the past few years, there are a few game-changers taking place along U.S. 1 that will put this community at another level.
Because this part of the City is one of the most traveled - with major destinations such as Gulfstream Park & Casino - and Mardi Gras
Racing & Gaming - bringing in so many visitors and residents alike there has been a need to get much of this legendary road up to date,
and with two projects under way, there is reason to smile. With Hallandale ArtSquare and Atlantic Village starting to take
shape along U.S. 1, north of Hallandale Beach Blvd., the landscape of this area, that has never been anything more than a pass through to Fort Lauderdale to the north - and Miami to the south - is part of the progression of Hallandale Beach. “I am truly excited this much needed new housing is coming to our community,” said Hallandale Beach Mayor Joy Cooper. “It will provide a catalyst for the revitalization of both the NE Federal Commercial Corridor and Fashion and Art District.” Arthur Martinez is a Develop, Page 6A

Ask Dr. Ron: ‘Seasonal Affective Disorder’ Symptoms of SAD include apathetic behavior, weight-gain, a loss of interest in pleasurable activities Dr. Ron.. Every year my son & daughter-in-law come and spend the winter months with us. He claims he needs to do this because he suffers from a form of depression that affect people specifically during this time of the year. To be honest, although my husband and I love our son, it puts a great deal of burden on us to put him up for so long in our one bedroom apartment. Is all this true about people who suffer from depression during the winter months.., or is he just looking for a free vacation? It is possible that your son suffers from Seasonal Affective Disorder (SAD). For reasons that are not yet clearly understood, some people suffer from depressed episodes primarily in the late autumn and winter months. Geographically, incidences of SAD are more likely to increase in areas that are further north of the equator. So while fewer incidences of SAD are reported in our state, much more reports of this problem are noted in northern continental states and Alaska. The lessening of sunshine and sunlight hours during these months is believed to be the primary cause of SAD. Symptoms of SAD include apathetic behavior, weight-gain, a loss of interest in pleasurable activities (including sex), and disturbances in social and work activities. Episodes rescind as the earth receives more sunshine, and heats up during the upcoming spring and summer months.
Treatment for SAD includes the daily use of light therapy which involves sitting in front of bright fluorescent lights for 1-2 hours per day. Results have shown many people obtain relief from this treatment, while some report little or no benefits. Another option, as in the case of your son, is to spend the winter months in locations more south of the equator, like Florida, but of course, this is not a viable option for most. As far as whether your son truly has SAD, or whether he just looks forward to a 4 month yearly vacation…, well that’s difficult to determine based upon the information you’ve given… I’d be curious to know how it is that your son can just pick up and leave his work and other responsibilities every year. If it is so easy for him to do so, why doesn’t he just doesn’t move here on a permanent basis..? In any case a one bedroom apartment is a small space for 4 adults to live in. Without invalidating his claim of SAD, you can still talk to him about different arrangements he can make when he & his wife come down for the winter. Happy Thanksgiving to all.. Hallandale Beach has hit the tech universe with open arms - and plenty of communication skills By Mayor Joy Cooper Hallandale Beach - Over the past years, our readers know that our City has been keenly focused on technology. We have added many vehicles for our residents to get their information. HB TV has been enhanced and our Hallandale Happenings thanks to PIO Peter Dobens. We have updated our webpage site. We have “Notify Me” and an email notification system, Facebook and Twitter. I introduced our City to Public Stuff a couple of years ago and we finally have our own Hallandale Beach APP where you can report an issue. You can even take a picture of the problem and send it in. What I found on election day is that many of our residents are unaware that we have added a new civic engagement tool. Right now, our residents can participate in our meetings without even leaving there home or desk. We have web TV and now as part of our new program Legistar you can link right up to our agendas on-line and e-mail in
your public comments. Here is how easy the system works. Our agendas are published a week in advance. If you like, you can sign up for “Notify ME.” You will receive an e-mail with the agenda link and email comment link. The link takes you directly to the information we have so you can read it at you pleasure. You can then comment whether you support or are against an item and write in comments as to why. These comments will be directly read into the record. Please get involved, we need everyone’s input! During the election, I also had the wonderful opportunity to meet with many of our residents at early voting and on election day. While I was not on the ballot, the Penny Tax was. This tax would have transformed our cities and county. Regretfully, the transportation tax portion passed, but the infrastructure did not. Both needed to pass or both failed. It is a shame that the county put this clause in or today, I would be writing a bit of a different
story. This tax would have helped us address the cost of our basis of design on the needs of our assessment, for our complete streets and underground improvements. We have over $200 million dollars in projected projects to bring our streets up to today’s standards. The neighborhood roads in our community are funded by our City tax dollars. We do receive transposition tax dollars from the state and county tax dollars. These limited funds are used for our mini bus. We also receive some shared sales tax revenues from the state that can be used. These funds are also very limited. Over the next years, we must evaluate and work to see how we can pay for our transportation and roadway needs. Our City at least has the benefit of the CRA. These dollars can be used West of 14th Avenue. CRA funds are also limited for the next 10 years. Over the next budget year for the CRA, we
will need to focus on how and where they can be spent. Currently, the one major project slated for, is the southwest drainage project. Our CRA dollars combined with FEMA dollars will go a long way to ensure this project gets completed. We are going to need all of our residents to get involved in how the rest of our CRA dollars are spent moving forward. Please get involved and even if you are not happy with the election results, please remain involved. PAWS Puts Best Fashion Foot Forward Ft. Lauderdale - This year’s Fashion Forward for PAWS, an annual event that benefits the Humane Society of Broward County, was once again a complete sellout, raising more than $38,000 for the animals and giving attendees at Neiman Marcus Fort Lauderdale an afternoon to remember. Held on October 13 and chaired by Christy Gumberg and Julie Strauch, the event began with a cocktail hour during which guests mingled, visited with adoptable pets, tried their luck at the Chinese auction, and enjoyed mini-makeovers compliments of Yves Saint Laurent. Victor de Souza Named 2017 Dr. Martin Luther King Jr. Humanitarian 16, 2017 at Dr. MLK Day in the City. Mr. de Souza will be invited to ride in the annual Dr. King parade at 10 a.m., Monday, Jan. 16, and participate in events.
More than 20 residents nominate the retired City employee Victor de Souza is the recipient of the Dr. Martin Luther King Jr., 2017 Humanitarian Award for his dedicated service to the City of Hallandale Beach and the community. The formal award presentation will be held at 6:30 p.m. at the Dec. 21, 2016 City Commission meeting. The decision to present the award to Mr. de Souza was not a difficult one; more than 20 resi-
dents nominated him for the honor. Annually, the City presents an award to the individual or organization that has contributed tirelessly to help improve the community. Mr. de Souza was a City employee for 27 years, shaping the Hepburn Seniors Program, developing relationships and caring for every individual who walked through the doors. He was very
passionate of seniors and their wellbeing. He would visit hospitals, homes and attend funerals on his own time. He would spend weekends volunteering to help the seniors and drove countless seniors in need of transportation. Mr. de Souza retired from the City last November. “For spending all those hours packaging and distributing food… for taking a person inter-
est in his seniors and for the absolute kindness above the call of duty,” writes Jackie Pentecost, who submitted the formal nomination, only to have another 20 residents co-sponsor the nomination. Following tradition, the City will present Mr. de Souza with the award and ask him to accept the annual Dr. Martin Luther King Day Proclamation, naming January

Side dishes that will make your Thanksgiving meal Roasted potatoes, vegetables and buttermilk biscuits steal the show • 1/2 teaspoon ground black pepper Preheat the oven to 425 degrees F. In a large bowl, toss together the potatoes, red onions, garlic, rosemary, olive oil, salt and pepper. Spread the potato mixture out evenly on a baking sheet; roast until the potatoes are tender, crispy and browned, 40 to 45 minutes. Balsamic Glazed Brussels Sprouts with Pancetta • 2 ounces pancetta, cut into 1/4-inch • dice (about 1/2 cup) • 1 to 2 tablespoons extra-virgin olive oil • 10 ounces Brussels sprouts (about • 18 medium sprouts), trimmed and halved • through the core • 1/4 cup balsamic vinegar • Freshly ground black pepper • 2 tablespoons unsalted butter • Kosher salt
As everyone gets ready for next Thursday, turkey and ham may be on the minds of so many, but what about the side dishes that you will serve? From potatoes to vegetables and everything in between, many of us overlook the centerpiece of your Thanksgiving meal. Check out some of these delicious side dishes that will only add to the holiday Roasted Baby Potatoes with Rosemary and Garlic • 3 pounds assorted baby potatoes • (such as red-skinned, white-skinned • and Peruvian purple), rinsed and halved • 1 large red onion, coarsely chopped • 12 cloves garlic • 2 tablespoons chopped fresh rosemary • 1/4 cup extra-virgin olive oil • 1 teaspoon salt
Heat the pancetta and 1 tablespoon of the oil in a heavy 10-inch straight-sided saute pan over mediumlow heat until golden and crisp all over, 10 to 15 minutes. With a slotted spoon, transfer the pancetta to a plate lined with paper towels, leaving the drippings in the pan. You should have about 2 tablespoons of drippings left in the pan; if not, add the remaining tablespoon of oil. Measure out 1/2 cup water and set aside. Put the pan over medium-high heat and arrange the sprouts cut-side down in a single layer. Cook until nicely browned, 2 to 3 minutes. Add the water to the pan, cover immediately and simmer until the sprouts are tender when poked with a fork or skewer, about 3 minutes. (If the water evaporates before the sprouts become tender, add more water 1/4 cup at a time.) Transfer the sprouts to a plate with a slotted spoon. Return the pan to medium-high heat. (It is fine if any water remains; it will boil off with the vinegar.) Add the vinegar and a few grinds of pepper and boil the vinegar until lightly syrupy and reduced to about 2 tablespoons, about 2 minutes. Reduce the heat to low,
add the butter and stir until melted. Return the sprouts and pancetta to the pan and toss to evenly coat with the sauce. Season with salt and more pepper. Creamed Pearl Onions • 1 bag frozen pearl onions • 1 tablespoon unsalted butter • 1/2 cup heavy cream • Kosher salt and freshly ground black pepper Thaw pearl onions and then saute in butter until golden brown. Deglaze by adding a little water at a time. Finish with heavy cream and reduce until you achieve a smooth consistency. Season, to taste, with salt and pepper and serve immediately. Buttermilk Biscuits • 4 cups all-purpose flour • 1 tablespoon salt • 1 tablespoon baking powder • 2 teaspoons baking soda • 1 cup vegetable shortening, cold, • cut into 1/2-inch pieces • 1 1/2 to 2 cups buttermilk, • plus additional for brushing Preheat the oven to 375 degrees F. Sift together the flour, salt, baking powder, and baking soda. Cut in the shortening using a pastry blender or your hands or a stand mixer fixed with a dough hook until the mixture resembles coarse crumbs. Make a well in the center and add 1 cup buttermilk. Using your hands, quickly fold the dry ingredients into the buttermilk until a sticky dough forms. You may need to add more buttermilk. Turn the dough out onto a floured surface. Gently fold the dough over itself 3 or 4 times to create layers. Press the dough out to 1 1/2-inches thick and cut with a floured 3-inch biscuit cutter. Lay the biscuits on an ungreased cookie sheet and brush the tops with buttermilk. Bake for 20 to 25 minutes until risen and golden brown.

A very special salute on Veterans’ Day in the City Hallandale Beach mustered veterans from throughout the City, from all wars and peacetime for the annual Hallandale Beach Veterans’ Day ceremonies at the Cultural Community Center.
