Here’s how: Property Owners • You are responsible for the upkeep of your property. That includes keeping your trees and landscaping well maintained, the exterior of your home clean and free of litter, junk and debris, and shared alley space tidy. New Opening Order Hallandale Beach Has Continued to Plan Reopening in a Safe Way By Hallandale Beach Mayor, Joy Cooper
As we all are gradually moving back to normal, many of our residents and businesses are unsure of what is and what is not allowed. As news from our Governor’s office rolls out, the messaging as usual, has not been clear. The Governor has set a mark that all local ordinances are not in effect and his order is the only order that stands. This does not mean we are in an “all open” existence, at least, not yet. As of Monday, our City Attorney is meeting with fellow colleagues and meeting to interpret, the new order. The Governors’s order does not take full effect, until July 1st, 2021. The law also requires emergency orders coming in with 7-day increments, local governments to “satisfy demanding and continuous justifications” for those orders to extend further, but only to a maximum of 42 days. It also gives the Florida Governor, the power to invalidate a local emer-
gency order. So, the order comes with our government’s ability to continue phasing in. Our City has continued to plan reopening in a calculated, safe way. Many of our residents have still not been vaccinated. As of Monday, 53% of our City was vaccinated. Our staff has begun “Return to Play.” Re-openings will include the reopening of park restrooms, parking lots, pavilions, athletic fields and some programs. The Teen Zone and programs, like Learn to Swim will start with a YMCA Broward kick off tonight, Thursday May 6th, 2021 and classes are starting in June. Water fountains, rentals and other programs and services will continue to roll into opening. All re-openings will follow CDC guidelines and current emergency orders. Starting May 3rd, 2021, we will resume accepting reservations for future rentals of our indoor and outdoor facilities. Rentals will resume on August 1st, 2021. All rentals will
be required to comply with current CDC guidelines and Emergency Orders in place. Broward County still has a goal in place for 50% of the entire population of Broward to be vaccinated, until they change countywide restrictions on restaurant and social distancing. As of the writing of this article, the impact of the Governor’s Orders to Broward County, seemed to keep them in place. I encourage everyone to get a vaccine. Many businesses and companies are starting a policy that require vaccine proof for participation. In other news, getting back to normal, our CRA is continuing our successful partnership with the SOBEWFF. On Saturday May 22nd, 2021, in partnership with Gulfstream Park, we are hosting Food and Grove, right here in Hallandale Beach at Pegasus Park. On Sunday, May 23rd, 2021, Goya Foods is hosting “Fit and Fun” for Families and Kids at Bluesten Park. Tickets are on
sale at: www.sobewff.org/tickets. It is highly recommended to buy tickets in advance, as there is limited capacity at all venues. Over the past month, there have been issues with our automated meter program. Our staff has been working with the company to address the glitches that have taken place particularly in the Southwest section of our City. We implemented this system a few years back without problems but, now we are finding issues with readings that are showing increases with the water issues. If you are seeing large swings in the gallon usage, our Staff is working with the vendor and will be taking corrective measures. Over the past week, we have also had a problem with our beach cleaning. During the Pandemic, our state permit for beach cleaning, has expired. Regretfully, our DPW Director dropped the ball. He is no longer with the City, but, meanwhile, we
were unable to clean up the seaweed. I must say that in 20 years since being on the dais, this has never occurred. In addition, we continue to have issues with equipment. This is unacceptable and has been corrected. Our City Manager has been working with our new Director to make sure that we remain on top of the critical maintenance. Over the past year and half, our First Responders have been working non-stop. May is Fire Fighter and Paramedic Appreciation Month. To show our appreciation to the men and women in our Rotary Department of Hallandale Beach/Aventura and the IAFF Union is hosting a Drive thru Bagel and Coffee Breakfast at our City Hall on Monday, May 17th, 2021 from 7:30 a.m. to 9:30 a.m. Please visit the Rotary’s Facebook and their web-site to reserve your breakfast for $5. Breakfast for $6 while they last, will be available the day of the event and they are looking for sponsors. For $100, you can have a breakfast for 10 delivered and advertise your business. Obviously, if you simply want to donate, any donation size is welcome. All proceeds will go to help the IAFF Benevolent Fund and Rotary. You can also simply drive by City Hall to show your support and thanks for our great, first responders. As we move forward, Our City Manager and Staff have been working diligently on our budget. Our City hall services are also gradually opening with a target of being fully operational by June 2021. Session 2 (June 28th, 2021 July 9th, 2021): Digital Dive – Using professional digital drawing software, participants will learn how to draw, paint and animate digitally. This session includes the rental of a Microsoft Surface Pro Tablet, which must be returned at the end. Session 3 (July 12th, 2021 July 23rd, 2021): Fierce Fashion – Students will learn a variety of stitch work such as: applique and embroidery, using advanced techniques of shibori-style dyeing, screen printing and batik. They will use what they have learned to design their own prêtà-porter pieces. Session 4 (July 26th, 2021 August 6th, 2021): Bounding Books – Campers will create their own art journals from start to finish, learning the details of book binding to create their own
printable comic book or zine. Doggie Dementia: Cognitive Decline In Aging Dogs, What To Know Just as humans may develop neurodegenerative conditions such as Alzheimer’s disease as they grow older, our aging canine friends also can develop dementia, also referred to as canine cognitive dysfunction syndrome (CCDS), a complex of behavioral and neurological symptoms the prevalence of which increases with age. Dr. Brian Gray Barnett, a veterinary research fellow in the Texas A&M College of Veterinary Medicine & Biomedical Sciences and member of the Dog Aging Project research team, says that as the level of veterinary care we are able to provide canine companions improves, the number of dogs affected by CCDS rises as well. This is because the biggest risk factor for developing CCDS is age, with onset usually occurring between 12 and 15 years old. “One study found that 28% of 11 to 12-year-old dogs and 68% of 15 to 16-year-old dogs have CCDS,” said Barnett. “A similar study found that 22.5% of dogs over the age of 9 years show cognitive impairment.” CCDS can present itself in many ways, so it is important for owners to familiarize themselves with all possible signs. Many symptoms associated with CCDS may also be indicative of other conditions, so owners should seek veterinary advice to rule out other diseases before concluding that their dog is affected by CCDS. Barnett says owners can use the acronym DISHAL to remember specific signs to look out for. This stands for disorientation, interactions, sleep-wake cycle changes, house soiling, activity changes, and learning difficulties/memory loss: • Disorientation: May include staring blankly at walls or floors, getting trapped in corners or behind furniture, going to the wrong side of the door, etc. • Interactions: May include abnormal interactions with familiar people or pets. Changes in activity may be triggered by anxiety associated with certain people, places, or situations. • Learning difficulties/memory loss: May include being slow to or unable
to learn new tasks or tricks or difficulty performing previously learned tasks or tricks. “While any of these signs could be seen as a first sign of CCDS, one study found that disturbances in the sleep-wake cycle were more prevalent in the early stages of CCDS than altered interactions and disorientation,” Barnett said. Barnett stresses that each dog is different and may have a different progression of symptoms. The first symptoms will typically be milder and worsen as the disease progresses. If an owner suspects that their dog is presenting any of these symptoms, they should bring their concerns to the attention of a veterinarian.
“Their veterinarian will have the best plan to identify the underlying cause of the behavioral changes and find the best intervention,” he said. “This can include treating a contributing medical condition, maintaining a consistent routine, reducing environmental stress factors, introducing enrichment activities, changing diet, and recommending specific supplements and medications when appropriate.” CCDS is unfortunately a progressive disease with no effective treatment yet developed to significantly reverse its effects. As such, the current standard of care aims to delay progression. Luckily, veterinary researchers, such as those working with the Dog Aging Project, are hard at work studying the aging

mechanisms of our furry friends with the goal of understanding the underlying cause of CCDS to develop better strategies for diagnosis and treatment. The Dog Aging Project, a multi-institutional endeavor funded by the National Institute on Aging, is the most ambitious canine science initiative in the world. Led by researchers at Texas A&M and the University of Washington, the Dog Aging Project team will follow tens of thousands of companion dogs for 10 years in order to identify factors that maximize healthy longevity and help future generations of dogs live the best lives possible. CCDS is one of many conditions that will be helped by this research. “We are learning more and more about the changes that happen in the nervous system in dogs with CCDS,” Barnett said. “Further understanding not only might allow us to better diagnose and treat CCDS, but we may be able to apply these findings to Alzheimer’s disease in humans.” The Dog Aging Project is an innovative initiative that brings together a community of dogs, owners, veterinarians, researchers, and volunteers to carry out the most ambitious canine science project in the world. Their work is centered on two fundamental goals: understanding how genes, lifestyle, and environment influence aging and intervening to increase healthspan, the period of life spent free from disease. 1 in 5 Floridians Have Suffered From Low Self-Esteem During the Pandemic It’s no secret that spending months on end slumped around the home in a pair of sweatpants, with limited social contact can make your self-esteem take a sharp nosedive. Additionally, a combination of health complications, and financial difficulties could mean that it may be difficult to look in the mirror every day and feel good about ourselves. AdCare Treatment Centers conducted a survey of 3,000 respondents and found that almost 1 in 5 Floridians (17%) say they have suffered from low self-esteem during the pandemic (compared to a national average of 20%). On a national scale, and when tallied by gender, this figure was found to be 22% of women, as compared to 16% of men. The research found that 16% of respondents say they have attempted to ease negative feelings about their self-confidence and self-esteem by drinking alcohol. For some people who struggle with low self-esteem, substance use – such as drinking alcohol – may be a coping mechanism for when this feeling arises. Concerningly, 1 in 10
believe alcohol helps alleviate feelings of low self-esteem. It was also discovered that 42% of of those who experience low self-esteem say these negative feelings have been worse than previous years in the months during the pandemic. If you find your mood changes with the seasons, you might be experiencing Seasonal Affective Disorder. This is actually a form of depression some people experience and is associated with the biochemical changes that occur in the brain when an individual is exposed to less sunlight and an altered internal clock, or circadian rhythm. Identify situations in which you doubt yourself the most; perhaps it’s during Zoom meetings at work or maybe it’s first thing in the morning when you wake up to a messy house. Instead of being critical, try replacing these words with positive, self-affirming ones. You could even write affirmative quotes on Post-it Notes to stick to your mirror!
