It's what he does every hurricane season, and despite little activity so far in 2013, he won't stop any time soon. Wilson, 58, grew up in southern Miami-Dade County. He experienced the fury of Hurricane Andrew back in 1992, and that "48-hours of hell" changed the way Wilson will think about this season and every other season forever. Volunteers needed for American Cancer Society Relay For Life Walkers, cancer survivors (anyone who has ever been diagnosed with cancer), community leaders, hard workers and interested volunteers are all needed to make the American Cancer Society Relay For Life of Hallandale Beach. Relay For Life is a unique fundraising event that allows participants from all walks of life – including patients, medical support staff, corporations, civic organizations, churches and community volunteers – to join together in the fight against cancer. Relay For Life is a team event where participants walk around a track relay style overnight. Teams of cancer fighting enthusiasts will gather at a local park to show their support and dedication. Volunteers from the Hallandale Beach community are needed to begin planning now for this event which will be held this Spring. "Relay For Life is as much an awareness raiser as it is a fund raiser," said Jessie Brooks, the Relay For Life staff partner. Page 1A –––––––––––––––––––––– Wilson admits. "It's something that may have taken just one hurricane to hit, but it really changed the way I view these months." Wilson has lived in Florida all of his life. When he was younger, he never paid attention to storms that hit this area, but he certainly was on guard after Andrew. "I think it was 1995 when I really understood what hurricane season was all about," Wilson recalled. "I think they had 11 In 1995, 11 (Tanya, Allison, Dean, Erin, Gabrielle, Jerry, Opal, and Roxanne) hurricanes that all made landfall. That is why my guard is never down." While last week was the "peak" of the Atlantic hurricane season, there were some storms, but none that would impact this region of the country. Still, while those who have never experienced the sheer fury of a summer storm, never give how fortunate we have been a second thought. In a year that we

have had Humberto, who was the first hurricane of the season, and Ingrid - over the weekend - many weather experts know that the light at the end of the tunnel is not even close. The average this time of year is three hurricanes. We have had two, so the rest of this month, October and a warmer November will put everyone on alert for the next 10 weeks. Hurricane experts point to a number of different reasons why this season has been quieter for most. They insist that areas of high pressure over the central Atlantic have been very strong and very good at driving dry air southward into

the tropics into September. Generally it is easier for tropical storms to form and tropical storms to strengthen into hurricanes when there is an unobstructed supply of moisture available. No matter what city you live in locally, you can almost guarantee that mayors and commissioners still preach being ready and being prepared. In Hallandale Beach, Mayor Joy Cooper continues to talk about never letting your guard down. She fully understands that debris in yards and other things that people take for granted, could end up doing the most damage. "We tell our residents

every day and every week about being prepared and never assume that the season is slow and won't affect us," Mayor Cooper explained. "This city has been so proactive through the years with forums and other informational events that are designed not to scare, but to have everyone ready - just in case. That scene repeats itself in Hollywood, Dania Beach, Aventura, Sunny Isles Beach and every other community that is subject to large storm surges - like many would experience along the coastline if a sever storm hits. It takes only one hurricane, tropical storm or hybrid storm to have a major impact on a populated area and define a disastrous season. Agnes, Andrew, Diane, Hazel, Ivan, Katrina and Sandy were a few such storms that made a lasting mark on their seasons and changed lives forever. Have something to add to this story? Hallandale Beach residents benefit from passing of the 2013-2014 budget By Mayor Cooper HALLANDALE BEACH - On Monday September 16th, the City Commission passed the 2013-2014 budget on first reading with a 4-1 vote. Commissioner Lazarow's dissenting vote came as a surprise to the commission since the budget passed 5-0 at our workshops. Over a month ago, the city commission reviewed the City Manager's proposed budget during a two day extensive workshop. The general fund budget was cut by $610,000 dollars plus a requested planning position. The city commission recommended budget was released to the public and the TRIM notices were mailed out with a tentative rate. Her vote was in opposition to the use of reserves. She did not offer any specific cuts to service, programs or staff. Some people called me after receiving their TRIM notice. They were opposed to the increase in the tax rate. I explained that the rate was a tentative rate and is always set higher in case any projections in revenues or expenses are incorrect or the commission wanted to add to the budget. The commissions’ intentions and goal was

to keep the rate the same as last year 5.688 and we did. In the TRIM notice, there is a Roll Back Rate listed. Hallandale Beach’s roll back this year is 7% lower than the 5.688. This rate is the rate that would generate the exact same revenue as last year. The increase of 7% from the rollback rate equates to approximately $30 dollars a year for a house valued at $170,000 and is less then $1 million in revenue to the city. There has been this concept floated that the commission should not utilize any reserves, except for one-time capital improvements, not operating expenses. That would be 100% accurate if we had critically low reserves or we were still not coming out of the recession. It needs to be noted that we still are paying down losses in our pension funds that were a result of the financial crisis. The pension fund is able to smooth losses over multiple years. The funds are finally seeing gains, but we still have a few years of smoothing. Currently our reserves are at the same level they were 10 years ago and well over the recommended standard of

5-10 percent for the general fund. The reserves helped get us through the rainy days so we did not have to cut services, we could maintain our infrastructure and pay our bills. The other problem with not using reserves when it is fiscally sound is there are few alternatives, cut level of services or raise taxes. The use of reserves was at $4.1 million dollars until after long debate at our workshop and my request to cut $610,000 and the position. I also requested to cut the addition of an attorney, but could not get the commission to agree. This $3.5 million use is half of what was used last year even though we have increased the level of services, added a new pool and continue to upgrade our infrastructure. We were told by the City Manager during our workshop that in order to not use the reserves positions would be cut. It would not just be programs. She and staff did not leave one stone unturned, when looking to cut. Over the past years we cut positions that were not filled and eliminated some when people retired. The general fund supports police, fire, parks,

human services and all administrative positions. The City Manager had also floated an increase in tax rate to offset the use of reserves. This was not approved. As I have always said, you cannot have it both ways. Our tax rate remained the same and we reduced our water base fee by $2.00 a month. This means the owner of a homesteaded property valued at $170,000 (city average) will see a slight increase on their tax bill, but it will be offset by a $24 reduction in the water fee. We had some public speakers address the commission. Two main topics were the fire fee which remained at $145 dollars per residential unit and the water, sewer and storm water rates. Ironically the water base rate was lowered this year by $2.00. All other rates remained the same. Residents still do not understand the reasoning behind the combined base/gallon rate rather than a flat gallons rate. The base rate allows the city to spread the costs of water infrastructure evenly to all property owners. Whether the property uses the water or not, you still need the pipes and pumps to get the

water to the properties. In a city like ours, that still has a large seasonal population the gallon rate alone would place an unequal burden on year round residents. The gallon rate would need to increase to cover both fixed and variable costs which would need to compensate for months when demand is low. The Fire Fee remained the same, but a multi unit landlord asked why he had to pay per unit. The Fire Chief explained that the unit rate is calculated on total costs divided among the amount of housing units citywide not properties. The formula used has to meet state statute requirements. The same with the Commercial Rate. The entire commercial square footage citywide is calculated and each property pays based on their footage. The Fire Fee only goes toward Fire Services which is 40% of the Fire/EMS budget. The tax rate was approved anonymously 5-0 for the city and both safe neighborhood districts. The budget for Three Islands District was approved on a 5-0, but the Golden Isles budget was passed on a 4-1 with Commissioner Lazarow

voting no. She stated it was over the sidewalks, but they were not even part of this year’s budget. It was budgeted last year. The district partnered with the city last year to add sidewalks and a bike lane in the area by reducing the road to one lane. This added to the safety of the area by reducing speeding and finally added the safety of sidewalks. For years residents wanted sidewalks but did not want their front yards split in half nor their existing landscaping remove. The new sidewalks along Layne Blvd. will be placed in the the abandoned lane so no one will lose any yard. They will be at grade so cars will be able to pass trash trucks and other city vehicles. The city will be required to maintain them - not the residents. This second reading and final hearing adopting the City Commissions budget will be on September 25th at 6 pm at city hall chambers. Uproarious comedy ‘Moon Over Buffalo’ now on stage at Broward Stage Door Theatre By Eleanor Hannan Playwright Ken Ludwig has had many hits on Broadway, London and throughout the world. His best known play is “Lend Me a Tenor,” which won two Tony Awards and the Olivier Award nomination for Best Play, produced by Lloyd Webber. This was followed by the musical “Crazy For You” which won awards for Best Musical. His present play is “Moon Over Buffalo.” Just imagine a downat-the-heels theatrical family consisting of George and Charlotte Hay, who are traveling actors, who are performing “Cyrano de Bergerac” and “Private Lives” in a repertory theatre in Buffalo. Charlotte, a wacky fading beauty has grandiose dreams of becoming a Hollywood film star. George is very satisfied just being a stage actor who believes live theatre is far superior to film. Now, picture this not so popular theatrical family led by a drunken womanizer married to this determined actress, add to the family, a deaf grandmother trying to get back into show business and a daughter who has decided to never act again. They arrange to get together, one more time, for a last chance to become stars when it is known that Frank Capra needs replacements for the two stars who left his “Private Lives” show. George, in a drunken stupor, thinks they are performing Cyrano and arrives in full costume. They wind up performing for a TV weatherman, who Charlotte’s hard of hearing mother mistakenly introduces to them as Frank Capra, the result is a disaster. Fibroids and polyps: What women should know about a common health problem

(BPT) - Women might be surprised to know that most of them will develop fibroids or polyps as a health issue sometime in their lives. In fact, studies show that 70 percent of white women and 80 percent of AfricanAmerican women will develop fibroids by the time they are 50. Although these growths are among one of the most common health problems a woman can face, few know what they are, what the symptoms can be, and what treatments are available to them. So what is a fibroid or polyp and how do you know if you have them? FIBROIDS AND POLYPS Fibroids and polyps are growths in a woman's uterus that are usually benign but can be malignant in some cases. While they are mostly be benign, some of the most substantial problems they cause for women result in infertility, trouble with getting pregnant and suffering recurring miscarriages. Polyps are small growths on the surface of the uterine wall, an overgrowth of the lining that is easy for the ob-gyn to remove. Fibroids are larger and are usually imbedded in the smooth muscle of

the uterine wall. Fibroids vary in type, size, and where they grow in the uterus. Two types of fibroids can grow inside the uterus on a stalk or outside the womb.- Others can grow just below the lining of the uterus. Some fibroids grow in the middle of the uterine wall and some develop under the outer covering of the uterus. Heredity and race can increase your risk of developing fibroids. Uterine polyps usually occur in women in their 40s and 50s. Factors that can put you at risk for fibroids are obesity, high blood pressure and a history of cervical polyps. Endometrial polyps - or those that grow in the lining of the uterus - occur in 10 percent to 25 percent of women, and are present in 25 percent of women with abnormal uterine bleeding, or heavy periods. WHAT ARE THE SYMPTOMS? While some fibroids and polyps can go undetected based on size and where they are located, there are a number of symptoms that women should be aware of.- Many will suddenly suffer from heavier periods than usual (lasting seven days or longer), sensations of abdominal or

pelvic-area bloating, belly or pelvic pain, constipation, or pain during sexual intercourse. While none of these symptoms are life-threatening, they can detract from a woman's quality of life. If you've been diagnosed with fibroids or polyps, you should talk with your health care provider about your treatment options. TREATMENT OPTIONS There's no single best treatment approach. For uterine fibroids and polyps, your doctor might recommend "watchful wait-

ing," where active treatment is unnecessary unless the fibroid or polyp changes or if you're at risk for development of cancer. Certain hormonal medications, including progestins, may shrink polyps and lessen symptoms. But such medications are shortterm solutions at best-symptoms typically recur once you stop taking the medicine. Fibroids usually grow slowly-- or not at all-and tend to shrink after menopause when levels of reproductive hormones drop. Medications for fibroids target hormones that regulate your menstrual cycle, treating symptoms such as heavy menstrual bleeding and pelvic pressure. They don't eliminate fibroids, but may shrink them. As recently as 20 years ago, hysterectomy was the standard treatment for fibroids and polyps. In addition to the complete loss of fertility that comes with a hysterectomy, patients routinely faced

long, painful recuperation times - six weeks or more. New procedures for laparoscopic hysterectomies may have reduced recovery time for some women, but did nothing to prevent the loss of fertility and hormonal changes associated with a hysterectomy. Today, alternatives exist that are less invasive and can be performed on an out-patient basis. These procedures, such as the MyoSure tissue removal system, can eliminate fibroids and uterine polyps without having to cut

In an attempt to help men fight this trend, Hallandale Beach will host a Men’s Health Symposium, 10 a.m. to 2 p.m., Saturday, Sept. 21, 2013 at the Austin Hepburn Center, 750 NW 8th Avenue. “Men, as a gender, do not take care of their health until they are at a critical point,” said Marian McCann-Colliee, Human Services Director. “We want them to take care of themselves and live longer lives.” The City will offer men free health screenings and consultations. Seminars on cardio vascular health, prostate cancer, advances in radiation therapy for cancer treatment and a personal trainer will offer tips on health and wellness. The program also includes nutritional health, acupuncture, personal massage, HIV/AIDS testing and more. There will be giveaways and an exciting grand prize for men that attend the event. Construction crews continue to reshape the landscape of the new B.F. James Park at NW 1st Avenue and NW 8th Street. The team from Burkhardt Construction has carved out the shape of the new swimming pool and laid out the basketball court location. I-95 TRAFFIC REMINDER The Florida Department of Transportation will close Hallandale Beach Boulevard 11 p.m. Friday, Sept. 20, through 5 a.m. Monday, Sept. 23, for bridge construction. Drivers will not be able to drive east or west underneath the overpass. The ramps will remain open. This is the first of five consecutive weekends FDOT plans to close the road for construction on the I-95 Express project. The work is weather permitting. A large-screen TV will carry a football game during lunch. “We think this is critical. We have a large population of older men and many of these cancers develop later in life when men are less likely to take care of themselves,” said Mrs. McCann-Colliee. According to NCI statistics, 535.9 per 100,000 men will be diagnosed with cancer by the time they are 66 years old; 411.1 per 100,000 women will be diagnosed by the same age. Many of these cancers can be successfully treated with early detection. The statistics show 215.3 out of 100,000 men will die from cancer while 149.7 out of 100,000 women will die from a cancer-related disease; many can be stopped through early detection and treatment. The City will hold its annual free Woman’s Cancer Event 10 a.m. to 2 p.m., Saturday, Oct. 19, at the Hepburn Center. For more information call 954-457-1460.
