Carole Fontaine’s story starts sitting on the sands of Dania Beach dreaming about sailing away on the boats coming out of Port Everglades.

A series of fortunate events for first-time author, Carole Fontaine, who writes about her 20-years journey living on a sailboat in Florida. Fontaine was featured in Christina Mayo’s regular column of Neighbors in the Miami Herald on March 7, as part of the celebration for Women’s History Month.

“It was monumental to see my hard work pay off especially when at one point I doubted I would ever finish the book.” She said.

Paul Castronovo, host of the #1-morning show on BIG 105.9, read her story while kicking back on Sunday, and invited Fontaine to guest on Live FM radio the following morning in honor of International Women’s Day. A wide range of women was featured as part of this celebration including Nancy Wilson, leader of renowned rock band Heart, a favorite of Fontaine. Castronovo called the author, “A package full of energy, ..and really amazing.”

It was full circle for the author who listened to Paul since she moved to Florida in ’93.

Beach Dreaming From Page 1A Fontaine’s story starts sitting on the sands of Dania Beach dreaming about sailing away on the boats coming out of Port Everglades. She and her husband Eric sold everything and moved aboard Windsong in ’98, and spent two decades cruising the Florida waters and exploring the Bahamas.

State of the City Address Part II

I am curious how many of you have experienced living in a Winter climate?

Not a visit but your home was there? Well, those of us that have, know that it can be harsh. The snow can be fun at first but that often wears off. We watched plenty of TV and cooked. Sound familiar. I always found this the time to regroup, unclutter and reorganize. And yes, go a bit stir crazy as they call it. The mental health issues from covid I am sure will be studied for years to come.

As we went through the pandemic our city was doing the same. Addressing the new normal. Figuring the best way to operate . What were the essentials. What and who needed to be taken care of first.

As I mentioned we were also faced with producing a budget.

The city kicked off the budget during the pandemic with a large shortfall.

Projections from the previous year, when it came to costs of our BSO merger were underestimated. With everything that was transpiring at the time, scrutiny of this issue was put on the back burner for a future date.

In the prior budget year, the commission had increased the tax rate by 1 mill.

1mill generates approximately 6 million dollars. The rate had not been increased in quite some time, so it was thought we were ready for the future. General fund revenues were down 1. 1 million dollars and we were out of balance by a projected 1.9 million dollars. This figure was only into a half of the year. Our TIF increment contribution also went up by 629,000 dollars. To say it was daunting would be an understatement.

Our property tax base at this time had not been directly impacted, as a matter of fact there was a slight increase in advalorum revenue simply because of the nature of Safe our Homes. The average property valued a $255,000 saw and increase of only 35 dollars which include a 0.1 3 mill increase in the General Obligation rate to .5544 mill. The largest loss of revenues came from Sales Taxes, Franchise Fees , Utility Service Taxes and Slot Machine Proceeds.

With businesses closed these types of reductions are impacting every government agency across the board. City Manager Chavarria had to make some staffing changes to address the shortfalls.

No organization desires to layoff and furlough employees. There simply was no

work nor a huge demand for remote employment. All life sustaining services remained operational.

I often explain it like this. Our city needs to run like a business, but we are not. We cannot choose to stop production of a product. We are required to provide services by charter and law all while balancing our budget. Police, Fire, Code Enforcement, water sewer and sanitation. They never stopped. Parks were closed but crews were still maintaining open spaces, our streets and cleaning daily.

By mid-summer we had partially opened City Hall. Even now we are still open for limited City Clerk services, Utility Billing Services and Building services. In person Building Services due to state orders stopped for only two months during the stayat-home order. This created another issue backlog. Large-scale developments kept on going, as we had no legal way to stop them. Could you imagine having to “stay at home” in a condo with a jack hamming going on all day? I truly did my best to stop this type of construction by speaking directly with the Governor’s Chief of staff, but it was useless. In my opinion the only construction that should have occurred was new buildings or emergency repairs. Even then there was a great risk to construction workers.

As if the Pandemic did not strain our country and communities to the breaking point. The next course of events would reopen a winter storm of the past. Within just 3 months, three people of color were tragically killed. 26-year-old Breonna Taylor was shot in her home on March 13th during a police raid. On February 25 Ahmaud Arbery 25 was shot by armed men while simply out on his exercise run. George Floyd was murdered by a policeman who knelt on his neck while other police stood by.

These events sparked a powder keg from the past. Racism had been on the increase, but this became a major tipping point. A movement of unity began across to globe to stand in solidarity with our brothers and sisters of color against police brutality and hatred. Unlike the sixties, modern technology spread the word quickly and allowed people to organize more effectively. Our country and the

world could no longer turn a blind eye to the injustice.

People of all ages, color creed and sexual orientation united in peaceful protest. Sadly, misguided violent and criminal individuals turned to the street in riots.

I am sure I was not the only one that felt this way. It was not a stellar day for our city. It probably was mirror much of what was playing out across the nation.

were fortunate not to see riots at our city halls. Fort Lauderdale and Miami were less fortunate.

In our city we also were home to two very peaceful protest. “Stop the Hate” which was a caravan from Gulfstrem Park to Miramar City Hall and a small impromptu march from Foster Road to City Hall. I participated in both.

The one to city hall turned out to be not simply a protest in solidarity over George Floyd and the many other victims of police violence, it morphed into and attack on our police officers who were involved in past police shootings. While I, our Chief and a few other officers took a knee in unity the group started chanting to reopen cases that were closed years ago.

Regretfully some protests like this resulted in division, not unity. The symbol of taking a knee resulted in very strong emotions on both sides. Police are trained not to kneel to anything and more importantly not to take political stands. The Black Lives Matter movement in itself was ironically started here in Florida to promote police reforms. The BLM movement was soon hijacked by chants of defund the police. The result was counterproductive.

The Passover Seder in the Aftermath of the Pandemic

By Rabbi Moishe Kievman - Chabad Chayil - The eightday festival of Passover is celebrated this year from sundown on Saturday evening, March 27, 2021, until after nightfall on Sunday, April 4, 2021, with its highlight, the festive “Seder” dinners on the first 2 nights of the holiday. The festival of Passover commemorates the freedom of the Jewish nation from enslavement in Ancient Egypt in 1313 BCE. After many decades of slavery to the Egyptian pharaohs, G-d sent Moses to Pharaoh with a message to: “Let My People Go.” When Moses’ warnings were dismissed, G-d sent upon Egypt ten plagues, the last one being the killing of the Egyptian firstborn while “passing over” the Jewish homes-hence the name of the holiday.

This year’s observance, with the holiday beginning on Saturday evening, is a relatively rare occurrence on the Jewish calendar, bringing with it unique rituals and prayers. The next time the holiday will be on Saturday evening is in 2025, followed by 2045 the time after that.

To commemorate the unleavened bread that we ate when we left Egypt, we don’t eat-or even retain in our possessionany leavened grains known as chametz during the holiday. Chametz includes any food or drink that contains even a trace of wheat, barley, rye, oats, spelt or their derivatives, and which wasn’t guarded from leavening or fermentation. Instead, we eat matzah-flat unleavened bread, at least for the two Seder nights, when it’s a Mitzvah (biblical commandment).

Our Rabbis explain that chametz is symbolic of haughtiness and egotism traits so harmful that they are at the root of all negative traits. This is one of the reasons why even the most miniscule amount of chametz is forbidden - for these negative traits must be completely nullified.
