The State Of Hallandale Beach By Hallandale Beach Mayor, Joy Cooper

It was an honor to deliver my “State of the City,” this Thursday morning to all of the residents and business partners in Hallandale Beach. It was my first order of business, since returning to the office, in December of 2019. I want to thank all of the Hallandale Beach Chamber Members, for giving me this forum to share what is going on in and around Hallandale Beach, in Broward County, in our State, in our Nation and yes, this past year, in the World, which was an honor. The following is my speech: It is always a labor of love to write this column and after covering the State Of The City, I will continue with my regular reporting. I do hope you enjoy and please note, it is in speech form. Greetings everyone! It is great to be here with so many friends; While I did hope and pray, we would all be meeting in person, once again, we are meeting through ZOOM “the new normal.” I would like to take you away for a few minutes from the stress of your day to day life and give you a chance to relax. There will be no test and I will not ask all of you to stand up and stretch! P.S. The PJ bottoms or shorts are safe, so, grab your coffee and try to visualize this. We have all been through what has felt like a war. One for our lives, one for our civil rights and one for the soul of our Nation. Picture soldiers of the past on the battlefield, witnessing the quiet of the last gunshot. Try to visualize the smoke from the gun powder, beginning to rise. We can finally see the clouds. They are starting to break and move about the sky and bit by bit, the sun is shining through and now, let me tell you why I have taken you here. While preparing for today, I reflected a few years back that I had a chance to attend a training session and a conference for the

Florida Redevelopment Association. That year, I was going to use a lesson I learned from the guest speaker. I got as far preparing to order her book, for my Annual State of the City, however, that event did not happen. At the time, I never thought I would soon be going through my own personal war, at the same time. I am happy that I have survived the battle and I am blessed to be here, to share with all of you, today. The guest speaker was Rebecca Ryan, a Fellow Futurist at the Alliance for Innovation and at CEOS for American Cities, both of them are Think Tanks! The premise of her book ReGeneration: A Manifesto for America’s Next Leaders truly impacted, the way I look at challenges. She combined her knowledge in Mathematics and Science, to suggest that there is a natural evolution of time in history and a correlation with the natural progression of the seasons. Backed by historical events, her principal idea is, history has and will continue to resemble Winter, Spring, Summer and Fall. Whether it’s war, the great depression, peace and prosperity, the Summer of Love, the age of defiance and the crumbling, of our trusted institution. We will still wind up in a cycle of Winter, Spring, Summer and yes, Fall. It

is how we address challenges and how we can work to be prepared for them. I want to take you back to December of 2019. I had settled into the seat of the Mayor and began to work with our staff and colleagues, to address many pressing issues in our City. The word of a new Coronavirus/ SARS-COVID-2, was beginning to ring alarms. We did not know then, but our Summer was a distant past and the frost of Fall, had already begun and Winter, was coming on fast! COVID-19 became our World’s Winter. Before COVID-19 and COVID-2, it was called by another name until it was settled by the name; COVID-19. There had already been 6 similar Coronaviruses, however, this one would prove to be more easily spread and much more deadly, than the previous one. In February 2020, the CDC reported the first death from COVID-19 had hit our country. We may have thought it was Winter, but I would suggest that it was more like the Ice Age with computers and Netflix. All joking aside, everything stopped, people lost their jobs, business came to a standstill, some closed and some were lost, for good. I will touch on that, during Spring. I do not have to tell anyone on this call, truly, how unprecedented, this past year has been.

It was all hands-on deck for us. As a Mayor, I must tell you, I have been though hurricanes, which probably helped leaders in Florida, but this, was simply unimaginable! The biggest problem was, information and not receiving consistent messaging from our National leaders and the State. For one stretch in time, we were issuing a new Emergency Order, weekly. By March, we were on Stay-at-Home Orders in Palm Beach, Broward and Miami-Dade. It was not until April, that Governor DeSantis, yielded to the fact that staying at home was the way to stop the spread and he then issued, the first Statewide Stay at Home for four weeks. We had already shut down City Hall and had issued a strict curfew here, in Hallandale Beach. I cannot speak today, without bringing up the battle of the mask. Who would ever imagined that a simple step to wear a mask to help save yourself, the risk of infection or help the save the life of your loved ones or others would become such a fight? I blame this squarely on our former President and the many selfish individuals that put money and ignorance, first! The CDC has told us, time and time again; wear a mask, washing our hands and social distancing helps to prevent the

spread. I continue to say, “NO SHOES, NO SHIRT, NO MASK, NO SERVICE!” Governments have the right to create laws to protect the public and it is just, that simple. Over the past year, I have been asked so many times about the data, as it relates to our City. As I stated early on, as elected officials, it was extremely difficult to get information from the State and it still is. Cases are not reported as clearly as we would have liked. It is by zip-code and they include surrounding areas, like Pembroke Park and Aventura, we have had 4,125 cases. The average age has been around 38 and sadly, the death rate reported, has been countywide at 2,477. This is what has been reported and it only shows pieces of the overall picture, however, these were the figures I have been asked about, the most! This Pandemic, was a true test of leadership, across the board. Unlike a hurricane, there was no day of preparation, a day or two of storm and then, recovery! It was a new challenge every day. As Mayors and City Managers, we were at the tip of the sword with daily briefing and updates. We still, are having biweekly calls with the Mayors of Broward County. At that time, City Manager Greg Chavarria, was at the helm! He had inherited and already had challenged, a budget that was now threatened by true financial uncertainty. We are still preparing and an assessing implication, decisions were made and are still impacting, the health and lives of every resident and we have been in Winter, for almost a year, now, to be continued next week. To prove residency, an adult resident, must provide a copy of his or her valid Florida Driver’s License or a copy of a Valid Florida Identification Card. Seasonal residents may provide a copy of two of the following to show proof of a residential address: 1. A deed, mortgage, monthly mortgage statement, mortgage payment booklet or residential rental or lease agreement. 2. One proof of a residential address from the season resident’s parent, step-parent, legal guardian or other person with whom, the seasonal resident resides and a statement from the person with whom, the seasonal resident resides, stating

New Rules for Vacation Rental Properties in Hollywood On January 20, 2021, the City of Hollywood made a number of changes to the Vacation Rental License Program Ordinance. Changes include a requirement that all existing vacation rental properties and properties being used as a vacation rental in the City must obtain a Vacation Rental License from the City of Hollywood, in addition to obtaining a State license and other licenses. To assist property owners with meeting compliance deadlines, the City will be hosting two virtual question and answer sessions via the Cisco WebEx Virtual Meeting application. There will

be no formal presentation, staff will be on-hand to answer questions related to the vacation rental license program, licensure, inspections requirements and more. Broward County Offers Convenient Way to Pay Property Taxes Property taxes must be paid by March 31, 2021 to avoid delinquency interest, fees and penalties. Broward County’s Tax Collector’s Office will again offer the Tax Express Drop-Off service for property tax payments on Wednesday, March 31 from 10AM to 4PM outside the west entrance of the County’s Main Governmental Center, 115 S. Why Do Women Still Earn Less Than Men? Women have made slow progress in attaining corporate executive roles, but once reaching that level, their pay is typically less than men in similar leadership positions, a new study reports. A paper from researcher Morningstar, Inc. found that the highest-paid women earn about 85 cents for every dollar their male counterparts earn. Though the difference has narrowed from roughly 82 cents reported in 2015, a continuing gender pay gap at the top reflects a systemic problem that company leaders need to address at every level of their organization, says Allison Nolan (www.athena.ky), founder and managing director of Athena International Management Limited and author of the upcoming book, Madam Chair. “The gender pay gap is chronic in most industries, deeply ingrained and too often accepted,” Nolan says. “Talented and driven women who have risen in the ranks despite having a harder road than men deserve equal compensation, but often they get discouraged by the unfairness and gender bias. “Companies can only benefit by doing something about this persistent problem. Paying women fairly and equally will attract and retain more top talent, strengthen the work culture by creating more trust, and cast a favorable light on your company that will attract customers. But closing the gender pay gap requires a bottom-to-top

approach that makes equality a central part of the culture. Nolan offers five ways local businesses, corporate leaders and their companies can completely close the gender pay gap: Acknowledge the pay gaps. Nolan first suggests an incompany audit, done by a diverse team, to compare sala-

ries of men and women in the same position, see where the gaps are and why, and then begin addressing the underlying reasons and permanent solutions. “Have people from different departments, not just HR, with male and female composition to identify the factors leading to income inequality,” Nolan says. “Creating awareness and urgency among all is the foundation to solving the problem.” Enact inclusive hiring practices. “How can you have

enough female leaders being paid fairly if you have relatively few females being hired?” Nolan says. “If you want to build equity at every level of your company, inclusive hiring is where it starts. The problem is, recruiting processes often are gender-biased while relying too much on networks. To bring equity in hiring,

promotions, and staffing decisions.” Train women for the C-Suite. Often, gender pay gaps are a trickle-down result of women having little or no female representation in corporate leadership. To change that, Nolan says, “Create an internal management training program and
