Effective immediately, the City of Sunny Isles Beach is no longer enforcing COVID-19 guidelines on private property. As stated in the Governor’s Executive Order 21-102, we cannot enforce any previous guidelines and restrictions for local businesses. However, we still encourage and expect all businesses to continue being conscientious in their practices and following CDC guidelines as they relate to COVID-19. Our City operations will remain in place and are not affected by the order. On all Cityowned property, including the Government Center and parks, we are following the guidance of the CDC including social distancing, wearing facial coverings, and avoiding crowded areas. We do intend to reinstate some activities that were previously restricted, including returning to in-person Commission Meetings in June. Our local state of emergency is still in effect and we continue to promote best practices to keep our community safe. We encourage the entire Sunny Isles Beach community to remain vigilant in your safety practices because the threat of COVID-19 is still real and present. In 1995, Jay Mazen, a regular at Bagel Cove, who became a dear friend, convinced Mo that with his knowledge and experience and working 12-15 hours a day, he should own his own deli restaurant. At the time, the owners of Delancey Deli, located on NE 187th Street, were looking to sell their restaurant, and with Jay’s encouragement, Mo bought it and renamed it Mo’s Bagels & Deli. With his reputation for delicious quality food, bagels and bakery items, Mo’s popularity grew. Mo credits the quality of his food to the fact that every menu item or bakery treat is made from scratch…. even the corned beef, roast beef, turkey and brisket. “Nothing at Mo’s is processed or pre-packaged,” he says. “Our kitchen and bakery are going full blast from early morning to late evening.” Mo also credits Paul Kruss, his partner and dear friend of 19 years, as well as his fabulous staff, many of whom have been with him for more than 30 years. ”The loyalty of my team is amazing,” says Mo. ”Between us, there is a partnership mentality in making Mo’s a success” He particularly credits Jean Miller, whom he considers a ‘brother’, Ernzier Previl (known as Mr. P) and Victor St. Pierre (known as Mr. Johnny), all specialists in deli preparation. They have all been with Mo since Pumpernik’s. St. Pierre has been with Mo for almost 37 years. “At that time, I worked for him,” says Mo. “He taught me everything in the kitchen from salads to slicing, and how to prepare good food. He was my teacher then, and is my colleague today.” In 2020, Sage Deli on Hallandale Beach Boulevard closed and RK, owners of the shopping center, approached Mo and Paul to take over the location. The partners believed it could ‘happen’ in Hallandale and Paul felt it could be ‘another home run for Mo’s.” Having been a great help from May to December last year, Mo’s 18-year-old son Amir, currently a student at FIU, was also encouraging, since he plans to work and learn the business with his dad as his mentor. Sage had a 47-year history in the area with many devoted customers, so Mo decided to hire former Sage cooks, employees, and especially Enel Mojean, the renowned bagel maker, who has been crafting specialty bagels for

more than 35 years. Keeping a younger market in mind, Mo did a total renovation on the interior in a New York style industrialchic motif, with a floorplan that allowed for an occupancy of 90 and plenty of outdoor seating. The large brick ovens in Mo’s Hallandale have been rebuilt and the deli steamers behind the counter have been enlarged. Mo added a refrigerated ‘Grab-n-Go’ case and keeps it stocked with fresh bagel sandwiches, cream cheese and Dr. Brown sodas.

The menu in Hallandale is the same as the one in Aventura, including awesome deli sandwiches and salads. Like Aventura, the deli counter and bakery are a sight to savor. Eat-in or takeout service are equally special, and delivery is available through Uber, Door Dash and most other services. Looking to the future, Mo says that along with his long-time partner and advisor Paul, he hopes to open other locations. “Today, a great deli with the spe-

A Cheesy Jewish Holiday Shavuot can be celebrated from anywhere, even if you’re still home By Rabbi Moishe Kievman - Chabad Chayil

At a unique crossroads between religion and cuisine, the Holiday of Shavuot, celebrating the Giving of the Torah at Mount Sinai some 3,333 years ago, has become a celebration of fine dairy cuisine as well. Shavuot is celebrated for two days, this year beginning at sundown on Sunday, May 16, 2021 and ending at nightfall of Tuesday, May 18. 50 days after leaving Egypt on Passover, the Jewish people received the Torah from G-d at Mount Sinai on the holiday of Shavuot. Shavuot literally means “weeks” and marks the completion of the seven-week counting period between Passover and Shavuot. Shavuot customs include all-night Torah study, listening to the recitation of the Ten Commandments, the reading of the Book of Ruth, eating dairy products and adorning the home

with flowers. With the giving of the Torah, the Jews became obligated to observe the kosher laws. As the Torah was given on Shabbat, no cattle or poultry could be slaughtered, nor could we make sure that the animal’s insides were healthy and then properly cleaned out as is required in order for the meat to be kosher. In addition, utensils could not be koshered, and as such we ate dairy. Exquisite cheesecakes, pesto pastas, lasagna, souffles and of course, cheese blintzes all take center stage during this ancient celebration. When thinking Jewish Holidays, Passover, Chanukah and Yom Kippur usually come to mind first. Nevertheless, Shavuot is considered one of Judaism’s main holidays and was in fact a “pilgrimage” when all of Israel would travel to Jerusalem to celebrate in the Temple in

Jerusalem. No, it isn’t all about the food. What is important is that the community is joining together, hearing the Ten Commandments and celebrating the Torah. But the good food certainly helps. The tradition to learn all night has been practiced ever since we received the Torah. On the very night before G-d gave the Torah, we went to sleep, waking late in the morning. As a symbolic rectification for this, Jews customarily stay awake studying Torah until the morning, on the first night of Shavuot, this year on Sunday night. Since we all stood at Mount Sinai, we must all reaffirm our commitment. On Monday, May 17th, the Ten Commandments will be read aloud from the Torah. Special emphasis is placed on including the entire Jewish family, including little babies, the way the Torah’s giving was

attended by every Jewish man, woman and child. The word Torah means “instruction” or “guide.” The Torah guides our every step and move through its 613 mitzvahs. The word mitzvah means both “commandment” and “connection.” Through the study of Torah and fulfillment of mitzvahs, we connect ourselves and our environment to G-d. G-d’s purpose in creating the world was that all of creation be sanctified, imbuing it with holiness and spirituality. Since Shavuot is also called the “Harvest Festival,” it is customary to adorn the home with fruits, flowers and greens. Most of us will, thank G-d, be able to get out this year and celebrate the way we have for over three thousand years. But for those that are still staying home, that should in no way stop you from celebrating the holiday, since most of the holiday is

Blue Tick or College Degree? 1 in 10 Young Floridians Would Rather Have a Verified Instagram Account Than a College Degree The last few years have seen a drastic boom in the influencer marketing industry and for many Americans, the thought of snapping some selfies for social media and earning thousands of dollars doing so is an offer worth considering. With the average US employee earning around $48,600 before the start of the coronavirus pandemic, it’s perhaps no wonder why many of us would rather try become social media sensations than work a ‘regular’ job. In fact, Instagram influencers with up to 1 million followers can earn around $10,000 per post! Those with more than 1 million may charge $100,000 or more per post. You might be wondering what qualifications you need to become an influencer. Well, here’s the thing… There is no official college degree required! PR experts, PRFire.com, conducted a survey of 2,600 young adults (aged 18 - 24) and found that if given the choice, over one tenth (13%) of Floridians in this age bracket would rather have a verified Instagram account over a college degree (below the national average of 24%). • 60% believe college degrees are worth less than they used to be. • 91% of young people polled say they would turn down a paid offer to promote tobacco products through their social media accounts. Broken down across the country, those in Louisiana were most keen on the prospect of becoming a social media sensation, with 57% saying they would rather have a verified account than a college degree. Reassuringly, 91% of young people polled say they would turn down a paid offer to promote tobacco products through their social media accounts. This perhaps shows young people are inclined to deliver positive messages through their online platforms. Lastly, three-quarters (75%) think schools should offer classes on the dangers of social media. Considering many young children are making use of technology in their day-to-day life (such as for online learning and watching videos), it may be beneficial to educate them on social media safety, particularly if gadgets and devices are being used in a school or learning/ teaching environment. ‘Although it may sound tempting to quit your job and try your luck at becoming a social media personality, it’s important to know that there is more than meets the eye in the influencer industry,’ says Sam Allcock for PRFire.com. ‘Although you don’t need an official college degree to blow up on social media, it does require time, effort, dedication and consistency. Parking in Hallandale Beach The City Commission is Developing a Comprehensive Program By Hallandale Beach Mayor, Joy Cooper

Over the past year, our City Commission had directed staff to develop a comprehensive citywide parking program. Over the past two months, we have hired parking enforcement officers. We have also equipped them with electric vehicles. They have been going around the City, issuing tickets for cars that are illegally parked and cars that have not paid to park at our metered locations. This past meeting, the staff parking committee brought forward recommendations on a plan, which included an analysis of existing on-street parking throughout the City. They recommended two types of parking rates, premium and regular. Residual rates were not changed, but, on-street parking will now be a $30 monthly rate charged for residential. The main reasons for enforcement are threefold. Public safety is paramount. We need to enforce no parking zones, blocked crosswalks, fire hydrants, parking and storage of private owned commercial vehicles. Maintenance also needs to be provided for our public spaces and roadways. Lastly reimbursement for planning, zoning and enforcement costs for the parking, itself. Currently, we have a standard parking rate of $1 per hour and a premium of $2.50. The residential beach parking is $300 per year, of which only 3 permits have been issued, there are no overnight parking passes and sadly, there has been limited enforcement. Other surrounding cities have parking programs with varying rates. Lauderdale by the Sea, Pompano, Hollywood, Surfside and Dania Beach all have parking fees that range from $1.75 to $3.00 with residential passes available, during the season and with special events, the rates are a little bit higher.

Currently Hallandale Beach has a standard parking rate of 1 dollar per hour and premium of 2.50. Lauderdale by the Sea, Pompano, Hollywood, Surfside and Dania Beach all have parking fees that range from 1.75 to 3 dollars with residential passes available. Staff has developed two tiers of parking: A premium, nonresidential rate of $4 and a standard rate at $2.50. Residential rates will not change and remain at a standard rate of $1.00 and the $2.50 holiday rate. Holiday flat rate is $20.00. Premium parking was proposed for these 4 locations: The South Beach lot, The North Beach lot, on Diana Drive and at the Fashion and Art and Design District (FADD) on First Avenue and Northeast 3rd Street. During our meeting, it was suggested that FADD be set as Standard, until all of the construction on the new lot is completed and the stores have had a chance to expand. Diana Drive will remain due to the fact that we have issues with commercial overnights generated by the surrounding hotels. Please note, that there will be a residential pass that is $30.00, which equates to $1.00 a day. There will be five zones: Diana and Golden Isles Drive is: Zone 1, Three Islands Boulevard is: Zone 2, Atlantic Shores Boulevard and 14th Avenue is: Zone 3, around Bluesten Park is: Zone 4 and the new proposed Development on Dixie Highway, East of OB Johnson Park is: Zone 5. It also needs to be

noted, that we are looking at expanding parking on Three Islands Boulevard and Atlantic Shores Boulevard. When Diplomat Parkway is reconstructed, there will be a public lot that I have requested, which was incorporated as part of the development agreement. I have already received two constituent questions on this proposal. The Parking Program was passed 4-0 by the commission and an ordinance will be coming forward. We know that this is new and we are surely expecting push back because this is a change. The second question was an e-mail I responded to, to explain my opinion and my logic for supporting this proposal. The resident, in general, was complaining about new taxes and comparing us to the states of California and New York. As I stated before already, we had parking fees in place, what is changed, is that there is a new, non-resident fee. What is changing is where people were parking for free, we will be charging and we have added, a resident pass rate. I have explained that City governments must provide services to our constituents while

balancing a budget under the restraints of the limited availability of resources. We are in the business of providing water, wastewater, stormwater, Police, Fire, EMS, trash removal, parks, maintenance of roadways, providing code enforcement, providing building services with an array of other services. Our choice to provide on-street parking and the ability for residents to utilize our City assets, is a service that needs to be managed and the management of our assets cost money. We are trying to add parking spots, in addition to enforcing parking where people are storing their work vehicles, recreational vehicles and simply parking their cars and renting out their own personal parking spots for revenue. Condominiums that were built years ago without parking spaces or with one parking space, are not paying a thing to utilize City property. This is a reality in our community and in many others. Individuals living in condos know that they bought the condo with one parking spot. In my humble opinion, I do not agree that it is not fair for residents to be utilizing City property, but not having to pay for its upkeep.

One would argue that property taxes should be paying for everything and that we should not have any fees. Also, when we charge fees, typically, it makes it more difficult for those individuals on tight budgets. The reality is, our costs are just like every other business, they go up, and we can only charge up to 8% percent millage by law. Millage rates are capped by the state. In addition, Save Our Homes and other exemptions reduce the amount of tax that is collected, therefore, the structure does not generate enough to pay for everything that we must provide. Please be assured that as a resident, myself, I am very sensitive to taxes and fees that we must pay within our community. Those combined taxes and fees for services run approximately 22%. That is low, comparatively speaking to any other community. We will continue to work on ways to balance our budget and utilize our City resources for the benefit of all individuals. While we are working to implement this new program, it should be noted that a residential parking fee will run approximately a dollar a day, $30.00. I hope that this sheds some light on the rationale of the direction or City is going in. We are stewards of our City’s assets. People in our City, State and Nation need to understand that the quality of life and the amenities and services that city’s provide around our country will cost money. Therefore, so many people want to come to our country and enjoy living in our wonderful nation. 8 Ways to Reach a Healthy Blood Pressure (Family Features) To take care of your heart, it’s important to know and track your blood pressure. Millions of Americans have high blood pressure, also called hypertension, but many don’t realize it or aren’t keeping it at a healthy level. For most adults, healthy blood pressure is 120/80 millimeters of mercury or less. Blood pressure consistently above 130/ 80 millimeters of mercury increases your risk for heart disease, kidney disease, eye damage, dementia and stroke. Your doctor might recommend lowering your blood pressure if it’s between 120/80 and 130/80 and you have other risk factors for heart or blood vessel disease. High blood pressure is often “silent,” meaning it doesn’t usually cause symptoms but can damage your body, especially your heart over time. Having poor heart health also increases the risk of severe illness from COVID-19. While you can’t control everything that increases your risk for high blood pressure - it runs in families, often increases with age and varies by race and ethnicity - there are things you can do. Consider these tips from experts with the National Heart, Lung, and Blood Institute’s (NHLBI) The Heart Truth program:

1. Know Your Numbers. Everyone ages 3 and older should get their blood pressure checked by a health care provider at least once a year. Expert advice: 30 minutes before your test, don’t exercise, drink caffeine or smoke cigarettes. Right before, go to the bathroom. During the test, rest your arm on a table at the level of your heart and put your feet flat on the floor. Relax and don’t talk. 2. Eat Healthy. Follow a heart-healthy eating plan, such as NHLBI’s Dietary Approaches to Stop Hypertension (DASH). For example, use herbs for flavor instead of salt and add one fruit or vegetable to every meal. 3. Move More. Get at least 2 1/2 hours of physical activity each week to help lower and control blood pressure. To ensure you’re reducing your sitting throughout the day and getting active, try breaking your activity up. Do 10 minutes of exercise, three times a day or one 30-minute session on five separate days each week. Any amount of physical activity is better than none. 4. Aim for a Healthy Weight. If you’re overweight, losing

The Pandemic Could Change Your Child’s Education For The Better By Emily Greene - The shift to remote learning during the pandemic caused angst for parents, but it also led to unexpected benefits that they may find hard to let go of as their children return to school. While pandemic-era schooling has been difficult, parents’ have come to appreciate the unexpected benefits of distance learning, says Emily Greene (www.emilygreene.com), the author of School, Disrupted: Rediscovering the Joy of Learning in a Pandemic-Stricken World. Some benefits are so positive, she says, that parents are reluctant to slide back into the pre-pandemic status quo of inperson schooling without making some improvements. “The dialogue has shifted as parents and students reflect on the last year and think carefully about what they hope to carry forward to improve the school experience,” Greene says. Greene, herself a working mother of three children, says the pandemic jostled parents into thinking differently about “traditional schooling.” “Distance learning in a pandemic has changed our expectations,” Greene says, “and parents want to apply what we’ve collectively

learned to help our children thrive as they return to school.”

that Greene says parents hope to carry forward: More free time. Before the pandemic, many families’ lives were overscheduled, Greene says. The lockdown helped families reconnect with the joys of free time, playtime, and downtime. This took the stress off children overwhelmed with homework, extracurriculars, and overly structured schedules and opened the door for natural curiosity to flourish. Scientists say free time is essential to the developing brain and is tied to curiosity, creativity, and imagination. “Looking back on the past year, many parents notice an increase in their children’s natural curiosity, creative expression, and imaginative thinking,” Greene says. “By pushing through the boredom that can come with free time, children learn to use their imaginations, think inventively, solve their problems, and express themselves.”

More time outside. During lockdowns, people suffering from cabin fever longed to leave their houses, but indoor public places were problematic. So, families connected with the outdoors in new ways, such as walking, biking, or simply eating lunch outside. “Parents do not want their children to lose their newfound levels of outdoor activity. They understand now that one short recess per day is not enough,” Greene says. Before the pandemic, she notes, many children spent less time outdoors than prison inmates. One survey of 12,000 parents in 10 countries found that half of children ages 5 to 12 were outside less than an hour each day. In comparison, inmates at U.S. maximum-security prisons are guaranteed at least two hours of daily outside time. Less standardization, and more personalization. A traditional in-person classroom follows a standardized schedule, leaving little room for independent work or passion projects. However, distance learning offered gaps in the day for children to explore their passions and interests. Many parents saw their children expressing new interests, exploring and

deepening existing hobbies, and making and building things. “Between the middle of March and the middle of April 2020, Google searches for ‘How to make’ doubled, as did searches for ‘DIY,’ “Greene says. “In a world that abruptly became more virtual than we were accustomed to, children wanted to be handson in new ways.” More connection with what their children are learning. With students working remotely, parents were privy to an up-close view of what their children are learning. “While at first many parents felt overwhelmed with supervising distance learning, they eventually came to value this connection,” Greene says. “Now, many parents have a deeper level of engagement that they do not want to lose.” In some cases, she adds, parents were impressed with what their children were learning. In other cases, parents were surprised to discover the details of their children’s school experience and began asking questions they never asked before, like “Is this relevant?” Or “How is this helping my child?” She predicts this new level of parent engagement will trigger long-overdue updates

to the standardized curriculum, as well as more options for children. An increased focus on balance and wellbeing. Because of the disruption the pandemic caused, Greene says, children have been “wrung through the wringer,” with social, emotional, and mental impact. “Parents want balance and wellbeing at the forefront,” she says. “That means less menial homework, less time wasted on irrelevant standardized tests, and more focus on curiosity, creativity, and joy in the classroom.” For many parents, this means holding onto distance learning as an option and giving students the flexibility to attend in-person or distance learning to support wellbeing. “Now, as children are returning to school, we don’t want to be forced to choose between in-person learning or distance learning,” Greene says. “Both should be options. Hollywood’s Annual Water Line Flushing Program is Underway The City’s Department of Public Utilities’ Annual Free Chlorine Line Flushing Program began on Sunday. A Memory Making Mousse (Culinary.net) Some of the best memories throughout life stick with you forever as you play them over and over in your head and smile, thinking fondly of those times. A lot of these good memories are centered around laughs, great conversation and irresistible, mouthwatering food. Family events such as wedding showers or Mother’s Day, or the first day of spring after a bitter winter, can be reasons to celebrate and indulge in something out of the ordinary. This Dreamy Chocolate Mousse can make those special memories just a little bit sweeter. It’s rich, decadent and full of

scrumptious chocolate flavor. Topped with whipped cream and shaved chocolate, it’s the perfect addition to almost any special occasion. It works as a dessert after a meal or just a special treat. It can be served at a big event or simply a Sunday afternoon at home. To start, add chocolate, marshmallows and heavy cream to a mixing bowl. Microwave until melted, about 2 minutes. Let cool for 1 hour. Pour additional heavy cream into a mixer and whip until soft peaks form. Take 1/2 cup of whipped cream and refrigerate for later. Fold half of the soft whipped cream mixture

into the cooled chocolate. Once combined, add the rest of the whipped cream. Spoon the mousse into serving bowls or ramekins and refrigerate at least 2 hours. Once chilled, add toppings or reserved whipped cream and shaved chocolate, if desired. It’s easy and requires minimal ingredients, and the results are something smooth, rich and luscious.
