Forest Industry Builds Sector Transformation The Forest Products Association of Canada (FPAC) is calling on the federal government to renew and replenish the highly successful Investments in Forest Industry Transformation (IFIT) program to help the sector further develop innovative breakthrough technologies.

FPAC is asking for IFIT to receive an additional $500 million over the next six years, starting with a modest $25 million next year in recognition of the government’s tight fiscal situation, and then scaling up to $150 million for the final two years of the program. The Executive VicePresident of FPAC, Catherine Cobden, made the request recently during pre-budget consultations before the House of Commons Finance Committee.

“Our industry is grateful for the significant support provided by the federal government in recent

years to help our transformation,” says Cobden.

“The sector has to do the heavy-lifting but we still need to partner with government to de-risk innovation and help bring new technologies to the final stage of commercial readiness. IFIT is a proven strategic model for that partnership.”

IFIT was first created in 2010 to encourage innovation in the forest sector by supporting first-of-kind commercialscale demonstration and market applications. The $100 million program received 107 project applications worth $2 billion.

So far IFIT is supporting 15 technologies including: Alberta Pacific Forest Industries producing methanol from a pulp mill waste stream; Millar Western building a unique bio-energy effluent project and Tolko becoming the first facility in North America to produce

both specialty- and commodity-oriented strand board products from a single production line. In addition, IFIT is leveraging new investment in Canadian industry in smaller communities when forest companies are the major employer.

“Under our Vision2020, the forest industry is aiming to produce another $20 billion in economic activity from new products and markets,” says Cobden. “A focused program such as IFIT is critical to help us develop innovative nontraditional products, create new jobs, especially in rural Canada and enhance the sector’s economic viability.”

FPAC is also asking the government to extend its support for forest industry research and development through the eight university networks of the Forest Innovation

by Research and Education (FIBRE) organization and to expand the eligibility criteria of Sustainable Development Technology Canada’s (SDTC) NextGen Biofuels Fund to cover other sectors of the bio-economy. b

KPI-JCI and Astec Mobile Screens has introduced a new high frequency screen designed for the industrial sands market, launched this year at the company’s National Dealer Conference held in Eugene, Ore. The new high frequency screen for the industrial sands market is a redesigned version of the original Vari-Vibe High Frequency Screen from KPI-JCI and Astec Mobile Screens. Engineered to be a versatile screen, the high frequency screen is designed to operate in numerous markets, including Fractionated Reclaimed Asphalt Pavement (FRAP), wood pelleting and now industrial sands.

Industrial sand refers to high-purity silica sand products with closely controlled sizing, according to Patrick Reaver, Product Manager for KPI-JCI and Astec Mobile Screens. A more precise product than common concrete and as-

phalt gravels, industrial sand requires state-of-theart screening equipment.

Industrial sand is used for a variety of products, from glass to chemical cleaners, to golf course bunkers and natural and synthetic athletic fields.

The new high frequency screen for the industrial sand market is a 5’ wide x 12’ long screen specifically designed for dry screening fine materials in an efficient and cost-effective manner. It is fully sealed for dust, spillage and collection, and has a broader range of operating angle than a conventional high frequency screen, providing greater application flexibility and higher capacity for fine dry screening.

Because industrial sand applications require a very tight band of in-spec material where purity is high and separations are very fine, the new high frequency screen was designed for maximum strat-

ification and increased probability of separation, Reaver said. The high frequency screen allows for very efficient cuts and separations of products, especially when the separations being made are fine.

While KPI-JCI and Astec Mobile Screens’ High Frequency Screen is best known for traditional aggregate screening applications, the company is continually seeking out new markets to position its products, Reaver said.

“While we as consumers often take these materials and the products they provide for granted, separating specialty sands for these specific applications is no simple task,” Reaver said. “Producing such precise materials requires extreme precision, both on the part of the producer as well as the equipment.

ued, “Sandvik is seen as the premier crusher manufacturer for the aggregates industry here, so when our customer required a hard wearing cost-effective solution, he had little hesitation in choosing the Sandvik CH 430 & CH 440 cones we recommended.”

Stallion for Investment customers’ quarry possesses a very hard 99% Silica rock, which due to its abrasive nature, proved to be particularly hard wearing on the liners of the Sandvik cones. Although performance was exceptional, and well within the parameters established by the customer, providing production of over 150mtph, the liners were only lasting an average of twelve days of continuous fifteen hours daily operation. Thus a new solution was required: the Flexifeed mantle from Sandvik Construction. As Mr. Tarek Youssef explains the results; “On the CH440 the liners lasted a great deal longer, even though the Flexifeed is a heavier mantle with more material in it. Based on our advice the customer used to operate their jaw and a cone at any given time so we were

The Sandvik-developed and patented Flexifeed mantle optimizes the crushing process, producing a finer product and greater reduction through the crusher. This is accomplished as the mantle is able to achieve a more efficient crushing operation due to the latest chamber design. Thus through the use of the Flexifeed mantle the crusher is able to accept over-sized material in part of the chamber, whilst simultaneously reducing the chamber profile in the opposing part of the chamber, thereby permitting operation at a tighter setting. This results in a finer product being produced on a “first pass basis”, but also a superior shape which is essential when the equipment is set up to produce single-size products. The Confederation Line is a $2.1 billion project that is jointly funded by the Government of Canada, the Province of Ontario and the City of Ottawa. The Government of Canada is contributing $600 million through the Building Canada Fund.

The City of Ottawa will also allocate up to $161.5 million of its federal Gas Tax Fund transfers to this project. The Government of Ontario is contributing up to $600 million. In addition, the City of Ottawa will allocate $287 million of Provincial Gas Tax revenues to the capital infrastructure. The remaining project budget funds will come from development charge revenues and transit reserves.

This project is the first stage in Ottawa’s future rail network. The 12.5-kilometre electric light rail system replaces existing diesel powered buses, providing rapid transit between Blair Station in the east and Tunney’s Pasture in the west. natural Gas exploration To Begin In pictou county Natural gas exploration in Pictou County is getting underway, under strict regulations from the departments of Energy and Environment.

East Coast Energy Inc. has met all regulatory requirements, including permits to drill two test wells into the Foord coal seam at a depth of about 540 metres.

The permits do not allow the use of hydraulic fracturing.

“East Coast Energy has all of the necessary permits in place to begin exploring for local and cleaner sources of natural gas,” said Energy Minister Andrew Younger. “Drilling companies must follow a strict regulatory approval process that ensures any activity is done in a safe manner that protects the environment.”

All drilling applications in Nova Scotia must go before a one-window standing committee of provincial government departments.

East Coast Energy has met with representatives from the departments of Energy,

Environment, Labour and Advanced Education, and Natural Resources.

Applications for an Authority to Drill from the Department of Energy are subject to: • review by the department and a third-party drilling engineer, • review and approval by the Department of Environment, • open house in the community, • permission from the landowners, • Aboriginal notification.

“Any oil and gas activity in our province must be done in a way that minimizes any risk to the environment, especially our water resources,” said Environment Minister Randy Delorey. “Our staff carefully reviews these applications and, if an approval is given, terms and conditions are put in place to protect the environment.”

Industrial approvals with the Department of Environment include wa-

ter management, process waste management and air-quality control.

Requirements from the industrial approval include: • erosion, sedimentation and spill control measures, • industrial waste must be treated at approved facilities, • air-quality control measures, • water testing of all wells within one kilometre, • water monitoring of all surface water within 500 metres of the drill site.

As part of its water management plan, East Coast Energy has tested all water wells within one kilometre of the two well sites. All 16 wells tested positive for natural gas. These results have been shared with residents.

The company has submitted an emergency response plan and will provide daily reports to the Department of Energy once drilling begins. The drilling program for the two wells is expected to take place over 30 to 40 days.

Before the company can undertake any further activities, it would have to apply to the departments of Energy and Environment for permits. b

International Symposium endorses energy recovery An international gathering of scientists, researchers, and industry experts meeting in Toronto endorsed the future of energy recovery (or energy-from-waste) as a highly promising way for municipalities to generate affordable and renewable power from post-recycled garbage.

Expert speakers from around the world presented their findings to a symposium hosted in partnership with the University of Waterloo, Columbia University of New York, the Waterloo Institute for Sustainable Energy (WISE), the Canadian Plastics Industry Association (CPIA), the Canadian EnergyFrom-Waste Coalition (CEFWC), and the Ontario Environmental Industries Association (ONEIA).

“Modern waste to energy recovery facilities that are designed and operated in accordance with current stringent regulations do not adversely impact human health or the environment,” according to Sarah Foster of CPF Associates, a Bethesda, Maryland based scientific research and consulting firm. “A comprehensive

review of the many dozens of environmental and human health studies conducted over the past decade shows that energyfrom-waste is a safe form of waste management and power production.”

“Energy recovery has almost no measurable effect on human health,” according to Sarah Foster of CPF Associates, a Bethesda, Maryland based consulting firm. “A comprehensive review of hundreds of environmental and human health risk assessment reports shows that energyfrom-waste is as safe or safer than any other form of waste management or power production.”

The study of energy recovery will surely be considered as part of the longterm waste management review currently underway in the city of Toronto.

“Ontario will need new generation sources by 2018,” according to Power Advisory’s Jason CheeAloy. “Energy recovery in the form of distributed generation may address some of this emerging supply challenge.”

There is also broad awareness of the potential for energy recovery to

serve municipal needs.

“Where waste meets energy is a critical point of policy convergence,” says Greg Lyle of Innovative Research Group. “Public opinion polling shows considerable support for managing waste locally and generating power from residual material that would otherwise be disposed of in a landfill.”

Symposium participants agreed that governments across the country would benefit tremendously from the waste and energy expertise resident in Canadian universities.

A collaborative energy recovery workshop bringing together industry and academia will follow the Symposium in Spring 2014.

According to WISE’s Tracey Forrest, “Advancements in energy recovery through rigorous evidence-based science are critical if we are to realize the full potential of waste as a resource in a sustainable energy future.”

Durham Region is currently building a new energy-from-waste plant that will come on-line in late 2014. Other municipalities are actively investigating the potential of the technology to service their long-term needs, including Peel Region, Metro Vancouver, and the communities of southern Alberta. b

Innovative Uses For Long Serving Skyjack Lift Gautam Infrastructure and Construction Equipment, a Mumbai, Indiabased construction company, uses its veteran Skyjack SJ9250 RT scissor lift for a variety of projects, including some highly original jobs. The company purchased the machine second-hand in 2006 from AJ Access Platform Equipment in Caldicot, UK, although its date of manufacture stretches back into the 1990s. The age of the platform has prompted Gautam to enter it into Skyjack’s Quest2013, a contest to find its oldest working unit. Companies can enter their platforms into Quest2013 via social media and at the end of this year Skyjack will present the company with the oldest working machine with a brand new scissor lift.

Shah Malay, associate technical head of Gautam Infrastructure and Construction Equipment, explains that the company has enjoyed working with its SJ9250 RT. “The SJ9250 RT is a robust machine with an advantageous size and capacity,” Malay says. “The machine’s capabilities allow us to use it for some unconventional jobs as well as routine projects. It is easy to run, maneuver and maintain.”

Gautam Infrastructure and Construction Equipment uses its machine for a myriad of tasks, and it has been used on a number of airport projects for tasks such as the installation of cable trays, fire-fighting assistance and cameras. It is also popular in shopping malls and small factories, assisting with maintenance and for general duties on metro and rail projects.

Sometimes Gautam Infrastructure and Construction Equipment uses its Skyjack SJ9250 RT for more unusual applications.

On one occasion, the lift was used as a watch tower close to a public area where authorities wanted

tighter security. The excellent mobility of the SJ9250 RT allowed it to manoeuvre through crowds and over difficult terrain to a perfect observation spot for security personnel.

Since taking ownership of the machine, the company has added GPS and a water jet system for mall maintenance work. It has also been fitted with a loading and unloading ramp for other work on construction sites.

“As we use our Skyjack for such a wide variety of work, it’s become an integral part of our fleet. Although it’s already given us many years of loyal service, we want to keep it running smoothly for many more years to come. So, we run a regular maintenance schedule for it, to maintain the best possible levels of performance and efficiency. Any issues with the machine have only been minimal and it’s really been a joy to own.”

The SJ9250 RT is one of Skyjack’s full-size rough terrain scissor lifts. Its GM 1.6 l Vortec dual fuel engine powers the machine’s strong axle-based 4WD system that offers an impressive 30% gradeability.

The SJ 9250 provides a working height of 17 m (56 ft) and a capacity of 680 kg (1,500 lbs). The platform can fit five people comfort-

ably, and measures 1.9 m (74 in) wide by 4.3 m (168 in) long. With the machine’s standard independent/auto leveling outriggers, the SJ9250 RT offers a solid base from which to serve a wide variety of applications.

“Almost every week we find another reason to feel pleased about our purchase of the SJ9250 RT,” Malay said. “It is our preferred machine and it has yet to disappoint us in the seven years we have owned it.

MTO Extends Phase-In For Heavy Truck Licence Fee Increase By A Year Ontario Minister of Transportation Glen Murray has responded to concerns raised by the trucking industry over the phase-in period of the 70% increase in commercial plate fees originally announced in March 2012. In a letter recently sent to OTA president David Bradley, the minister states,

“I am pleased to advise you that the ministry is adjusting the fee schedule to implement the heavy commercial vehicle validation increase over a three-year period instead of a twoyear period. The increase scheduled for December 2013 will now be an intermediate step. The final increase has been delayed

by one year with an implementation date of December 2014. This change is in response to the concerns you raised that the trucking industry felt this increase to be steep and over too short a period of time.”

ciation at the time of the original announcement objected to the government’s characterization of the increases as being “modest” and “gradual.” The original schedule had the fees increasing by 30% in December 2012 and then by another 40% in December 2013.

The association proposed that at the very least the increases needed to be phased-in over a longer period to allow the industry to adjust. To get the message out to government, OTA launched a “Put the Brakes on the 70% Fee Increase” campaign which provided trucking companies with a portal to communicate with their local MPPs on this matter.

Under the new schedule, the fees will increases by about 22.3% on December 1, 2013 compared to current levels and then by another 6.3% in December 2014.

“Although OTA had urged the government to cancel the fee increase altogether, this announcement to delay full implementation until 2014 provides carriers with some additional breathing space and allows them time to adjust contracts accordingly,”

“A 70% increase in any expense item is a challenge,” says Bradley. “Unfortunately, when it comes to things like taxes and fee increases it’s very difficult to shut the barn door after the horses have bolted.

Nevertheless, we welcome the minister’s announcement; the government has listened to the concerns of truckers, who, under the previous phase-in schedule, were being asked to bear a disproportionate toll of the increase in these tough economic times.”

The schedule for a number of other previously announced but more modest fees increases (e.g., for the air brake endorsement practical test, o/o permit replacement, trip permits, etc., remain essentially unchanged.

The fee schedule accompanying the announcement did include the introduction of a new fee of $32 starting October 1, 2013 for a new entrant education and evaluation/commercial vehicle operator’s registration written test.

OTA remains concerned that certain heavy utility

trucks -- such as mobile cranes, vacuum trucks, concrete pumping trucks and water trucks -- are exempt from paying any plate requirements and therefore from paying any vehicle registration fees and fuel taxes. The association estimates the revenue leakage to the province from this runs around $50 million per year.
