‘AROUND THE CITY OF CHOICE’

Infrastructure improvements have been budgeted this year for 1 million dollars with the total cost project to be up to 2 million

HALLANDALE BEACH - Last week I updated readers on how Hallandale Beach’s 2012-2013 budget plans include investing in our city’s infrastructure. The focus was on water issues, but there are other infrastructure projects that impact our efficiency and quality of life that are included in our budget. The City is finally embarking on the full upgrading of out technology systems. Over the past years we have been discussing making this investment, but this year we have put it into high gear. Back in January when we began our budget workshops I requested that we expedite this investment by requesting the City Manager move the process forward by hiring an outside independent consultant to work with IT and all our departments to get the work done. The Commission agreed. The City of Hallandale Beach has an outdated computer operation system that has seen the end of its life cycle. It is called SunGard HTE and is over 24 years old. It has been the backbone of our financial network and processing for

There is a new generation of technology and programming that will enhance our delivery of services. It will make record keeping more seamless between departments. The interconnection between project needs, purchase orders and employees on the street implicating projects will help move projects faster. It will also allow management to track progress of these projects. New billing systems that connect unity users and finance department with real time access for

customers will help us better service customers. Updated record keeping will provide easier access for our public; not only to billings, but public records. The addition to modern programs will also enhance our building department, which has been gradually moving to some programs, but the key is the network operating system and the ability for programs to mesh between all departments. This infrastructure improvement has been budgeted this year for 1 million dollars with the total cost project to be up to 2 million. The implementation will take from 12 month to 18 months. The consultant will work with Staff to develop an RFP to insure the new system goes out to bid correctly. The consultant will then work to develop a project that will involve converting the system. A system will run parallel until all files are up loaded and

users are trained. The new City Manager has challenged Staff to look at every process and streamline them for effectiveness and efficiency. The Hallandale Beach park system is also a critical component of our infrastructure. Not only do parks provide recreation, they provide much needed green space. Over the past years we have purchased property to expand park and green space opportunities for our city and residents. Our main City Park has always been Blustein Park. Over the past few years we have added over 9 acres; bringing the park to 16 acres plus. The City has started negations to purchase the post office site which will add 6 more acres. These negotiations are at a critical point. The agent for the USPS and City Manager are working towards an agreement. At our budget work-

shop the City Manager presented a detailed report on financing opportunities to complete many of our projects; this purchase, the Fire Station Building and our Master Park Plans. The Fire Station project was originally proposed as a project that could be implemented through a revenue bond. This is where the revenues from the fire fee could be utilized to borrow money at today’s low rate and pay off the project. As the year went on the City Manger and Commission started the dialogue to combine this project with GEO bond referendum. A GEO Bond would be a bond that would commit tax revenues. I suggested a GEO bond when we originally discussed how the City could complete the Parks Master Plan that has projected 50 million cost. The residents would vote on whether they want to invest in our future parks leveraging

the low rates and complete the project within a 5 – 6 year time frame. The debt would be paid off over 20 to 30 years. The issue has now has become how do we make sure we build our fire station, finish three parks that are planned and not miss the opportunity to purchase the final piece of land that will allow us to expand park space at Blustein. The City Commission directed the City Manager to work with bond council to see what would be the best language for a GEO Bond to move forward in 2013. I voted no since the Fire Station project was placed in the budget last year and should be completed. The City Manger will be bringing back a report and recommendation to the Commission based on the debated points. If you are able to fit the pad of one of your fingers on your gums behind this tooth and it fits there without touching the arch that goes up to the top teeth, then there is a slight possibility that the lower wisdom teeth would be able to fully erupt. Most people do not have this amount of space and need to have them removed for this reason. Another reason for wisdom teeth extractions is poor hygiene. Now, I know you are saying that you are a good brusher and flosser - that you have good hygiene and I'm sure you do. The problem here is that this part of the mouth is very difficult to correctly brush. You are very close to the throat, which can trigger the "gag reflex. If brushing a certain area is triggering this response, I am sure that it won't be getting done regularly. Also, maneuvering a brush to thoroughly clean all areas of the wisdom teeth is difficult because it just doesn't fit. The cheek muscles will press against the teeth and it can be very difficult to fit the brush between the two. Even if a wisdom tooth

does have enough room to erupt, sometimes a flap of gum tissue (called an operculum) may cover the tops of these teeth and will hold food debris and bacteria. This can cause decay and bad breath rather quickly. Trying to extract a tooth that is damaged from decay can sometimes be very difficult and may require more trauma to the jawbone when trying to remove the tooth fragments. Another reason for wisdom teeth extractions is impacted teeth. Many people have wisdom teeth that are trying to erupt at the wrong angle. If you looked at a radiograph (x-ray), these teeth may look like they are lying on their side. If the top of the tooth, or crown, is

angled toward the last tooth that is present in the mouth, many problems can occur. The patient may have waves of pain in their jaw that can be spread over weeks or months at times. This pain is the tooth trying to push through and erupt, but is unable to go anywhere because it is blocked by another tooth. This pushing can cause the root of that last tooth that is present in your mouth, the 12year molar, to be damaged because of something called "root resorption". This damage cannot be reversed once it occurs and it can cause the 12-year molar to become unstable. Another reason for wisdom teeth extractions is the completion of recent orthodontia (braces). If the wisdom teeth appear to be coming in at the wrong angle and will be pushing against that last tooth in the mouth, it can cause all of the teeth to shift. After someone has gone through years of being in braces, the last thing that they want to happen is to have all that progress erased. Many orthodontists will recommend the wisdom teeth be removed soon after the braces come off if they are present

on the radiograph. Removing the wisdoms will prevent any shifting of the teeth and any retainers that the dentist makes to hold the new position of the teeth will not be affected. A reason for wisdom teeth extractions at a younger age is the ease of healing. A lot of people that have been told they need to have their wisdom teeth removed, did not have them removed until later in life. They may have decided that they will deal with it when the teeth bother them, they may have been too busy, they may have been too afraid, or they may not have been able to financially. If you are young and are able to afford the procedure, don't wait to do it. People don't realize that there is more healing time involved the older you are. Your bones in general are harder the older you are and you do not regenerate bone as quickly as when you are younger. A teenager may have the teeth removed and bounce back very quickly, where an older person may be more uncomfortable for weeks. If you are older and employed, you will also have to take time off of work to do this procedure as well. This can be frowned upon by

many employers. Also, when someone waits until they are older to have their wisdom teeth removed, they give their teeth time to completely form the roots of the wisdom teeth. Sometimes the root is so long that it is very close to one of the main nerves in the jaw. These nerves run along the ridge of the chin, one on each side. If the root of the tooth is close to this nerve and the tooth needs to be removed, the nerve can become damaged. If this happens, there is the possibility that you will lose feeling on that side of your jaw - possibly permanently. Your dentist and the oral surgeon will let you know prior to the surgery if this is a concern with the extraction. If the teeth were removed at an early age when the dentist first recommended it, the root would not have been completely formed and

possible damage to this nerve would not be a concern. Obviously, wisdom teeth extractions are not something that anyone wants to do. If you have been told by your dentist that you need to have your wisdom teeth removed, take his/her advice and schedule the procedure the first chance you get. They have your best interests in mind and will not advise you to do something that isn't necessary. They have seen enough patients to know who will have problems down the road and who won't. If you follow their advice and have them all removed at an early age, the recovery is quicker, less involved, and less of an interruption than you would have at an older age. You may be uncomfortable for a couple of days, but you will be glad that you took the advice and got it over with.

Florida Junior Chamber of Commerce (Jaycees) honor locals at Congress of Outstanding Young Floridians Conference

On August 25, 2012, the Greater Hollywood Jaycees hosted the Florida Jaycees Congress of Outstanding Young Floridians Conference at the Crowne Plaza Hotel on Hollywood Beach. Outstanding Young Floridian recipients are young leaders, who serve Florida communities in their professional and personal lives and have accomplished extraordinary things. There are a variety of award categories that these individuals represent such as Educator, Law Enforcement/Public Safety Officer, Firefighter/EMT, Religious Leader, Good Government, Environmentalist, Entrepreneur, Floridian, American, and more. More than 100 citizens and dignitaries from across the state of Florida attended the event to honor 11 individuals, 4 of which are local recipients, being recognized for their contributions to the community. Local dignitaries in attendance included Miss Florida USA Michelle Aguirre, Central Broward Water Control District Commissioner Kevin Biederman and North Miami Councilman Scott Galvin. Among the group of honorees was Katie Lessard who received the Outstanding Young Educator Award. Mrs. Lessard is a beloved teacher at Hollywood Hills Elementary. She is dedicated, resourceful, creative and a goal driven professional educator with a solid commitment to the social and academic

growth of every student. Katie Lessard is an experienced educator with the talent to develop inspiring hands-on lessons that will capture a student's interest and breed success. She just recently won the 2012 Broward County Social Studies Teacher of the Year. Arturo Fernandez was recognized as the Outstanding Young Religious Leader. Over the past three years he has been involved with the Great Commission Alliance to help build an orphanage and school house in Haiti. Arturo and his wife, Leanette, also run a non-profit called teachme2save.com. However, early detection coupled with advanced treatment options has cut mortality rates by a third in the U.S. over the past 20 years. Today, a new breakthrough technology is poised to provide a dramatic improvement in breast cancer detection by making mammograms more detailed and accurate.

It’s for this reason that the American Cancer Society recommends every woman, every year, starting at the age of 40, get a mammogram. 3D MAMMOGRAPHY - CHANGING THE FACE OF BREAST CANCER SCREENING A new imaging technology called 3D mammography or breast tomosynthesis is changing how doctors screen for breast cancer. This sophisticated technology significantly improves breast cancer screening by identifying small cancers that may have been missed by traditional mammography.If cancers are found when they are small, treatment options are generally less traumatic and the chance for a cure is greater. Another benefit of 3D mammography is its ability to reduce stress-inducing call backs. As many as one out of 10 women who have a routine screening mammogram will be asked to come back for additional tests. The majority of these women - up to 80 percent - will experience what’s called a “false-positive” which means that an area that looked suspicious on their screening mammogram turned out, upon further testing, to be normal.

3D MAMMOGRAPHY MAKES FINDING BREAST CANCERS EASIER Current mammography relies on a 2D image. However, this technology has its limits because the breast is a 3-dimensional object composed of different structures, such as blood vessels, milk ducts, fat, and ligaments. All of these structures, which are located at different heights within the breast, can overlap and cause confusion when viewed as a 2-dimensional, flat image. This confusion of overlapping tissue is a leading reason why small breast cancers may be missed and normal tissue may appear abnormal, leading to unnecessary call backs. Many doctors have reported that the introduction of Hologic’s Selenia Dimensions tomosynthesis system improves breast cancer detection by overcoming many of the limitations inherent in conventional 2D MAMMOGRAPHY Although patients will notice little difference between a 2D and a 3D mammogram, the 3D technology gives doctors a clearer view through the overlapping structures of breast tissue. Reading a breast tomosynthesis exam is like flipping through the pages of a book to view one page at a time instead of seeing the whole breast reduced to a single frame, as is the case with conventional 2D mammography. The ability to look at each layer of breast tissue millimeter by millimeter allows doctors to identify individual structures in the breast free from the confusion of overlying tissue. THE BOTTOM LINE Women should talk to their physician about the best screening program for them, based on their age, family history and medical profile. Exercise Today Is Beneficial 10 Years in the Future

(NewsUSA) - Just 2.5 hours of moderate to vigorous physical activity per week can benefit the cardiovascular system, according to a study published in "Circulation," the journal of the American Heart Association. "Exercise is essential for good vascular health," said Niten Singh, MD, a member of the Society for Vascular Surgery. "The report reinforces the importance of exercise and its effect on good blood flow." Completed at University College in London, researchers studied more than 4,200 participants (average age 49) for 10 years. Persons who maintained an exercise regimen -- brisk walking, vigorous gardening, cycling, sports, housework and home maintenance -- had lower markers that indicate the risk of coronary disease. "For America's Baby Boomers, this is a wakeup call," said Dr. Singh. "Remain active into your retirement years. We're talking about 30 minutes of exercise a day." Exercises of moderate intensity increase the heart rate and break a sweat. * Water aerobics * Ballroom dancing * Playing with children * Mowing the lawn Non-invasive tests can screen for vascular disease. LAYNE BOULEVARD

Bicycle lanes and sidewalks will soon become a reality Bicycle lanes and sidewalks along Layne Boulevard will become a reality later this month or in early October as part of City of Hallandale Beach project to make the Golden Isles more pedestrian friendly. The City will restripe the existing northbound and southbound outside lanes on Layne Boulevard from Church Street to Holiday Drive; there are no plans to construct new concrete sidewalks. Residents are invited to a pre-construction meeting on the corner of Layne Boulevard and Egret Drive, 6 p.m. tonight, Thursday, Sept. 6, to discuss the project. The re-striping is part of a low-cost, six-month test on converting a portion of the existing roadway to sidewalks and bicycle paths. “We determined the only way to do the sidewalk was to put it in the street because of all the landscaping on the front lawns; a sidewalk would have gone halfway up to the house,”

said City engineer Richard Labinsky. The traffic demands for Layne Boulevard between Church Street and Holiday Drive call for a two-lane residential road. Layne Boulevard was designed as a four-lane, north-south connector road between Hallandale Beach Boulevard and Miami-Dade County. The four-lane section from Hallandale Beach Boulevard to Holiday Drive was built, but the connection to MiamiDade County was never completed. Layne Boulevard was relegated to a residential road. There are currently no sidewalks on Layne Boulevard within the Golden Isles Safe Neighborhood District. By utilizing the existing paved roadway, the project will not require the City to take lands to build sidewalks and bicycle lanes. The re-striping is a more cost-effective use of the excess road capacity. The City considered emergency situations in developing this plan.

FIRE PREVENTION

Hallandale Beach seasonal resident Muriel Finger died in 2009, but the legacy she left will roll on for years with Hallandale Beach Fire Rescue. The City will formally unveil Mrs. Finger’s gift during Fire Prevention Week in October, but it’s already attracting attention. Mrs. Finger’s $25,000 bequest has become the City’s new Fire Inspection and Fire Education vehicle. The 2012 Ford Transit wrapped in bright colors can be seen parked at the Fire Department Headquarters, 121 SW.3rd Street, or being driven around the City by Fire Safety Inspector Yvonne Feijoo. “A lot of planning went into the design,” said Ms. Feijoo. “I wanted each side to have a single message that would be east to absorb on the road yet expandable to a full presentation.” Ms. Feijoo said the messages are planned with layers of information and the characters were specifically selected to get children

asking questions. “I could talk at least 10 minutes on each side; it allows me to cover a little or a lot, depending on the allotted time for the presentation,” she said. “Changing batteries; it’s very simple but something often overlooked or put off by the community. On the back is the chemistry of a fire being extinguished by a fire extinguisher with the proper labels, colors and

Ms. Feijoo said she took the vehicle to Gulfstream Middle School recently to meet and discuss educational classes for Fire Prevention Week, Sunday, Oct. 7, through Saturday, Oct. 13.

“If there was an emergency, we would still have two lanes,” Mr. Labinsky said. Also, the re-striping plan allows sanitation trucks to pull off the travel lane to collect refuse, and space for delivery trucks or emergency vehicles. The City will use roadway markings to close the outside lanes. The area closest to the property will be striped and have symbols to indicate a pedestrian walking areas. Adjacent to the walking areas will be striping to delineate bicycle paths. Layne Boulevard will be kept in this configuration for about six months to allow the City to evaluate the effectiveness of the plan. “The City will re-evaluate the effectiveness of the layout and determine if it should be made permanent. The cost to re-stripe the area is about $15,000, far less that the cost of acquiring land and building concrete sidewalks. The re-striping project is expected to take about three weeks to complete.

“The principal (and other school staff) were outside and they were like kids,” Ms. Feijoo said. “I took a few extra moments to walk the school staff around the vehicle and explain the messages. It has been wonderful to get such positive feedback.” “I think it’s great for the elementary school,” Gulfstream Middle School Principal Brian Kingsley said about the greater impact it will have on younger students. “It makes the role of the fire department a much friendlier environment. It helps brand their message; it’s great.” Ms. Feijoo said the City doesn’t know why Mrs. Finger left the money for the FireRescue Department. The attorney who handled her estate, Steven Mason of Hollywood, said he doesn’t know of any relatives in the area. He said he does not know why they selected Hallandale Beach Fire Rescue for the gift.

“I know that she and her husband (who predeceased her) also had money given to the Fire Department in Upstate New York (where they lived),” Mr. Mason said. The only requirement attached to the money was that it had to be spent by Hallandale Beach Fire Rescue. After an extensive discussion, the department decided to get a vehicle that will teach children and adults. Because of the gener-

ous bequest, no City money has been spent on the vehicle so far. “We wanted to be sure and honor (Mrs. Finger),” said Ms. Feijoo. Mrs. Finger’s name is on a banner being towed by a purple blimp printed on the back of the vehicle. The City took delivery of the vehicle just before Tropical Storm Isaac. It still needs to be equipped shelving, with lights and sirens before the formal unveiling in October.

Curious about the Mediterranean diet? How to make it work for you

(ARA) - They never counted calories, but they ate flavorful, satisfying food and drank wine with lunches and dinners. The people in countries bordering the Mediterranean have historically been known as some of the healthiest, fittest people in the world. Their diet of fresh fruits and vegetables, wholesome whole grains, and fish and lean meats has long been hailed by nutritionists and health experts as a reliable recipe for weight control and better health. If you need further evidence of the health value of the Mediterranean Diet, consider a recent NPR report on the growth of the obesity epidemic worldwide. In that report, a professor of pediatrics and nutrition at the University of Verona linked the growth of obesity in Italy with the trend away from a traditional Mediterranean diet and toward a more American one. "The good news is the traditional Mediterranean Diet is one of the healthiest lifestyles in the world and eating this way is not only enjoyable but it is affordable, delicious and

easy to do," says Sara Baer-Sinnott of Oldways, a nonprofit organization that promotes healthy eating and drinking, and hosts National Mediterranean Diet Month each year in May. "It's appropriate for all ages, incorporates familiar foods and tastes great." You can easily find the essential ingredients for following a Mediterranean Diet in your neighborhood supermarket. With some simple planning and a few lifestyle adjustments, it's possible to feed your entire family delicious food that is healthy and affordable. First, look to the Mediterranean Diet pyramid as a guide, it places exercise, activity and communal dining at its base, as a reminder that this is not just a "diet." The pyramid also recommends incorporating vegetables, whole grains and fruit in every meal, fish at least twice a week, moderate portions of lean meat and dairy, wine in moderation, and red meat and sweets less often. The food and nutrition experts at Oldways also recommend eight steps

for adopting the Mediterranean Diet as your new healthy lifestyle: 1. Eat lots of vegetables. Think beyond just raw veggies and some dip. You can find many flavorful, creative ways to incorporate vegetables into your diet, from a plate of sliced tomatoes drizzled lightly with olive oil and crumbled feta cheese to a medley of grilled or oven-roasted vegetables. Strive to fill half your plate with vegetables at lunch and dinner. 2. Change your perspective on meat. If you eat meat, consume smaller amounts of 3 ounces or less. Instead of having a steak or a whole chicken breast, incorporate your lean meat selection into another dish, such as small strips of sirloin in a vegetable saute, or diced prosciutto as a garnish for a dish of pasta. 3. Never skip breakfast, and make your first meal of the day one that emphasizes fiber-rich foods like fruit or whole grains. High-fiber foods will help you feel fuller for longer. Try layering granola, yogurt and fruit in a parfait, or mash half an avocado

with a fork and spread it atop a slice of whole grain toast. 4. Savor seafood twice a week. Not only is fish a naturally lean protein source, the fats that it does have are the good ones - omega-3 fatty acids. This type of fat, found in shellfish, tuna and salmon, has been linked to brain and heart health. 5. Go meatless one night a week. Instead of a meal with meat, build a meal around beans, whole grains and veggies flavored with fragrant herbs and spices. When one night a week feels comfortable, add a second night. 6. Don't turn your back on fat entirely. Instead, emphasize "good" fats. Healthy fats can be found in extra-virgin olive oil, nuts, peanuts, sunflower seeds, olives, avocados and fish. Include these sources in daily meals. 7. Include lean dairy products like Greek or plain yogurt, which are high in protein and lower in fat, skim milk and small amounts of a variety of cheeses. 8. Don't give up dessert;

eat fruit like figs, oranges, grapes, apples or pomegranates. Instead of daily ice cream or cookies, save sweets for a special treat or celebration. "The healthy Mediterranean Diet and its lifestyle practices reduce the risk of chronic diseases such as heart disease, cancer and diabetes," Baer-Sinnott says. "The foods that are the foundation of this lifestyle can boost the health and brainpower of everyone, from infants to the elderly." Try this delicious recipe for a taste of the Mediterranean lifestyle: PENNE WITH PESTO AND CHERRY TOMATOES 1 pound cherry tomatoes 2 tablespoons extra-virgin olive oil 1 teaspoon salt 8 ounces whole wheat penne pasta 2 tablespoons pesto

Salt and freshly ground pepper to taste Cut the tomatoes into halves and put them in a glass or stainless steel bowl. Add the olive oil and 1 teaspoon of salt. Toss, cover and leave at room temperature for several hours or overnight, tossing once or twice. When you’re ready to eat, bring a large pot of salted water to a boil. Add the penne and cook according to the package directions. Drain and return the hot pasta to the pan along with the tomatoes, their juice and the pesto. Toss. Season with freshly ground pepper and serve hot or at room temperature. If you have some fresh local tomatoes, by all means use about three or four to make the sauce. But the new cherry tomato varieties, including colorful heirlooms and yellow pear, provide plenty of flavor. Substitute a half cup each of chopped fresh basil and Parmesan cheese for the pesto.
