Feds Invest In Atlantic Gateway In New Brunswick The Honourable Keith Ashfield, Minister of Fisheries and Oceans, Minister for the Atlantic Gateway and Regional Minister for New Brunswick, on behalf of the Honourable Denis Lebel, Minister of Transport, Infrastructure and Communities, Minister of the Economic Development Agency of Canada for the Regions of Quebec and Minister of Intergovernmental Affairs, along with the Honourable Claude Williams, New Brunswick Minister of Transportation and Infrastructure, recently announced funding to support safe, secure, efficient and environmentally responsible transportation in New Brunswick.

“A strong and efficient transportation sector is critical to Canada’s future economic growth. I am proud that our government is supporting these projects, which will improve the Atlantic Gateway’s supply chain efficiency, and reduce delays and fuel con-

sumption for commercial vehicle operations,” said Minister Ashfield. “The Government of Canada is committed to continue working with its provincial and private-sector partners to implement the Atlantic Gateway and Trade Corridor Strategy, which will help position Atlantic Canada as a key entry point into North America.”

Advanced technologies make it possible to improve operational safety, security, efficiency and environmental responsibility without changing the existing infrastructure,” said Minister Williams. “Ultimately, improving commercial vehicle operations ensures a competitive industry and a more efficient Atlantic Gateway transportation network.”

The Government of Canada and the Province of New Brunswick are contributing funding for new Intelligent Transportation Systems (ITS) towards the following projects:

• The Commercial Vehicle Preclearance System for compliant vehicles will reduce the number of times vehicles need to stop at inspection stations, saving time and reducing fuel usage.

• The Online Special Moves Permitting System will modernize and streamline the process for the trucking industry to apply for and receive special permits for moving over-sized and over-dimension loads — saving time for both industry and government, and providing a onestop, online portal for users in both New Brunswick and Nova Scotia.

• The Provincial ITS Architecture planning document will identify opportunities for improved integration and information/data sharing for a safer, more efficient and more effective transportation network.

The total cost of these projects is estimated at $427,000, with the federal government contributing up to $210,000 under the Strategic Highway Infrastructure Program. In addition, the Province of New Continued on page 4

The technical staffs of Santa Barbara and Rio Alto are finalizing the design and preparations for an exploration program to be conducted over the first year of the Agreement.

Under the terms of the Agreement, Rio Alto will have the option to acquire up to an initial 51% interest in the Sancos Project within a three year period by incurring an aggregate of US$4.5 million expenditures on the Sancos Project at the minimum rate of US$1.5 million a year (the “51% Program”).

Completion of the first year of the 51% Program, including a minimum 5,000 metre drilling program, is a firm commitment. The purpose of the 51% Program is to carry out exploration on the Sancos Project with a view to identifying and defining mineral resources of sufficient magnitude to justify on a commercially reasonable basis the undertaking of a preliminary economic assessment (scoping study) of the Sancos Project in compliance with NI 43101. Rio Alto will also pay US$500,000 to Santa Barbara upon its acquisition of the 51% interest.

Rio Alto may earn an additional 15% interest in the Sancos Project within the subsequent two year period by undertaking all necessary actions required to prepare the Sancos Project for a production decision, including obtaining permits required from the applicable Peruvian

government authorities and preparing a feasibility study in respect of the Sancos Project in compliance with the requirements of NI 43-101. Rio Alto will pay a further US$500,000 to Santa Barbara upon its acquisition of the 15% interest.

Within 90 days of the 15% option exercise date, Santa Barbara may elect to participate proportionally in the costs of the development and construction of a mine on the Sancos Project and maintain its interest in the Sancos Joint Venture at 34%, or allow Rio Alto to arrange for project financing for the mine construction, including Santa Barbara’s proportional share, in which case Rio Alto will have acquired an additional 9% interest in the Sancos Project, leaving Santa Barbara with a 25% interest in the Sancos Project. Rio Alto would then have the right to recover Santa Barbara’s proportional share of the project financing from up to 80% of Santa Barbara’s share of cash distributions under the Sancos Joint Venture.

ada Highway washes out.

Southern Alberta’s worst flood in modern history was under way.

Fred Desjarlais, VP of Volker Stevin Canada—contracted to maintain southern Alberta highways—says they knew it was coming, but the sheer aggression and volume caught them a little off guard. “Our guys have a lot of experience with floods and weather-related problems, but the hair on the back of their neck was standing up when they saw this coming,” he says. “As the storm was developing and the water was rising we were dispatching equipment

like excavators and loaders to a number of sites.”

Importantly, detours and sign packages were also deployed.

“There’s not a lot you can do when the water is rushing other than using hoes and excavators to try and keep barriers from building up in front of drainage courses, culverts and bridges,” says Desjarlais. “But as the water started to subside we were really staffing up and getting our equipment up: excavators, dozers, loaders, rock trucks, gravel trucks.” Other main highways washed out were 40, 66, 22 and 758. Resources were rapidly redeployed

as water volumes flashed eastward to Calgary.

In Calgary, Tervita, an environmental and energy services company, geared up to prepare the Stampede grounds, now under metres of water, for opening just two weeks away.

Graham Sharpe, Tervita’s Flood Relief Director leapt into action organizing restoration, cleaning, and drying the 20 buildings that would be needed for the event. “It was pretty labour intensive,” he says.

“We were using bobcats, mini-excavators, lots of pumping units, dehydrators, waste disposals, bins and haulers.” His crews and subcontractors worked 24/7. “We also did a lot of rail response,” he adds.

For that they used larger pumps, excavators and rock trucks. “That was a big effort with 50 pieces of large heavy equipment.”

Full rebuilding and recovery is still in early stages. Heidi Harris-Jensen, Director of External Affairs for the Alberta Roadbuilders & Heavy Construction Association, says “It’s going to be long and I’m sure some of it is going to be frustrating, and expensive.” b

Université Laval Regains Shell Eco-Marathon Americas Title

Quebec’s Université Laval achieved a mindboggling 3,587 miles on a single gallon of gasoline to win the 7th annual Shell Eco-marathon Americas 2013 competition. It was the highest mileage ever achieved for both Université Laval and the Americas challenge.

This was the fourth year in the last five that the Canadian team has dominated the competition, which attracted more than 1,000 students from across the Americas. Last year’s winner, a team from Mater Dei High School in Evansville, Ind., placed second with a best run of 2,308 mpg on the track through the streets of downtown Houston.

Some 131 vehicles competed this year in various categories for the $2,000 first prize, with the Université Laval achievement – nearly 1,300 mpg better than Mater Dei’s showing last year – astounding the other competitors and spectators who watched the weekend’s events. On Saturday, in an earlier run, the Laval vehicle achieved 3,001 mpg, a record at the time. Teams competed from Brazil, Canada, Guatemala, Mexico and the United States.

teams astonish us with the advances they make in achieving unheard-of fuelefficiency improvements.”

In 2012, the Laval team shocked participants, but that time it was for not even completing a qualifying run.

“We took our frustrations from last year’s event and used them as motivation to return better than ever,” said Philippe Bouchard, Laval team manager. “We trained our new team members and spent twice as much time fine-tuning the engine and building the car.”

Global Record of 8,914 mpg Still Stands While astounding, Université Laval’s winning mark – achieved in the Prototype category for internal combustion vehicles – didn’t break the all-time record of 8,914 mpg by a French team in 2003. Besides the Americas competition in Houston, the Shell Eco-marathon, also occurs annually in Europe and Asia and involves thousands of students from dozens of countries.

Mater Dei High took top honours again this year in the UrbanConcept category, with a winning mark of 849 miles per gallon of gasoline. Second place went to the Louisiana Tech University team whose vehicle achieved 335 miles per gallon of diesel fuel.

For both vehicle categories, teams can use either internal combustion or emobility energy sources, which include diesel, gasoline, ethanol, FAME, solar, hydrogen and battery electric technologies.

Minnesota Team Again Goes Hollywood For the past three years, the Wolves on Wheels team from St. Paul’s School of Covington, Minn., have sported a movie theme for the challenge. Last year, the team turned heads with its secret agent Angus MacGyver-inspired UrbanConcept vehicle “Mac Daddy.” This year, true to form, the team modeled two of their vehicles after the movies “Who Framed Roger Rabbit” and “Back to the Future.”

“Our team really wanted to show that you can have a fuel-efficient car that also looks cool,” said team captain Marcus Garner. The body of the team’s vehicle is a close approximation of the famous stainless steel DeLorean used in the “Back to the Future” movies, complete with blue lights, silver paint and gull-wing doors. The doors proved a challenge but, explains Garner, “There was no way we weren’t going to make the doors work – they make the car!”

Competitors Pull Together in Misfortune To say the least, it proved a rough journey to Houston for the team from Universidad del Valle de Guatemala. Air transport restrictions required the team to ship its car without an engine.

An extra-large 32-inch diameter feed wheel is optional and includes a brush deflector to better direct material into the machine.

Changes continue inside the mill housing. Base door openings are now larger for easier removal of the cuttermill. Replaceable wear plates are now standard on the left side (radiator side) of the mill base, and optional on both sides. New All-Girls Team Makes its Mark Since 2010, the ShopGirls team of Granite Falls High School in Washington has been the only all-girl team to compete. They had company this year when the Doves Under the Hood team from St. Scholastica Academy of Covington, La., competed. The veterans welcomed the newcomers with greetings and gifts before the event.

“We were excited to learn about the other all-girl team,” said Dansil Green, ShopGirls’ team manager and driver. The teams shared a common goal: to show that an all-girl team can be serious competitors in a technology-driven

event largely dominated by males.

More than 4,000 Houstonians came out to see Shell Eco-marathon Americas and experience the Shell Energy Lab. It was an interactive exhibit that demonstrated how the work of Shell Eco-marathon Americas participants is just one of many inspiring efforts using innovation to solve energy challenges and keep the world moving in cleaner, more energy efficient ways.

Terex Sand And Gravel Washplant In Tropical Trinidad Readymix (W.I.) is one of Trinidad’s top producers of high quality concrete and related products and was in need of a new wash plant to replace their existing plant that was challenged with inefficiencies and maintenance and production issues. Readymix (W.I.) chose to work with DUO PLC, who has more than 35 years of industry experience and is also well known within the Caribbean region. and support package. Ravi Singh, Quarry Manager for ReadyMix (W.I.), commented, “DUO and Terex thoroughly investigated the product to be processed; analyzing it thoroughly and from this designed a bespoke plant most suited to our individual needs.

In addition they provided a dedicated team of engineers, sales and aftersales technicians to support throughout the plant installation and commissioning process.” The plant consists of an H 9 feeder, 206R screenbox, FM 200 C cyclone, 146 dewatering screen, PS 200R logwasher, 165D dry screen, two lattice frame feed conveyors and four TC 4026 conveyors to achieve the customer’s desired grades.

Luke Talbot, International Sales Manager for DUO, commented, “We were delighted when Readymix selected DUO as their preferred supplier for the

washplant, which reinforces the success of our previous projects installed in this market and shows the strength of our reputation in the region. The new plant has been very well received and will certainly add a new dimension and increased efficiency to their overall production.”

However, the TWS equipment has much lower maintenance costs, has maximum efficiency and productivity and allows us to be ultimately much more competitive in the market. The newly designed plant also allows us to get a cleaner, more desirable product.”

Following a recent trip to the Trinidad site, Fergal McPhillips, Sales Manager TWS, commented, “The plant is effectively addressing Readymix’s problems. It is achieving excellent results by being much more efficient while generating outstanding commercial output and dealing with the demands

The wash plant has been in operation for one month now and Ravi Singh, went on to say, “We are extremely impressed and excited about the prospects of this new Terex washplant which is currently operating at 200tph. We can firmly say this is the largest project the company has embarked on for a long time and undoubtedly the most successful in terms of production. The entire team involved in the project at Readymix (W.I) has been extremely impressed with all aspects of the plant from the initial conception through to the final end product, including consultation, engineering, service and aftersales support from both DUO and TWS.” Sean Loughran, Director of TWS, commented, “The Trinidad sand and gravel washplant is a demonstration of yet another complex plant offered by DUO and TWS. Average Age Of Canadian Truck Driver Even Older Than Reported An analysis of the 2011 National Household Survey (NHS) by the Conference Board of Canada shows that the average age of a truck driver has continued to increase at a faster rate than the rest of the labour force and is even older than previously thought.

In its report on the driver shortage and economic implications released earlier this year, the Conference Board relied on the 2006 Census and Labour Force Survey to find the average driver age to be 44 years – four years higher than it was for the average worker and increasing more rapidly as well. The Conference Board characterized the situation the trucking industry finds itself in – a rapidly aging and relatively older workforce of drivers combined with few young entering the occupation – as a “demographic tsunami.” It estimated that the national shortage of truck drivers could reach 33,000

by 2020.

The more recent numbers from the NHS (which is voluntary and replaces the long census questionnaire) confirms this challenge confronting the industry and suggests the situation may be even more pronounced. Based on its review of the NHS data, the Conference Board now finds the average truck driver age is 46 years, compared to the average age for all workers in Canada of 41.5 years.

Most importantly, the Conference Board says the increase in the average driver age is due to a drop in the share of drivers between 20 and 29 years old.

In 2006 11.6 per cent of truck drivers were in that age group but in 2011 this share declined to just 8.8 per cent of the driver population. Also of note is the fact that in 2006 the share of drivers in the 30 to 34 year range was 10 per cent, the same as it was for the

total labour force. However, by 2011 8.5 per cent of drivers found themselves in this age group. For the total labour force there was a slight increase to 10.4 per cent.

On the other end of the spectrum the share of the driver population in the age group 55 years and older has increased from 20 per cent to 26 per cent.

Furthermore, the NHS data indicate that 4.4 per cent of drivers are 65 and over (compared to 3 per cent in 2006) while for the total labour force the share of this age cohort increased from 2.6 per cent to 3.5 per cent.

According to the Conference Board, this confirms that in the trucking industry more than in others a primary source of “new” labour is delayed retirements – which it says is “nothing more than a bandage solution.”

age by province. The NHS data indicate drivers are slightly “younger” in Alberta, where the average age is 44.9 years (in part reflecting the generally younger labour force in Alberta (40.6 years relative to the national average of 41.5 years)). On the other hand, the average driver age is over 47 years in Nova Scotia, New Brunswick and Manitoba (although in provinces where the driver population is particularly small some caution should be taken when interpreting the results).

The data also show that truck driver remains the second most common occupation among men in Canada after retail sales person. Unsurprisingly, Ontario continues to be home to the largest number of drivers, with over 92,000. Quebec, Alberta and B.C. follow with 57,000 39,000 and 32,000 respectively.

The Conference Board concludes “it will ultimately be up to the industry to address this ongoing challenge and to make the occupation more attractive to younger drivers. But as we also put forth (in its earlier report), it will also be important to convince
