Standing water not a welcome sight in Hallandale Beach By Mayor Joy Cooper HALLANDALE BEACH This past Saturday, our city was inundated with rain. I received so many calls and emails about flooding that evening. At 5:30 p.m. my husband and I ventured out to check out 14th before dinner. Luckily, we have a Jeep. South 14th was flooded with water as was 12th in the same locations as before. To say the least, I was extremely frustrated and concerned, myself, the pumps were on at that time. Our city engineer was out checking on the pumps. Residents in the area greeted our engineer asking why the pumps were not running, thinking that were not on. It was actually hard to tell, they were very quiet. This was a good thing. The mufflers were working but, why still flooding after all we went through, particularly the residents that had to deal with the mess. I asked her if they were both on, why was there so much standing flood water. She told me that they did not go on right away when the rain started at approximately 4 PM. There is a trigger mechanism that they have set. It is tied to a rain gauge that is also tied to water levels. It goes on when they hit a certain level. I told her, obviously, this level is not acceptable and I could not understand the reasoning. If they go on after too much rain has fallen, they are not effective and have to catch up. There
has to be a better way. She explained that they did clear the road and even with continued rain by nine, the roads were cleared. A briefing was held last night, Wednesday, September 16th. Next week, I will have a more though explanation. I apologize for the angst that this is causing and will follow up. This past Tuesday, the City Commission approved on first reading the ordinances adopting the 2015-2016 Budget. The millage rate was approved at 5.1918, the same rate as last year. This rate is not the roll back rate, that rate would have reduced the city budget by $2.0 million dollars. The same rate as last year provides $24.6 million to address our city needs. Without these dollars, many of the projects and programs would have been reduced or eliminated. The current rate will allow our city to deliver the quality of life our residents have demanded. This budget is a culmination of months of forums and bi-annual surveys. It needs to be noted that even though the budget this year is over $100 million, the general fund revenues are only part of the budget. The budget includes every fund. All other charges for service are the same; water, waste water, storm water and sanitation. In July, I warned residents countywide to beware of commissioners suggesting to cut taxes without any concrete ideas of how they plan to
deliver services and at what level those cuts would be. Many communities are still catching up from the recession. Our city is coming back, but we still have not seen the bricks and mortar projects come on line. Many are in the pipeline and may not even be built. Let’s face it, no one including myself likes taxes. The other thing we do not like are things being taken away. Many say cut staff, I say where? Police, Fire, safety inspection services, utility, maintenance? These all impact how services are delivered. Need I include the thought of long wait times for the delivery of service? Cut police and fire budgets can mean longer response times that can impact lives and property. We also do have to pay for pension costs and health insurances. One resident spoke at our meeting about the taxes going up and the Fire Fee. She did not know that the tax rate was going to be the same as last year. This gave her some relief from her concerns. This means that homesteaded properties will not increase over 3% depending on the taxable value. Non-homesteaded properties are based on taxable values. She also suggested that we cut the hurricane shutter program and others, she referred to as perks like the free paint programs. The Fire Fee was her biggest concern. It was
raised from $145 to $198. I received about three calls on the Fire Fee and a few emails. They ranged from a senior on a fixed income to two business owners that rent properties. One of the emails I shared with the commission. One of my colleagues sent it out in an email blast, but for negative politics cut off my response to the property owner. He was grateful for my response and understood why we were increasing the fee. In short, the fee is being increased to address “needed” not “wanted” upgrades to our Three Islands Fire Station and the Beach Station. There will also be the need to replace fire apparatuses and equipment that has reached its normal life. Fire trucks can cost well over $1.0 million dollars. The fire fee was adopted at $198, this will generate over $1.0 million dollars. The choice this year was increasing the millage rate or the Fire Fee. There was one suggestion on the Fire Fee and that was to tax houses of worship at 50 percent of the commercial rate. Currently houses of worship are tax exempt. While this may have reduced the fund generated from the fee by $150,000, the majority of commission was not willing to tax houses of worship including myself. This was one of the budget cuts suggested. The other was to kick the can down the road and increase the fee by $25 this year and then $25
dollars next year. I apologize for not having the exact figures on what these options would have done to the rates at the time. Staff did not have them to supply, since they are all tied to a formula. The Fire Fee, tax rate and budgets on first reading, passed 3-2 Vice Mayor Julian, Commissioner Sanders and I, in support. In a weird twist, the Golden Isles Safe Neighborhood Board of Directors voted on a 3-2 for the district budget after I asked that we move forward to support a district wide camera system. The proposed budget included license plate readers, but no fixed cameras that would have increased security. Vice Mayor Julian and Commissioners Sanders supported and it passed. The advisory board will begin working on a proposal to
bring it back mid-year. Three Island Board passed their budget with no change and a flat rate. When both budgets came up to the commission, I urged that the no votes should reconsider their position and support security in both districts. The respective budget passed 5-0. The budgets and rates all passed on a 3-2. The second and final public hearing will be held on September 25th starting at 5:05 PM. Know your child's heart and how to protect them from cardiac arrest (BPT) - Dorien "DJ" Garnett loved sports, especially basketball. From the moment he learned to walk, he had a ball in his hand. By the time he was 2, he had outgrown every little tikes basketball set his parents could find for him. As Garnett continued to grow, he realized that basketball was his true passion and he played it literally until the moment he died. It was 2009, and Garnett was on the court playing basketball with his team. The group had just broken for a timeout, and as he headed back to court with his teammates, Garnett suffered a cardiac arrest, collapsed and died. He was only 17. A HISTORY OF CARDIOMYOPATHY It wasn't until after his death that Garnett was diagnosed with hypertrophic cardiomyopathy (HCM). Cardiomyopathy, which has several forms including HCM, is a condition in which a person's heart muscle is abnormal affecting the heart's ability to pump blood. The condition can be hereditary, or it can come as a result of a viral infection. In Garnett's case, both sides of his family had a history of heart disease, and his father was identified as a genetic carrier for cardiomyopathy. Garnett's younger brother has since been tested and been found not to have the condition. PARENTS SHOULD NOT IGNORE THE RISKS FACTORS Tragically, stories like Garnett's are more common than one may think. Today, cardiomyopathy remains the leading cause of heart transplants and sudden cardiac arrests among youth under the age of 18. Research also shows that sudden cardiac arrest remains the top cause of death among children on school property nationwide. Many parents do not realize the risk cardiomyopathy presents for their children, or they may believe their children are too young to be at risk. Garnett's example is proof, however, that the threat of cardiomyopathy is very real for children, and it can affect any child regardless of age, gender or ethnicity. Getting more children with cardiomyopathy identified, properly diagnosed and treated is a priority for Lisa Yue, a mother who lost two young children to the disease. She formed the Children's Cardiomyopathy Foundation (CCF) the only national lay group focused on research, education, awareness, and advocacy for all forms of cardiomyopathy affecting infants, children and teens. CCF urges everyone to "Know Your Heart." This includes knowing yours, your child's, and all family members' heart history, as well as the symptoms and warning signs that will help prevent cardiac arrest before it is too late. You can learn more at www.childrenscardiomyopathy.org. WARNING SIGNS AND NEXT STEPS FOR PARENTS Garnett's family did not know about his cardiomyopathy until it was too late. As a healthy, regular teen - who enjoyed sports, music and making people laugh - his family never had reason to believe there was anything wrong with him. And across the country there are thousands of other children just like him unaware of any possible risk. Spotting symptoms can be difficult as they vary based on the type of cardiomyopathy a person may have and the stage of the disease. Common symptoms include shortness of breath, chest pain, fatigue, irregular heartbeats (rapid, pounding or fluttering), dizziness, light-headedness or fainting and swelling of the legs, ankles and feet caused by fluid buildup. Parents who notice any of these conditions in their children should schedule an appointment with their child's doctor immediately. The child's annual well-visit or sports physical are also an excellent time to speak with your child's doctor about cardiomyopathy.

SOCIAL MEDIA HISTORY If you’re of a certain age, you’ll likely remember when MySpace was very much numero uno amongst all social platforms. Roll the years back a little further, and you could have been one of the (relatively) few who were amongst the pioneers of modern social networking on Friendster. As many school students use the technology that has grown around social media every day, the history actually goes back a lot further, and its roots can be found in blogging, Google, AOL, ICQ, the beginnings of the world wide web and, perhaps surprisingly, CompuServe. To the surprise of many, the roots of social media can be traced back over 40 years ago. Check out how we got where we are today and still growing: • 1971: The first e-mail travels between two computers one meter apart. Many coworkers continue to communicate this way—rather than actually talking.

Sinusitis as a Source of Dental Pain • There are several indications that the pain the patient is experiencing may be originating from the sinuses, not the teeth

At the center of dental technology in south Florida, Patricia M. Bobadilla, D.D.S., Prosthodontist, and her staff at Broward Dental Implant in Hallandale Beach, have become known in the industry as one of the most innovative and informative around.
There are 7 sinuses (air-filled cavities) in the head. They include the maxillary, ethmoid, mastoid, sphenoid, and frontal sinuses (the frontal sinus is the only sinus that is not bilateral). Sinusitis, an inflammation of the sinuses, is a common problem affecting almost all people at some point in their lives. Five Causes of the inflammation that lead to sinusitis can include allergic responses, chemical irritation, infections, mechanical obstruction, and an infected maxillary tooth. 6,7,8 Approximately 10% of sinusitis is due to a dental source. The sinus that most commonly becomes infected is the maxillary sinus, due to its prominent exposure to the environment and the anatomy that allows drainage of the cavity. Sinusitis is important in clinical dental practice because one of the symptoms of maxillary sinusitis is pain that can mimic pain of dental origin (odontogenic maxillary sinusitis). When a patient is complaining of maxillary posterior tooth pain, it is incumbent on the dentist to differentiate between pain of odontogenic origin and pain from the maxillary sinus. THE DIAGNOSTIC PROCESS • History of previous episodes of sinusitis • Clinical exam; palpation of maxillary bone over the sinuses and evaluation of the teeth to identify a possible dental origin
• Radiographs, including periapical and possibly panographic x-rays • Vitality testing of the tooth, including electric pulp testing, ice, heat, and percussion • Rule out sinusitis by treating the pain with a drug regime effective in treating sinusitis • When attempting to make a diagnosis of pain in the maxillary posterior region, the dentist must first rule out a problem of dental origin. The differentiation of odontogenic pain from sinus pain includes consideration of the history of the pain and whether the patient has a history of sinusitis. • The radiographic evaluation includes a periapical x-ray and possibly a panographic x-ray. A radiograph commonly used by physicians and oral maxillofacial surgeons to diagnose sinusitis is a water’s view, an anterior-posterior radi-
ograph. If available, a computerized tomography scan can be helpful. There are several indications the pain the patient is experiencing may be originating from the sinuses, not the teeth. These include the absence of pathology on the dental radiographs, close proximity of the floor of the maxillary sinus to the roots of the maxillary teeth, and a patient complaint of pain originating from several teeth. Certainly, if the patient complains of sinus pain—especially bilateral pain—as well as tooth pain, then the clinician should be suspicious that the sinus is the source of the pain. Typical signs and symptoms of sinusitis are: • Tenderness over the sinuses • Nasal congestion • Nasal discharge with a foul odor • Fever • Headache • Dental pain
It is certainly possible that an infected tooth can cause sinusitis. Usually the first maxillary molar is involved because of its location.6 If this is the case, the radiograph may reveal an obvious periapical radiolucency, a widened periodontal ligament space at the apex of a tooth, or a tooth with extensive restorations and/or caries. A tooth that is in the area of complaint may also be sensitive to percussion or test negative when vitality is evaluated. It should be noted that there are a variety of sources of pain in the maxillary posterior region: • TMJ disorders • Odontogenic (endodontic, periodontal, tooth fracture) • Sinusitis • Bruxism • Temporal arteritis • Pathology Most sinus infections are due to viral infections and can be treated with either topical or systemic sympathomimetic decongestants. These are used to reduce tissue edema and allow drainage. Caution is needed, since the use of topical decongestants for more than 3 days can lead to rebound congestion that can confuse the
clinical presentation and prolong the symptoms. It is also possible to use antihistamines to prevent or reduce edema, but these drugs may promote drying of the mucosa and are less effective than a decongestant. Antihistamines are of benefit if there is an allergic component. The other concern when treating sinusitis is management of the infection with antibiotics. The antibiotic of choice depends on whether the infection is acute (<4 weeks in duration) or chronic (>12 weeks in duration) or is a recurrent episode. Sinusitis is a common medical problem that can occasionally manifest as dental pain. If the patient is experienc-
ing dental pain in the maxillary posterior teeth, then it is appropriate for the dentist to rule out sinusitis as a source of the problem before proceeding with definitive dental treatment. Often there is an obvious odontogenic source of the pain, and this should be resolved first, but in other situations it is difficult to determine the cause of the symptoms. In some patients, the source of the pain is so equivocal that it may be necessary to treat the patient for sinusitis to eliminate this as the source of the dental pain. Chuck has his own eye set on Fran Kubelik, a waitress in the company cafeteria whom he has admired from a distance. Nothing in the first act prepares you for the enormous energy that begins shortly, when it’s discovered that one of Chuck’s former clients discovers Fran has been staying at Chuck’s apartment to prevent him and others use of the apartment as revenge for not receiving the promotions promised. BREAKING THE FAST Yom Kippur gives way to a culinary tradition that brings familes together ROAST CHICKEN 1 whole chicken, 4-5 pounds, split down the back 1/4 cup olive oil 2 tsp yellow mustard 2 tsp honey 1 tsp crushed garlic 1 tsp dried rosemary, crushed in hand to release flavor 1/2 tsp crushed red pepper flakes 1 medium lemon 1/4 tsp lemon zest (from the peel of the lemon) 6 raw garlic cloves Salt and pepper 1 whole head of garlic (optional) Fresh parsley and lemon wedges for garnish YOU WILL ALSO NEED Roasting pan, foil or parchment. Preheat oven to 375 degrees F, place a rack in the center of your oven and lightly grease your roasting pan. Whisk together olive oil, mustard, honey, crushed garlic, rosemary and red pepper flakes in a bowl. Rinse and dry the lemon; zest ¼ tsp of
lemon peel into the olive oil mixture. Cut the lemon in half and juice it, add the lemon juice to the olive oil mixture. Reserve lemon. Use a fork to stir olive oil mixture until well combined. Rinse chicken, pat dry. Place chicken breast side up in a roasting pan. Turn drumsticks so that the end tips are facing outward and tuck wings behind the chicken. Tuck the juiced lemon halves and the 6 whole garlic cloves underneath the chicken below the breast, so they will release their aroma into the chicken as it cooks. Season chicken with salt and pepper, then brush the olive oil mixture liberally all over the exposed parts of the chicken. Be sure to use all of the olive oil mixture. If you’d like to roast a head of garlic with the chicken, slice the top of the garlic head off to reveal the cloves and place it root side down in the roasting pan. This roast garlic
will turn out tender, savory and aromatic, perfect for spreading on crackers or toasted bread slices. Cover roasting pan with foil and pierce the outer edges of the foil a few times. Alternatively you may cover it with parchment paper, but foil offers the best protection for those little bits of garlic and the chili flakes, which have a tendency to burn. Place the covered roasting dish in the oven on the center rack and roast for 80100 minutes, depending on the size of your chicken. Rotate the roasting dish 180 degrees once during cooking to ensure even heat distribution. Chicken is done when internal temperature reaches 170 degrees F as measured by a food thermometer. Remove foil or parchment for the last 20 minutes of cooking to make the skin brown and crispy. Serve on a platter garnished with fresh parsley and lemon wedges. BROCCOLI
CHEDDAR QUICHE 9" unbaked pastry shell 1 T butter, melted with 1/4 c minced onion 1/2 - 3/4 package frozen chopped broccoli, thawed and drained 6 oz shredded sharp cheddar cheese 1 C half and half 3 eggs 1/2 t salt and freshly ground pepper Preheat oven to 375. Pour butter/onion mixture into bottom of pastry shell. Layer broccoli and cheese into pastry shell. Wisk together remaining ingredients in separate bowl, pour over the broccoli and cheddar. Bake at 375 about 40 minutes, until custard appears set and top is lightly browned. This is good served warm or room temp. NOODLE PUDDING 1/2 pound wide noodles (I usually use 1 pound) 1 lb cottage cheese 1 pint sour cream 1/2 cup sugar 5 eggs 1 tsp vanilla

according to package raspberry or strawberry preserves fresh blueberries ground cinnamon Oven at 350, prepare your muffin tin with spray. (I've also used mini loaf pans with success) Crush the rice krispies with a spoon and mix in the 4 Tbs sugar and cinnamon. Place a small piece of butter in each tin and put in in the hot oven to melt it for a minute. Spoon the cereal mixture into the bottom of each pan. Mix together the eggs and sugar until fluffy, beat in softened cream cheese, milk and sour cream. Fold in the cooked noodles. Ladle the batter into the muffin cups to halfway. Add 1 tsp preserves to the center and a couple of fresh berries. Fill with remaining batter. Sprinkle with cinnamon and bake for 45 minutes. Garnish with fresh berries.
