‘AROUND THE CITY OF CHOICE’ Huge election season has area voters ready to make that important decision Mayor Joy Cooper HALLANDALE BEACH - Election season is in full swing with the primary election in only 13 days. August 14 all registered voters should be ready to go to the polls. Many voters should have received their new voter registrations in the mail with the respective polling site listed. These locations have changed this year, so please make sure you are familiar with the new locations. Make sure you have photo ID. Every registered voter should be voting. In both parties there are candidates. There are also candidates for school board and judges. If you have received your absentee ballot remember to sign it and put $1.10 in postage to make sure it gets to the election office by August 14th. Every vote does and will count. After the primary you will have time to request an absentee ballot for the November 6th general election. If you want to avoid the lines, or if you may be working late, this is a great op-

tion. I prefer to vote in person and my husband votes absentee. The November ballot is going to be a long one. Races will be taking place at all levels of government. There are also constitutional amendments and local charter changes. If you vote in person, it is wise to make sure you have previously read the entire ballot and have a good idea of how you are going to vote. Having a mail in ballot will give you chance to thoroughly read all the questions and make your choices in the comfort of your own home. Either way make sure you fill out the entire ballot. Last week there was a news story that aired on Channel 10 that was not entirely accurate. Once again, I must clarify some history. I did share this story when it occurred over three years ago as part of my column after the occurrence. I will not go into detail since this is among many of the items that are being reviewed as a result of an anonymous complaint filed with the Broward County Inspector General. I will review the item as a process. Up until 2009 our City was in the process of what is called land banking. This is the action of buying property, typically by a CRA, to assemble

for redevelopment. At that time the real estate market was exploding and there was great interest in every area of Hallandale Beach. Up until 2009 values were increasing by double digit percentages. This was not unique just to our city, but it was amplified by the fact we have two pari-mutuels. In order to ensure that we maintain open space and a balanced housing stock the City and the CRA set a goal to create both parks and affordable housing. We bought many parcels and granted the City Manager the ability to buy properties under 200,000 without coming to the Commission. This protected the City from sellers bumping prices since it was the City. Any transactions over this amount were to be brought to the Commission to be considered. The largest lands purchased were for Peter Bluesten Park at 17 million dollars. This is prime real estate across from Gulfstream. The properties were all appraised by professional property appraisers and then a sale price was negotiated by the City Manager and brought to the Commission for approval. The City Attorney, City Manager and Staff prepare and execute the documents. In

Last week the reporter discussed the Broward County property appraiser’s values in reference to a specific property. While these numbers are a good guide, it does not mean that it should be the sale price. Typically the price is a starting point. If I were to sell my home tomorrow, I certainly would not sell it for the “market value” on the property appraiser records. What makes matters worse is after 2009 all values tanked. I do not know of one property that has not lost value since then. At least now they are starting to move up. It is hard to believe August is already here and school will be opening soon. I had the chance to attend an Open House at Gulf-

stream Middle School on Friday and it was a super event. Big Mamma from Fort Lauderdale supported the event along with a group of volunteers by giving out donated items to the needy in our city. Many other non-profit agencies were also on hand giving out great information on everything from bullying, sports and health. If you live in the Northeast area, more than likely you have been receiving knocks at your door from the Hallandale Beach Police Department. They are in the process of informing residents how to better secure their homes and property from theft. Summer is one of the worst times of year for burglaries. Many residents are on vacation or up north which means less eyes and ears in the neighborhood. It is so important to make sure if you see someone or something that seems out of place to call the

police. As I wrote last week, “if you see something say something!” They are also spreading the word about National Night out. The project will soon focus on US-441/State Road 7 in Hollywood from south of Pembroke Road to Stirling Road. The conceptual parkway plan for the stretch of US441/State Road 7 from Hollywood Boulevard north to Johnson Street was presented to the Hollywood City Commission during its regular meeting on July 18, 2012. You can see the presentation and review the plan by visiting the Hot Items section of the City of Hollywood website, www.hollywoodfl.org. City staff will also be sharing this plan at the Hollywood Gardens Civic Association meeting on Thursday, August 9 at 7 p.m. at the Greek Orthodox Church, 425 N. 58 Avenue in Hollywood. Construction work will be carried out in segments, the first beginning in the spring of 2014 in the area of Southwest 25 Street north to Fillmore Street. The second segment involves construction work from Fillmore Street north to Stirling Road and is scheduled to begin in the winter of 2015. Construction work on US-441/State Road 7 in Hollywood is scheduled to be completed by 2018. Once completed, US441/State Road 7 in Hollywood will feature six traffic lanes, land-

City College recently expanded its presence in Florida with the addition of a new campus in Hollywood, FL. The new school, designed to help meet the growing demand for hands-on, career-focused education, is the fifth City College campus in Florida. “Our new campus offers programs that help students enter the highdemand occupations of today,” said Ed Galizia, Executive Director of the Hollywood campus. “Hollywood residents seeking new skills and careers to better compete in the tough job market, will appreciate having these additional educational opportunities.” The 16,472-square-foot facility is located on the 2nd and 3rd floors of 6565 Taft Street Office Complex in Hollywood. Special laboratory classrooms have been developed to simulate actual working conditions for students in the Emergency Medical Services and Allied Health programs. While Mark, Louise and 15-year-old Channing Klein would love to walk on the Broadwalk, grab a slice of pizza and take in what the ocean has to offer, the winter months keep them away. “We have been to Hollywood Beach five times since the beginning of May,” Mark Klein explained. “The crowds are thinner, the restaurant specials are better and you can really enjoy what this area has to offer.” Because Hollywood has been progressive in its thinking to attract

events to the community, businesses are in much better shape than most area communities who cannot see how, even in these trying economic times, generating business is the only way to make things go. Even though the weekdays are slower – the weekends have become extremely busy. Sal Giannantonio recently retired from his job in New York City. He and his wife purchased a condo along the beach. It has become a place where relatives and friends have been streaming to this summer. “This is the craziest thing that we bought this condo here on Hollywood Beach and we’ve had someone we know – friend or family member – stay with us for the past six months,” Giannantonio said with a grin. “This time of year if you go to Long Island, New Jersey or any of the other summer destinations, it’s wall to wall people. At least here, you can breath.” Restaurants along the beach have also experienced a real surge this summer, which is something that is needed all over South Florida. As the locals begin

to eat at the restaurants, shop at the many beachside businesses and swim in the ocean, we get our share of summer tourists as well. Australia, Chile, Germany, Israel, Holland and even USA popular hotbeds such as San Francisco, Houston, Nashville and Chicago are well represented in the throngs of summer visitors. Hollywood Beach even attracted a number of Californians. “We came in to watch our (San Diego) Padres play this weekend the new Miami stadium, “ said Torrey Pines resident and San Diego native Mitch Newman. “Three years ago, we came down here and couldn’t find a place in Miami, so we stayed here in Hollywood Beach. We’re back, and it’s nicer than the first time we came.” Even in a tight economy, Hollywood officials continue to put money into the beach as well as downtown – two very important revenue sources for the city. An immediate denture is a complete denture or partial denture inserted on the same day, immediately following the removal of natural teeth. When many of your teeth are loose or painful, they may be beyond saving. This condition is usually caused by advanced periodontal disease or by decay. Periodontal disease causes bone to be lost; if it’s not caught in time, there’s so little support for the teeth that they have to be removed. Removing your teeth and replacing them with a denture may be the best way to eliminate the infection and restore the health of your mouth. When the entire procedure is completed in one day, it’s called an immediate denture. To begin the process, Dr. Bobadilla first takes impressions of your mouth. From these impressions, precise working models of your mouth are made. It’s from these models that the dentures are made. Dr. Bobadilla will work with you to select the best color and shape for your new teeth. When your denture is ready, she’ll extract your remaining teeth. Prior to removing your teeth, you will be sedated and very relaxed. The medication for sedation is taken by mouth one hour prior to the removal of your teeth. Dr. Bobadilla will remove your teeth painlessly. You should feel no pain during this procedure. As soon as your teeth are out, your denture will immediately be placed in your mouth the first 72 hours, YOU MUST KEEP THE DENTURE IN YOUR MOUTH UNDER ALL CIRCUMSTANCES. the healing process. Frequently, no stitches are placed, as the denture holds everything in place. When the denture is removed, the gums can swell and not heal properly. This is uncontrolled healing which we do not want. In case of a sore spot, immediately call our office for an appointment, and if necessary, place cotton between the sore and the denture (or Sea bond - a soft denture liner available at the drugstore) until you can see Dr. Bobadilla for an adjustment. As your mouth heals, over the next four to six months, your gums will shrink and your denture will feel loose, especially the lower, since there will be less supporting bone than the upper. When the shape of your mouth has stabilized, Dr. Bobadilla will have you return for a reline appointment. Some temporary problems are a normal part of adjusting to your new denture. At first, denture may tip when you chew due to the uneven healing process. Some areas heal quickly, some more slowly. You may notice increased salivation. The denture may seem bulky, and you might gag little. Your tongues will feel crowded and you might

have difficulty speaking. Like learning any new skill, at first it will feel awkward to eat with your new denture. But with time and practice, you’ll make the adjustment. Nobody likes to lose their teeth. But when they’re infected, removing them and getting an immediate denture can improve your health, smile and confidence. WHAT ARE THE ADVANTAGES OF IMMEDIATE DENTURE? There are several advantages of an immediate denture. The most important factor is that you will never need to appear in public without teeth. It is also to duplicate the shape; color and arrangement of your natural teeth while some are still present in your mouth. When an immediate denture is inserted at the time of extraction, it will act as a Band-Aid to protect the tissue and reduce bleeding. An immediate denture will allow you to establish your speech patterns early. You will not have to learn to speak without a denture in place and then later relearn to speak with a new denture. An immediate will also allow you to chew better than without any teeth and minimize facial distortion that may

occur when teeth are removed. WHAT ARE THE DISADVANTAGES OF AN IMMEDIATE DENTURE? Another disadvantage is that you cannot always see how the denture will look before the teeth are extracted and the immediate denture is inserted. Also, initially, an immediate denture does not always fit as accurately as a conventional denture, which is made after tissue have healed for six to eight weeks following extractions, and without wearing a denture. Additional time is needed for the construction of an immediate denture. A surgical stent (a guide for re-contouring tissues after extractions) is often necessary and more follow-up visits are needed for adjustments and re-fitting. A soft temporary reline material will be utilized for re-fitting your denture when it becomes loose during the healing process. After the soft tissues have healed and shrinkage of the underlying bone has occurred (about six months to extractions), the immediate denture must be finalized by a permanent reline or new denture. At this time, you will be

charged for either a reline or a new denture, depending on your choice. Your doctor will discuss with you the pros and cons of a permanent reline versus making a new denture, to help you make a decision. A major advantage to making a new denture is that the immediate denture can be a spare denture if the denture breaks, is misplaced, or has to be repaired or relined in our laboratory. IS AN IMMEDIATE DENTURE FOR EVERYONE? Not everyone is a candidate for an immediate denture. Some people may be advised against this treatment, due to general health conditions, or because of specific oral problems. HOW LONG DOES IT TAKE TO COMPLETE?

Four to five visits may be necessary for the fabrication phase of an immediate denture, plus any preliminary surgery. For patients requiring a complete immediate denture, the back teeth are often extracted six to eight weeks prior to the fabrication phase. This allows the extraction sites to heal and betterfitting immediate denture to be fabricated. The fabrication phase consists of impressions, bite records, tooth selection and tryin of the back teeth. On the day of delivery, you will be seen by Dr. Bobadilla for extraction of the appropriate teeth, followed immediately by the insertion of the immediate denture. What are postmenopausal women leaving unsaid? (ARA) - Characterized as a generation who led the sexual revolution in the sixties, many baby boomer women are reluctant to talk with their partners or healthcare professionals about the conditions they're experiencing as a result of menopause, including vaginal atrophy (a-truh-fee). Why are they suffering in silence? And why has this discussion remained taboo even though it is shared by women everywhere? There is some basic information women should be aware of and an option that is available to help women relieve their postmenopausal vaginal symptoms. What is Vaginal Atrophy? As women experience menopause, their bodies produce less estrogen, a female hormone. Lower levels of estrogen can cause changes in the body, such as atrophy of the vagina and lower urinary tract. Atrophy is the thinning of these tissues. These changes typically start during and continue after menopause (or "postmenopause"). This is the time in a woman's life when her menstrual cycle ends. But according to the University of Chicago Celiac Disease Center, the gluten-free diet isn't a choice for at least 3 million Americans - it's a necessary way of life. Celiac disease is a condition that affects certain individuals whose bodies react negatively to foods containing gluten - a protein found in wheat, barley and rye - causing damage to the lining of the small intestine. The damage prevents the small intestine from absorbing certain nutrients in foods, and the person will become malnourished. The budget was discussed and crafted after monthly City Manager and City Commission workshops in January, February and March. Also, five public meetings, one in each quadrant, and a citywide meeting were

held to collect resident input. After the series of workshops and public meetings, the City Manager completed and sent the recommended budget to the Mayor and City Commission for final review. City Commissioners have proposed keeping the millage rate at 5.9 mills, or $5.90 per $1,000 of assessed property valuation. This is the same rate

as the current fiscal year. The meeting is open to the public and residents and property owners are encouraged to attend and participate. The 700page budget can be viewed on the City’s website, www.cohb.org. However, because of the size of the document, it may take several minutes to download.

Dr. MLK Humanitarian Award nominations The City of Hallandale Beach City Commission annually recognizes individuals, groups, committees and organizations that have promoted unity and harmony within the Hallandale Beach Community by the presentation of the MLK Humanitarian Award. 50/50 Sidewalk Repair Program For more than a year, the City of Hallandale Beach has been helping property owners upgrade the sidewalks in front of their houses and businesses as part of the 50/50 Sidewalk Repair Program. Started in the current budget, fiscal year 2012, the program is designed to improve overall safety in the City and enhance the appearance of the neighborhoods or business districts. It helps property owners improve their lands at minimal cost. Sidewalks are on the City’s right of way, but are the responsibility of the adjacent property owner. “We really wish more people would take advantage of it,” said John Chidsey, director of the Public Works Division of the Utilities and Engineering Department. “Since we share the cost, (the property owner) doesn’t have to pay for the entire repair.” On average, it costs between seven and eight dollars per square foot to build a five-foot wide sidewalk. That’s about $3,200 to rebuild a sidewalk in front of a residential property with an 80-foot street front. If the property owner participates in the 50/50 Sidewalk Repair Program, the cost for the owner would be $1,600 for the new sidewalk; half of the cost. The City manages the project and handles all the legwork for the property owner. A local contractor will build the sidewalk under the City’s guidance. “They don’t have to pull the permit. We waive the City fees, but the property owner may have to pay county fees and taxes,” Mr. Chidsey said. It’s still a great buy for the property owner. The City developed the program similar to one in place in Dania Beach. City officials examined the Dania Beach program and determined it would improve the overall safety and appearance of the City of Hallandale Beach. The program meets all four of the City’s four strategic priorities; Livable Community, Excellence in Government, Environmental Sustainability and Economic Development. “We still have money in the budget (for repairs this year),” Mr. Chidsey said. Since the program started, the City has worked with about 15 property owners to repair broken and cracked sidewalks. Rosa L. Sarandrea is one of the property owners who jumped into the program. She worked with the City for a new sidewalk in front of her N.E. 4th Street home. “Yes, they did a real good job on the sidewalk,” Ms. Sarandrea said. The City worked with her to repair several broken sections of sidewalk. “This program is open to everyone who needs a sidewalk,” Mr. Chidsey said. “It’s not just for residential property, but commercial property as well.” To participate in the program, please contact Public Works at 954-457-3045.

Back-to-school meals made easy with grapes (ARA) - The summertime probably felt like it whizzed by, and now you're getting into the back-to-school mode. Luckily, you can keep a sweet taste of summer in meals and snacks with refreshing grapes from California. Kids and families getting ready for busy mornings are in need of healthy, energy-packed foods to fuel tightly scheduled and sometimes hectic lifestyles. Start the morning with a Breakfast-to-go Smoothie, a blend of fruit, yogurt and crunchy cereal for a hearty breakfast. Kids - and probably you too - will relish this satisfying and yummy drink featuring grapes and grape juice, both of which, according to mounting research evidence, may help support a healthy heart. Bulgur Salad with Grapes and Kale is also a hearty, very nutritious and delicious meal all by itself, and perfectly packable for bring-from-home lunches. Grapes are really the key to making this salad inviting and flavorful for all ages. The sweet accents and the crisp qualities of the grapes offer a nice contrast to the chewy bulgur, crunchy nuts and shredded kale, which

doesn't go limp like most lettuce will. Make a big bowl or container of this salad and have it at the ready for a mini-meal for students going through a growth spurt or who need more calories in general, such as athletes, dancers, marching band members, etc. Adventurous little eaters will also enjoy munching on this salad during lunch or snack breaks at day care or preschool. Stir in the bulgur and 1/2 teaspoon salt and remove from the heat. Cover and let stand 20 minutes or until most of the water has been absorbed. Drain well and press to extract any excess water.
