First reading the 2017 budget already has opposition The overall budget has increased by 7% - which is impressive when you look at all the improvements and upgrades that have been made this year By Mayor Joy Cooper HALLANDALE BEACH - This past Monday, our City Commission passed on first reading the 2017 budget in a 3-2 vote. One commissioner stated they voted no because of the Golden Isles Safe Neighborhood budget for a monitored camera system and he wanted to charge churches and schools a fire fee. The other commissioner did not give any reason, they just voted no. It is ironic, but not surprising. These commissioners actually put things in the budget that were agreed to that cost tax payer dollars, but did not have any solution to pay for them. I have written before that public safety is paramount and it is incorporated as our top strategic goal. The 2017 budget includes an expedited capital improvement plan for our city wide camera system and radio communications. We have also budgeted for a master plan for integrated and safety technology. This program is critically important. Why someone would not support it, is burying their head in the sand. Hallandale Beach is certainly not the crime capital, but we have seen our share of incidents. We also have two pari-mutuals in our City that draw many tourists and special events. We need to do all that we can to make our City safe. We have implemented 190 cameras over the years. To keep up with technology and improve the efficiency of the system, the cameras need to be replaced. Rather than taking five years, we are doing it this year. The next phase will be the master plan for the creation of the Public Safety Information Technology Management System PSIMS. PSIMS will link all cameras and safety technology to one central monitoring location. The central monitoring location will not just monitor cameras but, provide hi-tech crime analytics of all systems. The Chief has already announced that the department contacted FDOT about partnering with them and linking their traffic monitoring. For the first time, they have agreed for us to have access. Miami and Miami Gardens have implemented City cameras. Miami has done it in a smaller downtown area. After reading about theirs, I asked the question why not in Hallandale Beach? I have and will remain a champion of public safety and any improvements we can do will enhance our resources. Miami Gardens has done it, but are still working on getting theirs running. Ours would be the first Citywide in Broward County. Our City is financially sound and has received great bond ratings to boot. This is not speculation, it is a fact.

We have healthy reserves. Ironically, one bonding agency asked the reason for being over our own goals by 18 percent. Obviously, the answer was due to emergencies and wanting to ensure operations. These reserves can be used. Best practices suggest a one-time infrastructure investing, not reoccurring expenses. What better investment than public safety? Even with use of reserves, they will still be at 23%. Broward County has implemented a countywide E911 communication system. It is paid for through our county tax dollars. This system does not include the local radios used by our first responders, however, these radios also need to be replaced and paid for in our budget. The Golden Isles Safe Neighborhood District which is a separate taxing district, is currently implementing a neighborhood camera system that will link to their guard house and the police department. Cameras will be placed on the streets within the right of way to monitor the public realm. They will not be monitoring individual properties, once PSIMS is up, they will link there as well. The overall budget has increased by 7%. This is due to these items and the increased level of service in our parks and other areas which include over $22 million in projects and programs. The one major cost we have had to face this budget are health insurance costs, they are sky rocketing. Our rates are evaluated based on claims results. The City paid over $5 million in premiums, but had over $6 million in claims. That is a 122% percent increase which triggered a 15% increase in costs. Just like any other employer, we are required to provide insurance. Over the past three years, cost increases have risen from $340,000, an increase in 2013 to $1 million this year. In the coming year, we will be looking at various alternatives. These will be critical since the Cadillac penalty imposed by the federal government will impact all plans in 2020. Tamarac and the Broward Municipal Services District. “I think mayors and other city officials have downplayed this to save their own butts and make sure that visitors continue to come into their cities,” said Alice Watkins of Hollywood, who recently gave birth to a healthy baby girl. “This is a potential serious event that we are going through right now.” Indeed, while it appears to be under control at this moment, things can go south in a hurry. Last week, Senate Democrats blocked for the third time a bill that included a $1.1 billion Zika funding package. The vote was 52-46 with 60 votes needed for the bill to advance. Democrats objected to provisions that would seize funding from the Affordable Care Act to pay for the Zika response, exclude Planned Parenthood from receiving any of the funding, relax restrictions on the use of certain pesticides, and allow the Confederate flag to be flown at VA cemeteries. Lawmakers are now considering approving Zika funding as part of a stopgap spending bill that must be passed by the end of the month to keep the government open. Now, 35 mosquitoborne cases have been reported in the continental United States (along with nearly 2,700 travelrelated infections) and nearly 14,000 cases have been reported in Puerto Rico. To make matters worse, new evidence shows that Zika can be transmitted sexually, even by people who don’t exhibit symptoms. The birth defects associated with Zika were well known, but now it

has been determined that even when the mother is infected in her third trimester, the virus can harm the brain of a fetus. Most people don't get seriously ill from Zika but there is no doubt it causes severe birth defects — not just microcephaly, marked by a small and misshapen head, but major brain damage and effects on hearing, vision and limb development. It causes miscarriages and there's no way to fix the brain damage once it has happened. “This could be very serious, especially with the elderly and the pregnant mothers we have right here in these comexplained munities,” North Miami Beach resident Mario Ramirez said. “My wife is three months pregnant, and while we ignored these warnings in the past, we cannot do it now. Not with the major risk involved of having your baby being born with huge problems.” In a report sent out by Broward County Commissioner Beam Furr, who has his eyes on this area: The type of mosquitoes that carry the Zika virus are referred to often as "container mosquitoes" because of their affinity for urban areas and laying eggs in "clean water" that is protected/containerized (i.e. you would not find Aedes aegypti laying massive egg banks in the salt marshes of Broward County). In addition, they will lay their eggs in very small amounts of water (in some cases only a small teaspoon is needed). You can imagine all the"containers",

The one advantage is they are not strong fliers and typically are isolated to the neighborhoods in which they hatch. As such, it would be impractical to physically try and find every ounce of water breeding these container mosquitoes and treating them

with a larvicide. Hence the need for a different application approach, aerial larviciding. In addition to this aerial larvicide spraying, the Broward County Mosquito Control Section continues to work closely with the Florida Department of Health and Code Enforcement partners in Broward's 31 municipalities to eliminate mosquitoes and their habitats by doing the following: • Conducting door-todoor back pack spray-

Omelettes have arrived as a filling main entree From meat to vegetables and cheese, they are in the spotlight Chicken, steaks, seafood, pork and just about every other kind of entree pretty much takes up our dinner menus each and every week. But what about an alternative? We have been trained in this country that when its dinner time, sandwiches and soups will not suffice. If it’s not a meat, foul or fish and two or three sides, it doesn’t feel like you’ve had a meal. While eating large meals all the time may not be feasible for some, it’s those evenings where you get creative and use some of what’s left over in your refrigerator that really makes mealtime exciting and challenging. When we think of omelettes, it’s usually a breakfast thing, and the thought of sitting down to a 6 p.m. dinner and having an omelette didn’t sound appealing - until now. Maybe some of these creations will change your mind. Meat Lover’s Omelette • 1 teaspoon clarified butter

• 1 ounce pork sausage • 1 ounce turkey • bacon lardons • 2 large shrimp, • roughly chopped • ¼ cup green • onions, diced • 3 eggs • ¼ cup goat cheese • 1 teaspoon honey • kosher salt and • freshly ground black • pepper, to taste • ¼ cup shredded • cheese (or optional • amount) 1. Bring a non-stick pan up to high heat, add clarified butter and swirl around pan until the sides are coated. 2. Add shrimp and meats

Asparagus and Goat Cheese Omelette • 1 tablespoon olive oil • 1 tablespoon butter • 3 to 4 asparagus • spears • 3 eggs • 2 tablespoons • crumbled • goat cheese • Salt and pepper Preheat the oven to 350 degrees Fahrenheit. Rinse and cut the dry ends off the asparagus then place on a baking sheet, drizzle with a small amount of olive oil

and sprinkle with salt and pepper. Bake for 8 to 10 minutes or until just tender. Remove from the oven and cut into 1-inch pieces. Crack eggs into a large bowl and season with salt and pepper, whisk well. Heat a 8 to 10-inch non-stick frying pan to medium low heat. Add the butter and allow to melt until it bubbles. Add the egg mixture and allow to set for about 10 seconds then use a fork to stir the egg mixture, gently lifting and moving the cooked egg so any liquid mixture goes beneath it. After about 30 seconds, the egg should have formed and be uniformly cooked, but still moist. Add the goat cheese and asparagus. Fold the omelet over onto itself and serve immediately.

Baked Corned Beef Omelette • 8 large eggs • 1 cup heavy cream • 1/2 teaspoon • Lawry's • • Seasoned salt • 1 3-ounce package • thinly sliced • corned beef • 1 cup grated • mozzarella cheese • 1 tablespoon green • onion - chopped • Preheat oven to • 325 degrees Beat eggs, cream and seasoned salt together. Tear corned beef into small pieces and add to egg mixture. Stir in cheese and onion. Pour into greased baking dish (8x8x2 inches works great). Bake uncovered 45 minutes or until omelette is set and top is golden brown. This recipe has roughly 5 grams of carbs per serving.

UM head football coach Mark Richt makes quite an impression with Hallandale Beach youngsters By Larry Blustein sfsuntimes@aol.com As the late summer storm clouds build in the background and a light rain begins to fall, the spirits of the youth football players who were practicing at Hallandale High began to change. Emerging from those darkening clouds was a figure that all of south Florida has embraced since taking over the coaching position at the University of Miami some nine months ago. For Boca Raton raised and former standout quarterback Mark Richt, the journey has now taken the 56-yearold full circle. From Boca Raton High to the “U” briefly onto the NFL and then his coaching stops at FSU, East Carolina, and Georgia where he established himself as one of the best in the profession, he has taken in all the experiences. What Richt has done since arriving is immerse himself into the landscape of south Florida. He has been everywhere and done anything possible to break those barriers that have long existed between the University of Miami and the community. From numerous 7-on7 events and camps to visiting local high schools and coaches, Richt and this administration have bent over backwards to ensure that the welcome mat is always open - and

whether you are a fan or former player, like defensive secondary great Tolbert Bain, the door is always open. One of the ideas that Richt came up with, along with several other players - such as Bain is to visit the root of the football prospect in this region of the country. The youth football leagues in south Florida are second to none, and by tapping into the 9-14 year olds, you put that orange and green into their lives at the right time, when they are forming opinions and decision-making abilities. “How many of you want to play college football at the University of Miami?” Richt asked to a large group of players in the Hallandale PAL Chargers program. “How many want to play college football or even high school? The reason I am asking is no matter if you want to play football, get a job or go to college and get an education, the rules are all

With the help of Bain, a former standout football player at the University of Miami, who has his roots at Northwestern and Liberty City, Richt’s visits have covered all of south Florida - and have planted those important seeds that are vital to getting this program changed around. With many visits planned (two each Thursday), Richt has hit the ground running, with Bain leading the way, visiting such iconic parks as the Overtown Tornadoes, Liberty City Warriors, Gwen Cherry Bulls, Bunch Park Cowboys, Miami Gardens Ravens, Miami Gardens Chiefs, Pembroke Pines Optimist (PPO) Bengals and the Hallandale Chargers. “For someone who bleeds orange and green, and have all my adult life, to see what Coach Richt has done with the program over the past nine months is so exciting,” Bain pointed out. “He is doing everything - on and off of the playing field - that is proven. Everyone associated with this program gets it. That’s why this

ranked 18th in the country. In hosting Richt, PAL representative Jonathan Carrillo, who has done an amazing job with the program and fundraising over the years, had the chance to see his five teams jump into the spotlight with coaches who grew up and played in the community. “The chance to have an iconic personality at our field, talking with our players and parents was something that you cannot express,” Carrillo explained. “This is really a great thing for this program - for so many reasons.” As the UM football program experienced many years of searching for that loyal fanbase and a solid identity, Richt’s arrival has certainly changed the views of what’s going on in Coral Gables; and what it all boils down to is that this time around, all of south Florida is embracing the Hurricanes!

Special 9-11 ceremony brings back memories 23 N.Y.P.D officers were honored Hallandale Beach Fire Rescue paused last Sunday to remember the first-responders and victims of the Sept. 11, 2001 terrorist attacks in New York, Washington and Pennsylvania. The ceremony at the main Hallandale Beach Fire Station featured a plaque commemorating the 23 New York Police Department officers who died while trying to save others. This is the 15th plaque created by the International Association of Fire Fighters, Local 3080, union, which represents

Hallandale Beach and other firefighters. Since the attack, area firefighters have created a plaque and folded a United States flag at the Broward County 9-11 Memorial in Davie to commemorate the lives of first-responders and airline personnel killed by the terrorists. The annual event is co-sponsored by the Broward County School District. “It’s taken us 10 years to get one plaque in each (NY Fire) station that lost personnel,” said Jim Bunch, Hallandale Beach driver-engineer. “This

one will go to One Police Center for the 23 police officers who died.” Other plaques have been presented to the airlines in memory of the crew members who died. The plaque and folded flag will be on display in the Hallandale Beach Cultural Community Center, 410 SE Third St., through the end of September. In early October, the plaque will be presented to the New York Police Department for permanent display at One Police Center, said Mr. Bunce.

years, the City is moving into new facilities this week in preparation for the Ribbon Cutting and Grand Opening Celebration at 10 a.m. this Saturday, Sept. 17, at the new multi-generational

complex, located just north of the existing facilities. The about $15 million project is being built with Hallandale Beach Community Redevelopment Agency (HBCRA) funds to serve the community. Hallandale Beach is one of the very few cities that offers a complete, full-service Human Services operation, from infants to seniors, counseling, food distribution and much more. The O.B.
