The most common offender: Plastic water supply lines to sinks and toilets. (Tip: Copper almost never leaks.)
CULPRIT #2: CLOGGED COOLING & HEATING UNITS These all-in-one heating-and-cooling units need attention, many condo owners tend not to realize that A/C units require twice yearly maintenance and that as the owner of the apartment, it’s their responsibility. “The most common occurrence with the A/C units is that the filter is not replaced often enough,”. “Dust collects on the filter and on the coils, and through condensation it drips into the condensate pan and clogs the drain. Then the condensate pan overflows and leaks under the floor. And also people forget to clean them after doing renovation where there’s a lot of dust.”
Unfortunately, dripping A/C units tend to cause mold more often than other types of leaks, says 1st Priority, because they leak so slowly into the floor that it’s not noticed until a large section of flooring shows damage. Nearby sheet rock can also be implicated as it wicks up the moisture from the floor. CULPRIT #3: BROKEN WASHING MACHINE HOSE “We get a lot of these,” says 1st Priorty. “When you buy a washing machine, even the fancy ones, they install them with inexpensive rubber hoses—those are the ones that break, as opposed to the $40 stainless-steel-wrapped hoses you can buy at Home Depot that almost never leak.” Many of these issues can go unnoticed for a while and that is where trained professionals come in. The profession-

HOW TO TELL WHETHER YOU HAVE MOLD IN YOUR APARTMENT So how do you know if you have a mold problem? It’s not always obvious, says 1st Priority. • Water damage: You'll probably notice water damage and staining before you notice any signs of mold, because mold tends to grow faster inside than on the surface. That’s why it’s important to address any moisture problems quickly. • Odor: One of the first signs that mold might be present is a wet, musty smell or the smell of moldy, wet building materials. These indicate a moisture problem that can lead to mold; it doesn't necessarily mean you have mold. • Spots: Black, gray,
green or brown spotting. (Note: This is similar to what you see on your bathroom surfaces— a.k.a. mildew. Those tend to be surface stains from moisture and soapresidue buildup. • Health problems: Respiratory reactions including asthma are most common, though mold sensitivity can also cause headaches and skin rashes. Some people have symptoms immediately; for others, it develops over time. Note that not all types of mold cause health problems; to identify which type you have, an industrial hygienist who is licensed to assess and remove mold will need to collect a smaple for testing. WIND DRIVEN RAIN: WHY DO MY WINDOWS OR ROOF ONLY LEAK SOMETIME? Your windows & roof has been in perfectly fine
condition for years, but one day you suddenly notice a damp spot forming on the ceiling or floor. A calm rain occurred a few days ago, but why now? We often get perplexed customers wondering why they are getting leaks after a mild storm when everything was fine beforehand. INCONSISTENT WINDOW & ROOF LEAKING We often get confused homeowners wondering why the windows & roof don’t leak with every rain. It is common for these homeowners to report that the area will leak, but not with every rain and they wonder what fluke is causing water to threaten their home structure. What we find is that, rain propelled by wind often blows horizontally and may create the water intrusion that would otherwise be impossible at a regular rainfall angle.
Since many condos are built so high the wind driven rain at these heights is much stronger than at ground level, so the rain with penetrate into any opening over time. Even though the storm might have seemed like a gentle rain, the wind was still likely causing it to blow into the crevices of your windows, sliding door, or roof. Horizontal rain can easily blow past shingles, flashing, skylights, windows, and sliding doors. This may cause water damage to your walls, corner boards, floors, or ceilings whenever the rain blows this way. Determining who is liable for condo water damage can be a tricky task, as it depends on the precise cause of the damage. Monthly workshop helps review budget items and special items that need in-depth discussions By Mayor Joy Cooper HALLANDALE BEACH - Are you living in or own a property that has been illegally converted into more units? The city has approved an Amnesty Pilot Program to provide the ability to save you time and money while bringing it up to code. Last week, our City commission held our monthly workshop. These monthly workshops are conducted for two reasons: to review budget items and special items that need in-depth discussions. New programs or policy changes deserve this attention. At this workshop, we have taken steps to review a robust amnesty program for illegal conversions. Hallandale Beach is going to be 90 years old. The City started with limited regulations on development and housing standards. Over many years, these rules have changed. On the state, county and City level, there are minimum housing standards, density, zoning regulations and building codes which have evolved over time. These standards make our cities more livable and most importantly, safer. Over that time, some homes were constructed to these standards, other have not. Many have

Now that many of the homes are being sold, owners and buyers alike are having difficulty. Recently, we conducted a hearing on an illegal conversion. The young man was unaware that the property was not zoned properly. He bought it with the goal of living their full time with his brother and parents living in the other two units. It was his dream home with a double unit building on the parcel. Little did he know, it was going to be a nightmare. There were taxes and utilities being paid for all three units separately. He began doing repairs on the house. He filed for a permit to put on a new roof, he painted it and made it ready for himself to move in. Following these improvements, he proceeded to file for building permits on the Duplex. When going through the process, it was found that the Duplex was an illegal conversion. Not only was it illegally converted, the
property was not zoned for three units. He tied up all his money and went through all the right channels, but staff could not approve the permits. In order to proceed, he had to go through a lengthy and costly zoning process without the guarantee of approval. The Planning and Zoning Board painstakingly denied the application. After a long deliberation, our City commission decided to approve it based on a special condition, that it remain a homesteaded property. It would seem to many that this should have been an easy fix. It was not due to the regulations I mentioned earlier. The zoning issue was the biggest, since it can be considered spot zoning. We had to take an additional unit from our pooled units and apply it to the property. In the end, the property will be brought to the current standards and most importantly, it will be a legal structure.
The pilot program will entail many steps to address this citywide problem. The first is to suspend any prosecution of new cases bought forward on the management level. This does not mean that they will not have to be addressed. The goal is to address them after a thorough review of the units and what remedy will best suit the needs of the owner, while addressing zoning and code deficiencies. The next steps will be to do a pilot area. The city will hire a special team of specialists to conduct an inventory of units in a specific area. An area in the northeast has already been chosen, due to the fact there are already over 20 properties within this geographic area that have illegal conversions. After the inventory, a tool box of remedies will be developed. They may include measures including but not limited to variances, lots splits, waivers, zoning changes, etcetera. In
addition to these tools, staff will be working with the CRA to provide a partnership with existing grants and loans opportunities. These financial tools will be dependent on an economic evaluation of the property. Owners and the CRA alike will not want to spend more on improving the units, than the value of the property. The next steps will be compelling owners to participate in the program. If owners do not, they will end up with the scenario that I shared in the beginning of my article. It will be costlier to comply or wind up into hearing process. After the pilot, the program will go citywide. It was discussed at the meeting

Ultimately, the goals of the program are to help our property owners by providing safe and legal dwelling units without fines and liens. I have also asked that we consider a point of sale or preoccupancy program to prevent illegal conversions and protect future buys from the same situation I shared. Have a great weekend! It was a day that signaled the end of the racing season - and was indeed a day she remembered the most. “My dad and uncles always went to this track and others in south Florida,” Gillman Monterrey recalled. “But on this one day, Florida Derby, my mom and aunts would go and wear their hats and talked about the great times they would have. It was our Kentucky Derby.” Indeed, 30,000 plus fans would flock to Gulfstream Park for the day of racing. And, while it has maintained its significance, Florida Derby has changed - with the times - and has become a premier event - and not only the one race that many in the early days had attended the day for. What Gulfstream has transformed into is an enter-
tainment and dining mecca that rivals any destination in south Florida. The racing, while it does still interest many, is not the only reason that people come. “When people head to Gulfstream this Saturday for the annual Florida Derby, they will see that it has become a true showcase,” Emil Riley, a longtime Hallandale Beach resident and someone who attends the facility regularly. “The things they are doing to this property is exactly what they said would happen over 10 years ago. They wanted to turn this into a mix usage destination, and they are accomplishing that.” THE XPRESSBET.COM FLORIDA DERBY This Saturday, the biggest race of the year on the three year old calendar will take place. It's the Grade one, $1 million XpressBet.com Florida Derby. The race offers 100 points to the Kentucky Derby and will provide

a look at who may be the favorite when the field lines up in the starting gate on the first Saturday in May - at the Kentucky Derby. This race will feature a highly anticipated showdown between two unbeaten colts from opposite coasts, Mohaymen and Nyquist. The two are a combined 11-11 in their careers. Both have speed and durability. Both have heart and talent. The question on Saturday, is who will emerge victorious? Trainer Doug O'Neill will send Nyquist back to the place where he was sold for $400,000 as a juvenile. Since Nyquist was sold at the Fasig-Tipton Florida Sale, he is eligible for a million dollar bonus if he wins. That's not the only reason they've come to the Sunshine State. O'Neill for months had been planning this race as a design to break from the El Nino weather out west. Nyquist, the 2015 two year old champion, comes into the race off a sharp win in the seven furlong San Vicente at Santa Anita. Distance, however, represents a big question for Nyquist, as his sire Uncle Mo, nor damsire Forestry, have never won past the 1 1/16 distance. The Florida Derby will be true test to see if he is a long distance horse or a mid-range miler.

Children from infants to 12 years old were allowed to search the park for plastic eggs and the coveted special eggs that yielded Easter baskets and other prizes. The children were split into various age groups to ensure a fair opportunity for children to fill their baskets before turning in the eggs for candy. Ask Dr Ron: How You See Things Can Be Everything Once there was an old man, an odd and eccentric man who wore the armor of knights hundreds of years past the time period that they existed in. He was a very special man, not only special, because of the suit of armor he wore, but because of the bent stick he carried which he called a sword and very special because of his quest to rid the planet of all its evil. He battled wind mills which he saw as dragons, and he battled evil and hypocrisy to which everyone else saw nothing. Now this old man was not without believers. He had a posse of three. First there was Pancho, a short and stubby fella who knew the old man was crazy, but proudly marched with him any way. Then there was Dulcinea. Some would say she was the town whore, but you'd better careful not to say that too loud lest you find a rattling sword coming close to your neck. For once in her life, Dulcinea felt like a queen. She also marched with him proudly, with dignity. And, finally, there was this old forsaken donkey who thought he was a stallion. Was the burro proud to be part of this "army de los locos"? Well, let's just say there were worse fates for a donkey. So dressed in a full suit of armor, his army by his side, he bravely fought windmills and evil-doers, until one day they were confronted by the old man’s relatives. The relatives were determined to bring the old man back to his home, for treatment they would say, but, alas, in reality they were awaiting the old man’s pending demise, where they would share in the old man’s substantial fortune. They broke the old man's will by surrounding him with gigantic mirrors. These were the mirrors of reality. The old man succumbed to its power, and declared on his death bed, "I am nothing but an old fool." In the final minutes of his life, the old man was surrounded by his beloved posse. "Wake up my Lord," cried Dulcinea. "One more dragon" yelled Pancho. "Yee Haw" bellowed the donkey, and the old man summoned all of what was left of his energy and shouted "Dulcinea, Pancho, get me my horse, give me my sword, one more battle to win!" The heart screening you should do now (BPT) - Did you know a simple test of your legs may be able to tell you if you have a higher risk for heart disease? The test is quick, painless and non-invasive. A health professional fits pressure cuffs around your ankles and upper arms, and uses a small ultrasound device to measure the systolic blood pressure in your limbs. It is simple and painless. The disease is called Peripheral Arterial Disease or PAD. WHY IS THIS IMPORTANT? Heart disease is the leading killer of Americans of all age groups, races and genders. Detecting heart disease risks early is important in order to live an active and healthy life for as long as possible. Yet the general public remains largely unaware of PAD as indicator of heart blockages. A recent study by University of California researchers, published in the journal Circulation Research, found a strong link between PAD and coronary artery disease and stroke. PAD occurs when fatty deposits build up in the small arteries outside the heart, and it usually affects the arteries that supply blood to legs and feet, according to the American Heart Association (AHA). The condition can not only cause tissue damage in the affected area, it could be a sign of chronic blockages throughout the arteries in a person's body. About 8 million Americans have PAD, according to the Centers for Disease Control and Prevention. Shockingly, the CDC says that 40 percent of people who have PAD may have no symptoms at all, and so be unaware they have the condition. This is why it is important to get screened. You may not have any idea that you are at risk. Having a screening may give you a hint at what lie in your future - in time to do something about it. People who do have symptoms may feel muscle pain in the calves, hips and thighs while doing any kind of exercise that involves leg muscles - such as walking or climbing stairs, or experience cold legs, wounds that heal poorly or slowly, and burning, tingling or numbness in the legs. • Common PAD risk factors include: * Smoking - The AHA says people who smoke may have four times the risk of developing PAD. * Being overweight or obese * Diabete * A sedentary lifestyle * High cholesterol * High blood pressure * Family history * Age - Approximately 12-20 percent of people older than 60 have PAD, according to the CDC.

The next generation of an American classic ALOHA PORK GRILLED CHEESE Enjoy the tropical flavors of Hawaii with this unique twist on grilled cheese, featuring tangy barbecue sauce and grilled pineapple. Sandwich: 2 slice of Artesano™ Style Bread pulled pork - one portion from pork recipe ¼ cup tangy BBQ sauce 4 oz Hawaiian chili pepper Harvarti cheese 1 grilled pineapple ring 2 tbs butter at room tempurature Slow Cooker Pork: 4lb Boston butt roast (bone-in or out) 1½ tbs Hawaiian sea salt Hawaiian chili pepper Havarti cheese (sliced) 2 peeled garlic cloves (optional) Hawaiian BBQ Sauce ¾ cup unsweetened pineapple juice ½ cup vegetable oil 1/3 cup soy sauce ¼ cup molasses 1 tsp ground ginger 2 peeled garlic cloves (optional)

press down on the top of the sandwich with your spatula, and flip over, being careful not to allow the pork shreds to fall out. Cook until the other side has reached the desired color and the interior is hot throughout.

Top with the remaining slice of bread, one side buttered and facing up.
