high but the largest hurdles are to be found in the lagging regulatory framework and the farmers’ desire to stay in charge. These will all inevitable change particularly as the farming population further ages across the globe. Overall, IDTechEx Research forecasts in “Agricultural Robots and Drones 2016-2026” that sales of fully autonomous tractors will start only from 2021/2022 onwards, reaching more than $200m in 2026. Agricultural vehicles transfigured? The advent of mobile agricultural robots will create the notion that small, light and slow is good. In this vision, few heavy, fast, large and

manned tractors become replaced by, or complemented with, many light, slow, small and unmanned robots. Here, the lightness means no soil compaction, thus increasing the useful land in each farm by as much as 3%; slowness means more attention paid to each plant therefore better data and more precise plant-specific action, and smallness potentially means low cost. Cost is naturally a critical parameter here. This is because large and fast machines are more productive. This means that these new classes of agricultural robots will need to be lower cost by as much as 24 times to make economic sense. This requirement will limit mainstream adoption in the medium-term. This is a radical shift in the way we envisage agricultural vehicles. The emerging alternative vision is still in its infancy but the direction of development is clear. These are already hundreds of mobile agricultural robots in existence. With the exception of 50 or so small-sized ones, most are however still in the research or semi-commercial trial stage. The costs are currently high too, mostly because such mobile robots require multiple sensors to provide safety and autonomy even in the absence of GPS signals. The early evidence is that farmers do not yet trust them and indeed are not willing to pay extra. This means that some models are being stripped down to the bare minimum required with seemingly simple features such as even end-of-row navigation in orchards removed. Technology immaturity sets the business model The machines are still not completely reliable despite the technology, at the discreet component and software level, being ready and accessible. This manifests itself in the business models of many companies seeking to commercialize such or similar robots. They become service providers so that the farmers do not bear the entire risk burden and so that skilled operates run the

show in case there is a technical fault causing downtime. Farmers turn revolution into evolution All these will change in the course of the coming decade. Despite being renowned for conservatism, farmers often do take in technology. This is evident in global statistics showing how output has grown despite falling employment in the agricultural sectors, which is partly due to the spread of mechanisation in farming. The real effect of this conservatism however is those potentially revolutionary technologies become evolutionary ones. This new notion of swarms of unmanned robots will also be no exception. Here too the change will be gradual, both technologically and commercially. In fact, as the technology improves, the value proposition will have to be proved at every incremental step. This is not yet done as only a few field trials have taken place and here the experimental clock is inevitably limited by harvest seasons,

further slowing down the adoption process. Furthermore, many agricultural robots today work well in specially constructed environments, suggesting that perhaps full-scale adoption requires a modification in the way farms are laid out. This will proceed at painstakingly slow rates, further helping turn the revolution into an evolution.
