Major upgrades enhancing the 441 corridor

Over the past 25 years, businesses have been fighting an uphill battle to stay afloat By Larry Blustein sfsuntimes@aol.com HOLLYWOOD – If you live, work or just travel around 441 in Hollywood, you already know what the past three decades have been along this heavily traveled corridor. Thousands of motorists have used the stretch between Pembroke Road to the south, and Johnson Street to the north – and while there had been signs of turning this into something more than vacant businesses and promises of what the future would hold.

Ali Martinez is one of those residents who has endured what had turned into an eyesore – and while local politicians and city planners attempted to explain what the future would look like – the explanation fell on deaf ears – and for good reason. “The property values dropped and the area had become a joke,” Martinez said. “I had written three letters back in the early 2000’s to see what would be happening with the old Fashion Center and many of those buildings that sat empty with boards covering the windows and graffiti splattered all over the facilities.”

The Hollywood Fashion Center was built in 1972. courts, basketball courts and a state-of-the-art covered playground. It also includes a multigenerational new Austin Hepburn Center with classrooms, seniors’

area, counseling areas and much, much more. Tours will be offered as part of the grand opening celebration. The second phase of the $14.8-million-dollar

complex will include removal of the old buildings and to complete the park area. A major component of the new facility will be the ability for expanded services. Hallandale Beach is one of the few cities that has a full-service Human Services Department to meet the needs of infants, toddlers, school-aged children, adults and seniors. The Hepburn Center provides food for those in need with the monthly USDA Food Distribution, counseling for those in crisis, and job training job placement and through the specialized Hallandale Opportunity Project (HOP). While it is just the beginning of September and the heat and humidity are taking center stage, this is a reminder that we are not too far away from the end of October and Halloween. City budget continues to capture the spotlight By Mayor Joy Cooper HALLANDALE BEACH - On Monday September 12th, we will be conducting the first public hearing on the 2016-2017 City commission budget. Our budget process is predicated on a strategic plan that was developed with our residents for our residents. After our community forums, staff has worked with our consultants to fine tune our plan into three majority priority areas; safety, quality and vibrant appeal. Operational, these priorities are translated into goals that each department follows when tasked with creating their budgets. All of the actions taken throughout the year come back to our original mission statement; The City of Hallandale Beach is dedicated to enhancing the quality of life in our community in a fiscally responsible manner by providing superior services that meet the needs of our community as well as plan for their future needs through continued communications. There is not one project or program that does not tie into the plan, when it is placed in our budget. Safety is paramount in every community. Policing and fire safety is not simply about boots on the ground, it is about how the officers are equipped and trained. Over the past years, we have continued to expand our camera systems. I have requested that rather than a 5-year planning window, the citywide system is implemented within a two-year period. We have a system now, of over 180 plus cameras that record, but this system should be monitored. If the proposed budget gets passed,

we will be placing cameras in strategic areas around our City to provide additional crime prevention tools to our officers. It is great to have cameras to solve crimes, but the ultimate goal should be to prevent crime. We are also adding license plate readers that will monitor vehicles to see if they are stolen. Our police body camera program also continues to be utilized. The other investment that was added to the budget is a training simulator. Originally, it was discussed to create a training center, so our officers would have direct access to a facility to practice. The closest one now is in Davie. During the budget discussion, PD staff suggested that within the existing building that they could reconfigure a space suitable for the equipment. All of these improvements are tied to our Police Community Relations and the use of force report. For the past two years, we have worked side by side with the community to improve how the department delivers services and most importantly, communicates with our residents. We have incorporated many programs to enhance policing, crime mapping and continued support of our Police Athletic Programs. Safety also includes how we provide our resident life sustaining service. Transportation and traffic are key elements that need to be improved to provide for faster response times. There will always be traffic, but we need to address the flow of our traffic and look to adding additional access roads and improved vehicle safety. In this budget, we are focusing on these safety improvements. We are

currently conducting our mobility study which is an evaluating system. The overall recommendations are not complete, but we do know they will cost money and more than likely include addressing our mini bus system. We increased the City Manager's proposed budget to insure an additional route or adding a bus route to reduce the loop time, that means more cars off the road. We have fully budgeted the 14th Avenue improvements that are in design. Our readers may recall the original scope of the project was changed to address more improvements. The increased changes, increased the budget. The project is projected to go to bid and begin construction early spring. Years ago, the Golden Isles safe neighborhood district paid to have up lighting installed to increase both vehicle and pedestrian safety within. SND improvements are only paid for by the owners of the property in the district. Some residents were upset that the City did not do the whole street, but were unaware that is was not a City project. In this budget, the City will be completing this up lighting, the entire way to the boulevard. Streets cannot be traversed if they are flooded. In this budget year, we have added an additional $200,000 of our local share of the FEMA grant of 7.3 million dollars to design the SW pumping system. Our pumping and water main systems are critical to safety and the quality of life. The only way to move water in Florida is by pumping it. High service pumps and lines cost money. Over one million in water main improvements were budgeted this year to en-

sure that we have quality safe drinking water. We are also budgeting for a new department of public works master plan to improve efficiencies. Infrastructure is not glamorous, but it is expensive. Elected officials often push reduced taxes or complain about costs without explaining what the taxes and fees pay for. That is why I enjoy writing this column, informing our residents on City operations and issues. To not vote for a budget that is addressing these vital needs is a disservice to our residents and not putting safety first. Our budget this year, will be including using our reserves for some of the big ticket items rather than increasing the millage rate. Even with these expenditures, our reserves will be over 20% of our operating budget. Residents may hear that we have a large budget and we do, however, the major increases are due to the fact we are currently budgeting for over $15 million in park improvements though our GP Bonds. These expenditures, along with our other large scale projects, will naturally increase our bottom line. From the days of the thriving Fashion Center to the Millenium Mall – which was a fail from the beginning – residents were getting antsy, waiting for a decision. “We had heard everything from Memorial Hospital moving its medical facilities there – to a Walmart Supercenter,” West Hollywood resident Keith Simons pointed out. “It got to a point where nobody really knew what the entire area would become.”

Finally, some Light At The End of The Tunnel Over the past three years, things have started to take shape. Those promises about revamping the 441 Corridor started to become a reality. The deal to build a Walmart Supercenter and make road improvements were approved. As traffic patterns began to change and the road construction started to bring long lines and frustrated motorists, there was finally something to be happy about. That stretch of road that often defined the west part of this community was being

developed with promises that it would help the economy and bring something positive to this area. “You know, I wasn’t even angry when they made one turn lane or had long delays at the lights,” Simons said. “With everything that was being planned, the many eyesores that had been part of my community were dwindling one by one.” Indeed, those vacant buildings in the two mile stretch were flattened and Walmart began to take shape. Things were indeed changing. Today, as the construc-

tion still moves along – with roads being torn up for better drainage – Walmart has become that destination. Other restaurants, shops and gas stations have been added along with the national chain Burlington Coat Factory. Walmart features about 183,000 square feet and is open 24 hours a day, seven days a week. It is estimated that two-thirds of the more than 500 people who work at the new Walmart are from Hollywood. Once completed, US441/State Road 7 will feature six traffic lanes,

landscaped safety medians, dry retention areas for storm-water runoff, new lighting and sidewalks, bicycle lanes, and bus bays. The City of Hollywood Department of Public Works is working with FDOT to develop the planned dry retention areas into linear parks that will make US441/State Road 7 much more visually appealing and safer for pedestrians, residents, businesses, and motorists. For the first time since the 1980’s, the 441 Corridor is starting to show

true signs of life – and not some political rhetoric that is filled with promises that will cloud this important time for this city and community. “I have had a business here for 15 years and pretty much got tired of the promises told to us about this area,” Miguel Lopez of Miramar said. “Now, with so many things happening, it is my belief that we will become that destination we had hoped to be – and in this crazy economy – that is the news we needed to hear.”

Memorial Regional Hospital's Rebel's Drop-In Center Exhibition Easel on Fire returns to the Art and Culture Center/Hollywood Hollywood – Memorial Hospital's Regional Rebel's Drop-In Center Exhibition Easel on Fire is returning with new works to the Art and Culture Center/Hollywood. The exhibition will run from September 9 through October 2, with an opening reception taking place on Friday, September 9 from 6 - 8 pm. Easel on Fire will be shown in the Center’s Student Gallery and will run concurrently with the main gallery exhibition [SAUDADE] by the artists collaborative 3PQ. The artwork displayed was created by participants in Memorial Regional Hospital's Rebel's Drop-In Center, a facility which is open 365 days a year to provide social support, advocacy, and peer counseling for individuals recovering from mental health or substance abuse issues. Also included in this show is artwork from Community Services participants and 9muses Art Center. Founded in 2001, Rebel’s is a partnership of Memorial Healthcare System, the Department of Children and Families, the Health and Human Services Department of Broward County and Broward Behavioral Health Coalition. Rebel’s promotes recovery through the use of creative arts and peer support. Workshops include Wellness Recovery Action Planning, support groups and advocacy groups. Salmon is gaining in popularity with everyone It is truly a versatile fish that can be prepared so many ways When it comes to salmon, especially during the summer months, there are so many things you can do to enhance your meals. From sushi to some of the tastiest dishes you’ve ever sampled, salmon has become one of the most versatile delights from the waters across the world. As we are now in the first week of September, and everyone is back at school, there will be some meal challenges. Salmon makes that perfect lunch, dinner or late night snack. Check out these delicious meals to try in your own kitchen: Smoked Salmon and Avocado Tartine • 1 slice naan bread • Chilean olive oil • ½ avocado, pitted • and sliced • 2-3 ounces • smoked salmon • 1 tablespoon capers • or more to taste • 1 tablespoon fresh • dill, chopped • salt to taste Preheat the oven to 350 degrees F. Brush the naan with approximately

• 1 tbsp cornstarch • with 2 tbsp water • ¼ cup soy sauce • 2 tbsp agave nectar • ¼ tsp garlic powder • 3 tbsp light • brown sugar • ½ tsp ground ginger • ¼ tsp crushed • red pepper flakes • salt and pepper, • to taste • 2 salmon filets

1 teaspoon of olive oil. Toast in the oven for 1015 minutes, or until lightly browned and crisp. Layer the avocado slices evenly across the bread. Add a light sprinkling of salt on top. Layer the smoked salmon on top of the avocado. Brush lightly with more olive oil. Top with the capers and dill. Crispy Salmon Bites • 1 6 oz. can wild • salmon, drained • 1 tablespoon • dijon mustard • 2 tablespoons • mayonnaise • 1 clove garlic, • minced • 2 tablespoons red

• onion, minced • 1/2 small green • pepper, diced • 1/4 teaspoon dill • 1/8 teaspoon • cayenne pepper • salt & pepper • 2 tablespoons • almond flour • 1/2 cup panko • breadcrumbs • extra virgin olive • oil for pan frying Combine all ingredients (except olive oil) in a medium bowl and mash together. Form into small patties, place on a plate and refrigerate for 15 minutes. Pour panko breadcrumbs onto a small plate

and coat patties on allsides. Heat a pan to mediumhigh and drizzle enough olive oil to almost coat the pan. Place patties in pan (I did 2 batches to not crowd the pan) and panfry for about 2 minutes per side until golden. Transfer to a paper towel to drain excess oil and repeat with remaining patties adding olive oil as needed. Serve immediately. They go great on top of a salad with a yogurt & dill dipping sauce/dressing. Grilled Teriyaki Salmon With A Sriracha Sauce

For the Sriracha Sauce: • 3 tbsp Sriracha • ½ cup light • mayonnaise • 2 tbsp sweetened • condensed milk In a medium bowl, dissolve the cornstarch in the water. Once dissolved, add the soy sauce, light brown sugar, ginger, garlic powder, agave nectar, crushed red pepper, salt, and pepper to the cornstarch mixture. Add the salmon filets and marinate for at least two preferably hours, overnight in the refrigerator. After marinating, preheat the grill. Add the salmon to the grill skinside-down. Grill for 6-8

minutes per side, until the salmon is flaky. Drizzle with the Sriracha sauce. For the Sriracha Sauce: In a small bowl, combine the Sriracha, mayonnaise, and condensed milk. For a spicier sauce, add additional sriracha. For a sweeter sauce, add additional condensed milk. Dr. Adler Using Laser In Battle Against Toe Fungus By Marylynne Newmark, RN Health and Medical Writer

(NewsUSA) - If you're turning 50, you're probably aware that it's time to take your doctor seriously and schedule your annual colon cancer test. You also probably know that it can be an unpleasant and uncomfortable experience. What you may not know is that it doesn't have to be. With a nod to technology, CT colonography, commonly known as a "virtual colonoscopy," is a less invasive screening procedure than its traditional counterpart, one that can detect polyps the size of small blueberries, as well as cancer and other diseases. While the federal government has now mandated that all private insurance companies cover virtual colonoscopies (with no co-pay to the patient), Medicare is still dragging its feet by denying coverage to its senior citizens. Patient advocacy and medical groups are working to gain Medicare coverage for virtual colonoscopy. "A third of those who should be screened for colorectal cancer (CRC) can't have or won't get a colonoscopy," says Eric Hargis, Chief Executive Officer, Colon Cancer Alliance. "CT colonography increases screening rates where it is offered. Medicare coverage would provide seniors with insured access to an exam that may appeal to them. This would jumpstart screening, catch more cancers early, and save more lives," adds Hargis. This refusal by

Medicare to recognize CT colonography as a viable means of detecting colon cancer comes on the heels of a recent "A" grade by the United States Preventative Services Task Force and endorsement by the American Cancer Society. "Colorectal cancer is almost always treatable if found early by screening, and the cost to screen and prevent the disease is exponentially less than to treat cancers not found until an advanced stage," says Judy Yee, MD, Chair of the American College of Radiology Colon Cancer Committee. Underscoring the need to offer this type of screening -- especially to the elderly population -is a recent study in Abdominal Imaging that shows that screening Medicare patients with CT colongraphy would cost 29 percent less than with traditional colonoscopy and save up to $1.7 billion per screening cycle, which may be especially useful in detecting CRC in minorities, where screening rates are historically lower. "We need to innovate to increase colorectal cancer screening rates," says Dr. Yee. "Medicare virtual colonoscopy coverage provides an option that more seniors may choose. According to the American Podiatric Medical Association, approximately 40% of patients visiting a podiatrist have complaints or signs of toe fungus. It may begin with tenderness or pain in the toe, developing into an unsightly thick, darkened nail, and it can spread from toe to toe. In fact, the fungus can get so out of control that it can infect the foot and ankle. Topical treatment such as Lamisil cream usually is the first course of therapy for a mild or moderate case. However, long-term use or oral antifungal medication is not recommended due to the toxic side effects Lamisil can have on the liver. This is a special risk if a patient is taking other medications, including excessive use of Tylenol that can manifest the same hepatic damage. Over the past few years, Dr. Charlton Adler has been following closely the application and reported results of laser therapy on fungus toenails and other podiatric and wound situations. Lessons Learned In Hiring A Private Aide By the daughter of an Aventura mom

Finally, I found the perfect person to look after mom, who could no longer live alone safely. Marie, the aide, was referred by another aide in mom’s building, who seemed to take great care of a very demanding neighbor who was showing signs of confusion like my mother. During the interview process, Marie demonstrated patience, attentiveness to mom’s needs, and had glowing references. I even called two of them, who were out of state, but who affirmed how good Marie was to them or their family member. What a relief! After three weeks in Florida, I finally was able to return to my family in Ohio and feel that mom was in good hands. At first, all was fabulous. Mom said Marie helped her with showering, picking out her clothes, made small meals, and they went to dinner a lot. Mom also said Marie helped her clean out her drawers and closets, and helped her organize her things. Then, mom began to complain that Marie moves things around, and mom cannot find them. She told Marie to keep things in one place, and that Marie raising her voice to her. I spoke to Marie, who said mom moves things around herself, and then cannot find them. I suggested that since mom can get confused, it might be best to organize things the way it would be easier for her. The next day, mom called and said her diamond ring and earrings were missing, and the $400 spare money that she has kept in the corner of her bedside table for years was also missing. I asked to speak to Marie. Mom informed me that Marie went down to the store and had not yet returned. When I called back later, mom said Marie still had not returned and she did not know what she should do for dinner. I called Security in mom’s building. They had not seen the aide since she left in the morning. I asked them to check on mom. Feeling upset myself, I called another neighbor, asking if she could either include my mother in her dinner plans or help mom order delivery from a local restaurant, and then see to it that she had something for breakfast in the morning. I called the Aventura police to report a possible theft, and booked an early morning flight back to Florida. What an ordeal followed. However, at least mom was not physically harmed! Although I had resisted going through an agency due to a slightly higher cost, I began a rapid search of getting competent help as soon as possible, calling mom’s doctors and going online. The name Always Classic Care came up several times. When I called, the staff was most professional asking about mom’s status and needs. The owner, Terry Adler, joined the conversation with more specific questions about mom’s personality and capability status, as well as my concerns and services I felt mom would need. Terry advised me that she and her staff would confer immediately to select the most suitable aide, and that she would personally supervise the case. To my surprise, once paperwork was completed with staff, Terry called me back to report she had someone very special for mom who could start later that evening or first thing in the morning. I was amazed. Well, mom hit it off with the new aide immediately, and she has now been with mom for the over a year. It definitely was a great match. Although I had avoided going through an agency because of the slightly higher cost, it took a bad experience for me to realize the many advantages of using a home health agency or nurse registry. Aside from dealing with professionals, home health agencies are regulated by the State of Florida. All of their healthcare workers must submit to a rigorous screening process that includes FBI fingerprinting for any history of wrong doing. A registered agency such as Always Classic Care requires a personal interview conducted by a professional staff who also scrutinize documentation of training, references and work history, and applicants are required to complete preemployment testing as to knowledge of various levels of care. Also, if there is any problem , question, personality or communication issue once the aide is assigned, the agency will get involved and make immediate changes. And, as in the case of the missing Marie, Terry told me they would have become integrally involved in the investigation. I found that the agency may cost a few dollars more per hour than a private hiring, but now, the cost seems minimal when compared to the open communication and peace of mind that it can bring. (NewsUSA) - Sponsored News - It happens more often than we like to think. Nearly seven times a day, some young child is rushed to the emergency room after being burned - or worse -- from having stuck something as innocuous as a paperclip

into an electrical outlet, according to the U.S. Consumer Product Safety Commission. Ah, but being the diligent parent you are, you're sure those plastic outlet caps you installed for childproofing purposes will keep your own kids safe, right?

Not so fast. A study conducted by Temple University found that it took less than 10 seconds for 100 percent of children ages 2 to 4 to remove them from sockets. And that should scare you for an additional reason. "It poses a choking

hazard for small children," says Brett Brenner, president of the nonprofit Electrical Safety Foundation International (Esfi.org), which promotes electrical safety in homes and workplaces. "And because plastic caps do need to be removed for the outlet to be functional, there's the inherent safety threat of forgetting to recover the outlet when it's no longer in use." Brenner, as it turns out, also has a problem with the less-popular sliding receptacle covers. "They're no match for the impressionable minds of children, who can learn to defeat the devices by watching their parents plug objects into them." So what does he recommend? The same technology -- called tamper-resistant recepta-

cles -- was deemed so effective that it's actually been required in hospital pediatric care facilities for more than 20 years. But it remained something of a trade secret until its use was finally mandated in all new home construction under the National Electrical Code in 2008. To look at them, TRRs appear to be ordinary outlets -- a blessing for those who consider plastic caps a bit of an eyesore -- but they're specifically designed with spring-loaded receptacle cover plates that close off all openings or slots. Only by simultaneously applying pressure to both sides do the cover plates open to allow standard plugs to make contact with the receptacle contact points. "Without that simultaneous pressure," Bren-

ner explains, "the cover plates remain closed, preventing the insertion of foreign objects and thus protecting children from painful, traumatic electrical injuries." The best part may be that the added safety will only run you 50 cents more than a standard electrical outlet, though TRRs should only be installed by a licensed electrician. But getting back to that opening U.S. Consumer Product Safety Commission statistic -know that of those nearly seven children a day: • 89 percent are under 6 years old. • 50 percent are 2 to 3 years old -- the highest risk group. • Boys are most at risk, regardless of age. Definitely not something we like to think about.
