Stage 954, the live entertainment venue inside The Casino @ Dania Beach has been issued its reopening certificate by Broward County in accordance with the State of Florida and the CDC guidelines. The venue’s first live concert since the start of the Coronavirus shutdown, Absolute Queen, is set for Saturday, October 3rd, doors open at 7 p.m. and the concert begins at 8 p.m. “Our team is extremely excited and optimistic about resuming live performances at Stage 954 and supporting these musicians,“ said Arnaldo Suarez, CEO of The Casino @ Dania Beach. “We have made the necessary adjustments to safely reopen and we’re working hard on a return to the quality programming we are known for.” Seating inside Stage 954 is limited to 226, including seven VIP tables. With the High Holidays approaching and COVID-19 creating difficulties for many in joining a traditional synagogue service, Chabad Chayil will hold an outdoor Rosh Hashanah service with Shofar and Tashlich on Sunday, Sept. 20, at 6:00pm in Highland Lakes Park, also known as Highland Oaks Park, open free to the entire community, no membership required. The service, which will include prayers for the wellbeing of all humanity — a key theme of Rosh Hashanah — will also be centered around hearing the sound of the Shofar, the central obser-

Phase 2 Openings & The Budget By Joy Cooper Mayor Hallandale Beach
Last week, the Mayors of Broward County held a meeting to discuss Covid-19 and the next steps. As I have written before, the mayors here in Broward are collaborating and making decisions based on science and gating criteria. Gating criteria are statistics that include cases, testing, tracing, infection rates, hospitalization, ICU beds and deaths. The main criteria for our discussions for opening are the infection rates. The CDC recommends downward trends for 14 days. Broward County’s numbers have been trending downward. The infection rate other than one day on August 31st was below 5% for 13 days. The overall state average as of Wednesday was 3.91. On Friday, Miami-Dade announced that they are going into Phase 2 openings. In Broward, there were no changes made. It was a bit confusing, due to the fact that Broward had already opened restaurants and businesses at 50% where Miami-Dade had not opened for inside dining at all. Phase 1 provides restaurants at 25% capacity, so Broward has been partially in Phase II. This Friday, the Mayors will be on a call to discuss what additional openings or changes will take place. On our previous call, we discussed the ability to allow pool furniture to be utilized by socially distancing without the need for an attendant, allowing local beach communities to regulate the hours of beach openings, bars and the ability to allow the VFW and the American Legions to open since they do serve food and provide a respite for our veterans. It needs to be noted that just like gyms, the transmission rates for bars are much higher than other places. This Monday, we adopted our budget on the first reading for
“Over the past year here in Hallandale Beach there has been a shooting every month and in some two. As many of our readers know I am not an alarmist, but we should not sugar coat the facts.” Joy Cooper Mayor of Hallandale Beach the fiscal year of 2020-2021. It did pass on a 4-1 vote. The one dissenting vote was due to the fact that it was not clear what funding had been set aside for our Police Department negotiations. Our Department has been working without a contract for over 2 and half years. Union negotiations are a top priority. Sadly, with what has been transpiring in our nation, this has spilled over into our City over the past months. Discussions of defunding or appropriating funds outside of the department, thankfully that has not happened, even though it was being pushed. This combined with no contract, over 18 vacant positions, not including those officers on the academy and kicking the can down the road, when it comes to replacing police vehicles has adversely impacted the moral of our department. It is imperative that we address a fair contract and spend the necessary dollars to ensure that we can maintain our
department and most importantly, recruit the best officers. The reality is while crime rates are on a downward trend and have been over the past years nationwide, however, violent crime is up. Over the past year, here in Hallandale Beach, there has been a shooting every month and in some cases, two. As many of our readers know, I am not an alarmist, but we should not sugar coat the facts. Our budgeted millage rate has remained the same at 7.0 mills. We all know that it has been a tough year for everyone, but even with keeping the mileage the same, there was a limited increase in property values. 3% which generated very limited revenue. The bond obligation for our park system that was approved by our voters back 6 years ago which was projected to .96% at the time, is now at .5522, which is up by .1360. This increase is due to the fact that the parks are almost complete and we do not have interest on
the funds. The Fire Fee has remained the same. In all, one average home is valued at 255,000 and will only in affect see a 35-dollar annual increase. As I wrote in last week’s article, we are still budgeting for capital improvements. The largest will be the implementation of over $7 million dollars in transportation infrastructure. It includes sidewalk and crosswalk safety improvements, sidewalk repairs, asphalt stripping, bus stop improvements and digital signage for our mini-buses system. The moneys for these improvements will come from a mix of funds. Our City will be spending approximately 800,000 dollars, a portion will be in partnership with Broward County’s Surtax dollars and the CRA funding. The voters of Broward approved a much-needed penny tax to be spent solely for the transportation needs. There are funds also budgeted for a complete makeover of Martin Luther King Jr. (8th
Avenue). Most of this funding is from Surtax dollars. It will include on-street parking, buffered bike lanes and large 7-foot sidewalks. Since we have Gulfstream K-8 and our High School on this corridor, this project is extremely important for safety, it is highly traveled by vehicles and we want to ensure safe passage for our students and residents. The City will also be implementing a Storm Water Master Plan. As we face elevated sea levels and more stringent environmental regulations for stormwater run-off, this plan will be vitally important. We will also be updating our Water Master Plan. State regulations require every community to provide planning for future growth and demands. Most importantly, these plans help us hold future developments that are accountable for their impacts to our City. Our City, even though we are going though unprecedented times, needs to make sure that we are maintaining our infrastructure assets. We are doing so by making sure that we utilize every taxpayer dollar wisely. We also will continue to look for partnerships, grants and other state and federal programs to bring more revenue into our City. Our final public hearing on the budget will take place on Monday, September 21st at 5pm. Please note that budgets are a blueprint for the coming year. All of the items still will come forward individually, while the year progresses for approval. I look forward to being able to report on them in future articles. The cry of the shofar is a call to repentance as Jews look back at misdeeds of the past year and resolve to improve during the coming one. This year, the shofar will only be sounded on Sunday, September 20. While Rosh Hashanah services will also take place the preceding day Saturday, September 19 and the evening of Friday September 18 - the Shofar is not sounded then, as its use is actually prohibited on the Sabbath. Black Activists Applaud Defunding of “Critical Race Theory” Training Members of the Project 21 black leadership network applauded the Trump Administration for seeking to defund all federal training rooted in “critical race theory,” a radical philosophy promoting a false notion of systemic American racism and pitting races against each other. “Critical race theory is bigotry, pure and simple. Its advocates should apologize to Jim Crow and South African apartheid supporters for ever offering a critical word,” said Project 21 Co-Chairman Horace Cooper. “Claiming that people have characteristics and behaviors due solely to their race is a tired, old and evil idea that has no business being supported by taxpayer dollars.” Last week, Office of Management and Budget (OMB) Director Russell Vought instructed the heads of executive branch departments and agencies to “identify all available
avenues within the law to cancel” any contracts involving training programs that promote critical race theory, white privilege and the notion that the United States and/or any specific racial or ethnic groups are “inherently racist or evil.” Vought wrote that “[t]he divisive, false and demeaning propaganda of the critical race theory movement is contrary to all we stand for as Americans and should have no place in the Federal government.” “The methodology of critical race theory and the ideology of antiracism are dangerous,” said Project 21 member Derryck Green. “The logical conclusion of indoctrinating people with the idea that whites have racial privilege and that America is an irredeemably racist country is what has propelled the Black Lives Matter and Antifa riots seen in various cities across the country. The president should be congratulated for canceling
these so-called training sessions. Too bad the order can’t be extended to colleges and universities where critical race theory is even more heavily reinforced.” Critical race theory is an inherently flawed practice due to the fact that it instructs people to view race through a “singular lens,” wrote the Heritage Foundation’s Eleanor Krasne in a Daily Signal commentary this summer. ment interference,” said Project 21 member Vince Everett Ellison. “It therefore gives value to the lie of black inferiority and white supremacy. And it deprives black Americans the basic privileges of citizenship and freedom by declaring our inability to compete equally in the nation of our birth.” “The truth is that critical race theory is just rebranded, identity politics designed to keep the liberal hierarchy in place. But it is much more damaging because it perpetuates the bias they claim to end,” said Project 21 member Donna Jackson. “Dwelling on whiteness and white supremacy now has the same physiological impact that the n-word did during slavery and segregation. It creates a superiority-inferiority relationship that implies that white people have to give minorities permission to succeed which is not true. As a black American, I’ve always believed that what I think about myself is more important than what others think
of me and that my success depends on me.” According to Vought’s memo, OMB will issue detailed guidance for severing ties to critical race theory-based training, and current training and contracts should be immediately terminated. “This Administration should be applauded by Americans of all races for ending these programs and policies,” Cooper added. Hallandale Beach Green Initiatives: Working Toward A Better Future The Green Initiatives Program of Hallandale Beach under the direction of Alyssa Jones-Wood provides sustainability - related information and programs for residents. To highlight the programs available in the Green Initiatives Program and to educate the community about sustainability, we have included some brief descriptions of the programs available that can help make changes in your life to reduce your impact in the world. International Coastal Clean-Up Due to COVID-19, the International Coastal Clean-Up is looking a little different this year. Instead of holding one large volunteer clean-up, the City and Broward County are encouraging individuals and households to carry out their own independent clean-ups wherever they feel safe to do so. The Clean-Up this year is running from September 1st to December 31st and all litter picked up during those dates counts towards the international event. The most effective way to ensure your clean-up data is collected as part of the international data set is to download and utilize the Clean Swell App to record the litter you pick up, just like you normally would on the paper sheet. Download the App at: www.cohb.org/cleanswell. If you and/or your household wants to take part in this cleanup event, please ensure you’re following all City/County orders related to COVID-19 and that you’re adhering to CDC Guidelines. Ocean Friendly Landscape Rebate Did you know that the City has a rebate available to residents and businesses to remove

Get A $100 Rebate To Replace Your Toilet The City of Hallandale Beach has partnered with the Broward Water Partnership to provide residents, non-profits, and business owners rebates up to $100 to replace their old waterguzzling toilets with new, waterefficient models. If your home or business was constructed before 1994, you may qualify. Toilets are the main source of water use in the home, accounting for nearly 30% of an average home’s water use. Lower your bill and conserve water today by applying for
King Tide Season It’s that time of year again King Tide Season. King Tides, also called “sunny day flooding” or “high tide flooding” are expected to occur between September and December. King Tides are the highest high tides of the year which can flood lowlying areas with saltwater. Depending on the height of the King Tides, they can overtop seawalls and flow up through storm drains. According to the National Oceanic and Atmospheric Administration’s tide prediction data, they’re expecting King Tides on the following dates: September 16-22, October 14-21, November 13-18, and December 13-15. Hallandale Beach staff have been working to reduce the impacts of King Tides and have installed tidal check valves in areas that suffer most from King Tides. These valves are designed to restrict the flow of water in the stormwater outfalls - they let water drain out but don’t let water flow in. Even just this past month, the Stormwater Crews installed a new tidal check valve in the City. Between now and King Tide days, take the time to prepare by educating yourself and your peers on the causes of sea-level rise and what you can do to reduce your greenhouse gas emissions. Recurring floods like King Tides provide a test-run of likely sea-level rise scenarios. As sea-level rises, the frequency of high tide flooding like King Tides are expected to increase to nearly 50 times per year by 2030 and 200 times per year by 2045. If you experience flooding due to King Tides, please upload photos and the location via the Hallandale Beach MyHB app and the Broward County Document the Flood Crowdsourcing Map found online. October is predicted to be the highest of the 4 months, with tides rising 1.62 ft NAVD on October 18th.
