Dennis Porter of Gulfstream Park spoke about the future plans for real-estate development on the property. Overall the state of gaming and development for this area look to be bright and development plans are moving forward.

Hallandale Beach has many progressive drainage and construction projects under way By Mayor Joy Cooper HALLANDALE BEACH - The city commission is back in full swing from the summer break and moving forward on many projects. The NE drainage project is moving on schedule. I received a message inquiring about all the block structures that were delivered in the area and what they are for. They are the connectors for the pipe system. There is also work being performed on the force main that connects to Hollywood on 14th Avenue. We all know how difficult it has been for the residents particularly 14th Avenue so staff continues to monitor the site. There is limited area to stage the work throughout the neighborhood so we ask residents to be patient. We continue to work with the contractor to make sure the work sites are kept as clean as possible. We also have been doing our best to monitor traffic flows. The city is also in the process of improving some of our bus stops to make sure they are handicap accessible. These measures are required by Broward County Transit to insure all residents have access to our public transportation system. Next month, we will be
moving forward on a strategic plan for all our bus shelters. For years we have been trying to work with BCT and many property owners to secure right of ways for shelters. Some property owners have been very cooperative like the Prince George and Hemispheres, who have partnered with the city. Acquiring other areas through the city has proven to be more challenging and has stalled installation of needed shelters to protect riders from the elements. The city manager and city attorney have researched the best way to proceed in acquiring space. Florida law allows eminent domain for government infrastructure. While we could go that route, the better method is working with the property owners under a quick take. This provides the payment for the property to be exempt from taxes. It also avoids drawn out battles that only cost everyone money. Staff will be bringing forward a full plan next month. The A1A project is also moving ahead on schedule. I have received many calls about the traffic. Our staff and police department have been working diligently to move traffic as quickly as possible through the
area. Delays are inevitable with all road construction projects. This circumstance is compounded since multiple lanes must be closed and merged. This project also has staging issues since there is limited right of ways. This phase of the construction is to replace old underground pipes. This will save having to dig up the road for any breaks after the RRR project is complete. The RRR project is the full resurfacing of the road way, the installation of new of sidewalks, decorative lighting, crosswalk and other safety improvements. The project was originally scheduled for completion in spring. The city has decided no work will be performed between November and April due to season. The second phase will be completed in summer of 2014. The Joe Scavo and BF James Park improvements are moving forward. We are looking forward to the first monthly report on all activities including how many jobs and how many local contractors have been used to date. Last week we held a “Chalkboard” event at Sunrise Park. The turnout was wonderful! Chalk boards are now in place for residents to
comment on what they would like to see built in the park. The boards will remain in place for a 30 day period. The comments and suggestions will be complied and presented in a public workshop for review. The city continues to work with the county and the state on beach nourishment. We have yet to resolve the monitoring issues, but we have joined forces to apply for a Local Government Funding Request LGFR from FL DEP for $4.5 million dollar Florida Beach Management grant. The city commission authorized the grant application with a commitment of matching funds of $2.3 million dollars. This grant goes through a state ranking process so we will be working closely with our state legislators. The city commission
will still need to address a long term funding mechanism to fund not just this project but to plan for future projects over the life of the 10 year existing permit. GREEN TIP: Over the next months before our next election in 2014, residents will be asked to sign many petitions for constitutional amendments. There is one to date that I brought forward for the commission to support by resolution. For many years Florida has been focused on Everglades Restoration. This vital national treasure needs to be protected. Not only is the Everglades a natural asset, it is home to amazing flora and fauna and most importantly major protection for our water supply. The amendment will insure funding continues.
A broad base of environmental groups and citizens have established The Florida Water and Land Legacy Coalition to promote The Florida Water and Land Amendment. The amendment provides a designated funding source from 33% of all excise tax collected from documents. Funds will be placed in a trust and only allocated for water and land conservation projects. ‘Moon Over Buffalo’ is now on stage By Eleanor Hannan Playwright Ken Ludwig, has had many hits on Broadway, London and throughout the world. His best known play is “Lend Me a Tenor,” which won two Tony Awards and the Olivier Award nomination for Best Play produced by Lloyd Webber. This was followed by the musical “Crazy For You,” which won awards for Best Musical. His present play is “Moon Over Buffalo.” Just imagine, a down-at-the-heels theatrical family consisting of George and Charlotte Hay, who are traveling actors, performing “Cyrano de Bergerac” and “Private Lives” in a repertory theatre in Buffalo. Charlotte, a whacky fading beauty has grandiose dreams of becoming a Hollywood film star. George is very satisfied just being a stage actor, who believes live theatre is far superior to film. Now, picture this not so popular theatrical family, led by a drunken womanizer married to this determined actress, add to the family, a deaf grandmother trying to get back into show business and a daughter who has decided to never act again. They arrange to get together one more time for a last chance to become stars, when it is known that Frank Capra needs replacements for the two stars who left his “Private Lives” show.
George in a drunken stupor thinks they are performing Cyrano and arrives in full costume. They wind up performing for a TV weatherman who Charlotte’s hard of hearing mother mistakenly introduces to them as Frank Capra. The result is a disaster. The rest of the play becomes even more and more ridiculously funny. The show will definitely have audiences laughing out loud throughout the play at the Broward Stage Door Theatre, opening August 30, 2013 through October 6, 2013. His albums and songs often have other-worldly titles such as: “Not of this Earth,” “Crystal Planet,” “Is There Love in Space?” and “Engines of Creation.” Recipient of many awards and nominations, Satriani has the second most Grammy Award nominations of any artist. Here are five reasons you are not losing that unwanted fat • Scale weight doesn’t tell you anything about your actual body composition

RHEUMATOID ARTHRITIS Rheumatoid arthritis could pose more than just a risk to comfort. A good starting point is to consume 1/2 ounce of water per pound of current body weight. Drink at least 16 ounces first thing in the morning -- pure water is best -- and more if you are thirsty. • Too much exercise: Excessive exercise creates stress and can be counterproductive when you’re restricting calories, causing loss of muscle mass. Low-intensity activities like walking -along with minimal strength training to retain muscle mass -- is all that’s needed.

Make this holiday meal very special this year MATZOH BALLS 1 cup matzoh meal 4 large eggs 1/4 cup schmaltz (chicken fat; see note) 1/4 cup chicken stock 1 teaspoon salt pinch of ground pepper When you make homemade chicken stock and cool it overnight, you’ll find that the top is covered by a layer of solidified fat or schmaltz. Skim it off and save it. You’ll want it to be room temp when you use it. In a medium bowl, beat the eggs. Add the stock, schmatz, salt and pepper, and mix well. Add matzo meal and stir thoroughly. Cover the bowl tightly with plastic wrap and refrigerate for 6 hours, or overnight. Fill a large pot with water and bring it to a boil. Moisten your palms with cold water, and form a bit of the mixture into a ball 3/4 inch in diameter. Drop it into the pot, and repeat with the remaining mixture until you’ve made all your matzoh balls. Reduce the heat slightly and cover. Simmer for about 20-25 minutes,

NOODLE KOOGLE 1 pound broad egg noodles 8 ounces cream cheese, room temp 1 stick unsalted butter, melted 1/2 cup sugar 1 teaspoon vanilla 7 large eggs 1 pint (2 cups) sour cream For the topping: 1/4 cup sugar 1 teaspoon cinnamon 4 tablespoons unsalted butter, softened Generously butter a 9X13-inch pan that looks nice enough to be set on the table. Cook the noodles in highly salted water according to package di-
rections, stopping after the minimum cooking time, about 8 minutes. Drain the noodles. While the noodles are cooking, combine MATZOH BALLS cheese, and sugar and beat with a stand or handheld mixture and beat until smooth. Add the remaining ingredients and beat again, until smooth and lightened. As soon as you’ve drained them, add the hot noodles to this mixture and stir to combine. Spread it into the prepared pan, and cover with plastic wrap. Let sit at least 1 hour on the counter, or refrigerate overnight. BRISKET 6 lbs brisket 8 garlic cloves, cut lengthwise into 4 pieces 1 quart beef stock
Preheat the oven to 500°F. Using a paring knife, cut small incisions in the meat and shove the pieces of garlic into them. Do this until the meat is stuffed with garlic all over. Place the brisket in a rimmed baking dish (preferably metal) and brown it in the oven, about 10 minutes per side. Remove the meat, and pour in the beef stock (NOTE: if you are using a pyrex dish, wait a few minutes for the pan to acclimate to room temperature so it does not shatter. For more on this, see my disaster here). Turn the oven down to 350 degrees, cover the dish with foil, and cook in the oven for 1 hour. In the meantime, sautee the onions in 1 tablespoon of olive oil over medium-low heat
until soft and caramelized, about 25-30 minutes, stirring occasionally. Remove the meat from the oven, and add the remaining ingredients to the pan. Using a fork, whisk them all together with the beef stock. When the onions have finished cooking, arrange them on top of the meat. Cover the pan again with foil, and return it to the oven for 2-3 hours
1 teaspoon vanilla 1 pinch salt Heat oven to 325 degrees. Grease a loaf pan. In a large bowl cream the butter and the sugar with an electric mixer until fluffy. Add the eggs, beat well, then mix in vanilla. In a separate bowl, stir together the flour, soda, powder and salt. Add these to the wet ingredients and mix until blended. Fold in the apples and the nuts. Pour batter into prepared pan and bake for 1 hour, or until toothpick comes out clean. Meanwhile, combine the butter, sugar, and cream in a small saucepan. Over medium heat, melt them together stirring more or less constantly. When the edges start to simmer, cook for 3 more minutes, then add the vanilla and remove from the heat. When the cake has cooled for 20 minutes, prick all over with a fork and spoon the caramel sauce evenly on the top.
