On Tuesday morning, fourth graders from across the state of Florida sat down to take a test that will begin the next chapter of their young lives. The first part of the challenging FCAT took place as thousands put their writing skills to the test. But before they sat down with paper and pencil in hand, these boys and girls had been taught over and over again what to do when testing arrives. They have been taught by quality teachers. The goal of the test is to score a perfect 6.0, and while a 5 or 4 would be okay, diving into the test without any hesitation is what its all about. That signals that all the months and months of creating sentences, learning where commas and periods go and shaping stories into something interesting, was well worth it. –––––––––––––––––––– BLUSTEIN, Page 7A

State of the City Address - Hallandale Beach - Part II
‘AROUND THE CITY OF CHOICE’
HALLANDALE BEACH - Three weeks ago we started the 2012- 2013 budget cycle and were presented excellent news. Last year our city budgeted $3.7 million in general reserve funds to offset the projected shortfall in revenues. As of the fiscal year ending September 2011 that money was not utilized and will fall back into general reserve fund. While other cities are exhausting their reserves, we still have a very healthy balance over $23 million. This is almost 50% of our general operating costs. It also does not include other enterprise funds that also have reserves. This percentage is high, but it provides us a rainy day fund that has helped us whether the storm. These funds have also helped us pay our unfunded pension liabilities without raising taxes. I spoke about pension reform last year. This still is going to be one of the major budgetary issues that must be addressed. I am not going to spend too much time on this issue. We are currently negotiating with all our unions and something must be done to lower these costs which are not sustainable. Where are we going from here? I heard mixed reviews from the realtors in our community on where they feel the market is. Some have shared thier belief there is a slight increase compared to previous years. Others say it is flat, mostly due to low inventory. Many owners have shifted to rental rather than selling. The city has not received any preliminary property values from the property appraiserʼs office yet. With or without the projections, we start the budget year off projecting a zero increase in revenue. This fiscally conservative method has served our city well. Unlike cities that have budgeted revenues that were unrealized. STAFFING Our staff has remained focused on creating better efficiencies and improving the delivery of services while keeping our staffing levels stable. Our staffing levels have been lowered from 411 full-time equivalents to 386 FTE over the years by not filling vacant positions. Like everyoneʼs budget, over the past 10 years, our
There have been some discussions of outsourcing various functions within the department of Public Works and our Development Services department. This could be full or partial privatization.

city's budget has grown but we have also seen an increase in our CRA fund balance and have increased our city's assets, including valuable park space for our residents and visitors. One of the challenges this year will be carefully analyzing how reductions in staffing have impacted the delivery of services. Our department of Public Works has been one department that has suffered from staffing level changes. We are looking at various alternatives to ensure that the maintenance of all our infrastructure including landscaping, drainage, solid waste removal, parks, maintenance and street maintenance are improved.
TO PRIVATZIE OR NOT As Mayor, I have been hearing mixed reviews about outsourcing of government services to forprofit industry. Many communities that have taken that approach are beginning to find out that in the long run outsourcing can impact the quality of services, as well as increase costs over time. Some are even going back to re establishing their workforce. Most contracts come with annual renewals that often include cost of living increases. As the Florida League of Cities past president I addressed members at the statewide conference last summer. I shared my concerns that this is going to be one of the topics of critical importance that is changing the way we govern. With the continued

tion could take 18 to 24 months. I do not believe that is acceptable in this hyper connected world. We need to be better faster and wellequipped. The City Commission and Staff have undertaken a reevaluation of our strategic priorities. We have focused on four objectives; creating a livable community, excellence in government, environmental sustainability and economic development. We are forming this year's budget with these guiding principles. Staff has been directed to use these guidelines and the results of our citizens and business survey's to make sure we are addressing what our citizens and business partners want versus what we think they want. We have already started our “Budget Awareness” meetings formally known as our quadrant meetings, to gather input from our residents. GOOD GOVERNCE AND DEMOCACY The attendance at the first two meetings averaged approximately 10 residents. While this turnout is disappointing, we hope it's a reflection of our continued approach to proactively addressing issues when they arise and not putting them off. I want to remind everyone once more of Friedmanʼs suggestion; if you see something, say something. Now is the time for everyone to get involved and let us know what they want to see in our community. INFRASTURTURE OF THE FUTURE Our Department of Public Works has over 43 ongoing construction projects still in various phases. Going back to Mr. Friedmanʼs point about investing in infrastructure, I think Hallandale Beach is on the right track. We will be breaking ground on the much needed drainage infrastructure improvements. We will be dedicating a brand new green Foster Park Building to complete a premiere park state of the arts park, opening our new city marina and breaking ground on three major premiere park renovations including a new municipal pool at BF James Park, Joe Scavo Park that will include new playground basketball court and both a large and small dog park. South Beach Park will also be totally refurbished. Our staff is also working on many water and wastewater improvements, new sidewalks in various locations,
ADA curb improvements and new bus shelters and benches around the community. In partnership with the Chamber, this partnership has grown and we will continue to work with the Chamber. We are excited today to be unveiling the Banner Program.
PUBLIC SAFETY The city will continue to focus this year on improving safety and security throughout our community. Our city is a safe, well protected community. We have not seen a tremendous increase in crime. We do need to do a better job in addressing areas of concern where our residents feel and perceive threats. Our Police Department is always available to come out and work with businesses and all property owners to evaluate crime prevention designs that will help improve safety. PARK PLANING Keeping with our strategic priorities the City Commission has opened up discussions to expedite our master parks plan and the building of a new main fire station. These infrastructure improvements come with a fairly large price. Together these investments in infrastructure will amount an estimated $47 million. With a healthy reserve and extremely low interest rates, the City Commission is giving the concept of borrowing money and expediting these investments serious consideration. We will be evaluating various combinations of funding from both loans and bonds that may also be supplemented partially by the Community Redevelopment Agency. This is another issue we are looking forward to hearing everyone's input on. ENVIROMENT We also continue to focus on environmental concerns by addressing saltwater intrusion and conservation. With strong policy, we have reduced water consumption significantly. The city is very close to working out an agreement with the Hollywood golf course on Pembroke Road to move our wells further west. We will also be releasing an RFP that I recommended to provide energy efficiency and conservation infrastructure improvements. Saving energy saves taxpayer dollars. The RFP is for an ESCO. This is where a company comes in and pays for all improvements and they are in turn paid out though the guaranteed savings. I have also suggested we use this concept for our repairing of our sewer system. It has

been estimated that we are losing over 2.7 million dollars with the systems. I am also looking forward to another exciting Eco Fair. In partnership with the City of Hallandale Beach Chamberʼs Green Leadership Organization, plans are underway for “Green Fest”. We will be focusing on recycling for businesses and condominiums as well as a special focus on increasing the tree canopy with fruit bearing trees. There will also be much more in store, so stay tuned and save the date… May 5th.
TRAFFIC TRANSIT & EDUCATION Three services that our city has very little control over include; traffic control, transit and education. This does not mean that we are not strong advocates for our community. As a result of the hard work of Staff and my advocacy on the MPO, we have seen major improvements to our corridors. We have also lobbied for the implementation of the fiber optic realtime signalization project. This year we will be looking to partner with the MPO to apply for direct funding from the federal government for a minibus system. Education, according to our citizen survey, is one of the key areas our residents want improved and the main
focus in Mr. Friedmanʼs new book. This Commission has continued to support our local schools in many ways. As a matter of fact, on March 6th, our city has been invited to Broward County School Board to receive a proclamation recognizing our city for our commitment to educational programs including our afterschool tutorial programs, our weekend enrichment classes and many other partnerships that have enhanced our education system. These Partnerships must continue and be enhanced. Currently we have Hallandale Elementary School, Gulfstream Middle School, Hallandale High School and two alternative schools; Hallandale Adult Community Center and Lanier James. These schools service over 3000 students from infants to 12th grade. We need to work with our school board members in ensuring there is continued investment in technology with a focus on math and sciences. We also need to be providing more training and education for our adult residents and those students that will not go on to college. Mr. Friedman contends, and I agree; with the advent of globalization and fast readily available technology, most jobs are being lost or simply have become obsolete. With
the ability to learn across the oceans, our children and our workforce are competing globally. The shift to hightech jobs is creating more and more demand for a highly skilled highly educated workforce. Lack of education is creating a greater polarization in the workforce. We need to continue to invest in education on all levels. I, along with the Commission, will continue to leverage as many partnerships possible with non-profits, our health industries, colleges and training institutions to ensure we expand the access of high-quality education in our community. I am so extremely proud that the City Commission saw fit to endorse my recommendation of creating the Education Advisory Committee. This group, under the leadership of Pat Byers, an IBM employee, has committed themselves to recruiting volunteers and mentors to volunteer at Hallandale Beach schools. A commitment of one hour a week can really help a student. You can also volunteer to help a teacher or work in the office at the schools. With strained resources, we all need to come together and help. I promise you that you will certainly get back more from the experience in the one hour of time you may have
spent e-mailing Facebook and or tweeting. As the Mayor of Hallandale Beach, I am extremely honored to be able to serve this community. I stand firmly committed to moving the city forward. Chris Hoene, Director of the Center for Research and Innovation with the National League of Cities, was quoted in a recent article titled “Governing in Tough Times”. He spoke of the endless rancor and gridlock that we're now seeing in Congress is not only damaging Washington's ability to function, but he said it's also trickling down to the states. It is hard to make tough decisions when government is being characterized as the problem. Well as you can see, Hallandale Beach is on good footing. There will always be naysayers and people with opposing views. We just need to continue to focus on a positive direction. I-95 Express Phase 2 Project will alter local traffic on Sunday
On Sunday night, March 4, the contractor will begin doing soil borings underneath the I-95 bridges at Hallandale Beach Boulevard, Pembroke Road, Hollywood Boulevard and Stirling Road. On Monday, Hallandale Elementary, one of the top 5 scoring schools in South Florida, held a pep rally for the fourth graders. It was something that has become a tradition for an insititution that has found the way to create a solid balance with an education foundation that is second to none - with one of the most innovative principals - Sharon
Ludwig - making things go. Ludwig has been at the school for well over a decade, sending generations of students on to middle school as prepared as any student you will find. But if you ask her the story behind the success over the past 14 years in Hallandale Beach, she will quickly credit Mayor Cooper, but also her teachers. If you've read my columns through the years, you fully understand how important
teachers are - and always have been. Teachers are the future, and while the state often forgets that huge bit of information, with all its cuts and layoffs, those who chose this profession for the all the right reasons, continue to work hard - while it would be easy to be discouraged. In a time when teachers are on the merit pay watch, the state also forgets and adds more to an already stretched workload, but no complaints. What these teachers do with so little fanfare or attention, especially those fourth grade teachers who have worked so hard to elevate the students, is truly amazing. That's why going to the pep rally, listening to Yaritza Villeda's Pledge of Allegiance and Mya Dominguez's National Anthem became so important to me as someone who believes education is everything! How many schools have teachers and students get so pumped up about taking a test? Ask fifth graders Esteban Kravitz and Jaelle Cordin, who both scored perfect 6.0. They came back and cheered on their younger schoolmates, challenging them to get that perfect score. In the early morning, when most of these fourth graders are usually in class, learning about reading, math and science, which will be part of April's continuing FCAT testing, they are in the auditorium watching Pep Squad members Leondra Watson, Aleyah Hudson, Ashaunti
Jackson. This day was important to the students, and will get them ready for the upcoming FCAT testing, but it was also about the teachers who have made the difference. A special thank you to Mrs. Del Borrello, Mr.
Robinson, Brigit Peana, Diamond Sample, Catherine Ortega, Aalyiah Mohammed, Victoria Singh and Gabriela Peralta get them ready to take the test. If you want to make sure your child gets plenty of exercise and learns some athletic skills, PRCA has one of the most exciting camps in South Florida! Hollywoodʼs sports camp at South Broward High School will have campers in full-swing from 9 am to 3 pm between July 2 and August 10. Girls and boys ages 5 to 13 may participate in both indoor and outdoor activities. Campers will enjoy team games like basketball, softball, soccer, baseball, football,
lacrosse, team relays and other childhood games. The City of Hollywoodʼs sports camp offers a fun and safe environment for your child to learn the value of teamwork, expand their physical abilities and make lifetime friendships. Participants will need to bring their own lunch and snack daily. Monday thru Thursday, they will need to have a swimsuit, towel and sunscreen so they can enjoy time at the pool. A change of clothes is recommended for swim days, but not required.
Too good to be true? It gets better! The camp is comprised of weekly sessions priced to allow your child to have a wonderful experience. If you are a resident of Hollywood, the fee is $125 per week. For non-residents, the fee is $150 per week. If you’re unable to commit to a weekly session, that’s okay. A Straining Issue for Postpartum Moms
(NewsUSA) - New moms are often surprised when they experience a bout of constipation after giving birth, unaware that this is actually a very common postpartum complaint. Many women may experience constipation following childbirth, due to the slowdown of the digestive system and temporary loss of muscle tone in the abdomen. But there are other explanations. Factors that may contribute to constipation include: medications administered for postpartum pain, prenatal vitamins continued while breast feeding and anesthesia administered during labor. A fear of pushing can also cause a cycle of constipation. New moms may be hesitant to strain themselves because of postchildbirth tenderness, fear of tearing a stitch or pain from hemorrhoids. MIAMI BEACH - On Monday, February 13, Mount Sinai Medical Center hosted a press conference with U.S. Rep. Debbie Wasserman Schultz in recognition of American Heart Month. Rep. Wasserman Schultz brought attention to heart disease, its impact on women and the importance of knowing the risk factors and warning signs of heart disease. Working together with the Congresswoman, Mount Sinaiʼs goal was to raise public awareness about cardiovascular disease, the #1 killer of both men and women in the United States. “Between 6 to 9 percent of all U.S. women are living with coronary heart disease, and twothirds who suddenly die had not previous symptoms,” said Wasserman Schultz. “Approximately 435,000 women in the U.S. will have a heart attack this year and 83,000 of them will be under the age of 65.” Dr. Gervasio Lamas, chief of the Columbia University Division of Cardiology at Mount Sinai Medical Center, discussed the risk factors for cardiovascular disease and shared the unique symptoms that women experience when having a heart attack that differ from men. Other speakers at the event included Conchita Ruiz, a representative and corporate sponsor of the American Heart Association, Dr. Judith Anton, a heart attack survivor and a representative of the National Coalition for Women with Heart Disease, and Elizabeth Cooper, who had valve replacement surgery performed by Mount Sinaiʼs chief of cardiac surgery, Dr. Joseph Lamelas. “Part of my heart is dead and I have survived to tell the story,” said Anton, who was a Miami-Dade County public school principal when she suffered what is known as a silent heart attack. “I had previous symptoms which none of my doctors diagnosed as heart-related. In fact, I had my gall bladder out because I had a pain in my back and no one looked to see if that pain was actually heart related," she said. This is not surprising
to Mount Sinai chief of cardiology, Dr. Gervasio Lamas. “Iʼve taken care of a number of women who really just donʼt have chest pain but have something other. They will have abdominal pain. They will have back pain. They feel like they have the flu. Theyʼre sweaty, they just donʼt feel well,” said Lamas. Elizabeth Cooper, 40, told a different story of how heart disease can affect women. “I was born with a congenital heart defect knows as aortic stenosis. I have undergone four open-heart surgeries in my lifetime,” said Cooper. “My most recent open-heart surgery took place last summer with Dr. Lamelas. Luckily, the valve he put in should last me 30 years or more.”

• Gum Disease Plaque grows on the surface of the teeth. The bacteria found in plaque give off acids that cause gum disease. To prevent gum disease and decay, make sure the person you are caring for removes plaque daily by brushing and flossing the teeth. An electric toothbrush may be easier for the person to use, but ask the dentist or dental hygienist to demonstrate how to use it. • Poor Fitting Dentures Dentures need to be checked and refitted on a regular basis because they can become loose or uncomfortable. Poor fitting dentures may drop when person speaks, and they can cause chewing problems that can lead to poor nutrition. • Dry Mouth Older people sometimes produce less saliva. Saliva is a natural mouth protector which limits the grow of bacteria, cleanses the mouth of food, and

Red-light cameras work. “Itʼs even changed my driving behavior,” said Hallandale Beach Police Chief Dwayne Flournoy in discussing the impact of red-light cameras at intersections within the city. The city has traffic cameras at two intersections, Federal Highway and E. Hallandale Beach Boulevard, and W. Hallandale Beach Boulevard and NW 10th Terrace. “Historically, the behavior when you see a yellow light is, itʼs a challenge to accelerate through (the intersection),” Chief Flournoy said. “Now, you slow down and stop.” In the 20 months since the cameras were installed more than 5,500 drivers were cited for running red lights at the monitored intersections. Each received a notice of violation letter in the mail, photographic evidence of the violation
and a citation. The citation cost drivers $158 if they donʼt challenge the ticket. If they ignore the letter or decide to fight the case, the fine increases. Ignoring the letter or if the violator decides to fight the ticket, the cost of the citation jumps to at least $263 because of court and administrative costs. If the driver provides a compelling case to the judge, the fine could be reduced, or court costs waived. However, the judge also has the option to increase the fine if the driver is found guilty of the violation. Also, 18 percent of the drivers apparently didnʼt learn from the first incident and have received a subsequent violation. Has the chief been one of the offenders? “No. Iʼve learned, and itʼs changed my driving habits.” But not everyone has learned. “Weʼve even caught

Registration is $10 per event, and players can sign-up at the Cultural Community Center, 410 SE 3rd Street. Open to any senior 55 and over, the games begin Monday, March 12, and run through Friday, March 16, at various city venues. The games end at the awards breakfast 10 a.m., Monday, March 19 in the Cultural Community Center. Tennis, table tennis, bocce, bowling, poker, dominoes and basketball are scheduled; however, if an insufficient number of players fail to register, that event could be canceled. Each event has a minimum number of players to ensure fair competition. Refunds will be provided only if an event is canceled. Scheduled for Monday, March 12, the opening day of the Senior Championships, are poker at the Mardi Gras Casino, bowling at Holiday Lanes Bowling Center, dominoes and table tennis at the Cultural Community Center. Tennis players will take center court on Tuesday, March 13, and Wednesday, March 14, at the Golden Isles Tennis Center. Bocce takes over the Golden Isles Tennis Center on Thursday, March 15. The camera shoots a photo of the back of the car to get the license plate. The photo is a wide shot that includes the traffic signal showing which light in the signal se-
quence is illuminated. Additional photos are triggered to follow the car through the intersection. If the second set of photos shows the car stopped and did not proceed through the intersection, no ticket is issued. Keep going and youʼre going to get a letter with a citation. To show the alleged violator they were caught, the notice of violation letter includes three
photos of the vehicle crossing the intersection. The owner of the vehicle also is provided a website link to a 12second video of the violation. When the bugler at Gulfstream Park plays “call to post” shortly before 7 a.m. on Sunday, May 20, several hundred two-legged runners will step up to the starting line for the annual PAL of Hallandale Beach 5K/10K run. Registration is open for the run around the onemile and one-eighth oval in the showcase for runners throughout South Florida. The race has grown to be one of the largest fund raisers for the Police Athletic League. Federal Highway, or at the Cultural Community Center. Pre-registration is $20 for each runner 18 and under, and $25 per runner for participants 19 and older for either the 5-K or 10-K races. Commissioner Dorothy Ross has been elected to the Broward County Women’s Hall of Fame
Hallandale Beach City Commissioner Dorothy Ross has been elected to the Broward County Womenʼs Hall of Fame. Commissioner Ross will be enshrined with six other Broward County womenʼs advocates at noon Sunday, March 25, at the Holiday Inn & Suites in Sunrise. A former Hallandale Beach Mayor and Vice Mayor, Commission Ross is being recognized for devoting more than four decades to serving the needs of Hallandale Beach and Broward County woman and residents as a city employee and elected official. She will be inducted with Lauderhill City Commissioner Margaret Bates, long-time Broward County Democratic Party activist Lottie Albert, Annette R. Gardiner, Gretchen Thompson and Ann R. Zucker. Also Susan Forman is being inducted posthumously. Commissioner Ross will join Hallandale Beach Mayor Joy Cooper, who was inducted into the Broward County Womenʼs Hall of Fame in 2006. Mayor Cooper is one of the 142 women recognized and enshrined by the Broward County Womenʼs Dorothy Ross History Coalition since 1992. Among the many achievements of Commissioner Ross, she was the first woman to lead the Broward County Crime Commission. She has been a long-time delegate to the Broward County League of Cities and Florida League of Cities. She has served on national committees with the national League of Cities. A former member of the Aventura Hospital and Medical Center Board of Trustees, Commissioner Ross has championed the needs of women and families throughout the years.
