Hallandale Beach City Commission has adopted the final budget for the 2011- 2012 fiscal year
‘AROUND THE CITY OF CHOICE’
HALLANDALE BEACH - It is official. Hallandale Beach City Commission has adopted the final budget for the 2011- 2012 fiscal year on Monday, September 26. In a snapshot, Hallandale Beach has once again remained true to doing more with less. The city tax rate has remained without change. Even with revenues flat we have addressed a $13 million pension liability, invested in capital improvement projects including beach renourishment, a new sidewalk improvement plan, extensive drainage projects, increased parks and $7 million worth of planned park improvements. We have a balanced budget with a general fund of $51 million while still maintaining a healthy general reserve fund of $18 million. Our combined budget including all enterprise funds and the CRA is $101 million with combined surpluses of $41 million. As I have written before, our city is very fortunate that we have remained fiscally prudent in maintaining our services and utilizing reserve funds to offset the adverse economic impacts resulting from the recession and housing crisis. There were three budget notes adopted on the final reading. These changes had no impact on the millage rate which will remain the same at 5.9 mills. One change was the addition of $17,000 for an outside mailing service to provide our utility billing. This change will benefit customer service within the department. Instead of Staff doing a mailing and running to the bulk mailing center in Pembroke Pines, they will be available to perform other duties within the department. Utility users will be receiving a standard bill rather than a postcard. Another budget note was a result of resident input from the first budget hearing. For many years areas in our community have been plagued with illegal dumping. Quite often dumping takes place on vacant lots and on swale areas in front lots. There are also instances where furniture and other items are dumped in front of homes and apartments. Property owners are then cited by code enforcement to pick up the debris. In order to address this issue proactively the City Commission has allocated $30,000 from the sanitation fund to contract with outside services to provide service through city process to residents who are victims of illegal dumping. This new program will be strictly monitored by HPD, Code Enforcement and the Department of Public Works so it is not utilized by owners to circumvent traditional service costs.

The last and final change was a result of amendments to the operations of the Three Islands Safe Neighborhood District. TISND is a separate taxing district that was set up to provide an additional layer of security within the neighborhood. Costs are paid for solely by the property owners within the district. The members in the district are represented through an Advisory Board comprised of the presidents of each condominium. The Advisory Board meets quarterly to discuss the district and operations. They also report to the Commission who serves as the Board of Directors. TISND Advisory Board met over the summer to review their budget and address concerns that were raised by property owners over paying guards to sit in the guardhouse versus having a roving guard. The safe neighborhood districts in our community cannot deny access to the districts. The purpose of the guardhouses is to be an additional deterrent to prevent crime. The Board's recommendation was to eliminate the guards at the entrances and provide a combination of 12 hours of patrol
provided by a Hallandale Beach police officer and an additional eight hours of patrol provided by a private contractor. They also recommended that the windows of the guardhouses be fully tinted and the guard arms be removed. When this item was first discussed at our budget workshops the City Commission questioned whether or not there was sufficient notification to all the property owners in the district. At that time I recommended that a letter be sent to the property owners to update them on the recommended changes. A communication breakdown occurred between administration and the Hallandale Beach Police Department who acts as liaison to districts. A letter was drafted but only posted within each condo. In addition to posting the letter they provided phone notification through reverse 911 to the residents. The phone calls did prompt residents to call the city. I received two phone calls inquiring about the change. The callers I spoke with confirmed they had not received the letter. At the first budget hearing we had one resident raise concerns about the changes. I requested that we schedule a workshop to fully review all of the Advisory Board recommendations and that a letter be sent out to all property owners in the district. The City Commission also requested that the budget information be sent out explaining the current year expenditures and the fact the reserve account in the district was

twice the amount of annual expenses. On Monday the workshop was conducted. President Amin Lovenwirth of the Three Islands Council and Sergeant Touez provided a brief summary of the history and the reasoning behind the change in operations. Three residents spoke in opposition to the removal of the guards. Four major issues were raised; the impact that may occur to property values, increased speeding and cut through traffic with the removal of the arms, and possible increase in crime and the lack of a full 24 hour patrol. All these points were well received and the City Commission debated changes to address the resident concerns. Chief of police Dwayne Flournoy verified that there is limited crime within the area and that he supported the change. It was his observation and opinion that it was actually an Increase in security. Hallandale Police officers will be able to monitor stop signs as well as issue tickets for speeding. While this is not a goal it is certainly an added benefit. The City Commission moved to proceed with the planned changes. I
along with Commissioner Lewy requested that 24 hour coverage be mandatory. There needed to be a budget amendment of $103,000. It was directed to Staff that we wanted to provide flexibility to the district to utilize HPD; contracted services or a combination of both to provide 24 hour patrol. The amendment passed in a motion for 4-1 The motion also included that the guard arms would remain operational, signage would be clearly posted that individuals are entering a safe neighborhood patrolled 24 hours, new speed humps would be installed at all entrances and a flashing speed monitoring sign would be placed along Three Island Boulevard. Staff was also directed to monitor traffic flows and crime statistics in the area so that the system may be evaluated for effectiveness.

Chiune Sugihara was a Japanese diplomat who served as Vice-Consul for the Japanese Empire in Lithuania. Arts Ballet Theatre of Florida recreates the long forgotten ballet ʻHarlequinadeʼ at Broward & Aventura Centers
SPOTLIGHT ON STAGE
Under the artistic direction of Vladimir Issaev, the original ballet, first performed in 1900, returns to South Florida stages with but a few changes. Harleqinade is a type of theatrical performance that was originally a slapstick adaptation of the art of comedy, dating back to Italy in the 16th century. The story revolves around the lives of its five main characters, Harlequin, Pierrot, Columbina, Clown, a bufoon or fool and Pantaloon a greedy, devious merchant of Venice. The ballet was first performed in mime with music, but later speaking parts were added. The ballet was changed by the 19th century to a comic chase scene focusing on the relationship between Harlequin, a servant and comic of the show and the love interest of Columbina who try to outwit Columbina's father, Cassander, who wishes Columbina to marry a rich suitor by keeping her locked up and away from Harlequin. He entrusts the key to the house to his servant Pierrot, however, Columbina's friend, Pierretta, enters the house with plans to steal the key away from Pierrot. She unlocks the house to let Harlequin enter, allowing the two lovers to reunite and engage in dancing. Arts Ballet Theatre of Florida, upholds the classical style in which it was originally choreographed, while still maintaining a fresh and exciting new atmosphere. HOLLYWOOD - He's sold more than 20 million albums worldwide and won three Grammy Awards, but singer-songwriter Jon Secada is now putting the spotlight on helping the children of Broward County. The international superstar will perform live October 20th at the Boys and Girls Clubs of Broward County's 19th Annual “Hollywood Welcomes the Stars” event. For guests, it will be a unique opportunity to rub shoulders with the singer, as well as other big-named sports stars and celebrities. The event will be held at the Westin Diplomat Resort & Spa located at 501 Diplomat Parkway in Hallandale Beach. As many as 400 people are expected to turn out to help raise money to support after-school programs at the Marti Huizenga Boys & Girls Club in Hollywood. By Vincent Moss Recreation Coordinator HOLLYWOOD - The Florida Superstars is a dance/baton/cheerleading group based out of Pembroke Pines, Florida that has held classes at the City of Hollywoodʼs David Park Community Center, located at 108 N. 33 Court, for over 10 years. The Florida Superstars class currently meets every Monday (during the school year) from 5:00 p.m. – 8:00 p.m. for girls between the ages of 4-12 years old. The Florida Superstars have performed for the Miami Heat, at the University of Miami half time shows, Florida Marlins Opening Day Show, and the Disney World Parade just to name a few. Back in July, the Florida Superstars competed against 75 other teams throughout the country at Notre Dame University in South Bend, Indiana for the National Championship and were selected as Grand National Champion. This championship will allow the Florida Superstars to represent the United States at the World Championship in Switzerland in April, 2012 with the hope of winning the gold medal. The City congratulates these young performers and wishes them well in the World Championships. The activities at David Park arenʼt just for kids, Zumba classes are also in full swing. Class meets every Tuesday from 12:15 pm - 1:15 pm. The cost is $10 per class for Hollywood residents and $11 for non-residents. A potting bench is available for those who want to test their green thumbs or join the garden club. In the activities room, furnished with comfortable sofas and chairs, residents can engage in arts and crafts, play games and cards, watch movies or TV, and join with other residents for theme parties and other planned activities. A billiards table invites competitive or casual play, and slot machines are popular on nights when casino-style fun is planned. “Thereʼs always something going on,” Peter says. The library offers a variety of books and a quiet place to read, as well as Internet access. And when ladies feel like getting their hair or nails done, they can visit the beauty parlor. The sundries shop is a convenient place for
picking up candy, snacks or other items. Thereʼs also a therapy room, and nurses stations are conveniently located on each wing. The elegant, traditionally-furnished lobby boasts dark walnut crown molding, a marble-topped sideboard and cheerfully upholstered sofas and chairs. Green plants accent soft earth tones. Hallways feature cozy seating groups, and numerous bathrooms are available for residentsʼ convenience. The spacious, carpeted rooms have comfortable furnishings, flat screen TVs, large closets and private baths. Daily maid and laundry services are provided, and nursing assistants are available to help with bathing and other personal needs. Several area physicians make weekly house calls at the residence.
CONTINUUM OF CARE In addition to residential care, Willow
Manor offers adult daycare and respite care. “Sometimes family members have to go to work, or caregivers need some time for themselves,” Peter says. “We offer quality care so the family can be confident that their loved one is safe and secure, receiving the same kind of loving attention they would provide themselves.” Specialized services and therapy for residents with Alzheimers or other memory impairment disorders are also available. Willow Manor is an Extended Congregate Care-licensed facility, so if hospice care becomes necessary, residents can receive it at Willow Manor. “End-oflife issues can be a little easier when a resident can stay in his or her own room and be in familiar surroundings,” Peter says.
FUNDING Willow Manor staff will assist family members with funding resources that include Long Term Care, Diversion Program, Med Waiver, and Veterans Administration programs. “We offer reasonable rates, and we try to do all we can to help family members explore any financial resources that may be available to them,” Peter says.

That figure, from the National Stroke Association, illustrates just how important it is that you know the steps necessary to prevent a stroke from affecting your life. What might surprise you is that many of those steps are lifestyle suggestions you've heard before - they just have the added benefit of helping to ward off a stroke. In honor of May being Stroke Awareness Month, Life Line Screening wants to share the list of lifestyle changes that can help aid in stroke prevention and to remind you that a preventive stroke screening can help you identify your particular risk factors. Knowing exactly how you can protect yourself from a stroke - which affects approximately 800,000 Americans each year may inspire you to take action. Many people are taking the steps to improve the quality of their lives. Even though the modifications can be difficult, the life-saving benefits they can offer are worth the effort. Only you can make the decision to take control of your wellness. Start with these simple steps: Step 1. Don't smoke. If you smoke, quitting is one of the most important things you can do to decrease your chances of a stroke. Puffing on tobacco sets the stage for a stroke in the following ways:
Why it's important: * Smoking is linked to an accumulation of plaque in your carotid arteries, which supply blood to your brain. Blockage in these arteries, including plaque, is the leading cause of stroke. Carbon monoxide from smoking lowers the amount of oxygen that your blood can carry to your brain and

High blood pressure can lead to stroke.
Doctors typically determine whether patients are too heavy by their body mass index (BMI), which uses a formula combining your height and weight. Ideally, your BMI should be less than 25. Calculate your BMI online by visiting the Centers for Disease Control and Prevention at: www.cdc.gov/nccdphp/dnpa/bmi/index.ht m.
Step 3. Get moving. If you don't do much physical activity, you can develop high blood pressure, high cholesterol and diabetes, all of which increases your chance for a stroke. Why it's important: * If you're at a healthy weight, it's still important to exercise regularly. * If you're overweight, exercising regularly will help you shed the extra pounds. Exercising regularly means at least 30 minutes of physical activity on most days. If you can't do it all at once, it's OK to break up your activity into smaller chunks. Step 4. Prevent or control diabetes. Diabetes can damage the blood vessels in your brain and elsewhere in your body. Besides being at a very high risk for a stroke, most people with diabetes die of some form of cardiovascular disease.

Joy Satterlee receives a Florida Association of Museum’s Service Award
HOLLYWOOD - Art and Culture Center of Hollywood Executive Director Joy A. Satterlee, APR, has received Florida Association of Museum’s (FAM) Service Award for Outstanding Mid-Career Professional. Ms. Satterlee received her award at a luncheon on Friday, Sept. 23, in Tampa. FAM’s annual awards competition recognizes outstanding contributions by individuals to the museum profession in the State of Florida. The Outstanding Mid-Career Professional Award is given to a mid-career professional whose work in the museum field provides a model for institutional capacity building and outstanding service to the community he or she serves. A Miami native and Florida International University alum, Ms. Satterlee is also a member of FAM; Funding Arts Broward; Broward Women’s Alliance; and the Miami Press Club. A member of the Public Relations Society of America (PRSA) since 1982, she is a past chair of the Sunshine District for the State of Florida and past president of PRSA’s Miami Chapter. She is also a past member of the Fort Lauderdale International Film Festival’s Board of Directors. A 2007 ArtServe Encore Award winner, Ms. Satterlee was named a “South Florida Mover & Shaker” by South Florida Business Leader in 2011. CHOPPED CHICKEN LIVER 3/4 lb Fresh chicken livers 4 ea Hard boiled eggs 1 ea Medium onion, grated 1/2 c Rendered chicken fat Salt and pepper to taste Broil the livers or fry them in a little chicken fat. Do not overcook. Grind the livers and eggs together. Add the grated onion. Add salt and pepper to taste. Add the chicken fat and mix well. Form into a ball or loaf and refrigerate at least one hour. This can be garnished wtih chopped onions and hard boiled egg or served plain. CHICKEN SOUP 3 1/2 lb. chicken, cutup boiling water 4 or 5 large carrots,
chicken and vegetables separately. Serve soup with noodles, rice, kasha or Matzo Balls. Enjoy!

CABBAGE ROLLS 1 large head of cabbage 1 lb. ground beef 1/2 cup cooked rice 1/2 onion, grated 1 egg 1 teaspoon salt 1/2 teaspoon pepper 1 can (6 oz.) tomato paste 1 can (8 oz.) tomato sauce 1 cup water 1/4 teaspoon sage 1 bay leaf 1/4 cup packed brown sugar 2 tablespoons vinegar Remove core from cabbage and cover cabbage with boiling water; let stand 15 minutes. Meanwhile, mix ground beef and next five ingredients. Stir in
1. Pour boiling water over chicken. Trim off excess fat. Place in a 5-quart Corning Ware casserole or micro-safe bowl. Cut carrots and celery in chunks. Add to chicken along with remaining ingredients and stir well. Water should come no higher than 1 1/2 inches from the top of the casserole to prevent boil-overs. 2. Cover and MW on HIGH for 30 to 35 minutes, or until soup is boiling. Stir. Simmer on 50% (MEDIUM) for 25 to 30 minutes. 3. Let stand covered for 15 to 20 minutes. Strain soup and serve
1 tablespoon tomato paste. Drain cabbage and carefully remove 12 large leaves. Place a heaping tablespoon of meat mixture on each leaf. Tuck in the sides and rollup cabbage leaves. If necessary, fasten ends with a toothpick. Shred remaining cabbage and place on the bottom of a heavy saucepan. Carefully place cabbage rolls on shredded cabbage. Combine remaining tomato paste and next four ingredients; pour over cabbage rolls. Cover and simmer over low heat 1 hour. Uncover, pour a mixture of brown sugar and vinegar over all, and simmer 30 minutes. NOODLE KUGEL 1 large package wide egg noodles (boil according to directions)

Pour all ingredients in an and sprinkle top with cinnamon/sugar mixture Bake one hour in 400 degree oven WILD RICE AND CRAISINS 1/2 cup chopped onion 2 Tbsp olive oil 1 1/4 cup hot water 3/4 cup uncooked wild rice 1 1/2 tsp. powdered wild rice 1 1/2 tsp. powered chicken bouillon 1/2 cups Craisins (dried cranberries) 2 Tbsp. toasted chopped pecans 1/4 tap lemon zest
In a large saucepan, sauté onion in oil until tender. Stir in water, rice, and bouillon and bring to a boil. Reduce heat: cover and simmer for 50-55 minutes or until liquid is absorbed and rice is tender. Remove from heat and fold Craisins, pecans, and lemon zest.
LOX AND CREAMCHEESE SPREAD 2 cups dairy sour cream 1 pkg. (8 oz) cream cheese, softened 1/2 pound lox, cut in thin strips 1/4 cup chopped chives or sliced green onions Beat sour cream into cream cheese until smooth and fluffy. Blend in lox and chives or onions. Chill and serve with crackers or bagels.
