The Pandemic Couldn’t Stop These Social Citizens

Everyone can agree that the Pandemic did not bode well for social situations. Double that, for an older generation going through the Pandemic and after that, is what what seemed like an eternity, the decade old Social Citizens of Southeast Florida, returned with a vengeance on March 27th at their first function of the amended 2021 season, for a luncheon and lecture at The Olive Garden in Aventura. On that day, the group looked forward, as they simultaneously honored the past with a brief talk by former Sunny Isles Beach Mayor, Norman Edelcup about the nascent beginnings of their city, no less, than 25 years ago.

Buzzing about with great intensity and ready to get back to normal, were 40 fully vaccinated members of the Social Citizens who were eager to get back to their adventuresome pace of bus tours, luncheons, socials and broadway play outings. President Dennis Stubbolo flitted about welcoming back

new and old members alike, as they consumed a never ending array of pasta dishes, unlimited salad and of course, the never ending refills of teas and The Olive Garden’s signature breadsticks.

The season, though cut in half, by the ongoing issues of the Pandemic and vaccination rules for gathering, would have rendered most groups a death knell, but, the “Citizens” used it wisely to regroup, re-plan and reenvision a future, that has new programming already abuzz, beginning with a hearty re-launch of activities, beginning with a special tour on July 29th to coincide with Miami’s 125th anniversary. Speaking of history, The Citizens - with their main office in Sunny Isles Beach, organized a special reunion of the key pioneers, who, actually birthed the town of Sunny Isles Beach on the 12th of April, 1996.

“We thought this is the perfect time to make sure we get our story right,” feigned, Stubbolo, who discovered Sunny Isles in

1995 as his firm offered to transfer him to South Florida and adds “we figure instead of just a photo of the group, we may as well record their thoughts and details of what they remembered in their respective roles in creating, Sunny Isles Beach. One doesn’t get that opportunity everywhere, in cities that are several centuries old!” And so, it was on 12th of April at One Netanya Center, that founders, Danny Iglesias and Godmother Susan Fried, convened with Norman Edelcup for a one and a half hour recording session, that was immortalized on both audio and video.

The former Mayor, who hailed originally from Chicago and who served as Sunny Isles Beach Mayor from 2003 to 2014, shared a few anecdotes and details about those early days at the luncheon, last week.

Social Citizens From Page 1A had dropped in stature by the early 1990’s from its original glory, as the place to see and be seen in the 1940’s, when it was at its height, at the top the list of all of Florida’s beach resorts.

“We were the envy of all beach front resort towns, until slowly, the way American and foreign families vacationed, began to shift to Disney’s powerful and trendy allure.” Slowly, a decay began to fall over the area, to the point where hotel properties and our sandy sidewalks of Sunny Isles Beach, began to be snatched up by hungry developers, at below market prices and even prostitutes began outnumbering tourists, as its citizenry realized, that they had to take matters into their own hands.

A push to break away, also meant a push to even jettison, the name Sunny Isles as Edelcup mentioned, in his speech that: “The people that did choose to break away and wanted to join the Aventura bandwagon.” With a promise to eventually do just that, they initially tabled the Aventura name and incorporated it, as Sunny Isles Beach with the promise that in the near future, they would vote to rename it.

Edelcup added; “It never got brought up formally, after incorporation, so, we kept on with Sunny Isles Beach!”

Also on hand at the luncheon, was Lewis Thaler, The Former Vice Mayor and present Vice President of Social Citizens, who, piggybacked on Edelcup’s assessment and added that to pull away from Dade County, was both easy and a no brainer.

“You have to understand, that we had to do something. We were not being treated fairly, even, when it came to basic services.

We, of course would not have any clue of the level of expertise that we would have, to take on, over the upcoming years, but, we knew it was better than seeing

Indeed they did and from the allure, of the quick-buckproperty-owners, who were susceptible to quick and lucrative, payouts. It would take years before Sunny Isles Beach, would see their population and reputation skyrocket. By the new millennium, Sunny Isles Beach had been saved and the community began being known once again, as The City of Sun and Sea. It is no surprise, that Social Citizens was born (on March 10th 2011), within their city limits and chose to headquarter it, right down the street from City Hall. But, President Stubbolo explained, that in the future, plans are afoot to grow past those boundaries; “Remember when we started, we

didn’t want to be pigeonholed to just Sunny Isles, in fact, we are now seeing, some of our members who are located in locales, far away, from the beach, even deeper, inland, which makes sense, as our name was purposefully chosen as, Social Citizens of Southeast Florida and this upcoming year, we intend to grow into that zone by some exciting promotional materials, we have even planned tours, that stretch from here to Key West.”

As the coffee and dessert was served at the tail end of a nearly 3 hour robust lunch, several members like, Gloria Ezrin along

with Marvin Zubisky, wished it to not come to an end. Marvin echoed; “Now I wish I had planned to stay longer, but, I’m headed back to New York in a week. Speaking of affordable membership, the club is about to launch a membership expansion program, with even more great (and sometimes NEW) programming, which include: Dinner Theatre Trips, Educational Trips plus our Monthly Luncheons, that are held at different restaurants in Sunny Isles Beach, Aventura and Hallandale Beach.

Hollywood is Plastic and Foam Free On Hollywood Beach at City-Owned Properties & by City Vendors

The City of Hollywood, is committed to reducing their environmental impacts and becoming, more sustainable. One step the City has taken, is achieving this goal and to ban the use of, nonbiodegradable containers, like plastics and ex-panded polystyrene foams (EPS), used for serving, food products.

On October 1st, 2018, any

establishment, located east of the Intracoastal Waterway, selling food intended for consumption by customers off the premises of their business, was included in the ban. On October 21st, 2020, the City Commission approved, a ban on single-use plastics and polystyrene foams, on City-owned properties and by City vendors. City-owned prop-

erties include: Community Centers, The Hollywood City Hall, The Fire Stations and more. A six month grace period, is now in effect, prior to citation for violations.

How do you identify polystyrene packaging?

Polystyrene material can be identified with the “6” symbol marked on the packaging.

What types of food packaging are banned?

Cups, lids, straws, plates, bowls, utensils, sandwich containers or other packaging, which are made of plastic, polystyrene plastic or of any non-biodegradable materials that are banned.

What types of food packaging can be used?

Businesses may use any compostable materials or paper.

Businesses may also access the Biodegradable Products Institute (BPI), which is an online catalog of key individuals and groups from government, industry and academia, which promotes the use and recycling of biodegradable polymeric materials (via composting).

What is polystyrene and why did the City of Hollywood ban it?

Polystyrene, best known as “styrofoam,” is a non-biodegradable plastic material made from Petroleum. It is commonly used in takeout containers, disposable coffee cups, single-use utensils and dinnerware. The material breaks apart easily and is often found, littered throughout the waterways and can harm wildlife, if, ingested.

Polystyrene Foam Grows In addition to the City of Hollywood in the U.S., a considerable number of cities and counties have passed ordinances banning foodservice disposables made from polystyrene foam. Some localities have even banned a wider range of consumer products made of polystyrene foam, such as beach and pool toys, coolers, egg containers and marine navigation markers. While polystyrene foam bans have not made a large impact on total U.S. demand yet, an increase in bans throughout the US by municipalities and foodservice companies, could impact sales, in the future.

Parking Meters in Hallandale Beach The City Commission is Developing a Comprehensive Program for this Controversial Issue

Due to the amount of emails and communications I have received over the past week I have decided to re-run my May 13th article in regards to our new on street parking program. Our city staff is also developing a landing page on our website at www.Cohb.org with information pertaining to this important change. I encourage all our residents to remain involved in our budget process and participate in a town hall that will be taking place in the month of July. There are many critical decisions like the one above that we are developing to create stability for Hallandale Beach’s Financial future as well as to maintain the level of services our residents have grown accustomed to receiving.

Over the past year, our City Commission had directed staff to develop a comprehensive citywide parking program. Over the past two months, we have hired parking enforcement officers. We have also equipped them with electric vehicles. They have been going around the City, issuing tickets for cars that are illegally parked and cars that have not

This past meeting, the staff parking committee brought forward recommendations on a plan, which included an analysis of existing on-street parking throughout the City. They recommended two types of parking rates, premium and regular. Residual rates were not changed, but, on-street parking will now be a $30 monthly rate charged for residential.

The main reasons for enforcement are threefold. Public safety is paramount. We need to enforce no parking zones, blocked crosswalks, fire hydrants, parking and storage of private owned commercial vehicles. Maintenance also needs to be provided for our public spaces and roadways. Lastly reimbursement for planning, zoning and enforcement costs for the parking, itself.

Currently, we have a standard parking rate of $1 per hour and a premium of $2.50. The residential beach parking is $300 per year, of which only 3 permits have been issued, there are no overnight parking passes and sadly, there has been limited enforcement.

Other surrounding cities have parking programs with varying rates. Lauderdale by the Sea, Pompano, Hollywood, Surfside and Dania Beach all have parking fees that range from $1.75 to $3.00 with residential passes available, during the season and with special events, the rates are a little bit higher.

Staff has developed two tiers of parking: A premium, non-residential rate of $4 and a standard rate at $2.50. Residential rates will not change and remain at a standard rate of $1.00 and the $2.50 holiday rate. Holiday flat rate is $20.00.

Premium parking was proposed for these 4 locations: The South Beach lot, The North Beach lot, on Diana Drive and at the Fashion and Art and Design District (FADD) on First Avenue and Northeast 3rd Street. During our meeting, it was suggested that FADD be set as Standard, until all of the construction on the new lot is completed and the stores have had a chance to expand. Diana Drive will remain due to the fact that we have issues with commercial overnights generated by the surrounding hotels. Please note, that there will be a residential pass that is $30.00, which equates to $1.00 a day.

There will be five zones: Diana and Golden Isles Drive is: Zone 1, Three Islands Boulevard is: Zone 2, Atlantic

Shores Boulevard and 14th Avenue is: Zone 3, around Bluesten Park is: Zone 4 and the new proposed Development on Dixie Highway, East of OB Johnson Park is: Zone 5. It also needs to be noted, that we are looking at expanding parking on Three Islands Boulevard and Atlantic Shores Boulevard.

When Diplomat Parkway is reconstructed, there will be a public lot that I have requested, which was incorporated as part of the development agreement.

I have already received two constituent questions on this proposal. The Parking Program was passed 4-0 by the commission and an ordinance will be coming forward. We know that this is new and we are surely expecting push back because this is a change. The second question was an e-mail I responded to, to explain my opinion and my logic for supporting this proposal.

The resident, in general, was complaining about new taxes and comparing us to the states of California and New York. As I stated before already, we had parking fees in place, what is changed, is that there is a new, non-resident fee. What is changing is where people were parking for free, we will be charging and we have added, a resident pass rate.

I have explained that City governments must provide services to our constituents while balancing a budget under the restraints of the limited availability of resources.

We are in the business of providing water, wastewater, stormwater, Police, Fire, EMS, trash removal, parks, maintenance of roadways, providing code enforcement, providing building services with an array of other services. Our choice to provide on-street parking and the ability for residents to utilize our City assets, is a service that needs to be managed and the management of our assets cost money.

We are trying to add parking spots, in addition to enforcing parking where people are storing their work vehicles, recreational vehicles and simply parking their cars and renting out their own personal parking spots for revenue. Condominiums that were built years ago without parking spaces or with one parking space, are not paying a thing to utilize City property. This is a reality in our community and in many others.

Individuals living in condos know that they bought the condo with one parking spot.

In my humble opinion, I do not agree that it is not fair for residents to be utilizing City property, but not having to pay for its upkeep.

One would argue that property taxes should be paying for everything and that we should not have any fees. Also, when we charge fees, typically, it makes it more difficult for those individuals on tight budgets. The reality is, our costs are just like every other business, they go up, and we can only charge up to 8% percent millage by law. Millage rates are capped by the state. In addition, Save Our Homes and other exemptions reduce the amount of tax that is collected, therefore, the structure does not generate enough to pay for everything that we must provide.

Please be assured that as a resident, myself, I am very sensitive to taxes and fees that we must pay within our community. Those combined taxes and fees for services run approximately 22%. That is low, comparatively speaking to any other community. We will continue to work on ways to balance our budget and utilize our City resources for the benefit of all individuals. While we are working to implement this new program, it should be noted that a residential parking fee will run approximately a dollar a day, $30.00.

I hope that this sheds some light on the rationale of the direction or City is going in. We are stewards of our City’s assets.

People in our City, State and Nation need to understand that the quality of life and the amenities and services that city’s provide around our country will cost money.

Therefore, so many people want to come to our country and enjoy living in our wonderful nation.

A Lot Is Happening In Hollywood Mural Project Dedication, Community Pools Are Open & ArtsPark Movie Night Join us on Friday, June 18th at 10 a.m. to celebrate the completion of the community-led project to create the Sheridan Street wall mural. The dedication ceremony will be held at the 2500 Block of N. 28th Avenue, just east of the I-95 northbound ramp at Sheridan Street.

Back in February 2016, Hollywood resident Bettina August began a community effort to “paint the ugly wall” that runs along the north side of Sheridan Street just east of I-95, functioning as a sound barrier. After a several year fundraising effort, a call to artists and working through all of the logistical matters, Artist Cat Ferraz and her partner Nick Rother were selected to paint a 460-foot ocean-themed mural on the “ugly wall.” The finished product

has turned this spot into a welcoming passage which is one of the main access points to the City of Hollywood with more than 40,000 cars passing this location every day.

As a child, I would look around at the thousands of people that would constantly come from all over the world to seek his counsel, hear his talks, or just to see his holy face and I remember thinking, how privileged I was, to live, right there.

Every Sunday for hours,The Rebbe would stand, giving out dollars and blessings to thousands of people from all walks of life. He gave the dollar to be given to a charity of choice.

People would of course exchange that dollar for one of their own to give to charity and to keep the dollars they got from the Rebbe’s hand, as a sign of, a blessing.

The Rebbe was remarkably accessible and counseled, countless individuals from a wide array of backgrounds, including statesmen and artists as diverse as Ronald Reagan, Robert F. Kennedy, Yitzchak Rabin, Menachem Begin, Elie Wiesel and Bob Dylan, as well as countless and “nameless” individuals, who were, each showered with his individual attention and love.

He spoke out largely, about his activity, in public issues, like, public school education, charity for employees’ distribution, large families, moral education, the energy crisis, a universal moral code for all, creating and bolstering the Food Stamp/WIC system for America’s underprivileged, the responsibility of government and much more. He believed and taught that the age-old ideals and text of Torah are as real and relevant today, as they were at Sinai, over, 3,000 years ago.

The 3rd of Tamuz, this year on Sunday, June 13, marked the 27th yohrtzeit - anniversary of passing - of Rabbi Menachem Mendel Schneerson, the Lubavitcher Rebbe. Known affectionately and simply as The Rebbe.

Patriots Support Hallandale Sanitation Dept. but Oppose Parking Machines on Residential Streets

While the Hallandale & the Beaches Patriots Club had a very busy May including a great Memorial Day salute to Vets and families of the fallen, they are also focusing on local issues and members. Local Politics Committee, lead by Tara Weatherall monitors City & County Commissions.

The Club strongly supports reversing the proposal to outsource the Sanitation Department managed by the City.

Unaware that this had passed 41 (Joy Cooper lone vote against) based on multi-unit buildings but is being expanded to the entire City. The most obvious reason against outsourcing is maintaining accountability. Hollywood and other cities learned bitter lessons why outsourcing is not in the best interests of residents when storm debris littered streets for months after severe storms. The city has no control, no recourse. Outside companies can also raise rates leaving residents at their mercy as confirmed by member, Miguel Castillo, who lives in West Hollywood. Rates are up 3 times City direct rates. Employees who have devoted themselves to serving the City of Hallandale Beach should also be a compelling reason to rethink outsourcing. Most residents know the employees who greet them and make sure their bins are placed safely and not damaged.

This is not the case with outside companies whose workers can be careless damaging bins even leaving them in the street, again, residents have no recourse.

A compromise multizone discount might be considered if the plan proceeds. Verifying the actual upfront purchase cost of installation versus estimated income for each area should be published for public review.

Watch for announcements or July Community meeting to protest followed by two public Commission votes in August. The commission may not be aware that residents of these areas are already facing extremely limited parking options decreased previously by plantings and entry clearances. The idea that

besides being faced with parking a long distance from their buildings now, they will also be paying $2.50 up to $4.00 per hour or estimated $300.00 for a yearly permit which still does not guarantee a parking space. This fee is a burden to fixed income Seniors and workers who are already income challenged.

Families may have to pay to park to watch their children’s games in parks that do not have large enough free lots. The freedom and joy of taking your family to the park will be diminished by parking fees to do so. Patrons shopping for bargains on Fashion Row will be required to pay the meter possibly diminishing businesses that are already struggling. The club members plan to campaign actively to see that every affected resident calls and or emails City Commission

Broward County Transit (BCT) is putting five new state-of-theart Motor Coach International (MCI) buses on the road this summer to support BCT’s Express Bus Service to downtown Miami-Dade and Brickell.

The new coaches, manufactured in the United States, feature an array of customer amenities, including overhead storage, complimentary high-speed Wi-Fi, power charging ports, air ion-

izers, bicycle racks for easy and convenient storage and a wheelchair lift for ADA passengers.

Additionally, the coaches positively impact the environment with engines that reduce carbon emissions and are more fuelefficient.

Tim Forman is the third generation of Formans to have been born and reared in South Florida.

He first picked-up the brush at nine years old under the instruction of Peter Olsen. By 17, Forman was receiving commissions. Primarily a self-taught artist, Forman’s work is the result of dedicated practice. He uses field sketches, plein air paintings, and photographs to compose his pieces that are painted in layers

with both knife and brush. He creates his landscapes to portray the splendor and simplicity of the natural world around us. Through his work, Tim seeks to lift the spirits and inspire awe above our day-to-day lives.

“When outdoors, I am drawn to light and the horizon,” said Forman. “My work is influenced

by A. E. Backus, who helped me to discover the simple beauty of Florida. I have been painting it ever since.”
