Hallandale Beach breaks ground, begins work on two city parks

Construction crews have dug in and started turning soil in the redevelopment of the first two of 10 Hallandale Beach parks slated for reconstruction in the Citywide Parks Master Plan. Hallandale Beach City Commissioners broke ground on the two projects this week; B.F. James Hallandale Beach City Commissioners broke Park, 101 NW 9th St., ground on the two projects this week. on Tuesday, July 23, and Joseph Scavo Park, 900 Three Islands Boulevard, on Wednesday, July 24. Hours later, both parks had construction fences up and crews clearing the way for the new parks. B.F. James Park is expected to open in June 2014. Joseph Scavo Park is planned to open in March 2014. B.F. James Park, a $5 million project, will include a new swimming pool, basketball courts, exercise area and playground. By Larry Blustein sfsuntimes@aol.com Where do you buy your gas? That seems to be a very fair question with prices the way they are. The answer you receive may just surprise you. The days of the Sinclair, Esso and trusting your car to the man who wears the star at Texaco are over. Full service is the thing of the past, and now we are looking at price and not so much brand name. "We are so fed up with the price of gasoline, I never pay attention to where I am buying," said Ricky Lopez of Hallandale Beach, as he filled his car at U-Gas (999 W. Hallandale Beach Blvd.). "When I pull into a station and I see it below $3.60 a gallon, that is what I am buying." It's crazy how just five years ago, gas prices were at $2.30 and $2.40, and we as consumers were up in

arms, figuring that the cost could never rise anymore than it was. We were wrong. Being so dependent on foreign oil, we are all now at the mercy of a government that simply has no way of keeping prices down. Everything revolves around gasoline prices, and to any consumer, that is a real sticking point when it comes to moving forward by coming out of this recession. Hallandale Beach budget is important to all By Mayor Joy Cooper HALLANDALE BEACH - This past Monday and Tuesday the city conducted the annual budget workshops. The city remains on strong financial footing. With a second year of slow recovery, the citywide property value increased 6.93%. This will generate $1.4 million dollars in revenue over last year’s budget. The city has increased or added to the level of service, has planned for 7 million in capital improvements to our infrastructure; including 3.5 million in strategic goals and fulfilled obligations to fund pension costs. With a comprehensive budget that addresses the level of service requested by our residents the commission kept the millage rate the same as last year 5.6883. While the city did not increase the millage rate, every property owner who is homesteaded and has seen an increase in value will see a slight increase in their tax bill due to the 3% cap. This also means that non-homesteaded and commercial owners will see an increase based on their individual values. The average valued homesteaded property of 170,000 will see an increase of $30 dollars. Even though there will be a slight increase depending on your taxable value, the city commission voted to reduce the base rate on water by $2.00; a savings of $24 dollars annually. This

will offset the increase. This decrease in the water fund will not have any impact on the level of service and the fund will still have a very generous reserve of almost 100%. This number is high for a reserve. However, unplanned water main breaks can cost millions of dollars. The last large break was on 14th Avenue almost 3 years ago with a price tag of $4 million plus. This will not impact our future potable water planning since we have set aside designated funds over the past years to address saltwater intrusion. The city manager had originally proposed a 1.00 reduction in base with $ .20 gallon rate reduction that was combined with a millage rate increase. Her goal was to utilize the .2 mills to offset the use of general fund reserves by 795,000. The millage increase was tabled. Since the water fund was very healthy and the city did not go to roll back, I asked the commission to still consider a $2.00 reduction in the base rate. It was debated to go higher, but we all agreed that we did not want to reduce water fund reserves more. The City Manager proposed a budget that utilizes reserves. This year $4.1 million has been utilized. This is 2.5 million less than last year. I have written about reserves many times. Our city has had upward of 50% in

reserves at one time. Our general fund expenses are $56 million dollars. It must be noted that there are other funds including utilities with reserves. The overall city budget is $92 million; a reduction from $93 million with total reserves of $31 million. Reserves are our rainy day fund. Accounting principles suggest that general fund reserves be no less than 2 months operational costs or 10%. We are a coastal South Florida city in an area prone to hurricanes. Our reserves are, and should be, more conservative with a target of 15 to 20 percent. For years I have stated at every budget that I prefer the much more conservative figure of 20%. Even with the use of reserves this year the fund balance will be 23%. Our reserves are serving their purpose. For years, even through the worse financial crisis, we have maintained our service levels and most importantly, our infrastructure. We have addressed pension costs, but still have to make up losses from the poor market performance. This year once again we had a great debate about reserves and using them. In this budget the city staff worked on many of our strategic plans that were included in the budget. $4.1 million of various projects and programs to enhance our services. $610,000 dollars of this

programming was being paid for with general fund revenues. The commission did not want to increase the millage rate and some did not want to use reserve. When that happens things must be cut. It cannot not be both ways. In order to reach a compromise the city manager asked for a figure to cut. To cut the use of reserves by 4.0 million plus it was clear that draconian cuts would have to be made. Over the past recession and years of cutting fat and paying our bills, the budget has already been cut by 10 million without layoffs. $4 would have meant a reduction in levels of service. In other words; layoffs, park closures, cut in operational hours. NOBODY wanted this. It still brought everyone back to the fact that it can’t be both ways. In order to reach compromise I went down the list of $4.1 million in projects and moved cutting all projects or programs that impact the general fund and were not essential. It was painful to all since everything was on the table and there were no favored items. This cut 610,000 from the use of reserves. This figure was close to what the millage increase would have done. In addition, I asked the commission to hire only one planner rather than the City Manager that requested 2 positions. This saved 60,000 and to cut the addition of another

Assistant City Attorney to save 100,000. This cut was not accepted by the commission. The budget is still not final. The budget is now the City Commission’s proposed budget. The public hearings for the budget are scheduled on September 15th and September 25th at 6 PM. We encourage all our residents and stakeholders to review the budget on line and give us your feedback and ideas. FUTURE FOUNDATION Back in 1998 the City Manager and City Commission saw the need to create a way to help support educational opportunities in the cultural arts for our children here in the city. Under the leadership of former Mayor Arnold Lanner and City Manager R.J. Intindola, The Future Foundation was created. Over the years the foundation has sponsored fund-raising activities to provide grants to nonprofits and schools here in our city. The most recent event was “The Beach Bash” with Air Supply. After this event Broward County began discussions to adopt a code of ethics. One of the proposals would have precluded any elected official from doing any form of fund raising of this nature. In order not to get the foundation entangled in any conflicts, the efforts of the Future Foundation were put on hold. Broward Ethics were

adopted and now it is clear that elected officials can continue to do the great work they have always done to help the needy and our children. In other words The Future Foundation is back having board meetings and looking forward to a wonderful fundraiser in October. For the first time, The Future Foundation is bringing a professional play to The Community Cultural Center on October 25-27th “Keeping A Breast” in honor of Cancer Awareness Month. We check prices and look to save in any way possible. "I have put Chevron in my cars since I was a kid," recalled Surfside resident Jerry Williamson. "Now, at the prices some of these places want, you have to be an educated consumer." In the past, being that informed buyer meant that you would have to do a little more work than is normally required to put gas in your tank. Now, that little bit of effort has spilled over to savings. It has forced the hand of consumers such as Williamson to shop around. "When I am around town, I am always looking at prices on the sign to catch a glimpse of what I am looking at for the week," Williamson said. "In the past, I would just drive to the station I knew the best." WHAT ARE THE LOWEST PRICES Having the chance to ride around this region the past few weeks, you get that opportunity firsthand - to see different prices for regular gasoline. Most would be shocked- as location also plays a big part - but many believe it should never be that way. In the Hallandale Beach area, Mobil (3250 W. Hallandale Beach Blvd.) was $3.57. Race Trac (3996 Pembroke Road) was also $3.57, but it was $3.59 at the Race Trac (999 W. Hallandale Beach Blvd). As $3.59-$3.61 being the norm at many stations such as BP, Sunoco, Shell and even Circle K, the prices - for some crazy reason jump as much as .15 cents per gallon at places along U.S. 1 - such as Chevron and Mobil in Hallandale Beach. "That is what has many consumers really angry," said Michelle Barnes, who pumped regular gas for $3.85 a gallon at the Chevron (1815 Miami Gardens Drive) in North Miami Beach. "My tank is empty and I need gas and now I am going to pay $3 more here than I would down the road." Hollywood drivers have been fortunate as well. While the prices have escalated at a staggering rate over the last month, prices have stayed around the $3.55 mark at Marathon (2440 Sheridan St.) and have risen to $3.59 at several other places - in and around the city. One of those who will spend four to five days a week on a chair fishing, Wallace understands the thrill of being in a position to catch fish and enjoy what he is doing. "I work construction, so this is my release," Wallace said. "It's really a lot of fun and great challenge to see what you will catch next."

MEMORIES ARE BEING MADE Dania Pier has long been a place where youngsters grow up with plenty of fond memories. Those night fishing experiences as well as skipping school to get a chance during the day. Al Brown of Hollywood is one of those grown men who started coming at the age of 16 when he was a student at South Broward High. He remembers taking his fishing pole and spending four hours with friends. Now 37, he takes his own kids to check out what he's experienced for years and years. Now, instead of taking a few fishing poles, a few hooks and frozen bait, Brown has gotten serious and even has his own battery-operated pump that allows him to keep live bait, which makes a difference. "I look back when I was younger and you could never afford some of the things that I have now," he said with a smile. "It's really neat to

teach your own children how to fish. It's rewarding to see them doing what I have done for years." It’s no secret that piers aren’t the most glamorous of fishing venues, however, there’s no denying the fact they’re a great option when it comes to bending a rod and procuring a solid catch. For those of you who think that pier fishing is boring and uneventful, think again. Cathy Moreno and her husband, Carlos, have come at least three times a weeks since catching a kingfish and swearing that they have had larger on the line. "We spent two to three years in fresh water, getting bass and other smaller fish," Cathy said. "But last March, we came out here and had a great experience and have been coming back since. Blue Runner, Spanish Mackerel, Cobia, Snook and other things have been pulled up." As Carlos cleans some medium size Bluefish that he had just caught, she talked about how her freezer is packed with fish she has caught right off this pier. "We have an exact

spot that we put our things down at all the time," Cathy said. "Then, we start to put the lines in the water and get our live bait pumps rolling. This is something that five years ago, I probably wouldn't have ever done, but it is a lot of fun." DOING IT FOR YOUR HEALTH As many come to the pier to catch fish and provide a meal for themselves for that night - or for the week others use this structure to just stay in shape. Monica Llanes and her mother, Lena, live three miles away from Dania Beach. Coming from Hollywood four times a week, paying $2 each to walk the length of the structure, it is like coming to "another world." Llanes has battled

weight since she was a teenager. Now 45, the thought of going to the gym or taking the time to exercise around the house is not an option. That's why she grabs her mother and goes to the beach. "At first, we started to walk along Ocean Drive in Hollywood, and while the landscape was nice, it always seems to be crowded when we went," Llanes explained. "Then, one of our neighbors who goes fishing said that we should come out and walk. We would be surprised at the atmosphere." Llanes found that the structure is large enough and wide enough where you don't have to run into anyone. She also saw that there weather was much different, and that was the major selling point. "You take a walk on that pier for a few moments and you can feel the weather change," Llanes said. "All off a sudden the humidity that was present two minutes before is now accompanied by a pretty stiff breeze." The band’s blend of traditional country music and southern rock, combined with elements of gospel and pop music, gave the band a combined appeal that helped lead to their unprecedented success as they toured extensively. They have more than 30 number one country records on the Billboard Magazine charts to their credit and to date have sold over 73 million records. The show is a fusion of traditional and contemporary theatrical clowning arts that brilliantly creates a world of wonderment and fantasy, transporting the audience into a joyous dreamland where a bed becomes a boat in a storm-tossed sea, a child walks inside a bubble while Slava boards a train and then becomes the train, the chimney-pot hat billowing smoke and a web of unspun cotton that completely surrounds the audience. The brilliant finale has a letter turn into snowflakes that turns into a snowstorm, whirling around the theatre leaving the audience ankle-deep in snow. Not recommended for children under 8 years. HOLLYWOOD - The City of Hollywood will participate in the 30th Annual National Night Out (NNO) event which will be held on Tuesday, August 6th, 2013. Neighborhoods, and civic and homeowners’ associations will be hosting block parties to encourage residents to get to know their neighbors and partner with the Hollywood Police Department to help keep their neighborhoods safe. For National Night Out, neighbors get together to plan their own individual parties for their area. These events can range from small barbeque cookouts with a few neighbors to parties held at recreational and community centers with lots of food, and activities for young and old alike. Block parties are comprised of informational booths, bounce houses, demonstrations and other events. Some past City of Hollywood block parties have even had Super Hero figures and martial arts demonstrations. In addition, residents will able to meet Crime Watch members, members of the Crime Watch Mobile Patrol, Hollywood Police Officers and Command Staff, City Officials, Zone Officers, Crime Prevention Specialists and other City Personnel as they visit the different scheduled block parties. It is great to see how residents and neighbors come together to “Take A Stand Against Crime”. Although National Night Out is officially held just once a year, it is important for residents to practice measures to fight against crime, educate themselves on safety and crime prevention, work with the City of Hollywood Police Department to start, join and be active in their neighborhood Crime Watch Program, participate in the Crime Watch Mobile Patrol Program and take other crime prevention measures. Getting involved can be easy -from reporting suspicious activities and locking your doors to not leaving valuables inside your vehicles. If you plan to host a

Cooler heads must prevail

By Dr. Ron The most extraordinary thing about the George Zimmerman/ Trayvon Martin incident, is how simply the whole thing could have been avoided, if cooler heads had prevailed. It takes two to tango, and on that faithful day two South Floridian citizens found themselves lost in their anger and misconceptions. Anger is not a four letter word although it is a South Floridian Staple, and there are many legitimate reasons for people to be angry…. but how we process our anger can truly affect our lives. Look maybe George Zimmerman has the right to buy a gun (although in retrospect maybe it was a bad idea.) But to allow a non-law enforcement amateur, the right to go on the prowl looking for bad guys, without professional backup… well that just seems real short of bright. On the other hand Trayvon Martin could have defused the situation by simply asking Zimmerman. “Hey man, I live right over there. Is there anything you want?” and maybe to which George Zimmerman could have politely said to Trayvon Martin. “Hey buddy, can I help you with some directions?” Then maybe both of them would have been alive today. South Florida is an unusual and sometimes morbidly funny place to live. It has some of the best beaches in the world, fine restaurants, and no snow. Yet we run first in the nation for road rage, and live in a land when being cussed out is just part of the program…Cooler heads must prevail. Got to stop that anger before it stops you. Did You Know? Yogurt is a Nutrient-Rich Food Choice For Your Diet

Today’s dietary guidelines recommend that Americans consume more nutrient-rich foods that are low in sodium, saturated fat and cholesterol. Yet, few are meeting these goals. Unfortunately, roughly three-fourths of Americans need to improve their diets, according to the U.S. Department of Agriculture’s (USDA) Healthy Eating Index. Nutrient-dense foods provide plentiful nutrients with relatively few calories. Such foods include vegetables, fruits, whole grains, low-fat and fatfree milk and milk products, lean meats and seafood. Eating too few of these important foods can leave the body without enough valuable nutrients like vitamin D, calcium, potassium, or dietary fiber. One food group in which Americans are falling short is low-fat or fat-free milk and milk products. The U.S. Dietary Guidelines for Americans recommend that adults consume three servings daily. Unfortunately, most people only get about half that amount, according to USDA data. So why should we consume nutrient-dense foods like yogurt? The American Society for Nutrition (ASN) in collaboration with the Danone Institute International and The Nutrition Society in the United Kingdom is working with international nutrition and health experts to study the health effects of yogurt through a global initiative called Yogurt in Nutrition Initiative for a balanced diet. As part of this effort, the initiative will examine new and emerging data around the health effects of yogurt, spark research and share key scientific information with both the health care community and the public. Rich in protein, calcium, potassium, magnesium and healthy bacteria, the already proven benefits of yogurt consumption include: • A better diet: A recent study found that people who eat yogurt have higher intakes of essential nutrients and better diets overall. From one good habit comes anoher. • Easy digestion: If you’re lactose intolerant, yogurt offers a nutrient-dense, more easily digestible alternative to milk and other products that contain lactose. • Weight management: As reported in the “New England Journal of Medicine,” consumption of yogurt, fruits, vegetables and whole grains are associated with less weight gain over time, with yogurt showing the greatest association. • Overall health: Consumption of low-fat and fatfree dairy foods, such as yogurt, is associated with a reduced risk of cardiovascular disease and type 2 diabetes and lower blood pressure in adults. Remedies for deadly heat: More than just staying hydrated

(BPT) - Some parts of the country are experiencing record high temperatures this summer. Las Vegas hit 117 degrees and Phoenix topped the charts at 119 degrees. Salt Lake City also hit the triple digits as did several areas in California. Dry heat or not, residents and visitors were undoubtedly feeling it, and anytime the mercury gets remotely close to these temperatures, staying hydrated is of paramount importance. This is especially the case for anyone participating in outdoor activities or any sort of exercise program. Our bodies produce sweat in order to regulate our core body temperature. As the moisture that appears on your skin evaporates, you cool off. In fact, human beings are the most effective mammal when it comes to regulating our body temperature. At the extreme, an adult can sweat as much as two to four liters per hour. All of this water needs to be replaced, but remember that when you sweat you are not just losing water, you are also losing minerals such as sodium and potassium. According to Dr. David McCarron, adjunct professor at University of California, Davis, "You must replace the sodium and potassium along with the water. This is why athletes drink sports drinks like Gatorade, rather than just water. Replacing water without sufficient sodium can quickly produce hyponatremia, a potentially fatal condition." Hyponatremia symptoms are similar to those of heat exhaustion and heat stroke, and are often overlooked. Symptoms range from mild to severe and can include nausea, muscle cramps, disorientation, confusion, seizures, coma and death. To avoid this condition, medical authorities advise marathon runners to consume extra salt and this advice should also be considered by anyone exposed to excessive heat. Salt is critical in maintaining hydration. Sadly there have been several cases of illness and even deaths from hyponatremia over the past several years. According to the British Med-

ical Journal, 16 runners have died as a result of too little sodium and over-hydration, and another 1,600 have become seriously ill. It is true that water intoxication is more commonly seen among extreme athletes but older individuals are also at high risk for several reasons. As we age, our kidneys become less efficient at conserving salt when the body is stressed and common medications such as diuretics greatly increase that risk. That's one of the reasons that during severe high temperatures news accounts most often refer to elderly victims of the heat. The proper balance of electrolytes in the human body is essential for normal function of the cells and organs. Electrolytes help to regulate cardiovascular and neurological functions, fluid balance and oxygen delivery. Ideally, anyone engaging in outdoor activity in the heat or even an indoor exercise program should drink 8 to 12 ounces of fluid every 15 to 20 minutes during a session. If exercising exceeds an hour, a beverage that contains salt and an energy carbohydrate is far superior to plain water. The recommended concentration of salt in a fluid replacement beverage is one quarter teaspoon per liter. Most sports drinks contain salt, although the amount is not quite that high. Anyone can make an alternative to commercial fluid re-

placement beverages easily by adding one quarter to one half teaspoon of salt per liter or 32 ounces of water. Every day, more and more Americans are motivated to start exercise programs. Physical fitness is a state of good health resulting from regular exercise and good nutrition. When you exercise, your body's metabolism works at a much higher rate, breaking down and regenerating tissues and

creating waste metabolites that need to be flushed out of your system. However, regardless of your level of activity, you still need to maintain good hydration. So remember to always drink plenty of water to beat heat, but also up your intake of electrolytes, particularly sodium and potassium.
