possible outbreaks still occurring through 2022 and revenues not returning to normal until, at least 2025. I am not a doom and gloom type of person, but, I am a realist. Our economy is based on tourism and until people are back traveling, we are going to be hard pressed to rebound fast. Travel has a ripple effect on all of what we do here, in Hallandale Beach. The good news is, in an article I had saved from October, a University of Florida study was sited. It showed the numbers were already trending up. The amount of people who were willing to do staycations was up to 66%. Flying was still not in their plans at that time. A very recent TSA report, was covered by the Numbers Guy in Travel and Leisure Magazine. In April of 2020, the airports reached an alltime low of 87,000 travelers nationwide, where in 2019, the number was $2.2 million. Until June, that number was fluctuating up and down. On June 7th, the number of travelers was 441,225, it was raised due to the COVID-19. Moving up, but, compared to $2.2 million, that is only 22%. On the local level, Stacey Ritter, President and CEO of Visit Lauderdale, projects another two to three years to get back to where we were. Real Estate is another interesting indicator that we are watching, very closely. There are a lot of properties being bought and sold, but, the question becomes; Is the tax base losing or gaining value? We will not have that number, until the Property Appraiser reports are out in July. The good news, is that, our population has grown in Broward by 1%, so, there is still demand. According to the 2019 Census number, 2020 has not been fully reported out, however, our population in our City has increased by 1,000.

This is a continuation of my State of the City. I have tried through this speech, to share the past, the present and the future of our City, as we come out of what I have called the longest Winter. When the Pandemic struck, Dr. Earle was at the helm of our CRA. On a brighter note, he was retained as CRA Executive Director and we have just approved his contract to continue in that role. The CRA was a god sent for many of our needy businesses and residents. It gave us the ability to provide COIVID Relief before the first relief package was even issued, federally. Back in January 2020, I remembered going in his office and discussing, creating some type of safety nets and then bringing the issues, to the City Commission. In all, we have distributed over 3/4 of a million dollars in grants and loans, within the CRA, to keep people in their homes, paying their bills and keeping businesses open. Broward County finally received COVID-19 Relief from our National Government. It what

was issued through the States to the Counties and Cities with a population of 500,000 or more. In Broward County, the Broward League of Cities had requested that some of these dollars be granted to the struggling cities, to help offset the cost of COVID19 Expenses. Ours, was the only County that made the move in that direction. We, as residents and business owners, should be grateful. Our City, was granted an allocation of over $2.5 million dollars. This money allowed us to forgive the CRA loans, pay for much needed PPE’s, overtime salaries for first responders and preparing the City Hall to open back up again, safely. It also helped ease, the projected use of reserves. Even the US Conference of Mayors teamed up with Harvard University to help create a forum to help Mayors navigate, through these uncharted waters. We have a Mayors saying, we must be mobile and agile. Boy was this true during this Pandemic. If you were not familiar with all of the technologies, you were truly isolated. All of us instantly learned, they are vital tools for the survival of businesses. Not only was it vital to learn Facebook, Twitter, Instagram,

Snapchat and TikTok to stay connected? Navigating ZOOM Teams Slack have become the new offices. While their use was for survival, many American workers seemed to like the new normal. Inc. Magazine reported, that since the new normal started 80 to 90 percent of the U.S. workforce, would like to work remotely, at least Part Time. 38 percent of U.S. employers have already started to allow some employees to work remotely, on a regular basis. As part of the article, they shared back in 2014, 50 percent of U.S. workers had jobs compatible with some remote work. That was a 103 percent increase from 2005. Our City, still has not tackled what our new normal will be in 2021, but, I am sure there will be a hybrid city model. By the end of January, our Country was seeing a light at the end of the tunnel. Spring was on its way. I am cautious saying that it is here and I’m certainly hoping, for no more cold snaps. Our City and our City’s Management have not stopped! Dr. Earle and the City Commission, have already begun to address the 2021-2022 budget. We have issued multiple budget amendments to the

2020-2021 budget, to ensure that our operations continue to run smoothly. The financial picture is not a pretty one, as I said before, we must provide services! I am always asked, why do you not just privatize? Firstly, that still costs money, the former City Commission pushed for privatization. I am not a fan, because of what played out with the BSO. We lose control of the costs and are still held accountable, to address the short comings of an outside operator. We as a City, are not for profit, we are for the people. So, my philosophy remains that we should be able to do it, just as well if not better, at a lower cost. There is one thing for sure, we cannot continue with a businessas-usual attitude and everything needs to be on the table! Projections show that we may be faced with another $5-milliondollar deficit. There are a few things for certain, our revenues will be down and not just this year, possibly for a very long time. Atlanta performed a case study, it was highlighted in a recent South Florida Business Journal article. They predicted “A Long Tail Recovery.” The worst scenarios in their analysis showed, a longer recovery with

While the ArtTruck can be rented for parties, corporate events, and other occasions, the heart of the company comes from giving back to the community through their art outreach program. The goal is to give those living in disadvantaged situations, the opportunity to create art and use their creativity as a means of expression. A painting party at the ArtTruck is an immersive experience of vibrant colors and bold art techniques, with a whole art installation around you while you are crafting or painting a canvas and always guided by a team of talented artists. “Everybody from kids to seniors can and should take advantage of this unique opportunity to explore their own creative process, while having a lot of fun!” says Nathaly. “We also love to connect with people who are aligned with us in our mission to give back to the community by improving the quality of life of our kids and teens in vulnerable environments; we believe that we provide unique experiences which positively impact their lives through art.” We all know by now the therapeutic effects of artwork to help explore our feelings, reconcile emotional conflicts, manage behaviors and additions, develop social skills, reduce anxiety, and increase our self-esteem. This month has been a busy one for the ArtTruck, who organized two free community events. The Family Spring Kickoff was an event tailored for guests of all ages at New Beginnings Praise & Worship Center, a local nondenominational church in North Miami Beach. Diaz and her team collaborated with Pastors Eric and Lea Harris to transform their church into a haven for family fun. “We feel so blessed to have been able to work with the ArtTruck on this event,” says Pastor Lea, “During these challenging times we’ve realized how difficult it has been to stay connected and engaged with one another. But the ArtTruck provided us a fun way to do things together safely.” The event was set-up with different activity stations which included painting &

crafts, a life size puzzle, games, food, vendors and live music by professional flutist Marilyn Maingart. “It was a beautiful thing to witness the smiles on the faces of our members, espe-

cially our children.” The heartbeat of the ArtTruck is to be able to provide their community with free art events as often as possible. “This is made possible through the generous donations of our community partners” says Diaz. One of which is the

Monarch Air Group, a private jet and air charter service, who sponsored an ArtTruck event at for 40 children at A Change In The Game, a school in Pembroke Pines. Their sponsorship made it possible for the children to have two different art activities and paint a canvas under the guidance of an artist. Diaz and her team have a
