Prejudice and racism are the two words that will simply not go away. No mater what race, religion or belief you have in this world we live in, there will be someone - or a group - that will disagree and hold it against you. That is where it starts. At a time when our law enforcement are under a microscope like never before - with the advent of social media and videos stirring the pot like never before - there is something daily to remind all of us that the light at the end of the tunnel that always encourages, is nowhere in sight. Dallas, Chicago, New York, Minnesota and just about anywhere you have authority, and it is being torn apart like never before. Black vs. white; police vs. the community.
What happened in Dallas could easily have played out in over 100 larger cities, and with the climate of the hostility that continues to boil over, it is only a matter of time before Miami, Fort Lauderdale or any of the smaller communities in between, will be doing the same thing. It’s where we are in this world. This black vs. white issue, while it has been mended in so many cities and communities in this nation, continues to be torn apart, and those horrible memories of the past, continue to surface. That is something that makes this hard to forget and difficult to wipe away. Karl Brown was a policeman for 26 years in New York and currently lives in Hallandale Beach. surgery is a relatively minor procedure, mainly because all the placement details are often mapped out ahead of time. For complex situations your dentist can use x-ray or CT imaging to determine the exact location for each implant and create a surgical guide to use during the procedure to make incisions and create the small channel that will hold the implant. FORT LAUDERDALE – The Humane Society of Broward County announced that it has teamed up with NBC 6 South Florida/WTVJ and Telemundo 51 Miami/WSCV to host NBCUniversal Owned Television Stations’ Clear the Shelters second annual nationwide pet adoption drive. The Humane Society of Broward County will be waiving the adoption fee for all pets on Saturday, July 23, as part of the nationwide Clear the Shelters initiative that seeks to find new homes for homeless pets. “We are looking forward to another successful event this year. In 2015 hundreds of people visited the Humane Society of Broward County and adopted their new furry family member. A total of 167 pets were placed and we hope to match that number again” said Cherie Wachter spokesperson for the HSBC. This year’s Clear the Shelters event comes after last year’s highly successful inaugural effort, which resulted in nearly 20,000 pets finding new homes through an unprecedented partnership between the NBCUniversal Owned Television Stations and hundreds of animal shelters located all across the country and in Puerto Rico. When the budget is finalized in the fall, residents are expected to be pleased By Mayor Joy Cooper HALLANDALE BEACH - The City commission voted to set the tentative millage rate at 5.1918 for the 2016-2017 budget year on July 6th. This is the same tax rate as last year. This rate is a tentative rate that the City Manager predicted his budget on. The rate cannot go over this amount and could go down depending if the commission accepts the budget as presented. The commission will be reviewing the budget over the summer break. The budget will not be adopted until after the budget workshops and public hearings in September. There were no other fee increases to water, sewer or storm water. The Broward County property appraiser will be sending out tax notices in the mail to all property owners in preparation for the budget year. The estimated tax bills will show all taxing authorities tentative rates. These are not final bills. This year, property owners in Hallandale will be seeing the assessment for the GO Parks bond that was approved by the voters of our City for the first time. There will also be the school bond. Both of these rates are lower than projected. The city projected debt service of the
parks bond is lower than anticipated. When originally presented to the voters the rate was $89 dollars per $180,000 of taxable value, that number has been reduced to $79.04 or a rate of .6080 mills. This is great news, due to the excellent bond rating that the City received. The budget highlights this year include an increase in services due to the new parks coming on board and large health insurance costs. The city staff has worked hard over the past months with the commission and our residents to develop the 2017 budget. The costs to operate our City just like every other business or household are not fixed. Depending on what capitol projects need to be completed and what services are needed, the costs can increase. This fall, we will be opening OB Johnson Park. It includes a new inter-generational facility that hosts the Hepburn Center and new classroom for the after school programs. There will also be an indoor basketball facility that can also be used for special events. We just approved a public private partnership with the Dooling Foundation to run a new basketball program for 14 to 18 year olds. PAL will still be operating basket-
ball, but this new program will enhance opportunities for the older age groups. The Dooling Foundation is owned and run by NBA star Keyon Dooling. Keyon is only one of 5 NBA players born in south Florida. He has developed a program that not only teaches basketball, but refereeing and life skills. In addition to playing basketball, Mr. Dooling is an author of a book called “What’s Driving You?? How I Overcame Abuse and Learned to Lead in The NBA.” His passion for basketball and his personal experiences will be an inspiration to our children here in Hallandale Beach. Another partnership that was just approved was with the YMCA. Over the past year our staff has been negotiating with the Y to operate our Bluesten Park Aquatics Facility. It was projected that if the City wanted to run this facility, it would need 37 full time equivalent employees by year 5 and would cost upwards to $1 million dollars annually. The partnership will provide a well-known operator and save our City residents’ tax dollars. Staff worked with our Parks Advisory Board and commission to address issues raised during the first presentation.
These included a reduction in Hallandale Beach rates compared to other cities, scholarships for residents that can show financial hardship, facility maintenance costs and programing. In addition to swimming, there will also be a fitness program for all ages, summer camps, day care and personal training. I want to thank all of the residents that came out to our Growth Management Forum. There will be two other meetings where you can share your thoughts and ideas; July 25th from 6 p.m. - 9 p.m. and August 15th from 6 p.m. - 9 p.m. at our Cultural Community Center. The Friends of the Stirling Road Branch Library The Friends of the Stirling Road Branch Library are deeply devoted to the library, acknowledging it to be the center of the community which it serves. Our Friends Group began when the Stirling Road Branch library opened in 2003 and has since embraced its mission to raise funds for the well-being of the branch, to advocate for libraries and staff and to sponsor programs which enhance our community. Although Stirling Road is considered a small branch, our Friends number over 350, mostly due to fo-
cused efforts to raise awareness of the work that we do. In 2015, our Group was recognized by the Florida Library Association as the sole statewide recipient of the coveted Eileen Brunner Membership Development Award given to the Friends Group which has demonstrated the most dramatic increase in membership, based on the quality and content of membership materials, campaign objectives and achievement. Our facility projects have included the refurbishing and regular cleaning
of the library's chairs, a reading rug for the children's department, bulletin boards and adorable book baskets with the logo of our group. We have also purchased lovely display cases. The Friends raises funds for the branch through its daily on-going book fairs and its special mega fairs. Our book room is open during all library hours and has grown in popularity especially since the closing of all bookstore chains in the City of Hollywood. Museum of Decorative Arts. The group is known for its outstand-
ing lecture series which consistently attract a full house. We offers series on art appreciation, jazz, politics, history, and classical music, and offer ongoing art lessons. It’s there for everyone to see.” Brown refers back to the image of Philando Castile in Minnesota where his girlfriend Diamond Reynolds looked into the camera and explained that a Minnesota police officer just shot her fiancé four times. Because the nation is, by now, accustomed to grainy cell phone videos of officer-involved shootings, this vivid image that played out was as clear as day - and while the
suspect was armed, he and his girlfriend appeared to comply with everything the Falcon Heights officer said. "He let the officer know that he had a firearm and he was reaching for his wallet and the officer just shot him in his arm," Reynolds said as she broadcast the details of the shooting on Facebook. No matter where we live locally, this is an issue that truly affects community. every Broward County Sheriffs, Hollywood, Sunny Isles Beach, Aventura, North Miami Beach and Hallandale Beach have had to deal with the issue of race. It’s not just some-
thing that happens in random cities. This is an issue that boils down to what side of the fence you are sitting on - and in this country that has been a key problem. Colby Reese has watched law enforcement from many sides, and while the recent events have been hurtful, watching so many of his “brothers” go down in the line of duty, this was a case where the shooter who had said that he was fed up with whites, just shot up everyone - black and white. “The problem with discussing or soothing race relations has always been that the finger pointing that goes on really di-

Blurry about cataracts? Here's what you need to know to have a clear understanding (BPT) - Growing older means inevitable changes in your body, and you often have a clear vision of how to deal with those changes. You work out to reduce heart disease risks, eat foods that meet your changing nutritional needs, and rely on corrective lenses to help mitigate age-related vision changes. But are you aware of your chances of developing cataracts - a clouding of the lens in the eye that affects vision - that naturally develop as you age? Or that, once cataracts develop, leaving them untreated could ultimately rob you of your eyesight? If you're not clear on how cataracts could affect your life, or what the treatment options for them are, you're not alone. In a recent survey conducted by Alcon of more than 1,000 adults aged 60 and over who have been diagnosed but not treated for cataracts, only 25 percent of respondents said they have a full understanding of the condition. "According to Prevent Blindness, cataracts are the leading cause of blindness worldwide, yet so many people who have been diagnosed do not have an understanding of cataracts and treatment options," says Dr. Edward Holland, director of cornea services at Cincinnati Eye Institute. Dr. Holland has partnered with Alcon, the global leader in eye care and a division of Novartis, as part of the Know Your Cataract EYE-Q awareness campaign, to help educate Americans on this vision impairment. Myth 1: Cataracts are a rare condition. Truth: Millions of people older than 60 have cataracts. Prevent Blindness also notes that by age 80, more than half of all Americans either have cataracts or have had them removed. Even with the high prevalence of cataracts, the recent Alcon survey showed only 25 percent of respondents say they have a full understanding of the condition. Myth 2: Cataracts are preventable. Truth: While nearly half (45 percent) of respondents in the Alcon survey did not know that this is the case, cataracts are not preventable. Myth 3: Other vision conditions cannot be corrected during cataract surgery. Truth: Other vision conditions can be corrected during cataract surgery. In fact, in the recent survey, three
in four (75 percent) respondents did not realize the surgery can also correct other vision conditions, like astigmatism, a common, treatable imperfection in the curvature of the eye causing blurred vision. During cataract surgery, the natural lens in your eye is replaced with an artificial lens or intraocular lens (IOL). Some patients may benefit from advanced IOLs that can address other vision conditions, like astigmatism, and potentially reduced dependency on glasses. Myth 4: If you can see just fine, you're not going to get cataracts. Truth: Because cataracts develop slowly over time, it's possible to not realize you have them until they really begin to impair your vision. Watch for symptoms such as difficulty seeing well at night and especially when trying to drive at night, cloudy vision, halos around lights, double vision in one eye, light sensitivity and colors appearing faded. Myth 5: Cataract surgery is dangerous and painful. Truth: Even though 38 percent of the people surveyed by Alcon said they were more afraid of undergoing eye surgery than any other kind of surgical procedure, cataract surgery is one of the most frequently performed and safest procedures performed each year, with little recovery time or inconvenience to patients' daily activities. "Of all the surgeries available to us as we age, cataract surgery is one of the few that truly allows patients to turn back time and reclaim their vision in ways they never thought possible," says Dr. Holland.

Canine Influenza: An increasing health threat You can get the flu but did you know your dog can as well? It's called canine influenza (CIV) - or dog flu - and cases of it have been popping up all over the country. In fact, canine influenza has impacted dogs in more than half the country - just since March 2015 - and new cases are being diagnosed every week. There are two strains of canine influenza present in the dog population - H3N8 and H3N2, the latter is an Asian strain of CIV and is brand new in the United States. Because CIV is so contagious, infection can spread quickly among social dogs. Vaccinating for both strains of CIV and mini-
mizing exposure to potential risk factors are critical to protecting your pet. Know your dog's risk. Does your dog: • Play at dog parks? • Visit doggie day care? • Board or stay at a pet hotel? • Visit a groomer? • Attend dog shows or other social events with dogs? • Greet other dogs during walks? "I've seen the devastating impact of CIV first hand - both on a dog's health and the emotional toll it takes on owners," said veterinarian Natalie Marks, DVM, and coowner of the Blum Animal Hospital in Chicago. "When CIV H3N2 broke in our area, we were seeing upwards of 15 cases a day at times and were scrambling to stop the
spread of this very contagious disease. Now we know what we are dealing with and are able to protect at-risk dogs through vaccination and other measures. I strongly recommend that pet owners with dogs that are social and regularly commingle with other dogs speak to their veterinarian now about what is right for their pet and to fully understand what puts a dog at risk for CIV." Cool down this summer with refreshing drinks Take a non-alcoholic break from the traditional thirst-quenchers When we last looked at the temperature here in south Florida, it was hovering around 100 degrees. At a time when many physicians are telling everyone to hydrate and drink plenty of fluids, water is usually the choice that everyone recommends. But we have a few ideas this summer how you can beat the heat by putting together some refreshing tastes that will put cool into the next few months. Check these creations out: Basil Lemonade • 1 cup sugar • 1 cup fresh basil leaves, • plus 8 sprigs for garnishing • 8 cups lemonade In a small saucepan, over medium heat, bring the sugar and 1 1/2 cups cold water to a simmer. Cook, without stirring, until the sugar dissolves and the mixture thickens slightly, about 5 minutes. Remove from heat, add the basil, and let cool to room temperature. Strain the syrup into a resealable container and discard the solids. Pour 2 to 3 teaspoons of the basil syrup into each of 8 ice-filled glasses, then fill with lemonade. Garnish with an additional sprig of basil. (You can cover and refrigerate the remaining syrup for up to 2 weeks.) Raspberry Fizz • 1/2 cup sugar • 3 tablespoons lime juice • 2 cups cranberry • 3 cups seltzer • 1 cup ginger ale • 1 pint raspberry sorbet In a small saucepan over high heat, combine the sugar and 1/2 cup of water. Bring to a boil and cook until slightly thickened, about 2 minutes. Remove from heat and add the lime juice. Let the lime syrup cool to room temperature. In a large pitcher, combine 1/2 cup of lime syrup with
grapefruit for garnish if preferred. Fill a pitcher half way with ice. Pour soda, fresh grapefruit juice and simple syrup. Mix well. Garnish with grapefruit slices and fresh basil. Basil Simple Syrup • 1 cup sugar • 1 cup water • 1 cup loosely packed fresh basil
the cranberry juice, seltzer, and ginger ale. To serve, pour into glasses and top with scoops of raspberry sorbet. Iced Green Tea With Ginger & Mint • 3 ounces ginger, unpeeled and sliced • 1 cup mint leaves • 6 green-tea bags • 1/2 cup honey • 2 tablespoons lemon juice In a large saucepan over high heat, combine the ginger and 6 cups of water and bring to a boil. Remove from heat and add the mint and tea bags. Cover and let steep for 15 minutes. Strain the liquid into a large pitcher or other container. Add the honey and lemon juice; stir. Chill in the refrigerator. Serve in tall glasses over ice cubes and more mint leaves. Ginger Basil Grapefruit Mimosas • 1 grapefruit; plus additional grapefruit for garnish • 2 cups of ice • 3 x 12oz cans of ginger soda • handful of fresh basil • 1/4 cup basil simple syrup Juice one large grapefruit and segment additional
Place sugar and water in a small pan over medium heat until sugar is fully dissolved, about 2 minutes. Add the basil. Allow to steep for 15-20 minutes and strain and discard basil. Place syrup in a glass tupperware container or squeeze bottle if you have it. Cover and chill for a couple hours. Leftovers can be stored in the fridge for up to a month. You can also make simple syrup in the microwave by placing the mixture in a glass tupperware container and heating it at 30 second intervals until sugar is fully dissolved. Watermelon Cooler • 4-5 cups of seedless watermelon • (1 medium-sized watermelon), cut into chunks • 1/2 peeled cucumber, cut into chunks • 5 -10 mint leaves roughly chopped • 3 tablespoons of sugar • 1 tablespoon of fresh lime juice • Pinch of salt You may need to divide your ingredients in half, and process it twice if need be. Place all the ingredients in a blender, and process until it’s smooth. Pour the mixture through a strainer into a bowl, pressing the solids with a wooden spoon to get all the liquid out. Place the watermelon mixture back in your blender and add ice cubes. Depending on how slushy you want it, add your ice cubes accordingly. I wanted mine very slushy, almost like a snow cone, so I used lots of ice cubes. Serve immediately.

Breaking the weight-loss cycle, finally
(BPT) - Many Americans are living with excess weight and obesity, meaning they have a higher-than-normal body weight for their height. With more than a third of the U.S. adult population affected by obesity, the marketplace is saturated with "quick-fix" weightloss tips and unhealthy and unsustainable diets. Indeed, at the beginning of every year, favorite snacks are left out of the grocery cart, gym memberships soar and healthy-cooking programs earn a second look as losing weight tops New Year's resolution lists. Yet for all the good intentions, weight loss is no easy task, and for some, it is an ongoing struggle. Why? In reality, obesity is a complex chronic disease that changes how the body uses food and the energy it produces, preventing some people from maintaining the weight loss they achieve. The result is a lifetime of ups and downs, as well as emotional, psychological, physical and health implications. The Weight-Loss Cycle According to a recent U.S. ethnographic study conducted by Novo Nordisk, many people affected by obesity often experience a cycle of weight loss and weight gain. The phases of this
cycle include: 1. Defining Moment: Feeling energized and motivated. I'm ready to do something about my weight. 2. Consideration: Feeling hopeful and determined. I have many options. Lessons Learned In Hiring A Private Aide By the daughter of an Aventura mom
Finally, I found the perfect person to look after mom, who could no longer live alone safely. Marie, the aide, was referred by another aide in mom’s building, who seemed to take great care of a very demanding neighbor who was showing signs of confusion like my mother. During the interview process, Marie demonstrated patience, attentiveness to mom’s needs, and had glowing references. I even called two of them, who were out of state, but who affirmed how good Marie was to them or their family member. What a relief! After three weeks in Florida, I finally was able to return to my family in Ohio and feel that mom was in good hands. At first, all was fabulous. Mom said Marie helped her with showering, picking out her clothes, made small meals, and they went to dinner a lot. Mom also said Marie helped her clean out her drawers and closets, and helped her organize her things. Then, mom began to complain that Marie moves things around, and mom cannot find them. She told Marie to keep things in one place, and that Marie raising her voice to her. I spoke to Marie, who said mom moves things around herself, and then cannot find them. I suggested that since mom can get confused, it might be best to organize things the way it would be easier for her. The next day, mom called and said her diamond ring and earrings were missing, and the $400 spare money that she has kept in the corner of her bedside table for years was also missing. I asked to speak to Marie. Mom informed me that Marie went down to the store and had not yet returned. When I called back later, mom said Marie still had not returned and she did not know what she should do for dinner. I called Security in mom’s building. They had not seen the aide since she left in the morning. I asked them to check on mom. Feeling upset myself, I called another neighbor, asking if she could either include my mother in her dinner plans or help mom order delivery from a local restaurant, and then see to it that she had something for breakfast in the morning. I called the Aventura police to report a possible theft, and booked an early morning flight back to Florida. What an ordeal followed. However, at least mom was not physically harmed! Although I had resisted going through an agency due to a slightly higher cost, I began a rapid search of getting competent help as soon as possible, calling mom’s doctors and going online. The name Always Classic Care came up several times. When I called, the staff was most professional asking about mom’s status and needs. The owner, Terry Adler, joined the conversation with more specific questions about mom’s personality and capability status, as well as my concerns and services I felt mom would need. Although I had avoided going through an agency because of the slightly higher cost, it took a bad experience for me to realize the many advantages of using a home health agency or nurse registry. Aside from dealing with professionals, home health agencies are regulated by the State of Florida. All of their healthcare workers must submit to a rigorous screening process that includes FBI fingerprinting for any history of wrong doing. Dr. Adler Using Laser In Battle Against Toe Fungus By Marylynne Newmark, RN Health and Medical Writer
According to the American Podiatric Medical Association, approximately 40% of patients visiting a podiatrist have complaints or signs of toe fungus. It may begin with tenderness or pain in the toe, developing into an unsightly thick, darkened nail, and it can spread from toe to toe. In fact, the fungus can get so out of control that it can infect the foot and ankle. Topical treatment such as Lamisil cream usually is the first course of therapy for a mild or moderate case. However, long-term use or oral antifungal medication is not recommended due to the toxic side effects Lamisil can have on the liver. This is a special risk if a patient is taking other medications, including excessive use of Tylenol that can manifest the same hepatic damage. Over the past few years, Dr. Charlton Adler has been following closely the application and reported results of laser therapy on fungus toenails and other podiatric and wound situations. He is pleased to announce that he now is able to add this service as a therapeutic option in his office in North Miami Beach. “The introduction of laser in treating toe fungus has had a major impact on attacking this uncomfortable and unsightly problem,” says Dr. Adler. He further explains that Onychomycosis, the medical term for fungal infection of the nail, is often ignored because it can be present for years without causing pain. “When the fungus imbeds itself under the nail,” he adds, “ the nail surface can become darker in color and the area can develop an odor. The fungus lives on debris under the nail, and white marks can appear on the nail plate.” Approved for the treatment of nail fungus five years ago by the Food and Drug Administration, the special appeal of lasers is that it selectively heats and destroys harmful fungi while sparing healthy surrounding skin. Because of the intensity of the heat generated by laser rays, Enrique Mechulon a specially trained and certified laser technician working with Dr. Adler, says that both he and the patient wear laser protective glasses and take several rest periods during the 40-minute process. “I have already witnessed many success stories where patients have spent years and thousands of dollars to get rid of their nail fungus,” says Mechulon. “Depending on the patient’s general health and nail problem, it can take anywhere from one to nine treatments, but the results are there with minimum risk to the body,” he adds. “I have wanted to offer this therapy for quite a while,” says Dr. Adler. “However, I am cautious in my approach, and I needed more proof on studies and reports.” Dr Adler adds that research shows that 80% of all toe fungus has been healed using laser therapy. “This is in contrast to topical ointments that only work 50% of the time,” says Adler, “and with topical treatment, the infection usually returns.” Dr. Charlton Adler is certified by three prestigious Boards: the American Board of Podiatric Surgery, the American Board of Podiatric Orthopedics and Primary Podiatric Medicine, and he is a Certified Wound Care Specialist. Residents discussed ideas to get a better handle on growth issues and the impact development has on other services, including transportation. Getting together during one of the tabletop exercises are, from left, Althea Jefferson, Hallandale Beach Planning and Zoning Manager, Keven Klopp, Development Services Director, and Michele Mellgren, president of The Mellgren Planning Group, which ran the workshop. The City will hold two additional workshops on growth and transportation initiatives from 6 p.m. to 8 p.m. on Monday, July 25, and Monday, August 15, both at the Cultural Community Center.
