The CRA of Hallandale Beach conducts a special budget meeting for 2013-14 By Mayor Joy Cooper HALLANDALE BEACH - This past Monday the CRA of Hallandale Beach conducted a special budget meeting to approve the 2013-2014 budget. Over the past months CRA staff has been preparing the budget based on the Board of Directors past visioning sessions. This year will mark 13 years left in the life of HBCRA. With that sunset approaching the BOD voted to realign our strategic focus to completing infrastructure in all areas of the CRA. Our priority areas were laid out as follows NW, Federal and Dixie Corridors, SW and NE. The goal is to invest CRA dollars in the public realm to complete our streets. This includes sidewalks lighting drainage bus shelters curbs, all basic street improvements in every area of community redevelopment area. Unlike other planned communities these amenities were never put in place in all areas. We have been improving areas but not on a large scale. Over the past years we have focused on addressing slum and blight through multiply strategies. These include infrastructure and drainage in the Palms, lighting, land banking for affordable
housing and parks, neighborhood improvement loans and grants, business incentive and code compliance loans and grants and most importantly crime prevention through various community partnerships and police initiatives. These programs have and will continue to play an important role in addressing slum and blight however a shift of financial resources is needed to be able to implement a “Complete Streets” program within the next 13 years. Before we can leverage borrowing capacity in the CRA the BOD agreed to reduce some of our program funding. We still allocated funding for purchasing services from our police department for crime prevention programs and grants for services. The focus on police programs will be eliminating criminal activities within the CRA but the CRA will also be working with a focus on prevention and the spread of blight factors that impact crime. They have set up three teams, Neighborhood Enhancement Team NET, Community Involvement Unit CIU and Community Action Team CAT. NET will focus on direct criminal activity through ad-

CIU will focus more on relationship building and crime prevention. CAT will be a combination of police code and other departments to address multiple issue. In addition to these programs we still have funded community partnership grants. This is staying true to our mission “HBCRA mission Is to enhance the quality of life by eliminating slum and blighting conditions through the facilitating of community partnerships, business growth job creation and neighborhood revilataionzation.” You cannot have community redevelopment without community. We approved $200,000 in grant funding to nonprofit entities that are providing services to our CRA community, job creation and training, reentry programs, health lifestyles and technology training program. It should be noted that some of the other grant programs have been shifted to the
city’s general fund through the city grant program. This year’s CRA budget includes two major capital improvement goals. We have already broken ground on BF James with a new pool. OB Johnson Park was part of our master park plan and is slated to be fully redeveloped. Rather than waiting until the GEO Bond is placed on the ballot for approval the CRA BOD has decided to budget and complete this park. The Complete Streets Basis of Design was budgeted for $375,000 in 13-14 and 14-15 for engineering of all streets in the CRA. The design will include a full inventory of all our streets, lighting, and transportation components to formulate the total cost of infrastructure construction. To complete the public realm as-
sets and funding for construction, the CRA will issue revenue bonds based on future TIF revenue. In other words we will be able to borrow funds upfront based on the future CRA funds. There are other miscellaneous capital improvements budgeted and an allocation for land purchases. The CRA has also budgeted for the continuation our NIP grant / loan program and BIP loan programs. Both of these long standing programs are being streamlined and new policies will be brought
forward in September. In addition, the CRA is supporting staffing for the coming year to including an additional code employee and planner. The overall budget this year is $11 million dollars. "We have a budget to concentrate on and over 27,000 residents who are depending on us to govern this city," said a frustrated Mayor Duke. "This is really stretching all of us." Duke, Vice Mayor Al Jones, and commissioners Chickie Brandimarte and Bobbie Grace have been deadlocked on what resident will replace Flury on the commission. From Page 1A –––––––––––––––––––––– As Hunter approaches the railroad crossing at Hollywood Blvd. and I95, she meets perhaps the longest and most nerve-wracking event of her drive – to and from work. “Without question, the worst railroad crossing in the country,” said Hunter, who was a national sales representative for a large company for 22 years. “It has no equal and it makes no sense at all.” Hunter is just one of the many who are furious with routine of the trains that come in and out, bringing down the gates, when they enter or leave, headed in either direction. The main problem, which the DOT has refused to ignore is the time of the lights and crossing. That is what holds traffic up for up to 15 minutes, headed east in the morning – and during the evening at rush hour. “I have gone to city hall, called the DOT and they continue to say that there is nothing wrong, pinning any delays on the current construction,” Eric Harris of Pembroke Pines said. “Where the problem begins is when a train brings down the gates, the pattern at which the gates went down should resume. Many have sought other arteries such as Sheridan Street (NO CROSSING) or doubling back to Pembroke Road to go north. While the DOT, county and city officials will tell you that it’s all part of the process, people who have been stuck in this nightmare for 10-15 minutes at a time are confused. Hollywood resident Michael Taylor points out that there are a number of reasons that contribute to all this happening. The traffic

Dynamic Diana Ross, former member of the Supremes, is on stage at Hard Rock Live By Eleanor Hannan Diana Ross was only fifteen years old when she drew the attention of Milton Jenkins, manager of a young doowop group known as the Primes. The group consisted of: Mary Wilson, Florence Ballad and Betty McGlown. Jenkins was convinced to include Ross in the group. In 1960 after winning a singing contest in Canada, the group auditioned for Motown Records after Smokey Robinson introduced the young group to Berry Gordy, who recommended they return after high school graduation. The quartet continued to perform around their hometown area and in the same year, the group successfully made their first recording “Tears of Sorrow" with Diana as lead singer. In 1961, Gordy signed up the young act after McGlown was replaced with Barbara Martin and the name of the group was changed to The Supremes. Their first recording, “When the Lovelight Starts Shining Through His Eyes” hit number 23 on the Billboard Hot 100, followed by the successful “Where Did Our Love Go,” reaching number one. Throughout the sixties, the group became one of the most successful vocal acts with audiences both abroad and domestically.
Since 1968, Ross has been performing as a solo artist with her first solo recording of “Someday We’ll Be Together,” including: “Reach Out and Touch Somebody’s Hand,” “Ain’t No Mountain High Enough,” “Everything is Everything,” “I’m Still Waiting,” “I’ll Still Be There,” “Baby It’s Me” and “Remember Me.” As an actress, she has performed in many films. Hollywood’s Neighborhood Associations Earn Cash for Trash
HOLLYWOOD Keeping Hollywood clean, green and litter free brings residents together to make a positive impact in communities. Beginning October 1st, Hollywood’s neighborhood and civic associations can earn cash for their trash. Cash for Trash, a citywide neighborhood clean-up program, has been re-established by the Departments of Public Works and Community & Economic Development. . Cash for Trash is a three-hour project, which takes place on Saturdays from 9 a.m. to noon. City staff will be present to count the number of bags collected. The program’s guidelines require neighborhood groups to provide a 3week notice to schedule a project. This is a great way to earn money while beautifying neighborhoods allowing neighborhood
and civic associations to use the earned funds for a variety of purposes. Local neighborhood associations will receive $6 for every full bag of trash collected. The amount earned will be issued as a check made payable to the neighborhood association. Neighborhood associations may recruit members, neighbors, and residents as volunteers to assist in Cash for Trash projects. The City will provide garbage bags, gloves, safety vests, and trash collection. In addition, Volunteer Hollywood will be available to assist neighborhood associations with the recruitment of volunteers to participate in their Cash for Trash projects. Student volunteers will receive community service hours for their participation in this program. COMMINGLED HARD
JUNK AND YARD WASTE SCHEDULE It has been almost one year since the City rolled out the weekly collection of commingled hard junk and yard waste. In that time the City has collected tons of debris from swales and alleys citywide. It is important to adhere to the schedule for setting out commingled hard junk and yard waste so you are not in violation of the City’s ordinance. The commingled hard junk and yard waste should be placed on the swale or in the alley no earlier than noon the day before your scheduled collection day. Any person placing commingled waste out earlier than this shall be assessed a fee for the City to remove the commingled waste if it is not removed within 48 hours of the first notification of violation. Garbage and recycle carts are to be placed out no earlier

Remedies for deadly heat: More than just being hydrated during the summer
(BPT) - Some parts of the country are experiencing record high temperatures this summer. Las Vegas hit 117 degrees and Phoenix topped the charts at 119 degrees. Salt Lake City also hit the triple digits as did several areas in California. Dry heat or not, residents and visitors were undoubtedly feeling it, and anytime the mercury gets remotely close to these temperatures, staying hydrated is of paramount importance. This is especially the case for anyone participating in outdoor activities or any sort of exercise program. Our bodies produce sweat in order to regulate our core body temperature. As the moisture that appears on your skin evaporates, you cool off. In fact, human beings are the most effective mammal when it comes to regulating our body temperature. At the extreme, an adult can sweat as much as two to four liters per hour. All of this water needs to be replaced, but remember that when you sweat you are not just losing water, you are also losing minerals such as sodium and potassium. According to Dr. David McCarron, adjunct professor at University of California, Davis, "You must replace the sodium and potassium along with the water. This is why athletes drink sports

It is true that water intoxication is more commonly seen among extreme athletes but older individuals are also at high risk for several reasons. As we age, our kidneys become less efficient at conserving salt when the body is stressed and common medications such as diuretics greatly increase that risk. That's one of the reasons that during

fluid replacement beverages easily by adding one quarter to one half teaspoon of salt per liter or 32 ounces of water. Every day, more and more Americans are motivated to start exercise programs. Physical fitness is a state of good health resulting from regular exercise and good nutrition. When you exercise, your body's metabolism works at a much higher rate, breaking down and regenerating tissues and creating waste metabolites that need to be flushed out of your system. However, regardless of your level of activity, you still need to maintain good hydration. CHALK TALK • The City of Hallandale Beach wants to know your ideas for Sunrise Park Pick up a piece of chalk tonight and tell us what you would like to see in Hallandale Beach’s Sunrise Park. The City of Hallandale Beach “This is your park and we want Mayor and City Commission you to make your mark on the want to know boards. Take a piece of chalk your vision for Sunrise Park. and tell us what you would like.” They have conMAYOR JOY COOPER structed four idea boards in order to solicit creative ideas from the residents about the design and feel of Sunrise Park. The boards will be unveiled at a community meeting at 5:30 p.m., tonight, Thursday, Aug. 22, at Sunrise Park, 800 N.E. 5th Street. The four-foot-by-eight-foot idea boards ask residents: “If I were this park I would want…” “In this park, I would like to see…” “My favorite thing to do in a park is…” and “Design Me.” The “Design Me” idea board will have three outlines of the 2.3-acre park. Residents can place a playground and suggest any other amenity they desire within the park boundaries. “This is your park and we want you to make your mark on the boards,” said Mayor Joy Cooper. “Take a piece of chalk and tell us what you would like.” The idea boards will be up for one month. City staff will check the idea boards daily and take photos of each board to preserve every idea. Once photographed and catalogued, the ideas will be erased to allow other residents to offer suggestions. The redevelopment of Sunrise Park is part of the Citywide Parks Master Plan. The current park is only one-third acre, but the City has purchased the property to the south and east of the original park, increasing the park to about 2.3 acres.
Back to school bash was a huge success for all More than 160 book bags stuffed with school supplies were handed out to students last week at the annual City of Hallandale Beach Back to School Bash at O.B. Johnson Park. Sponsored by the City of Hallandale Beach, Hallandale Beach Police Department and Palms Community Action Coalition, the annual event attracted hundred youths and teenagers for the evening of food, music and fun in the park. Positive focus remains on landmark Fashion Row District
Working to lower barriers to development of the Fashion Row District in the Northeast Quadrant, Hallandale Beach Development Services officials and Hallandale Beach Community Redevelopment Agency (HBCRA) leaders joined business owners last week to discuss options for revitalizing the business zone. Located along Northeast 1st Avenue, Northeast 2nd Avenue and Northeast 3rd Street, the Fashion Row District is targeted as a business friendly zone. HBCRA and the City want to find ways to help the business owners thrive. Among the topics discussed were improving the appearance by working with Florida Power and Light (FPL) to eliminate the eyesore of overhead power lines, allowing restaurants, lounges and churches in the district to generate additional traffic for the businesses. PAL of Hallandale Beach partnered with the Ft. Lauderdale recently to celebrate their 2013 summer soccer season. The weekend included a free player’s clinic given by Strikers President Tom Mulroy also known as “Soccer Tom”. The players spent 2 hours working with Strikers staff and players Stefan Antonijevic and Lionel Brown. On Saturday, players and coaches attended the Strikers game versus the Minnesota United at Lockhart Stadium. The game stated with all PAL players and coaches “high fiving” all the players as they entered the field. The weekend was highlighted by our Under 8 Girls team who had the
opportunity to play a game during half time.
