Every time I travel toward Homestead, I am reminded by what I saw 20 years ago. It was an experience that was tough to comprehend back then - and even tougher to deal with as we head toward Friday. Hurricane Andrew hit South Florida on Aug. 24, 1992, leaving in its wake, destruction and devastation that many generations had never seen before. It was back to school this week

Johnson Park. Parents had their youngsters lined up for free haircuts to get spruced up for the school year. Area businessmen donated many of the supplies to help Hallandale Beach students prepared for school. The annual event included dancing, singing, games and plenty of food. For more, see Page 4B. On Monday, Fire Rescue personnel organized a day long test for over 200 lifeguard applicants that want to work for the city
HALLANDALE BEACH - Last week I shared a snap shot of the 2012-2013 annual budgets. The City Commission recommended budget includes the addition of Staff positions for the first time in four years since we enacted a hiring moratorium. The positions are being created to increase the level of service in Department of Public Works and Parks. The level of service is also tied to new programs that address the concerns of our residents. The City Commission has already approved the inhouse life guard service for both our pool and beach facilities. The City Fire Department, under the leadership of Chief Dan Sullivan, has been tasked with implementing the Beach Lifeguard Services. On Monday Fire Rescue personnel organized a day long test for over 200 applicants that want to work for our city. The city will hire a beach supervisor, six full-time lifeguards and six part-time lifeguards for the beach. The new service will cover the entire beach from city line to city line and not only will the guards be certified under ocean rescue standards, but they will all have EMS certifications. The Parks Department is implementing the municipal pool lifeguard service. They are now accepting applications. The pool program will require Red Cross certification. They will be hiring an aquatic supervisor, three part-time lifeguards for year-round protection at the municipal pool and six additional part-time lifeguards for seasonal coverage at the pool. The transition of the services will take place without any interruption of services to our facilities. The other Park program that is new is our Marina. The marina will be monitored by a Marina Assistant/Dock master. We have created a Marina Enterprise Fund for $78,545 to cover the costs to hire 3 part time employees to make sure the area is maintained and assist with the pump out system and docks. This service will be provided for $15 dollar rate per linear foot that includes electric. All revenues generated from the rentals will be utilized to cover the costs. The City projects that this fund will generate enough profit to cover the cost. To supplement additional parks and park programs we have incorporated 6 part time Staff employees for our Parks. The City will be opening up a new Teen Center at OB Johnson Park and opening the new Fos-

ter Park Center that will house our younger preschool and after school activates. In DPW we will be rolling out “Clean City Services”. For the past years, the biggest complaints that have come to me were concerns about making sure our city was maintained and clean. With budget cuts and position freezes maintenance was one of the concerns that came up on our city survey. In 2005, we had 482.4 full time equivalent positions. This is a combination of all full and part time positions. Currently we are at 448.92. This budget we will be adding 8.5 FTE in DPW. Six positions that were budgeted may be broken out as a contracted service for median maintainence. Staff is going though an RFP process to see if the same level or greater level of service can be provided. The other employees will be utilized to patrol the city and provide spot clean ups, sidewalk cleaning, graffiti clean ups and be able to report safety and code situations to proper personnel in the City. There are two part time permit clerk posi-
tions allocated for Development Services and two part time building inspectors. The goal will be to fill in levels during peak times. The City is also adding a Safety Inspector. This person will be responsible for the performance of annual fire inspections that are required as part of out annual business license renewals. City Manager Crichton is working to fill the positions of Development Services and Director Building Official. The department generates revenues from permit fees that offset and supplement the expense of employees. As in any business, personnel are one of the largest expenses and at the same time the greatest asset. We have worked side by side with our General Employees to address long term personnel costs. The result of hard negotiations has provided the flexibility to preserve and create jobs. New hires will have a defined contribution pension rather the defined benefit plan. Pension contributions are made at a set amount through negotiations. In a DC plan the contributions made by the employer and employee are combined and placed in a fund. This is similar to a 401K. The employee retires and the money is there for them to utilize. If the money loses or gains interest, the risk is on the employee and not the City. In a DB Plan the City must guarantee a monthly payment to employees no matter what the return results

According to third party reports and information obtained, as of May 2005, 62,000 condo units were proposed to be built in Downtown Miami and Brickell. In reality, only 17,502 units were built and finished, and now there are only 1,337 units left. The market has turned from a buyer’s market to a seller’s market. The City of Hollywood’s Department of Public Works, in partnership with Broward County’s Keep Broward Beautiful (KBB), hosts monthly beach cleanups at Hollywood North Beach Park. The monthly beach cleanups are part of KBB’s Sweep Program and are usually scheduled for the second Saturday of each month from 9 a.m. to noon. Beach cleanups are a great way for families, students, corporate groups, and residents to join together to take care of the environment, show community support for natural resources, learn about the impacts and prevention of marine debris, and have fun! Chaminade-Madonna welcomes Chinese students as part of new International Student Program
HOLLYWOOD - In partnership with The Cambridge Institute of International Education, Chaminade-Madonna College Preparatory welcomed five international students from the People's Republic of China to the high school’s community this past week. The international students are part of the inaugural class of the school’s International Student Program, which Chaminade-Madonna established for the 2012-2013 school year. “Our International Student Program complements our school's Mission of fostering a family-like community comprised of individuals from diverse backgrounds, ethnicities and cultures. In addition, the program offers our international students an opportunity to receive a quality, Catholic education in the United States, opening up immense possibilities for their futures,” stated Chaminade-Madonna President Rev. Larry Doersching, S.M., D.Min. The program relies on members of the Chaminade-Madonna community to serve as host families for the international students. Host families have the opportunity to learn about the Chinese language and culture and develop an international friendship with a Chinese family while providing a nurturing home environment for the international students. Chaminade-Madonna treated their five new international students to a taste of the South Florida community and culture as part of an orientation week designed to welcome the students to the United States and their new homes. Activities included a trip to Hollywood Beach, Pembroke Lakes Mall and Dave & Buster’s. “The school year is just beginning and already our international students are becoming an integral part of our school community with interests in athletics, arts, and challenging themselves academically,” said Chaminade-Madonna President Rev. HOLLYWOOD - On Friday, Sept. 7 from 6 to 9 p.m., the Art and Culture Center of Hollywood will host an opening reception for three exhibitions Justin H. Long: Bow Movement, Alex Trimino: Luminous, and Lori Nozick: Walkabout. These exhibitions continue through Sunday, Oct. 21 at the Center, located at 1650 Harrison St. Gallery hours are Tuesday-Friday, 10 a.m. to 5 p.m. and Saturday-Sunday, 12 to 4 p.m. In his new site-specific exhibition, Miami-based artist Justin H. Long explores his passion for the ocean and sailboat
racing with a mixedmedia installation that includes a massive sailboat hull. With a subversive whimsy that is at the core of his work, Long breaks new ground in his first Broward County exhibition by claiming sailing as an art medium, not only a sport. The centerpiece of the exhibition is an approximately 60foot-long hull that will be elevated from the gallery floor. This singular work, which resembles the skeleton of a whale, is augmented by large paintings depicting important events in sailing history. Long also incorporates a series of

To encourage people to protect their health, Winn-Dixie Stores, Inc., kicked off its “Shield Yourself” flu vaccination campaign today, offering three different options of this year’s influenza vaccine to help shield guests from the flu. Guests at any of the grocer’s instore pharmacies can choose from the standard vaccination, a high dose vaccine recommended for those 65 and older, or an Intradermal flu vaccination administered with a microneedle that is 90 percent smaller than traditional needles. LIFEGUARD TESTING
The City is grading the lifeguard candidates to rank them based on the basic skills tests and times
They came from California and New Jersey, South Florida and Chicago, more than 130 lifeguard candidates descended on Hallandale Beach Monday vying for 12 positions as full-time and part-time lifeguards, and one position as the beach aquatics supervisor. Hallandale Beach invited 209 candidates out of more than 350 applicants to test for the positions. These candidates met minimum standards and were afforded the opportunity to demonstrate their skills in a timed test. The invitations were tendered last Thursday, and many were unable to make the short turnaround for the testing. Of the 209 invitations to beach lifeguards candidates, 135 were tested. While the majority of applicants were from South Florida, a handful flew in from the San Diego area, New Jersey, New York and Chicago. Lifeguards with the United States Lifesaving Association (USLA) volunteered their time Monday to test the candidates on three tests: a 500-meter swim; 200meter run ending with a 50-meter swim to rescue a person in distress, and a basic CPR test. Two of the tests were timed events; candidates had 10 minutes to complete the 500-meter swim and five minutes to complete the rescue. “They take a lot of pride in their organization,” said Hallandale Beach Fire Department Training Chief Jack Ryan of the USLA members. “They have bent over backwards to help us.” USLA lifeguards with Fort Lauderdale, Pompano Beach, Miami-Dade County and Palm Beach County donated their time to help with the testing. Chief Ryan said numerous applicants are members of the USLA and work at other beaches as part-time or on-call lifeguards. The City is grading the lifeguard candidates to rank them based on the basic skills tests and times. Once the list is completed, candidates will be invited for interviews and required to submit to background checks, drug screening and a physical examination. Monday’s test was for beach lifeguards only. The City will be interviewing swimming pool lifeguard candidates at a later date. The City plans to begin training the new beach and Municipal Swimming Pool lifeguards on Monday, Sept. 17. The new lifeguards will begin work protecting residents and visitors on Monday, Oct. 1. The lifeguards will replace contracted lifeguards with Jeff Ellis Management. The City’s contract with Jeff Ellis management expires at midnight, Sunday, Sept. 30.

Lifeguard candidates cover the 200 meters from South City Beach to North City Beach before diving into the Atlantic to rescue a swimmer in distress during Lifeguard testing Monday in Hallandale Beach. The Muslim Community reaches out
Young volunteers from the Ahmadiyya Muslim Community of Hallandale Beach spent a day helping seniors at the Austin Hepburn Center recently as part of their celebration of the Muslim holy month of Ramadan. About a dozen volunteers brought food, and donated time and service to give back to the community. Bridging the gap between the younger generation and seniors are, from left, Fatima Minhas, Amparo Llomo, Rabea Chaudhry, Mirta Alvarez and Dolores Abad. There are about 300 members in the Miami district that attend the Hallandale Beach mosque; many devote time each month to support programs at the Hepburn Center. Five ways to take charge of your health and increase your bottom line
(ARA) - Health care today is expensive, but there are ways that you can give your wallet a break. One of the best ways to make health care more affordable is to avoid the need for medical care in the first place. More than 75 percent of health care costs are attributed to chronic illness, most of which are controllable, if not preventable. For those, here are five ways to save on health care spending so you have more money to enjoy life.
Know your numbers It is important that you know your optimal range for health markers such as blood pressure, cholesterol and glucose. Knowing your health scores allows you to take steps to lessen your risk of chronic and costly diseases such as heart disease, diabetes and cancer. Not only are such diseases a burden to national health spending, they also make a major impact on personal spending. For instance, people
with type 2 diabetes that can be controlled through diet and exercise spend about $2,000 a year. When your Child casks about Sex, Don’t Hide your Head in the Sand
Dr. Ron.., My 11 year old son is hinting to us about sexual issues he is obviously learning from his friends. We are conservative people who have difficulty talking about these issues. We are also concerned about school programs he may enter soon that offers sex education from a different viewpoint than what we may believe. Should we send him for some counseling with a professional? P.J. Miami… A… Absolutely not…. It is up to you and your husband to get over your hangups, and give your child what he needs…, open and
honest discussions with his parents…. Most parents are not enthusiastic communicators about sexual issues with their children. In fact, it is estimated that less than 20% of parents engage in any meaningful conversation on this topic with their
kids.. So if their kids are not getting direction and information from their parents, where do you suppose most kids are getting their information from?...... You guessed it, from other kids, and the entertainment media. It is no wonder that the U.S. has one of the highest unwanted teen-age pregnancy rates in the world….. Schools also supply some help on this topic. About 70% of all school districts in the USA offer some type of sex-education programs. Fearing protests by some parents, the majority of these programs are of an extremely basic nature, empha-
sizing the biological aspects, rather than the real social issues that affect common teen-agers. School programs usually present in 3 ways: 1) Abstinence Only Programs are the most basic approach, and offer no information about the use of contraceptives, relationships, or sexually transmitted diseases. 2) Abstinence Plus Programs offer besides basic biology lessons, information about sexually transmitted diseases, and the proper use of contraceptives. 3) Comprehensive Programs cover almost all issues re-
garding sexual matters, including relationship issues and sexual orientation. As you might imagine, which program is taught in each school is highly influenced by the dominant ideology of the parents residing in each district. Research on the effectiveness of these three programs have supported comprehensive programs as having more positive outcomes, and correlate with students experiencing reduced pregnancies, and less high-risk sexual behavior. While I can understand how more conservative parents would rather not have their children learn
about many sexual topics from a school program, they then best stand up to the plate, and talk to their kids. Hiding one’s heads in the sand, praying that the Lord will handle it.., is just too often an accident waiting to happen.

Not your typical picnic: How to make a gourmet feast to go
(ARA) - Whether you're hitting the beach or heading for the mountains, why not pack a picnic that is worthy of your adventures? Culinary instructors from The International Culinary Schools at The Art Institutes offer simple recipes for a portable gourmet feast. Instead of reaching for chips and pretzels, pack snacks and appetizers that have a more robust flavor. Chef Randy Johnston, culinary instructor at The International Culinary School at The Art Institute of Washington, a branch of The Art Institute of Atlanta, recommends spiced or candied nuts, prosciutto-wrapped vegetables or an assortment of olives. "That's something you can just throw in a cooler and not worry about time and temperature as much," says Johnston. Both Johnston and Chef Joseph Brown, culinary department chair at The Art Institute of Raleigh Durham, a branch of
The Art Institute of Charlotte, recommend vegetable sandwiches, such as a Caponata Sandwich. These can be made a day in advance and are an unexpected change from cold cuts or mayonnaise-based salads. For side dishes with more of a dinner party than picnic flair, Johnston suggests grilled shrimp salad (cooked orzo, grilled shrimp and store-bought vinaigrette) and stuffed tomatoes (remove the tomato centers and fill with a mixture of chick peas, feta cheese and vinaigrette, or red peppers and parmesan cheese). When making fruit salad, Johnston says to mix it up. "Throw in something you don't normally use, like papaya," he says. "If you want to ramp it up even more, shop the Asian markets and specialty shops for unique fruits such as lychee or longans, which are packaged in simple syrup." For an adult version, you can try Chef Brown's Fruit

thick) mozzarella Directions: Heat 1/4 cup of the oil in a heavy large skillet over medium heat. Add the celery and saute until just tender. Add the eggplant and saute until it begins to soften. Add the red pepper and cook for approximately five minutes. Add the onion and saute until translucent. Add the diced tomatoes with their juices, raisins and oregano. Season with
salt and pepper to taste. Simmer over medium-low heat until the flavors blend and the mixture thickens, stirring often, about 20 minutes. Add the vinegar, sugar, and capers. Season with salt and pepper, to taste. Cut the bread pieces horizontally in half. Grill the bread cut-side down over medium-high heat until golden, about two minutes. Rub the whole garlic cloves over the toasted side
