The NE Drainage Project is almost complete By Mayor Joy Cooper HALLANDALE BEACH - I am happy to report that the NE Drainage Project is almost complete. The pumping station construction is being finalized and is going through inspections. 14th Avenue is now being repaved and will then be restriped. The landscape plan will be presented to the City commission and then will be presented at a public meeting this month for our residents to review. Last commission meeting, I asked the commission to consider providing a refund of storm water
fees to the residents who reside in the condos that abut the pumping stations and a discount on future rates for allowing the pumps to be placed permanently on private property. The commission agreed to have an item brought forward for discussion. In addition to the costs for just the three condos, the item will include information on all of the properties on 14th Avenue and various scenarios to provide some relief to the many residents that have dealt with this project for a year and half. Every condo that had
any property damage as a result of construction or was utilized as a staging area will be restored. The staff went to each building for an evaluation and has been working with the condo presidents directly to address specific issues for each one. Not all condominiums lots will require resurfacing. The commission did approve that in the fall, all lots abutting 14th Avenue would be seal coated even those on the east side 14th. This will address the buildup of dust and dirt that was created during construction.

The video teleconferencing sessions, which meet State and Common Core Standards for the arts as well as math, social studies, language arts, and science, take place from October through May in the Center’s Distance Learning Studio, and they are live and interactive to all participating schools. In South Florida, there are new cases every day. 60% of male cases are MSM and 40 heterosexual. 70% of women are heterosexual cases. In other words this is not a disease that discriminates between homosexual and heterosexual people. There is still an AIDS crisis and Broward ranks number two in the nation, right behind Miami Dade. The AIDS Healthcare Foundation’s (AHF) US Headquarters is in LA however, AHF has offices right here in Broward County. They brought their mobile test van to Hallandale Beach last month when we hosted the play: “A Devastating Impact.” They have offered to continue to partner with us to have the mobile testing unit to come back to our community. With seasonal traffic picking up, I receive many questions or should I say complaints about traffic and what can be done about it. Firstly, traffic is a universal issue that has been around since the horse and buggy days. In a survey performed around the country, traffic is always the number one concerned list by residents. So, while Hallandale Beach seems to be the worst, it is actually not. New York, San Francisco, Seattle and then comes Miami. But I know everything is local so, this time of year HBB is the worst. Traffic is one of those double edge swords, without it, our shops and restaurants would go out of business and our economy would suffer.

There is a project being done right now to address traffic on HBB, Pembroke Road and Federal Highway. Advanced Transportation Management System ATMS is being implemented. ATMS’s major components ITS Intelligent Transposition Systems devices that are linked though fiber and include cameras, microwave vehicle detection devices and a host of other technology that will link to Broward County’s Traffic Engineering Division. The infrastructure was to be completed with testing and trial adjustments to be completed by January. I have asked staff to invite FDOT and BC Transit come to our commission and provide an update within the next few weeks. The beloved and timeless opera ‘Madame Butterfly’ returns to the Broward Center • Saxophonist Kenny G, is the biggest name in smooth jazz and has sold more than 70 million albums world-wide
SPOTLIGHT ON STAGE By Eleanor Hannan Puccini’s Madame Butterfly is the magnificent story of a trusting Japanese maiden that catches the attention and affection of an American officer. In order to become his bride, she must cross cultural boundaries and defy the will of her family. Benjamin Franklin Pinkerton, a young U.S. Navy lieutenant, arranges with a marriage broker, to acquire a fifteen -year-old Japanese geisha girl bride, Cio-Cio-San. (Madame Butterfly) The Navy Officer signs a ninety nine year lease on a home overlooking the Nagasaki harbor. This lease can conveniently be canceled on a month’s notice. An American Consul friend, and a witness to the wedding, warns Pinkerton not to treat the marriage lightly as his bride-to-be is truly in love with him. Although Pinkerton claims to be in love with Butterfly, he proposes a toast to the American woman he will one day marry. After the wedding, Pinkerton receives orders to leave and has been gone for three years. She has since given birth to a son. Pinkerton has remarried and returns to Nagasaki with his wife Kate, requesting they take his son back to America. She agrees, and with much sorrow commits suicide. As he joined hundreds of others at Gulfstream Park to wager on the simulcasting that was going on, live racing was not far away from making its return to a facility that has become the premier attraction year round for entertainment. As the first year of Gulfstream Park West came to an end on Sunday at Calder in North Dade, the anticipation is building in Hallandale Beach for another tremendous season of the finest thoroughbred racing in the country with stakes races and the annual Florida Derby. 'Shopping From the Heart' helps Humane Society of Broward County FOR LAUDERDALE - PAWS’ annual Holiday Shopping Bazaar, where a selection of local vendors showcased their beautiful wares, was held on November 17 at the Coral Ridge Country Club. The six-hour event to benefit the Humane Society of Broward County was a great PAWS VP of Ways & Means Dawn Dellapina, success. Those who PAWS President Ingrid Poulin, and event Chairattended not only left person Stacy Sager. with great gifts, but most importantly, left with the wonderful gift of knowing that their purchases helped the animals at the shelter as each participating vendor generously donated a portion of their sales that day back to the Humane Society of Broward County. Many people are not fully conscious of their negative self-dialogue, and are often astonished when it becomes clear to them how negatively, and irrationally they are programming themselves. Feelings of illogical selfworth, fear, and or hostility to others, can run rampant in folks suffering from anxiety and depression, and these constantly running sound bites of pathology may have been ingrained in one’s psyche for many, many years. Freeing oneself from the chains of negative self-talk and perception has been a blessing for many people. Although I believe this to be more efficiently done with a competent therapist, the transformation to more positive thinking can be accomplished through self-dedication and good educational sources. An excellent source to consider are books written by Donald Meichenbaum, Ph.D. He is considered the Godfather of psychological theory involving self-talk, and guided imagery. Thanksgiving Day was special for over 200 families and seniors

More than 200 families and seniors were treated to a free Thanksgiving dinner on Thanksgiving Day at the annual Hallandale Beach Thanksgiving Fest at the Austin Hepburn Center. A number of City staff and volunteers donated time to serve the seniors and families at the Hepburn Center, and the Hallandale Beach Police Explorers delivered hot meals to the families who could not make it to the center. The event includes several performances by members of the Russian Community Cultural Center of Hallandale Beach. The City served 103 residents at the Hepburn Center and the Police Explorers delivered 108 meals to homebound residents. Hallandale Beach City Commissioners will “light the boulevard” in the annual Holiday Celebration on from 6 p.m., to 10 p.m., Friday night, Dec. 5, at 1750 E. Hallandale Beach Boulevard. The event includes the lighting of holiday displays on East and West Hallandale Beach Boulevard at about 7 p.m. The annual celebration includes community performances, children’s activities, holiday gifts, bounce houses, carnival-style rides, and, of course, visits with Santa Claus. The event is free. However, there is a charge for the rides. Parents and adults may purchase an all-night ride band for $5. Among those scheduled to perform at the Hallandale Symphonic Pops Orchestra, Hallandale Elementary School Musical Colts, Foster Park Healthy Family Ballet, Gulfstream Middle School Band, the O.B. Johnson Teen Zone Singers and Atlantic Shotokan Karate. Additional Music will be provided by DJ Johnnie Powell.

Indulging in Italian comfort cuisine at home (BPT) - Looking for a hearty dish to warm up your table this season? Look no further than Tuscan Lasagna al Forno. Inspired by DaVinci(R) Wine's popular Storyteller Experience, this dish brings the authentic flavors of Tuscan food and wine right to your dinner table. In its third year, the Storyteller Experience has sent 12 creative individuals to the picturesque vineyards of Tuscany to experience the people and place behind the 50-year-old wine cooperative that produces the wines. Culinary Arts Storyteller and food blogger Karista Bennett, of Karista's Kitchen, created this lasagna after tasting the distinct flavor at a Florence restaurant during the Storyteller Experience. Bennett was delightfully surprised at how this version differed from lasagna traditionally enjoyed back home. Featuring buttery lasagna pasta sheets with rich bechamel, parmesan, pecorino and Bolognese sauce, or as they call it in Tuscany - sugo. Add the ground meat and garlic to the soffrito (diced veggies) and cook until done, breaking up any big pieces. The meat should be small and somewhat minced. Take the skillet off the heat and stir in the wine, scraping up the bits of good stuff (fond) on the bottom of the pan. Stir in the tomato sauce, oregano and all-

Let the sauce simmer while you prepare the bechamel. BECHAMEL OR WHITE RAGU 6 tablespoons unsalted butter 6 tablespoons flour 3 cups warm whole milk Pinch of nutmeg Salt and pepper to taste Directions: In a large sauce pan melt the butter over medium heat. When the butter is melted, whisk in the flour. Then slowly whisk in the warm milk. Continue whisking until your milk comes to a simmer and begins to thicken. Turn the heat down to prevent burning the sauce and continue
whisking until the sauce thickens. Stir in the pinch of fresh grated nutmeg and season to taste with salt and pepper. You will want this bechamel (white ragu) thicker than a bechamel that you might toss with pasta. So if it feels heavy or thick that's OK. It's perfect for the lasagna. For the Lasagna: Ingredients: Fresh lasagna sheets, cooked - (enough to fill a 9x13 baking dish) 3-4 cups sugo 3-4 cups bechamel 1/2 cup grated Parmesan 1/2 cup shaved pecorino Toscano Chopped fresh Italian parsley for garnish Directions: Pre-heat the oven to 350 F. Ladle a little sugo in

are bubbly. Raise the heat to 400 F. Remove the foil and cook the lasagna until the top is toasty and cheese is golden brown, another 10 minutes or so. You may wish to put it under the broiler for extra color. Let the lasagna rest for about 10 minutes before slicing. This will allow the bechamel and cheese to firm for slicing. Serve with a side of extra sugo and grated Parmesan if desired.
