Hallandale Beach City Commissioners selected former municipal executive Roger Carlton as the new City Manager at a Special City Commission meeting on Wednesday, and Jennifer Merino of the general counsel in the Broward County Office of Inspector General as the new City Attorney. The City Manager and City Attorney are the only two positions hired directly by the City Commission. Both appointments were unanimous 5-0 votes by the Mayor and City Com-
mission. Mr. Carlton brings four decades of executive management to the City, including serving as City Manager for Miami Beach and Town Manager for Surfside. He served as Acting City Manager for the City of South Miami, and was chief of staff for Miami-Dade Mayor Carlos Gimenez when the Mayor was a County Commissioner. Mr. Carlton was selected out of 23 applicants for the position to manage the City’s more than $100 million budget

His energy and passion for promoting every community and for being such a positive ambassador of a bright future, is what he’s always been about. For the past 18 years, Llorente has been one of the faces of Mount Sinai Medical Center in Aventura, where he is the Community Relations and Outreach Manager, after coming up through the ranks, learning at every step. It’s through that position he has been able to make an impact - by connecting and interacting with the community on a daily basis. He has also been able to broaden his reach by interacting with physicians, nurses, managers, administrators and patients. “Not another job like it,” Llorente said. “I don’t know

In her 50’s and never having any eye problems in the past, Vitale was caught off guard. “I remember my Optometrist, Dr. David Rouse telling me that I needed to have the surgery on my left eye,” she said. “I was really stunned, to say the least. I never had to wear glasses or had any vision problems at all.” Facing the unknown, but also the reality of needing her vision to be as perfect as possible in her everyday life, Vitale talked with Dr. Rouse, who suggested one of the best around. Because she never had any vision problems in her life, this was all new to her, but back seven years ago, there were very few who did Refractive Surgery and other cutting edge procedures. “From the moment I met Dr. (Stanley) Braverman and his staff, it was a no brainer,” she recalled. “Everything about having cataract surgery was new to me, so I asked a million questions and got a million answers.” That positive experience was certainly one, that this talented educator remembered over the past six years. That’s why when she was told that the right eye needed to be done, there was no hesitation. Located in the heart of South Florida, the Braverman Eye Center is centrally located to Miami-Dade and Broward Counties. They have also had patients come for cataract surgery from as far away as New York, Texas and several international destinations such as the Bahamas, Cayman Islands, Israel, France and Canada. “Everyone is different, and each person reacts differently when it comes to their eyes, but I can tell you that the experience I had both times was truly unbelievable,” Vitale explained. “Things have even gotten better from the first time. From the time you are called into the office until you leave, it is how a trip to any doctor’s office should be.” On November 22, 2016, Vitale once again headed to the surgical facility to have that right eye done. A week after her surgery, which was done with a top of the line Tecnis Multifocal lens, she was 20/30 days after the surgery, and as we are now in January, she is a perfect 20/20, distance and near, without glasses! “I wear no glasses and can only tell you that the entire experience has been truly a blessing,” Vitale explained. “When you need your vision as much as I do, what has happened over the past seven years is amazing.” As the school year heads down the homestretch, Vitale is doing great and still making an impact on so many lives - and she realizes that Dr. Braverman and his staff have so much to do with that. What Are Cataracts? A cataract is formed when the natural lens of the eye, responsible for focusing light and producing sharp images, becomes cloudy and hardens, resulting in a loss of visual function. The lens of the eye is clear at birth but is one of the first parts of the body to show the effects of aging. A cataract is painless and usually develops gradually over several months or years. The onset of a cataract in one or both eyes may cause decreased night vision, impaired depth perception, and increased color distortion. Cataracts are the leading cause of vision loss among adults age 55 and older. In fact, poor vision from cataracts affects 60 percent of all adults over age 60. However, cataracts also can result from injury, heredity, or medications, so they can affect people of all ages. Understanding that no two conditions or patients are the same, Dr. Braverman analyzes the patient’s symptoms, performs a comprehensive eye exam, and may test for glare disability and contrast sensitivity before making a diagnosis. The final decision to proceed with the surgery belongs to the patient. Your optometrist or Dr. Braverman may prescribe glasses, medication or surgery depending on your symptoms, complaints and age. Usually surgery will not be recommended until glasses no longer work to make you visually happy. In the case of clear lensectomy surgery, the patient cosmetically wants to get rid of their glasses, but they are out of the LASIK treatment range. Cataract Surgery: What To Expect Thanks to new advancements, this is a great time to have cataract surgery. Your eye is like a camera. It has photographic paper (the retina), and a camera lens. Two excellent options exist for cataract surgery. The choice is yours. Traditional Cataract Surgery is the removal of your cloudy natural camera lens, which is usually dissolved using high frequency ultrasound through a small (less than 3 millimeter) opening. If your eye qualifies, the second option, Laser Assisted Cataract Surgery can now be done using state of the art Femtosecond Laser technology to assist with parts of the cataract surgical procedure, including softening up the cloudy camera lens. New City Manager and City Attorney complete administrative changes in Hallandale Beach By Mayor Joy Cooper joycooper@aol.com Hallandale Beach - Happy New Year to all of our residents, businesses and the many visitors who come to this great City every day! Our City is in the middle of a major transition. Last Wednesday, a new City Manager and City Attorney were hired on a 5-0 vote. While the process was not what was expected, it was the process that was approved by the commission, and yes, it did happen over the holiday. After a two-week posting, there were 23 applications submitted for City Manager. After the short list, there were two applicants that were approved to move on for background review. Before the interviews were to be held one applicant withdrew. The new manager was hired, Roger Carlton. I did not attend the interview meetings, so I have only had the chance to communicate with our new City Manager via e-mail. Roger Carlton has over 40 years in public and private sector positions. Before retiring to Robbinsville, N.C., he served as Town Manager for the City of Surfside from 2010 to 2013. He has also served as acting City Manager in South Miami. In addition to City expe-
rience, he was assistant County Manager and Chief Of Staff in Miami Dade County. Currently, his contract is being negotiated and will be drafted by special council Steve Zelkowitz and brought forward on January 25th at our commission meeting. When I spoke last with Mr. Carlton, he was looking for an apartment here in Hallandale Beach. As for our City Attorney position, there were multiple firms and a few sole practice applicants. Four made the short list for interviews. Two firms withdrew. Attorney Joe Geller from Greenspoon Marder and Jennifer Merino from the Broward Office of the Inspector Generals Office went through the interview process. After the interviews, there was a public meeting conducted at 4. I attended the meeting by phone. I had a chance to raise my concerns about the lack of experience Mrs. Merino had as a City Attorney. She has served for both the Dade and Broward OIG’s, but has never served in a City. I also had concerns about possible conflicts with an ongoing case. Mrs. Merino assured the commission that while she did not have the day to day experience, she has worked on many issues involving City practices in-
cluding: contracts, procurement and construction issues. She also stressed that she realized that with any in house attorneys there will be instances where special council will need to be consulted. Mrs. Merino was also hired on a 5-0 and her contract will be brought forward on the 25th. I had finally had a chance to meet with her and discuss some one on one concerns. She is very energetic about this new opportunity to serve as a City Attorney, I have been informed that our Assistant City Attorney Chris has resigned and was already hired by a local firm. Deputy City Manager Andre McKinney did not apply for the position and to date will remain with the City. On a sad note, we were informed that Acting City Manager Jenifer Frastai has resigned. Originally, she has told the commission that she wanted to remain but has had a change of heart. She has been hired by the City of Oakland Park. We will certainly miss her. She has spearheaded our parks construction and has been our lead liaison with our local schools. Our loss will certainly be Oakland Parks’ gain. Sharing ways to lower your skin cancer risk in 2017 The beginning of a new year is typically when people assess their health and vow to improve their wellbeing. Resolving to take better care of your skin is a great place to start: after all, it is the body's largest organ. Even though skin cancer is the world's most common cancer - one in five Americans will develop the disease - it is also highly preventable. "Skin cancer is mainly a behavioral disease and it is strongly linked to sun exposure - about 90 percent of nonmelanoma skin cancers are associated with ultraviolet rays from the sun," said Deborah S. Sarnoff, MD, president of The Skin Cancer Foundation. "Proper sun protection should be a priority yearround because UV rays are present every day, even when it's cold or overcast." The Skin Cancer Foundation recommends three critical steps to take in 2017 to help lower skin cancer risk. Cover Up Clothing is the best defense against skin cancer, and the more skin you can cover, the better. But not all clothing is created equally: tight-knit fabrics (like denim) and synthetic materials (like polyester) offer better sun protection than loosely-woven fabrics and natural materials. Wear a broad-brimmed hat to protect your face, head and neck. To protect your eyes and the sensitive skin around them, wear UV-blocking sunglasses.

PIETRO DE MARIA: January 15, 2017 After receiving the Critics' Prize at the Tchaikovsky Competition in Moscow (1990), De Maria won First Prize in many other prestigious international piano competitions. He has played as soloist with the best known orchestras. Born in Venice, he won First Prize at the Cortot Piano Competition in Milan at the age of 13. In 2010, bicentennial of the birth of the Polish composer, Pietro De Maria was invited to play Chopin in the most important international centers such as Berlin, Paris, Warsaw, Zurich, Rome. De Maria has performed the complete works of Chopin and has recorded them for commercial CD release. He teaches at the School of Music in Fiesole, at the Academy of Music in Pinerolo and at the Musikdorf Ernen in Switzerland. De Maria will perform works of Chopin, Liszt and Ligeti in Aventura. Fuel Up to Play 60 Initiative Calls for Recipe Submissions from Elementary and Middle School Students Florida students get cooking for Dairy Council’s Gridiron Challenge Yogurt, cheese, milk ... the options are endless when it comes to cooking with dairy products. And to prove just that, the Dairy Council of Florida is now accepting recipes for its fourth annual Gridiron Cooking Challenge, a fun-filled cooking competition for elementary and middle school students throughout Florida. The initiative, which is designed and supported by the www.floridamilk.com. Fuel Up to Play 60, an in-school nutrition and physical activity program launched by the National Dairy Council and NFL to help encourage today’s youth to lead healthier lives. Elementary and middle school students in
groups of four are encouraged to create and submit a healthy, original recipe that prominently features dairy products. The deadline for submissions is March 3, 2017. The top four student teams in each Florida NFL market – represented by the Miami Dolphins, Tampa Bay Buccaneers and Jacksonville Jaguars – will compete for the grand prize at the Gridiron Cooking Challenge as they cook their recipe on-site in less than 60 minutes. The students’ creations will be judged by a select group of distinguished professionincluding NFL als players, Florida Dairy Farmers, Fuel Up to Play 60 student ambassadors and health professionals. The winning team in each NFL market will receive a prize pack for their school valued at up to $2,500. Each student on the team will receive an iPad mini,

Some sneaky tricks of heart disease (BPT) - As Americans, our health is far from perfect, but over the decades, we've seen great improvements to medical care and lived longer lives. But new health data in a recent report might shake up our complacency: The federal government finds that life expectancy for Americans has dropped for the first time in 25 years. Though the factors are varied and complex, it has health experts and doctors taking a hard look at the current realities, including our rising obesity rate and the fact doctors may be reaching their limit on what they can do to treat heart disease. "The report, though troubling to any family doctor, can be used as the basis of a wake-up call to anyone to improve their health," says Andrew Manganaro, MD, FACC, FACS, Chief Medical officer for Life Line Screening. "That is especially true for those who have been diagnosed with a risk factor for heart disease." Manganaro urges patients ages 55 and older to be proactive with their heart health by scheduling regular doctor visits and following their doctor's instructions. In addition, he recommends making regular cardiovascular screenings a part of your wellness routine. Not convinced you need a screening? According to the American Podiatric Medical Association, approximately 40% of patients visiting a podiatrist have complaints or signs of toe fungus. It may begin with tenderness or pain in the toe, developing into an unsightly thick, darkened nail, and it can spread from toe to toe. In fact, the fungus can get so out of control that it can infect the foot and ankle. Topical treatment such as Lamisil cream usually is the first course of therapy for a mild or moderate case. However, long-term use or oral antifungal medication is not recommended due to the toxic side effects Lamisil can have on the liver. This is a special risk if a patient is taking other medications, including excessive use of Tylenol that can manifest the same hepatic damage. Over the past few years, Dr. Charlton Adler has been following closely the application and reported results of laser therapy on fungus toenails and other podiatric and wound situations. He is pleased to announce that he now is able to add this service as a therapeutic option in his office in North Miami Beach. “The introduction of laser in treating toe fungus has had a major impact on attacking this uncomfortable and unsightly problem,” says Dr. Adler. Lessons Learned In Hiring A Private Aide By the daughter of an Aventura mom
Finally, I found the perfect person to look after mom, who could no longer live alone safely. Marie, the aide, was referred by another aide in mom’s building, who seemed to take great care of a very demanding neighbor who was showing signs of confusion like my mother. During the interview process, Marie demonstrated patience, attentiveness to mom’s needs, and had glowing references. I even called two of them, who were out of state, but who affirmed how good Marie was to them or their family member. What a relief! After three weeks in Florida, I finally was able to return to my family in Ohio and feel that mom was in good hands. At first, all was fabulous. Mom said Marie helped her with showering, picking out her clothes, made small meals, and they went to dinner a lot. Mom also said Marie helped her clean out her drawers and closets, and helped her organize her things. Then, mom began to complain that Marie moves things around, and mom cannot find them. She told Marie to keep things in one place, and that Marie raising her voice to her. I spoke to Marie, who said mom moves things around herself, and then cannot find them. I suggested that since mom can get confused, it might be best to organize things the way it would be easier for her. The next day, mom called and said her diamond ring and earrings were missing, and the $400 spare money that she has kept in the corner of her bedside table for years was also missing. I asked to speak to Marie. Mom informed me that Marie went down to the store and had not yet returned. When I called back later, mom said Marie still had not returned and she did not know what she should do for dinner. I called Security in mom’s building. They had not seen the aide since she left in the morning. I asked them to check on mom. Feeling upset myself, I called another neighbor, asking if she could either include my mother in her dinner plans or help mom order delivery from a local restaurant, and then see to it that she had something for breakfast in the morning. I called the Aventura police to report a possible theft, and booked an early morning flight back to Florida. What an ordeal followed. However, at least mom was not physically harmed! Although I had resisted going through an agency due to a slightly higher cost, I began a rapid search of getting competent help as soon as possible, calling mom’s doctors and going online. The name Always Classic Care came up several times. When I called, the staff was most professional asking about mom’s status and needs. The owner, Terry Adler, joined the conversation with more specific questions about mom’s personality and capability status, as well as my concerns and services I felt mom would need. Terry advised me that she and her staff would confer immediately to select the most suitable aide, and that she would personally supervise the case. To my surprise, once paperwork was completed with staff, Terry called me back to report she had someone very special for mom who could start later that evening or first thing in the morning. I was amazed. Well, mom hit it off with the new aide immediately, and she has now been with mom for the over a year. It definitely was a great match. Although I had avoided going through an agency because of the slightly higher cost, it took a bad experience for me to realize the many advantages of using a home health agency or nurse registry. Aside from dealing with professionals, home health agencies are regulated by the State of Florida. All of their healthcare workers must submit to a rigorous screening process that includes FBI fingerprinting for any history of wrong doing. A registered agency such as Always Classic Care requires a personal interview conducted by a professional staff who also scrutinize documentation of training, references and work history, and applicants are required to complete preemployment testing as to knowledge of various levels of care. Also, if there is any problem , question, personality or communication issue once the aide is assigned, the agency will get involved and make immediate changes. And, as in the case of the missing Marie, Terry told me they would have become integrally involved in the investigation. I found that the agency may cost a few dollars more per hour than a private hiring, but now, the cost seems minimal when compared to the open communication and peace of mind that it can bring. Warming up to the delicious and versatile potato Mashed, roasted, fried or baked - it’s the perfect side dish Mashed Potatoes • 3 lb. potatoes (about 4 large, combo • of russets and Yukon golds) • Kosher salt • 1 stick butter, plus 2 tablespoons for garnish • 1/2 c. milk • 1/2 c. sour cream • Freshly ground black pepper
As the weather gets a bit cooler in South Florida, there will be a need to get some of that warm comfort food in you. When it comes to hearty, filling and delicious, there are potato recipes that will simply blow you away. There are so many choices to make. Today, we help you make that tough decision with some tasty spuds - in different forms. Rosemary Roasted Potatoes • 2 lb. baby potatoes, halved or quartered if large • 2 tbsp. extra-virgin olive oil • 4 cloves garlic, minced • 2 tbsp. freshly chopped rosemary • Kosher salt • Freshly ground black pepper • Fresh rosemary sprigs, for serving Preheat oven to 400º. Add potatoes to baking sheet. Toss with olive oil, garlic, and rosemary and season generously with salt and pepper. Roast until crispy, stirring occasionally, 1 hour to 1 hour 15 minutes. Add more rosemary sprigs for serving.
In a large pot, cover potatoes with water and add a generous pinch of salt. Bring to a boil and cook until totally soft, 16 to18 minutes. Drain and return to pot. Use a potato masher to mash potatoes until smooth. Meanwhile, in a small saucepan, melt butter and milk until warm. Pour over warm milk-butter mixture and stir until completely combined and creamy. Add sour cream and stir until combined. Season with salt and pepper. Transfer potatoes to a serving bowl and top with butter. Season with more pepper and serve. Bacon Wrapped Sweet Potato Fries • 3 large sweet potatoes, cut into fries • 2 tsp. chili powder • 18 slices bacon (1 slice per fry) • BBQ sauce, for serving • Ranch, for serving Preheat oven to 400 degrees F and set a rack over a baking sheet (to catch the bacon grease). Wrap each fry with one slice bacon and season with chili powder and pepper. Bake until sweet potatoes are tender and bacon is crispy, 30 to 35 minutes. Serve with BBQ sauce and/or ranch. Twice Cooked Potatoes With Paprika Mayo • 2 1/2 lb. small Yukon gold potatoes (not babies) • Kosher salt • Freshly ground black pepper • 1/4 c. extra-virgin olive oil • 1/4 c. vegetable oil • 3/4 c. mayonnaise
• 1 large garlic clove, finely chopped • 3/4 tsp. sweet paprika Place potatoes in a large pot; cover with cold salted water. Simmer until potatoes are tender when pierced with a sharp knife, 18 to 22 minutes. Drain and cool until able to handle. Preheat oven to 450 degrees F. Combine oils in a 9"-x-13" or other shallow 3-quart baking dish. Use your hands to break potatoes into roughly 2" pieces; add to baking dish and gently toss to coat. Season with salt. Roast, turning halfway through, until deeply golden brown and crispy, 30 to 35 minutes. Season with salt. Meanwhile, whisk together mayonnaise, garlic, and paprika in a bowl. Season with salt and pepper. Serve potatoes warm with paprika mayonnaise alongside. Mashed Potato Pancakes • 2 c. mashed potatoes • 1 egg, beaten • 4-6 tbs. flour • 3-4 tbs. butter, for frying Combine the potatoes with 1 beaten egg, and add flour 1 tablespoon at a time and stir until it's all well mixed. Note: Add the flour slowly to achieve just the right texture. You will want the mixture to be dry enough that you're able to handle it and form patties, but not too dry and crumbly. Use flour-covered hands to make the patties. Melt a tablespoon of butter into a large frying pan over medium heat, and place the cakes into the pan to fry. Be careful not to overcrowd the pan so you'll have room to flip them. Allow each side to cook about 3-4 minutes until golden brown and crispy. Continue to cook the pancakes in small batches, adding more butter in between each time. Serve warm. Top with sour cream and chopped scallions if desired!
