Maybe it's the season we are in, with politics taking center stage, but once again, we continue to be held hostage by the oil companies. When is enough really going to be enough? $8 a gallon? $12? When is someone going to stand up and really put the pressure on these companies who make so much profit, it's sickening to think about?
You would think that with everything at stake, especially in an election year, that one of the candidates would "grow a pair" and make that absolutely the most important piece of this economic mess. No matter who I talk with, in every walk of life - wealthy and not so wealthy, all are simply dumbfounded why gas prices continue to escalate - at one of
the worst times this country has witnessed. At a time when people are out looking for limited jobs every day, watching their homes go into foreclosure and doing anything it takes to put food on the table and a roof over their heads, the avalanche continues. Need I remind you that when choices are being made between eating

and putting a few gallons of gas in the car, transportation usually wins out, leaving plenty of Americans starving and very angry. This is not a joke. Every single day that goes by and we are living with so many handicaps, the country gets worse. No matter where you

Hallandale Beach: Understanding The CRA HALLANDALE BEACH - Many residents have asked me about our CRA. Over the course of writing this article, I have explained what a CRA is and what our goals of the CRA are. Firstly, the CRA is a totally separate agency from the City. It has a separate Board of Directors that takes action and set policy. The Board directs the Executive Director to implement the projects and goals of the board. The Executive Director is in charge of day to day operations. The CRA is not the city; it is in the city and governed by a separate State Statute 163. The CRA is not the same as a municipal government. Our CRA was set up over 16 years ago. The purpose is to address slum and blight through projects, program and economic devolvement. Our city follows a model where the City Commissioners serve as the Board of Directors. Other CRAs allow private individuals to serve. In my opinion the model we use providers more accountability. Our CRA is bound by purchasing policies that mirror our city’s. The meetings we have are conducted under the same protocols, recorded live and all documents are regulated under our City Clerk. This prevents board members from being engaged in purchasing or the bidding

process. Many CRA’s are moving to the model we use. The CRA was established by declaring that there was a need to address many issues within its borders that run form 14th Avenue west. These blight issues include old infrastructure, crime, poor housing, parking deficiencies and other items that reduce the quality of life and tax base in the CRA. Statute provides broad flexibility in how the CRA can address these issues. Our CRA has purchased properties for two reasons; Increase redevelopment opportunities focused on housing along the Foster Road Corridor and increase our parks space. Foster Road is the core of our CRA. We had plans to develop a mixed use project and actually approved a project with Carlisle Group and then the housing bubble burst. Other purchases are for infill housing and parking
near our new Foster Park Community Center. These plans are being implemented now. The CRA has also afforded us the ability to expand our parks. The CRA purchased land for Bluesten Park, Sunset Park Sunrise Park and the most recent purchase was for the expansion of Sunrise Park, which has been referred to as the Ben Galma site. Parks increase green spaces, add to the quality of life, increase values and most importantly, create a balance of redevelopment in a built out area. The two main purchases have been at Bluesten and have become part of our Park Master Plan. The city is temporarily grading and adding parking at the Bluesten Park area to create a playing field. Until we know what will be done with the Post office we have not taken any other action. Many CRA’s, including ours, are focused on economic development; some only do economic development and infrastructure. Most CRA’s provide direct grant to business without any pay back. Due to the complexity of a loan system, Staff suggested going to direct grants. This is obviously easier for the businesses and for the CRA since it avoids complications if a loan defaults. Our city has been proactive in not

only providing grants, but also providing loans. This will allow the CRA to have funds well after the CRA Tax increment funding is over. Loans are for business improvement, business expansion, housing improvements and affordable housing. The problem with any loan programs is there is always a risk that the loan can default. Business incentive loans and grants are for the main purpose of retaining and increasing jobs. Everyone knows that when we have job growth so does our economy prosper. These loans and grants also help owners upgrade older buildings and assist in new developments. All businesses in the CRA are given an equal opportunity to apply no matter what their business is and loans are processed by Staff unless they are over $50,000. Over $50,000 must come to the Board of Directors for approval. We have provided loans and grants to The Village, Hallandale Surgery Center and have helped to upgrade many businesses along Hallandale Beach Boulevard through these programs. The super majority of these loans have been successful. To date one has defaulted. The loan that the CRA had default was to provide a business

start up loan to a minority business on Foster Road, in March of 2009. The young owner, John Hardwick, started a company called DIO Digital Outer net. His model was to create advertising on TVs throughout the city in businesses and condos. The city loaned him money based on a partnership that the TVs would also run city advertising, PSA’s and other announcements for city sponsored events. The Executive Director recommended the loan and the CRA Board supported the loan based on parameters. The loan was subject to performance goals, and the collateral was the TVs. He did not own the store where the start up was. The TVs started to be put up and John Hardwick was working to acquire locations. The downturn in the economy impacted the ability of DOI to acquire contracts. The company was, at the very best, struggling. Regretfully, Mr. John Hardwick died of a stroke at the young age of 42. The city has not pursued action to date against him or the corporation, but it is still being reviewed by legal counsel. We have also helped our residents to upgrade their homes with loans and grants. We have provided many grants for hurricane shutters. The newest program that is being
evaluated is a home hardening program to help homeowners address code deficiency that increase their insurance rates. I suggested this program after hearing companies are dropping resident or increasing their coverage. The super majority of these loans are being collected. There have been a few residents that have hit hardship or their property is in foreclosure. Staff is working on payment plans for some and legal pursues the others. Our CRA has been very successful. In all the 16 years, we have created and expanded parks, invested in drainage improvements, upgraded numerous blocks with sidewalks, installed lighting upgrades, hardened many homes against hurricanes, added roofs and driveways in partnership with our residents, purchased and cleared blighted properties, created affordable housing units, built a brand new park on Foster Road and helped to improved or helped to create business. The work continues. We will continue to reevaluate all our programs to make improvements. We can custom design a stone or monument to fit just about every request.” Rubin recalls one family who wanted a monument in the shape of a tennis racquet. “The deceased family member was an avid player throughout life, so that’s how they wanted him to be remembered,” said Rubin. “We also had a wife who requested a monument carved in the shape of a cowboy hat like the one her husband always wore.” A final resting place is also very personal, and Levitt & Weinstein helps the family fulfill their desires. quested a location overlooking a lake in a parklike setting, and staff found exactly the right spot. “Another family wanted something very private, so we created a gated area that no one could enter without permission,” Rubin pointed out. Another family wanted a private mausoleum that would accommodate eight people. “We custom built one exactly to order,” he said. Unlike many funeral businesses, Levitt & Weinstein is still privately owned rather than part of a publicly traded company. “At a time of grief, people want to deal with someone they know they can count on, someone who is part of the community,” said Rubin. “They have that with us. Our directors have more than 100 combined years of arranging experience, and because we are privately owned, we can make decisions quickly.” PRE-PLANNING CAN HELP Pre-planning can make the funeral process just a bit easier for those left behind. “The individual can be sure that he or she will get exactly what he or she wishes, and the family doesn’t have to wonder if they are doing the right thing,” Rubin explained. “Families are under a lot of stress at a time of bereavement, and there can be disagreements and hard feelings. With preplanning, there’s none of that, because everything has been taken care of. And there are also financial advantages.” Although about 90 percent of the families LevittWeinstein serves choose preplanning, it can be difficult to get some people to think about the process. “You plan for a vacation, a wedding, a bar mitzvah or a birthday party,” said Rubin. “It’s just as important to plan a funeral. Why put the burden of those decisions on your family? Planning eliminates misunderstanding and makes it much easier for your
loved ones.” He continues, “It’s just another part of estate planning, like making a will. If you make a plan, you can arrange to pay for it over a period of time, without interest charges. When you need it, your family will not have to deal with the additional burden of expenses as well as the financial burden that is placed on the family on their worst day."

This exam includes looking carefully at the roof of the mouth, back of the throat, and insides of the cheeks and lip? If your dentist does find a suspicious lesion in your mouth, he or she might remove it, but will likely send you to a specialist for removal and biopsy, which is a painless procedure. If oral cancer is detected early enough, it could possibly be treated with surgery alone. Radiation combined with surgery would likely be used if the cancer were in advanced stages.

Murder Mystery comes to Hallandale Beach

The city will use the grant to conduct outreach and survey the newly retired baby boomers residing in Hollywood to find out what volunteer opportunities would be most likely to interest them and engage them in city service. A BEST committee is already being formed and will begin meeting soon to undertake planning efforts. Currently, the City of Hollywood has an active volunteer program,

(ARA) - Whether it's a few extra hairs in the sink or a completely bare scalp, baldness is a common issue for many people - not just men. Balding generally refers to hair loss from your scalp, usually caused by genetics, environment, various medications or an underlying medical condition. It is often characterized with
a receding hairline and thinning crown near the temples and mid-anterior scalp. The word "alopecia" is the medical term for hair loss. Dr. Ron.., I have heard that in the State of Florida, Domestic Violence laws are so tough, that should a man who is having an argument with his girlfriend, just throws her keys on the roof of the house, even if he did not harm her, could be taken to jail and charged with Domestic Violence. Is this true?... I am not a lawyer, and the following should not be considered legal advice, but yes, to my knowledge throwing a girlfriend’s car keys on the roof during an argument, if she also resides with you, may be considered domestic violence in the State of Florida… to understand this further, let’s take a look at what exactly is considered the definition of domestic violence…. As defined by Florida State Statute 741.80; Domestic Violence is “any assault, aggravated assault, battery, aggravated battery, sexual assault, sexual battery, stalking, aggravated stalking, false imprisonment, kidnapping, or any criminal offense resulting in physical injury or death of one family or household member by another who is or was residing in the same single dwelling unit”. The scenario mentioned above would probably fall under the definition of domestic violence, because throwing one’s car & door keys on the roof impedes this person from freely traveling, and thus may fall under the definition of false imprisonment…. It should be further noted as outlined in the “Florida Domestic Bill of Rights “no one has the right to beat, hit, slap, punch, kick, threaten you with a gun or weapon, or emotionally abuse you. This includes people in your family or someone with whom you have an intimate relationship”. Domestic violence is a serious and potentially deadly matter. Florida has some of the toughest domestic violence laws in the country, and with good reason. Each year approximately 20% of all homicides are committed within a family constellation, with six million women being beaten each year, resulting in over 4000 deaths. Men commit over 90% of all assaults, but it is suspected that men under-report incidences when they are the victim. One of the factors that make domestic violence such a serious matter, besides the damage it does to victims & families concerns the police officers who are called to intervene these problems. While one may assume there is less dangerous involvement for police on domestic violence calls than other areas of police duties, the fact of the matter is that more police officers are killed responding to domestic violence calls than any other type of police work. Folks, domestic violence is a serious matter. While the government should not be overly prying into your home and private life, and it is only human to have occasional spats with those we love, serious and ongoing abuse in the state of Florida, is just not an option. By age 35, two-thirds of American men will experience some degree of noticeable hair loss, and by age 50, about 85 percent of men have significantly thinning hair. Most people dealing with baldness have hair follicles with an inherited or genetic sensitivity to dihydrotestosterone (DHT), a derivative or by-product of testosterone. Hair follicles that are sensitive to this hormone begin to shrink, which over time shortens the lifespan of each affected hair follicle. CRISPY WHOLE WHEAT TORTILLA BBQ CHICKEN PIZZA 1 8-inch whole wheat tortilla per pizza 1 Rotisserie chicken*, skin and bones removed, shredded in bite size pieces 1/2 ounce red onion, diced 1 ounce BBQ sauce
3 ounces partial skim mozzarella cheese 1/2 ounce mild green chiles, diced (fresh or frozen preferred) 5-6 sprigs fresh cilantro chopped
1. Pre-heat oven to 350 degrees. 2. Place tortilla on a baking sheet and bake for 3-4 minutes, or until slightly crispy. 3. Remove from oven and top with BBQ sauce, cheese, desired amount of chicken,
diced onions and diced green chiles. 4. Place back in oven for approximately 10 minutes, or until cheese is completely melted. 5. Remove from oven and top with fresh chopped cilantro. 6. Cut in to quarters and serve.
