Overcrowded pet shelters a major concern While last weekend’s ‘Clear the Shelters’ event set many records, it only scratched the surface in finding homes By Larry Blustein sfsuntimes@aol.com Whether you happen to be an animal lover or not, seeing a cat or dog, roaming the streets, certainly has to leave you with a hollow feeling. Understanding that those animals have no chance of survival, is why last Saturday was so very important to those who love their pets. It was a day that directed the attention on what needs to be done. The animal population – thanks to so many volunteers – has dwindled, because of the spay and neuter programs that are in place – but the surface has not even been scratched and that is a huge problem. The very fact that being an animal lover comes from passion and compassion, is simply not understood in every
circle of society, so whether it’s a cat or dog’s life – to many, it doesn’t matter. That’s where "Clear the Shelters" comes in. Last Saturday, nearly 700 shelters across the country teamed up with NBC Owned Television Stations and Telemundo for "Clear the Shelters,” a nationwide pet adoption drive that helps find loving homes for animals in need. Almost 46,000 pets found their forever homes this year. While many felt "Clear the Shelters" was just a clever name for the free pet adoption event, many never expected that the shelters would actually become practically empty, saving hundreds of lives locally and thousands across the country. HOLLYWOOD - The Art and Culture Center of Hollywood is seeking entries for the 8th All-Media Juried Biennial. All artists who live in the state of Florida are invited to submit original paintings, drawings, prints, sculpture, photography, video, computer-generated images, performance, or site-specific installations. Submissions will be accepted from August 1 through September 30, 2016. All submissions will be judged by Katherine Pill, Curator of Contemporary Art at the Museum of Fine Arts, St. Petersburg. Instead, we got a female German Shepherd and love that dog so much.” Lin came back this year – without her family to perhaps find another
family member. With so many groups that are out there always looking for homes – "Clear the Shelters" has truly given pet adoption the exposure it needs to place animals in homes and also educate those about what happens when shelters become overcrowded. “I am someone who has made this my life’s passion,” Ali Morales of Fort Lauderdale said. “I have five dogs and two cats that all have come
from here at Broward Animal Control. This is one of those places that gets very little exposure and I think people should at least see what they have here.” No matter what shelter or organization you favor, it is all about finding homes – and that is something that was emphasized with Telemundo’s TV cameras on hand at the Humane Society of Broward County. "BRAVECTO (fluralaner) is the only oral chew to deliver flea and tick protection to dogs for up to 12 full weeks. Canine Influenza: An increasing health threat You can get the flu but did you know your dog can as well? It's called canine influenza (CIV) - or dog flu - and cases of it have been popping up all over the country. In fact, canine influenza has impacted dogs in more than half the country - just since March 2015 - and new cases are being diagnosed every week. There are two strains of canine influenza present in the dog population - H3N8 and H3N2, the latter is an Asian strain of CIV and is brand new in the United States. Because CIV is so contagious, infection can spread quickly among social dogs. Vaccinating for both strains of CIV and minimizing exposure to potential risk factors are critical to protecting your pet. Know your dog's risk. Does your dog:

Reviewing the City budget can be one of the most important things that can happen in August By Mayor Joy Cooper HALLANDALE BEACH - Over the next few weeks, the City commission will be reviewing the City Manager's proposed budget in preparation of our City commission budget workshops in August. Our budget this year includes a full evaluation of the classification compensation for all employees. It has been many years since this level of comparison and analysis have been done. The study has gone over every title and task in every department and has compared position compensation and duties to other entities with the same make up. Police and Fire have been a bit different than general when it comes to classifications and compensation. Their duties are defined by the nature of their jobs. There can be some variation due to specialized training and management, but the duties are fairly constant depending on rank. When it comes to general and management employees, many duties and job descriptions have changed. Over the course of the past years, we have kept pace with growing demands by reclassifying employees and transferring duties between departments. This allowed us to maintain and improve the delivery of service without large tax increases. With new technology combined with cross training in departments, employees now have multiple tasks. With the change in these duties job descriptions have not changed and quite often job titles do not fit the duties. Fair and just compensation is critical, but this
study is not simply about compensation. It will define positions for the duties performed and allow for better and more accurate hiring practices. It will also provide for broader pay ranges within titles, so employees will have opportunity for advancement. The overall budget is and will remain predicated on the same tax rate as last year. Many of our readers know every City goes through an annual audit. The audit is over the financial statements and internal controls over our financial reporting. Our City has received a cleaned report with limited findings. The first was repeated from the prior year, the second reporting of assets between the CRA, and the City, the other was the use of equitable sharing funds in the Police Department. Over the past two and half years, we have experienced issues with the timeliness of our end of the month closing statements and bank reconciliations. These issues were created due to two main problems, the changeover to our new technology system and the changeover in our Chief Financial Official position who oversees the department. The CRA assets were recorded properly, however, the sale of assets were not recorded on the City side. These issues have been addressed by the management staff. The other finding was unique when it came to our Police Undercover Fund. Equitable sharing funds are just that, shared from police activity from drug busts and arrests that are pooled from agencies that work together. The funds can be used for sting operations and
for undercover “buys.” While the funds were used properly logged, it was found that they should have been an in a separated fund, not a petty cash fund. This matter has also been corrected. This year, with the completion of our migration to a new platform and the hiring of a new CFO, there should be limited, if any findings. We have also finally changed our reporting of uncollectible EMS funds. For years, I have asked that we stop keeping these uncollectible funds on the books. EMS services are charged at a fee that represents the costs, but in reality, if the services are being reimbursed by insurance, they will never pay the full price. The collection rate is much less. The fees will now be recorded and adjusted when collected. We have also taken our accounts receivables that have aged and contracted with an outside collection agency. This should ensure that we are not leaving any money out in the field. The important role vaccines may play in helping keep children and adults healthy this summer (BPT) - Every one of the nearly 12,000 babies born in the United States each day may be susceptible to infectious diseases. The good news is that vaccines can help protect children from some of these diseases. As National Infant Immunization Week (NIIW) approaches, it is timely to remember the role that vaccinations can play in helping to prevent certain diseases among infants. According to the Centers for Disease Control and Prevention (CDC), it is estimated that routine vaccination of the nearly 4 million babies born in the US each year may help to prevent about 20 million cases of diseases that they could develop over their lifetime. In fact, over time, successful vaccination cam-
paigns have contributed to the near-elimination or elimination of some diseases in the U.S., like polio. Vaccination is considered to be one of the greatest public health achievements since 1900. NIIW, which is held April 16 - 23 this year, highlights the importance of helping to protect infants from diseases for which there are vaccines and celebrates the achievements of vaccination programs in helping to promote healthy communities. "Today vaccines can help to protect against 14 diseases before age two," explains Eddy Bresnitz, M.D., M.S., Executive Director, Merck Vaccines Global Health & Medical Affairs. "Failure to vaccinate may

Easy homemade desserts will please everyone Cookies, cakes and pies can make the summer much better When it comes to the summer, kids and adults alike love those sweet treats. From cookies and pies to cakes and other delicious desserts, everyone has a favorite. What’s yours?
Whoopie Pies • 1/2 of an 8-ounce package reduced-fat • cream cheese (Neufchatel), softened • 1/4 cup butter, softened • 1/2 of a 7-ounce jar marshmallow creme • 12 soft chocolate cookies or • your favorite soft cookies
Chocolate Chip Mug Cookie • 1 tablespoon melted butter or coconut oil • 1 tablespoon granulated sugar • 1 tablespoon brown sugar • pinch of salt • 1 egg yolk • 1/4 cup all-purpose flour • 2 tablespoons chocolate chips • (regular size or mini) Very lightly coat the inside of a 6- or 8-ounce mug or ramekin with a smidgeon of cooking spray, butter or coconut oil. Mix all the ingredients together in the mug (to avoid the batter being crumbly, mix the butter, egg yolk, sugars and salt first before gradually stirring in the flour and adding the chocolate chips). Microwave for one minute at 80% power (I have a 1,000 watt microwave; if your microwave has more or less watts, you may need to adjust the time a bit). The top will look light and yellow and may even seem undercooked but if you gently press the top and it lightly springs back, it's perfect (don't overcook or it will be dry and tough in spots). Serve warm with a scoop of vanilla ice cream, if desired. Mini Brown-Sugar Cheesecakes • 1¼ c. graham cracker crumbs • 3 tbsp. granulated sugar • 1/4 tsp. salt • 5 tbsp. unsalted butter • 1 tsp. unsalted butter • 2 package cream cheese • 2 large eggs • 2 tbsp. fresh lemon juice • 1 tbsp. lemon zest
• 1 tbsp. vanilla extract • 1 tsp. ground ginger • 1 c. light-brown sugar • 1/2 c. thinly sliced candied ginger Preheat oven to 350 degrees F. Meanwhile, in a small bowl, combine graham cracker crumbs, granulated sugar, and salt. Add butter and stir until combined. Spoon about 1 tablespoon mixture into each cup of a buttered 24-cup mini muffin pan; press down to form a solid bottom layer. Bake for about 5 minutes. Transfer pan to a wire rack to cool. Reduce oven to 300 degrees F. In the bowl of a stand mixer, beat cream cheese until light and fluffy, about 2 minutes. With beater running, add eggs, 1 at a time. Add lemon juice and zest, vanilla, ground ginger, and brown sugar and beat until combined. Divide filling equally among muffin cups and bake until firm, 15 to 20 minutes. Transfer to a wire rack and let cool completely. Refrigerate until set, for at least 4 hours or overnight. Gently run a knife around the cheesecakes' edges to loosen them, and invert pan to release the cakes. Transfer to a cake stand and garnish with candied ginger.
For filling, in a medium mixing bowl beat cream cheese and butter with an electric mixer on medium to high speed until smooth and fluffy. Fold in marshmallow creme. Spread filling on bottoms of half of the cookies. Top with the remaining cookies, bottom sides down. For firmer filling, wrap and chill about 2 hours before serving. Peanut Butter Whoopie Pies: Prepare as directed, except substitute 1/4 cup creamy peanut butter for the butter and use soft peanut butter or sugar cookies. Mocha Chocolate Mousse • 1 1/2 cups chocolate milk or milk • 2 -3 teaspoons instant coffee crystals • 1 4-serving-size package instant • devil's food chocolate pudding mix • 1 1¼ - ounce envelope whipped • dessert topping mix • 2 cups strawberry halves and/or • banana chunks, Miniature semisweet chocolate • pieces, chocolate sprinkles or chopped • chocolate-covered espresso beans (optional) In a large bowl, combine milk and coffee crystals. Let stand for 5 minutes to dissolve crystals. Stir in pudding mix and dessert topping mix. Beat with an electric mixer on low speed about 30 seconds or until moistened. Beat on high speed about 4 minutes or until fluffy. Alternately spoon chocolate mousse and strawberries into 6 individual parfait glasses. Serve immediately or chill until serving time. If you like, garnish with chocolate pieces. Makes 6 servings.

"By understanding the factors that influence your interest rate, you can obtain the best pos-

National Night Out will be huge Hallandale Beach Police’s 2016 National Night Out is expected to be a huge hit beginning at 6 p.m., Tuesday, Aug. 2 at Gulfstream Park with static displays, active demonstrations by K-9 teams and SWAT and much more. It’s your chance to meet with police in a relaxed setting to discuss your safety and national events. At the 2015 National Night Out, one of the big hits was the U.S. Department of Homeland Security (DHS) Airbus 350 helicopter on static display. Children lined up to get up close to the seven-seater helicopter. DHS is expected to bring a helicopter this year as part of the
Fire Rescue headquarters & Emergency Operations Center is taking shape Construction crews are fast at work building the foundation for the new Hallandale Beach Fire Rescue headquarters and Emergency Operations Center at Foster Road between NW 1st Avenue and NW 2nd Avenue. The new 24,000-square-foot, $7.7 million station is expected to be completed by the summer of 2017. Rain Barrel & Native Plant Workshops was a major success
About a dozen residents turned out last Saturday for the first of two Rain Barrel and Native Plant Workshops hosted by the City of Hallandale Beach and City of Hollywood. Residents learned about stormwater and rainwater management, native plants and Floridafriendly gardening. Hallandale Beach Public Works Department horticulturist Tom Operle explains the characteristics of native plants and how their demands for water are very low. Each participant was presented with
