With the focus on alternative transportation methods and seeking ways to make vehicles more efficient, “environmentally friendly,” is not what typically comes to mind when you think of parking facilities. That hasn’t prevented the Office of Parking and Intergovernmental Affairs from looking for ways to make its existing garages greener. The Office has also sought opportunities to make minimize the impact of its services on the environment. The Parking Enforcement and Garage Divisions, as well as the Meter Shop, are using electric vehicles, golf

carts and Toyota Prius Hybrid vehicles. Many of the light fixtures have been replaced throughout City garages to make them more energy efficient. Hundreds of high efficiency induction lights and LED fixtures have replaced the low pressure, sodium vapor lights originally installed when the garages were

built. Solar/battery powered parking meters have been installed throughout the City, in parking lots on Hollywood Beach, at the Hollywood City Marina and on metered streets. Another enhance-

ment in the garages is electric car charging stations. These convenient stations are in place at the City’s two downtown parking garages (Van Buren and 20th Street and 19th and Tyler), as well as the

This past year brought so much racial separation once again - as police shooting seemed to dominated the news and put a spotlight on how far we still have to come as a society. The message on Monday was that no matter what race or nationality you happen to be, getting along and respecting one another is not an option. As a country, there is enough we have to defend ourselves against, so fighting against each other certainly makes no sense. In Hallandale Beach, the annual MLK parade and day-long remembrance certainly brought residents together, many who put aside the bad to focus on what Dr. King did to bring awareness to a nation that has long been divided in some many respects. For local resident Sharee Thomas, the parade along Hallandale Beach was something that she makes a priority each year. This year, she brought her 7-year-old daughter, Keisha and 9year-old son, Terry. "Even though my kids may be too young to fully understand everything that Dr. King did for not only our race, but everyone, they certainly have been taught much of their heritage," Thomas explained. "My husband and I have told them about the struggles we have always faced to achieve equality in this country." As Thomas, her children and so many others enjoyed the parade, which featured floats from local businesses and agencies, area politicians and community services, it was a day to reflect on how life continues to evolve. Tommy Howard came out to watch his niece and neighbor march in the Gulfstream Middle School band. As they lined the streets and entertained the crowd, the band was only a part of an event that honored BSO Sheriff Scott Israel, who served as this year's Grand Marshal. Israel and several of his BSO officers and staff waved to the large audience as well as threw candy to the youngsters along the parade route. Several organizations - including Hallandale Beach departments, Police Athletic League and other groups that certainly make up a huge part of this community took part in not only the parade, but the entire day as well.

Beach erosion is not new to Hallandale Beach By Mayor Joy Cooper HALLANDALE BEACH As our seasonal population has grown our beach has continued to shrink. Over the past weekend I had the chance to walk on our beach. It was a lovely weekend and our beach was packed. Construction at both our parks has not helped matters since the protective fencing is up has closed off some of the access. South Beach Park is almost completed. Finishing touches are underway. Once open, this should provide some relief. North beach is being constructed for us by Related under a development agreement and to-date is moving on schedule. Beach erosion is not new to our shores. Over the years, we have done beach nourishment projects in partnership with our federal state and county governments. We have spent money on sea oats only to have them washed away. Mother Nature has taken away beach and depending on the currents and storms has put it back. We have an active beach environment. Currently, we have an open 10-year permit to perform renourishment that is to address hot spots. Rather than doing a simple hot spot fix, our goal is to do a full renourishment. We have put aside money over the past budgets to cover the costs and have required developers to contribute to the fund. This money will be com-

bined with county dollars so the project can be completed. The next step is to submit a work permit. This permit hit a snag due to requirements that we would be solely responsible for any damages to the hard bottom and reefs along our shoreline. This was a new requirement that was never in place before. We also needed to agree on a baseline for the current condition of the reefs. We have an extremely active shoreline and there were no up-todate studies of current conditions since the last project. Our city has been working with the county to reach an agreement over our shared responsibilities. Without any other governmental agency sharing the risks with the project, we could be on the hook for mitigation fines and repairs if any damage was found. Our city manager has been working directly with the county administrator and the Broward County Department of Environmental Protection to address all the issues. At last, the last update from our city manager is they have made head way. I will keep updating residents and readers when agreements have been reached. Well the dust has finally settled on 14th Avenue. Mechanical work is being completed on the south station. Many residents have commented on how relieved they are

to have it cleaned up. There is, however, still finishing touches that must be completed. The pumps are not fully approved by the Department of Environmental Protection. They need to be inspected and pass testing before they can be put completely on line. Once done, residents will have the ultimate relief from flooding during the rainy season. Many residents have been asking questions about the sidewalks and the asphalt work that still needs to be performed on the right of ways adjacent to the condominiums. There has also been complaints about how wavy the roadway is. This will be added to the long list of complaints we will be addressing with Lanzo. This work was performed by Lanzo’s subcontractors. Any further work will be done by the city through our purchasing process. Our city commission has been presented with the landscaping plan and the other infrastructure needed to beautify the corridor. This plan will be presented to the public for further input. As I reported before, we cannot place large trees under the power lines. The plan targets the right trees in the right place. The city manager has directed our finance staff and project manager to audit all the internal documents that pertain to this project. The project obviously has had many issues. In addition to being 10 months behind

schedule, there have been many conflicts and disputes over construction costs. Due to the volumes of documentation, the city manager will be working with our city attorney on a course of action to proceed to resolve disputes. Originally, it was presented that a forensic audit would take place. However, commission action will be necessary, as the cost to perform the audit will be over 25,000. Staff has documented the project every step of the way. I want to personally thank former Mayor Dottie Ross who has also created a photo album of the project. She has always and still cares deeply for our city. Regretfully, an incident has put our city in the press. As the chair it is my duty and job to keep decorum in the chambers and make sure that city business is conducted in an efficient respectful manor. The chair also has the right to interrupt. It sounds rude but this is how a chair can put on notice speakers who are out of order,

off point, or not following the rules. Commissioners can ask for a point of order but must still be recognized by the chair before speaking. As commissioners, we receive our agendas and they are posted a week before our meetings. Commissioners have all that time to do their homework ask questions and research the items before the meeting. We have the opportunity to meet one-on-one with our city manager before the meetings and she is always available by phone, text and email. We also can meet applicants and residents to discuss their issues oneon-one. This is why some commissioners do not even talk on items. Typically, the questions are from last minute concerns or amendments that need to be made. Our residents have full access on line to agendas with back up. Residents can ask questions by contacting our commissioners. If they want to speak on an item in person and cannot attend, they can email their

questions to the clerk. If they want to sign up to speak on an item, they can do so before the meeting on line or in person before the meeting starts. Our meetings are televised live on Channel 78 and on our website at www.cohb.org. We are all elected to represent the citizens. It is not a classroom or an informal gathering. Asking questions we know the answers to is not what these meetings are for. Our meetings should be a time of action. We are there to conduct serious business. It is not a time to filibuster like congress or grandstand when you are at the losing end of a vote. Our residents and city deserve better. If the side effects are bad, you may not be able to keep up with your cancer treatment. Your doctor may need to cut back on your cancer treatment or may even stop it.

WHAT CAN I DO TO KEEP MY MOUTH HEALTHY? You can do a lot to keep your mouth healthy during chemotherapy. The first step is to see a dentist before you start cancer treatment. Once your treatment starts, it’s important to look in your mouth every day for sores or other changes. • These tips can help prevent and treat a sore mouth: • Keep your mouth moist. • Drink a lot of water. • Suck ice chips. • Use sugarless gum or sugar-free hard candy. • Use a saliva substitute to help moisten your mouth.

WHAT MOUTH PROBLEMS DOES CHEMOTHERAPY CAUSE? You may have certain side effects in your mouth from chemotherapy. Another person may have different problems. The problems depend on the chemotherapy drugs and how your body reacts to them. You may have these problems only during treatment or for a short time after treatment ends. • Painful mouth and gums. • Dry mouth. • Burning, peeling, or swelling tongue. • Infection. • Change in taste. • Why Should I See a Dentist? You may be surprised that your dentist is important in your cancer treatment. If you go to the dentist before chemotherapy begins, you can help prevent serious mouth problems. Side effects often happen because a person’s mouth is not healthy before chemotherapy starts. Not all mouth problems can be avoided but the fewer side effects you have, the more likely you will stay on your cancer treatment schedule. It’s important for your dentist and cancer doctor to talk to each other about your cancer treatment. Be sure to give your dentist your cancer doctor’s phone number. You need to see the dentist 1 month, if possible, before chemotherapy begins. If you have already started chemotherapy and didn’t go to a dentist, see one as soon as possible. WHAT WILL THE DENTIST AND DENTAL HYGIENIST DO? • Check and clean your teeth. • Take x-rays. • Take care of mouth problems. • Show you how to take care of your mouth to

CLEAN YOUR MOUTH, TONGUE, AND GUMS. Brush your teeth, gums, and tongue with an extra-soft toothbrush after every meal and at bedtime. If brushing hurts, soften the bristles in warm water. • Use a fluoride toothpaste. • Don’t use mouthwashes with alcohol in

them. • Floss your teeth gently every day. If your gums bleed and hurt, avoid the areas that are bleeding or sore, but keep flossing your other teeth. • Rinse your mouth several times a day with a solution of ¼ teaspoon of salt or 1 teaspoon of baking soda in 1 cup (8 ounces) of warm water. Follow with a plain water rinse. Dentures that don’t fit well can cause problems. Talk to your cancer doctor or dentist about your dentures. • If your mouth is sore, watch what you eat and drink. • Choose foods that are good for you and easy to chew and swallow. • Take small bites of food, chew slowly, and sip liquids with your meals. • Eat soft, moist foods such as cooked cereals, mashed potatoes, and scrambled eggs. • If you have trouble swallowing, soften your food with gravy, sauces, broth, yogurt, or other liquids. • Call your doctor or

SAREEN AND ASSOCIATES Preparing to handle all the tax confusion and changes this season If you are someone who has done your own taxes in the past, this may be a year to seek some help. With the many changes made in the last month of 2014 it’s a certainty that there is no way that you will be able to keep up with all the changes that have been made and the savings you can get this tax season. There is no getting around the fact that Americans love tax breaks. But with the way that Congress and the President had nearly let these tax breaks lapse in 2013, there are many things that consumers are going to need to know. On Dec. 3, 2014, the House passed legislation extending a lot of tax breaks. The Senate then passed the Tax Prevention Act on Dec. 16 and the President soon after approved it. Only in America, less than two weeks before the end of the year, do they extend the breaks – retroactive to Jan. 1, 2014. Arun Sareen, President of Sareen & Associates in Hollywood, admits that staying on top of the changes, especially because Americans were told they wouldn’t be getting many tax breaks, as 2014 started. In light of the changes, many of us were lost at what we could and couldn't deduct. From state and local general sales tax to itemized deductions, tuition and fees, if you do not use a professional to guide you this year, you could be missing out on a lot of money. "This is really going to be a tough year for so many, and not relying on someone who continues to keep up on the changes, may cost you," Sareen explained. "Because our government told us that we were not going to be able to get tax breaks, and then two weeks before the end of the year, changed their mind, it sent so many scrambling to start sifting through receipts." The Tax Increase Prevention Act of 2014 restores tax breaks that expired at the end of 2013. Tax breaks that are relevant to 1040 filers are: • The deduction for educator's classroom expenses. • The tuition and fees deduction. • The tax credit for nonbusiness energy

property (insulation, windows, doors, etc.). • The exclusion from tax for debt canceled on a principal residence. • The deduction for mortgage insurance premiums. • The deduction for state and local sales tax in lieu of the deduction for state and local income tax. • Charitable IRA distributions. HR 5771 also revises the maximum amount that employers can reimburse employees for mass transit and commuter highway vehicle benefits. The benefit amount for 2014 had been set at $130 per month, but HR 5771 revises the benefit amount to be $250 per month. SECTION 179 DEDUCTION Section 179 of the IRS Code was enacted to help small businesses by allowing them to take a depreciation deduction for certain assets (capital expenditures) in one year, rather than depreciating them over a longer period of time. Taking a large deduction on an asset in its first year is called a "Section 179 deduction." You can see that there is a benefit to taking the full deduction for the cost of the item immediately, rather than being required to spread out the deduction over the item's useful life. The deduction was $25,000, but boosted to $500,000. OTHER BENEFITS Among those who will benefit from the retroactive extension are teachers who buy classroom supplies, mass-transit commuters, residents of states with no income tax, parents with kids in college, some homeowners and some retirees with IRAs. Deduction for teachers' expenses: This measure lets school

teachers deduct up to $250 for the costs of classroom supplies that they buy with their own money. It's available to all teachers, whether they itemize or not. STATE AND LOCAL SALES TAX DEDUCTIONS If you itemize your taxes, this measure lets you deduct the state and local sales taxes you've paid in lieu of state income taxes. The deduction can be a boon for itemizers in Florida. Residents don't pay an income tax but pay sales taxes, either at the state or local levels. DEDUCTION OF MORTGAGE INSURANCE In addition to mortgage interest, private mortgage insurance is sometimes deductible. Don't mistake private mortgage insurance, or PMI, for homeowner's insurance that protects against a fire or other loss. PMI comes into play with lower-income homeowners who often can't afford a big down payment, and instead pay a small monthly fee as insurance against default . The idea is to protect the lender against being stuck with a big loan with zero equity in the home, as well as to allow those without huge nest eggs to buy a property with minimal down payments. If you'll be playing game-day host for your team of fans, you know the flavors of the food you serve are as important as the clarity of your flat-screen TV. In medium bowl, mix potatoes and cumin. Place tomatillos, cilantro, 1/2 teaspoon salt and 1/4 teaspoon pepper in a food processor or blender and cover. Process until smooth. Unroll dough on cookie sheet. Press to form 12x8 inch rectangle. Spread 1/2 cup tomatillo salsa over rectangle. Sprinkle with cheese. Top with potato mixture. Drizzle with remaining 1 tablespoon oil. Bake 12-22 minutes or

until cheese is melted and crust is golden brown. Serve with remaining tomatillo salsa. Shape mixture into 10 (3-inch) patties. In 10-inch nonstick skillet, heat two tablespoons of the oil over medium-high heat. Add 5 patties and cook 4 to 6 minutes, turning once, until meat thermometer inserted in center of patties reads 165 F. Drain on paper towel-lined plate. Repeat with remaining oil and patties. In small bowl, mix remaining yogurt, 1/4 teaspoon salt and 1/4 teaspoon pepper until blended. Split biscuits and spread 1 tablespoon yogurt sauce over cut side of each bottom biscuit. Presenting the Keys to the City Hallandale Beach celebrated the Dr. Martin Luther King Jr. Holiday Monday honoring the Hallandale High School Charger Football Team and Al Bell, former coowner of Stax Records and former president of Motown, at the annual Dr. King Festival at O.B. Johnson Park. The Charger team was honored for completing a perfect regular season schedule. The Chargers lost in the state playoffs.
